Minster of Education, Petter Saint Jean has come to the defense of the island’s Citizenship by Investment Program (CIP), blasting the opposition United Workers Party (UWP) for what he described as its ‘blatant and unwarranted attack’ on the program.
At a press conference on Friday, he stated that he felt “compelled” to address the issue, noting that the program has attracted investors to Dominica’s tourism and hotel sectors.
“The Dominica Labour Party government, through the relentless efforts of our Prime Minster, Honourable Dr. Roosevelt Skerrit, has spared no effort in ensuring the Citizen by Investment Program is transparent, rigid, and thorough,” he said. “And it is as a result of these very prudent attributes that Dominica has been able to attract high end and credible investment in the tourism and hotel sector.”
He called on the persons supported by the Ministry of Education (MOE), to defend the program against the “attacks” of the UWP, which through such attacks, he said, threaten livelihood.
“The youth of this country and all other persons who are supported by the Ministry of Education in their quest for higher learning must speak out against the blatant and unwarranted attacks on the Citizen by Investment Program by the Opposition, United Workers’ Party. Clearly, their efforts are geared at, among other things, destroying your life’s dreams…” he stated.
The UWP has been calling for more transparency in the program and has criticized the government for the slow rate of project implementation under it.
However, Saint Jean made reference to the education sector, stating that it continues to benefit greatly from the program, as seen through students’ financial aid to assist with their studies.
“The Citizen by Investment Program has and continues to play a significant role in our economic development even more so post-Tropical Storm Erika,” he noted. “Educating our people has been one of the hallmarks of the Dominica Labour Party government, and our education sector has, in fact, been a major beneficiary of the finances raised under the Citizen by Investment Program.
The Minister said it is an “irrefutable fact” that the program has and is making “an invaluable contribution towards the development and improvement of our human resource capacity…”
St. Jean said the UWP has the habit of attacking all foreign policy efforts by the government because they are “convinced that it will weaken the economic base of the country.”
He alleged that the UWP made efforts at halting the construction of the new campus of the Dominica State College and the State House, by contacting governments and international financial institutions to prevent them from financing projects in Dominica and that the party wrote to the United States government to advise against the construction of an international airport, under the Dame Eugenia Charles regime.
He referred to these actions of the UWP as “treasonous,” and asked that all patriotic Dominicans support the government as it “strive to make this country the best place to live.”
Meantime, the Education Minister acknowledged Prime Minister, Roosevelt Skerrit’s contribution to the nation, and congratulated him on the receipt of an honorary Doctorate from Lovely Professional University in India earlier this week.
“His love for Dominica is unparalleled. He has dedicated the best years of his life to public service. He is dynamic, he has initiated diplomatic relations with more than half of the ninety-nine countries Dominica has recognized…” St. Jean noted. “We are proud, therefore, that today and henceforth, we shall call him Doctor!”
Saint Jean made mention of some of the Prime Minister’s highly-criticized actions, such as the formation ‘Yes We Care’ program, the joining of the Bolivarian Alliance for Peoples of Our America (ALBA), and his recognition of the People’s Republic of China.
He used them as evidence of Skerrit’s “farsighted” nature.

Why are they always so defensive of this program despite the lack of transparency? I’m actually surprised that some other Caribbean islands without these programs have not stepped forward to question the screening process, since our passports will give investors access to CARICOM as well. If this program is also the lifeline of our economy and now education, as is being portrayed by members of government; perhaps the VAT can be reduced to decrease the cost of living.

Criticizing the Citizenship by Investment Program is healthy, necessary and democratic. BUT for criticism to be beneficial it is best to accompany it with concrete solutions. Hence, it would be in the opposition’s interest to propose alternatives along with their criticism. This would appeal more to the population and provide solutions rather than simple critiques. Until there is a tangeable alternative, the government’s Citizenship by Investment Program seems quite reasonable and beneficial to the country.
UWP has not been asking for the program to cease…but to be transparent about it.
Proposal number 1 has been loud and clear…tell us WHO is giving this money! Tell us WHO our diplomatic passports have been issued to, and tell us HOW much you have collected EACH YEAR for the past 10-15 years!
Vince Henderson admitted that there were weaknesses in the system when he couldn’t explain why the need for secrecy about who is holding our passports and how much they’ve paid for them!

Mr. St. Jean has trouble enough to ensure that all of our young people get a decent education that prepares them for a self-sufficient life, an education that prepares them either for further professional training or equipped for the workplace, whether in Dominica or abroad. I have never heard the opposition object to a citizenship by investment programme, on the contrary, they support it provided the funds generated are used for investment locally for the benefit of local people. In my own estimation such funds should not be wasted on ideological programmes such a NEP or political electioneering, never mind swell the pockets of outside agents. The money flow should be transparent at all times. So far we have not seen that. How many real jobs have been created, how many investments that generate a positive cash flow on a sustainable basis? The country looks more dilapidated than ever, is woefully short of employment opportunities and poverty is showing its face everywhere.

So, let me show you how ignorant you are to the facts in regards to economic citizenship. When economic citizenship is granted to an individual, it is mandatory that the individual resides in the country granting the citizenship; under one condition, and that is the individual must invest into some kind of industry in the country; employing a certain amount of people. That is arranged prior to the granting of citizenship.
It is not a case where money is exchange for a passport! If you had an economic citizenship program in Dominica: If a thousand people were granted economic citizenship, there should be a thousand industries employing our people. You and Skerrit and the rest are into the selling of the nations passports, that’s not an economic citizenship program!
And that’s why Skerrit do not rust them because they lack understanding, by the way is Peter/Petter St.Jean the education minister . My people I ask that you just take a step back to see how much we are in serious trouble when our minters cant even speak truthfully , Team Dominica was telling us the facts but what is so sad we have to learn about every dirty action of this party from the outside World media, what does that tell us as a people, they don’t care about us, we need help to re-build the Island but one man Government is giving away money not to a poor country but instead to a rich country, how does that make any sense.

Economic citizenship began in Ireland, that is where that sort of program originates; before you run of your dirty mouth do some research, or if you are anybody and not a dog, contact the authority in Ireland and suggest you wish to become involved in that nation’s economic citizenship and see if all they do is offer you a passport for sale!
Try the same thing in America, and see if all they will do is sell you a passport. I am happily retired, and have enough money to last me for the rest…

Please do not try and kill the goose that is laying the Golden Egg UWP. Right now it seems that this goose is laying quite a few golden eggs but these golden eggs are not being eaten by the masses but by the few in privilege positions.
The eggs aren’t creating jobs, nor they are building hospitals, libraries, sports facilities, investigative tools for the police or fire engines .
The CBI program will always be ferociously protected by the currently government. After all, they are the ones who own the goose and the eggs, oh and they eat the eggs as well, fried, scrambled and boiled whilst Dominicans get the shell.
Meanwhile the EU is grappling with the influx coming to their borders from Syria and they are taking control of their own borders. So who knows, this might be the dagger that kills the goose
