UPDATE: UWP leads protest in Roseau

 

The United Workers Party (UWP) made good on its promise to boycott this morning’s sitting of parliament in which Prime Minister Roosevelt Skerritt presented the 2010/2011 budget.

The UWP and almost 200 supporters, undeterred by the restrictive barrier manned by members of the security forces, led a peaceful picket in response to the government’s decision to leave out provisions for voter identification cards.

Speaking at the boycott, Opposition Leader, Hector John, called the government’s decision “disrespectful” to the Dominican public.

He said, “Our message today is to have a peaceful protest on the issue. You cannot have a budget discussing national advancement or democracy and not have an issue as electoral reform being addressed. That issue is front and centre, in terms of advancing democracy in the country and [you not addressing it], that is total disrespect to the people of Dominica.”

John believes that this decision to stay out of parliament is the best way to keep the public informed about the issue and the government’s disregard for the issue.

He added, “We would like to be in parliament, but we cannot go inside there. The UWP was in parliament from 2005-2009 and now we are before the court and fined over $200,000 for standing up and asking questions for and on behalf of the people of Dominica. And that is why we took the stand to stay out or parliament, get the message across and we are getting the message across.”

Meanwhile, there was a small scuffle between a few protesters and the police at a road barrier near the Inland Revenue Division when the police confiscated the speakers to a PA system, which the UWP was setting up in an attempt to make speeches.

No one was hurt or detained for any length of time and a second system was brought in for the remainder of the protest.

    Like diapers, politicians needs to be changed regularly, or else they start to stink.Honestly, the idea of having a good politician is quite as unimaginable as an honest burglar. Major and widespread reforms are mandatory if Dominica is to move forward.

    Just like the authorities, Lawyer, the Chief of Police et al want to make us believe that Emanuel, the victim of the attempted assassination, seem to be the culprit who is not cooperating with Police investigation, so to those who HATE anyone who expresses their legitimate concerns against corrupt practices, want us to believe that the opposition forces are the problem for the decline in Agriculture, Tourism and responsible for the rise in crimes and criminal activities.

    Those who planned, executed and financed the attempted assassination of Emanuel and his wife are the ‘GOOD’ citizens? They are being protected by all means. Just listen again to some in ‘HIGH PLACES on radio, on TV on that heinous crime. Those who condemn such abominations are the evil ones? Is so Dominica come, Nuh? FOR REAL NUH?

    Dominicans it is Skerritt and his incompetent Govt. who is refusing to put things in place to ensure FREE and FAIR ELECTIONS. They are acting ILLEGALLY by refusing to respond positively to the recommendations of the ‘INDEPENDENT ELECTORAL COMMISSION’ for help to provide VOTER ID CARDS and to CLEAN UP THE VOTERS’ LIST.

    None of you who support Skerritt and the DLP GOVT. to act ILLEGALLY by trying to force the Commission to produce National ID cards instead, will be able to hide from the WRATH of GOD. The TSUNAMI of RIGHTEOUSNESS will SWEEP all you away because GOD is a Righteous GOD. God has never been on the side of corruption, RIGGING of Elections, cheating, stealing, lying or those in Public Office doing anything to enrich themselves on the BACKS of the people.

    well i guess the protest action had the desired effect, the UWP had it’s mob all hyped up and threatening public order, forcing law enforcement to act. just what they wanted. this morning to hear them on radio…..angelo, matt, lennox, prevost, etc. talking about police state, and communist rule and human rights abuse. again they calling for foreign intervention (i assuming that they hoping for nato and american troops on the ground in roseau). they branded the police chief a guard dog among other derogatory things and equated our police officers to Haitian ton ton macoute and nazi gestapo.

    this oppositors, war mongers, trouble makers don’t seem to realize that their exaggerations damage dominica’s image the most. skerrit will survive after politics but will dominica’s image as a peaceful nation ever be restored after the damage that they have done? they are tainting the image of a nation that they claim to love.

    we need to understand that in any democracy especially a thriving one like ours, the rule of law and public order must prevail.

    never in my life as a Dominican have I seen such appauling stupidity. The people who we have considered to true presentatives of our political concerns have truly let us down. To boycut paliament for an important issue such as our counties budget hearing in replace for portesting over voters ID cards is heart breaking.
    Votiers ID Card is important issue however to boycott some thing as our economie, tells me these men have no idea what they are doing.
    It is just so baffelling to me in every fiber of my being.I feel insulted by all this stupid, arrogance. when You look at the pictures and see this minister hanging a sign saying “no democratic buget” tell me that he doesn’t even understand how stupid he looks, when he is the one boycotting the buget talks.     The oppostion needs to realize that doing the same thing over and over again will create the same results. It’s time for a new strategy. Perhaps a boycott of the radio shows and expressing opinions in the Press since, it appears that Dcans. feel that the opposition has no case with this voter Id issue, or any other issue pertaining to blatant corruption, for e.g the Rubbish Bin scandal.

    Maybe, it would be best if all members of the opposition resign, then allow nature to take its cause, or rather, let the “Labour Party” take its course. Communisim is a hell of a thing, and apparantly so is Democracy. I say, give the people what they want, and clearly what they want is no opposition.

    The comments from resident Dominicans on all aspects of island life especially politics is pathetically pathetic and tells a story of a country where ignorance abounds. This almost 2-year campaign for voter ID cards is simply a way to deal with the humiliating and crushing defeat of the UWP at the last election. For almost 5 years, Edison James, Norris Prevost et al had the opportunity to reform the electoral system and did absolutely nothing. So the question needs to be asked – Why now? But if one, judging from the TV coverage of this last UWP demonstration analyse the quantity and quality of the party support, then it is not difficult to understand the depths to which the party has sunk. The failed strategies employed – peoples parliament, unsuccessful public meeting and demonstrations, radio diatribe with politically rabid hosts and ignorant callers-in, and the call for revolution will only attract and incite a level of human being that will ultimately put the final nail in the coffin of a once powerful political party. Unfortunately, the UWP message is as uncannily and eerily akin to that of Patrick John, post May 29,1979.

    Brilliant Move UWP…keep the struggle up we definetly NEED more of this maybe on a weekly basis will definetly cause a crack along this evil and corrupted regime…

    the pressure must be intensifed along other routes..this struggle has to be transmitted regional and global,dominica needs to be be on the Map for the struggle…

    maybe a shutdown along the lines of..cut off some road networks which will bring the nesscary alert action, these are hard core measures which the opposition forces MUST consider as a Plan B,,,

    as talk wont shake this regime up…maybe a select few should consider on working along the lines quietly with interest groups along the lines of funding the struggle…or implant a lead into the CIA,about Dominica become a Communist Island..

    UWP problem is not voter ID Card…UWP issue is UWP. UWP knows that it can’t win Cottage, Portsmouth, Paix Bouche, Vieille Case, Roseau South, Grandbay, Fond St Jean, Mahaut, St Joe,Colihaut, Castle Bruce…so it has to keep the only last hope voter ID cards to stir up trouble. I don’t think the majorty of Dcans care about having a card to vote. I think majority of Dominicans care about making their economical lives better.

    But alas, dem fellas are stuck in reverse and reverse they will go. As I speak to many D/cans of various backgrounds the feeling is the UWP has been relegated to a side shown and some beff news entertainment on Q95. People always say, do you really think I can put Hector John to lead Dominica outhere internationally.

    And this point played directly into the recent outburst of Wiltshire. He siad, the UWP needs new leadership, new blood, new meaning, new focus. It can’t be the same business as usual…corruption, Frenchman, ID cards, Bobol this and bobol that. These things are played out and has no traction.

    But we must not forget the basis of why and how (not how and why) the UWP was formed. These days are behind us and we are living in so much a different era of 1989-1990 (UWP). The Geo-political landscape has change and so has the Geo-financial lanscape. We are no longer a Banana Country and we have to recognized that.

    I think the electorate has left the UWP and no matter how many Voters ID Card, National ID Card will get them back anytime soon.

    I am worried about the future of teh UWP. A friend invited me to the picketing in the vicinity of the House of Assembly and i was indeed suprised to what i saw. Supporters of the opposition are lawless. and what was so suprising is that certain important figure stayed at the back while some ignorant person tried to get into confrontation with the police.

    i could see the grin feeling on the faces of the organizers. The looked disappointed they expected a much larger crowd but it was to their dismay.

    The opposition must i repeat must restratigized i am worried. By restratizing i mean getting down to the bread and butter issues. no one is buying what they are selling.

    It is so strange that when UWP was in power

    It appears that some people cannot make a comment without bringing the US or those who live in the US in. Some people say that the US has voter ID cards, not sure what state but I do vote in the US and I NEVER have to show a card. I walk in, give my name and address, they find it and voila. But if you all want to compare, we can. Americans have the right to vote in an election wherever he or she lives. And when comparing Dominca and the US, DO NOT forget that citizens/residents of the US pay so much more taxes than the people in Dominica, so it is very hard to compare the two. 15% vat
    verses Federal, state and local taxes, plus property taxes to name a few. Fight for your right and what you stand for, but please do not compare the two because it’s impossible to do so. And NO, I did not vote in the last election in Dominica!

      Dominican abroad, you are not the only Dominican in the USA who votes. I am there to and I vote to, and this is how it is across all states in the USA! You register to vote, they mail you a voter’s card with a specific number which matches your social security number and your drivers license, so you don’t necessarily have to carry the card to the polling station, but it is in the data base, so don’t try that! OK! don’t try to mislead the people. EVERY voter has a voter’s NUMBER?/ID in the data base!

      have i opposed the voter id cards or the calls for electoral reform?? can’t quite recall that. do i believe that electoral reform is necessary and that there is an urgent need for the clean up of our voters lists?? yes. see, people get all emotional about what i, you, etc, write once they feel that i, u, etc support some political party or the other and they don’t quite focus on what is written. i believe that there is a need for electoral reform, i also believe that while voter id cards are an option it does not exactly prevent election fraud and so before implementing any single system all other options must be studied and exhausted and there must be a national consultation on the matter (not an opposition crusade).

      might another form of id be used for voting purposes?? last election i used my passport as identification at the polling station and i had no problems. see, i believe that the problem is not so much one of id’s, it’s stems from the list which has not been updated in a while and so there are dead voters or others who no longer hold the right to vote but could still manage to slip through the system. i say update the list, re-register legitimate voters finger print them and then we’ll deal with what id they present at the polling station.

      is the labour party regime perfect?? have they not committed errors in their handling of some of the nation’s business?? are some of the actions of the government and it’s operatives questionable?? 27 million on a state house at this time??

      but who’s in the house of parliament to represent the interests of the nation?? can UWP effectively debate on our behalf standing outside of parliament and boycotting the proceedings of the house?? if government was to present a new piece of legislation, if skerrit had announced some new tax how and where would UWP effectively debate that on our behalf?? are voter id cards the only pressing matter in dominica?? to spend five years attacking the prime minister’s personal affairs and not so much his politics going to effectively win u the swing votes that u’re going to need to oust him at the polls?? are the UWP’s methods (lennox digging up scandal) calling out to and winning over the labourites (and their trust) who currently constitute the political majority on island?? is the UWP organized?? who’s the leader?? do i hope and pray that they get their act together once voted into office?? how long will dominica remain without an effective opposition??

      this is not so much about me supporting Labour or hating on UWP, but UWP has to show preparedness and organization. UWP has to show competence and capability in tackling government on issues relating development and not just petty politics and mapuis on Q, they need to offer comprehensive alternatives to government’s current program, they need to show effective performance in the house and guarantee effective representation at that level before i throw my blind support behind them.

      The opposition i must say are preying on the intelligence of the people and we need to educate ourselves when some is being said. Am speaking of the National ID instead of the Voters ID.

      What the prime minister is saying is that the National ID would be more significant instead of the Voters ID and he is very correct.

      Let me explain, i had the opportunity yesterday to see a National ID Card from St. Vincent.

      The Front of the National ID Card have the person’s picture, date of birth, nationality, social security number.

      The Back of the National ID Card have the map of the caribbean, place of birth and voter’s ID number.

      So please people just issuing a Voter’s ID Card is insignificant and cost too much. We should go for the National ID instead.

      You can do your research on this as well.

      So when we hear the opposition say that Skerit do not want a Voter’s ID Card for his own personal reasons that not true, the National ID Card is more significant.

        Seven years may seems alot if Dominica was a society with a higher rate of education , where individuals are able to comprehend for themselves , the intertemporal impact of government policies, lack of transparency and accountability.
        The small size , where everyone basical knows each other also builds a fear form being victimized or ostracized .

        The mechiavellian Tatics utilized by Mr. Skeritt and his governments seems to be working perfectly in dominica. Also there are a few good things that the government is doing that some people think outweighs the bad ones.
        All those factors among other things may have contributed to the small size of crowd. However, the sized should not be relevance but the cause .

        Its going to be a long hard struggle not just to get skeritt out of power ( thats secondary right now ) but most importantly to get we Dominicans ,to be able to think for ourselves and develop a better understanding of public policy and its implication. No change in government will help us here , we need the media to act responsibly and unbiased and also individuals whom other people look upto, to do like wise and most importantly bloggers who seems not to understand that the internet is one of the most powerful communication medium use today , to learn to forget party politics and have healthly discussion on current issues facing the country. looking at pros and cons and adding some recomendation where possible.

        Imagine , i having a discussion with two educated and successful business men from possie , and they said to me that most former politician left politics broke so skeritt & co must do what they have to do to ensure they live a good life after politics. Those two men also taught at PSS for a short while. Most importantly when ever those two guys speaks a lot of people listen .

        Look at the bloggers on DNO , many of whom are educated or seeking education and realized how hard it is for them to understand that a national ID will show your place of birth and not necessarilly where you registered to vote ( i know for a fact, situation where individuals have been registered in constituency where they should not) .
        bloggers here don’t realized that to obtain a voters id one would have to be residing in a constituency for a period at least six month ( this will certainly elliminate a lot of one time visitors- those coming once every five years).

        The same voters id ( once merchine readable which is the norm in 2K11) can be used for travelling , business transaction and a form of identification. Antiguans do travel on there voters id and many dominicans leaving in antigua can attest to that fact.

    We need the voter Id cards because the voter’s list is just in a mess right now. Too many people voting in constituencies for other people where they are not registered to vote and too many people leaving overseas to come down here and vote when they don’t even have a week, much less a day, in the country. We need to open our eyes dominicans. I don’t support any party as of present; I only support what is right and any right minded and logical person will agree to having a voter ID card. Prevents corruption in the elections and it is a much safer bet.

      the list of registered electors has bee cleaned up before and it was done without any id cards.there is already a process in place for removing names of people who are either dead or disqualified form the list.we have not yet exhausted the avenues available to us why look for new ones?I`m sure no formal protest has been lodged against the existing list of electors.

      ok thanx for clearing that up for me. that’s one doubt put to rest. the vast majority of dominicans who are opposed to the dictatorial regime sit at home in silence for fear of being victimized if seen in public speaking out and defending their constitutional rights.

      new doubt: their are anonymous mediums which can be used to campaign and show support for a cause, radio for example, and Q95 is providing that medium. they air more political (opposition) talk shows than news and music, i am a frequent listener to quite a few of them and i cannot help but notice that it’s the same handful of callers calling and contributing to each program sometimes calling 2 and 3 times with the same rhetoric. i have even learned some of the voices and the order in which they call and i can almost recite some of the rhetoric by heart. here is one of my favourites: “matt weh weh weh weh look at how dominica come matt, anyway tell skerrit we want our voter id cards because because when u go to the bank to cash a check u need an id so we want our voter id cards. skerrit going to call election just now and we want our voter id to vote”. sounds familiar?

      so why is it that more of those at home supporters not calling?? surely the government wouldn’t recognize the voice of each and every caller to go victimize each one of them.

    This is a very careless move on the part of the opposition. Having this gathering/protest in the vicinity of parliament and on an occasion such as the reading of the budget can hardly be peaceful. Listening to many of the opposition’s radio programs and public meetings one can sometimes sense an air of political hostility which might be read into by some of the more passionate opposition faithfuls as a call for forceful action. In much of the opposition’s discourse strong reference has been made to the “arab spring” uprisings and the libyan rebel resistance and strong comparisons have been drawn between the dominican government and some of the dictatorial regimes in north africa and the rest of the muslim world. Having people incensed to such extents one could with reason expect them to vent their frustrations and act upon their emotions given the opportunity to do so and one can hardly predict human response to situations such as this so clashes between law enforcement and protesters are always a possibility.

    I understand the opposition’s calls and their concerns for more transparency in our electoral process, but deliberately compromising the welfare of supporters and risking a violent protest action/reaction is hardly the way to have your voice heard. The political situation in dominica has not gotten to such extremes.

    It is the democratic right of dominicans to gather in protest and certainly a right of the opposition to organize such gatherings but they must exercise discretion and responsibility in doing so. The present probably was not the most appropriate moment for this protest.

    My comment does not seek to lend support to any political organization. I strive for the most part to be politically neutral, i just call things as i see them.

    I am awaiting for the pictures of a real representative crowd – a few hundreds would do – in order to gauge the oppostion’s support for the boycott. Hate to admit that the noise on the radio (Q95) is much, much louder than the callers’ willingness to vote with their feet. Put plainly, the UWP support on the ground – whatever it used to be – is weaker by the day.
