Opposition Leader, Lennox Linton has accused hotelier Sam Raphael of ‘lying through his teeth,’ saying he has not produced evidence that the United Workers Party (UWP) was involved in the alleged sale of diplomatic passports.
The latest salvo from Linton was delivered on Q95’s Talk on the Block on Tuesday afternoon on a matter that has been a topic of much discussion in Dominica in the past weeks.
Linton had asked Raphael to produce evidence after Raphael dropped a bombshell recently saying the UWP is guilty of the very thing it has been accusing the Dominica Labour Party (DLP)-led government of doing, that is, selling diplomatic passports. (The government has denied it is in the business of selling diplomatic passports).
On Tuesday, July 11, Raphael released a statement which he said contained the evidence that Linton had asked for. He said there were no MOUs of the alleged diplomatic passport sales to six individuals in Switzerland, which he described as an “under the table transaction” however, there were wire transfers and checks which “comprised prominent financial records that cannot be refuted.”
But Linton was not impressed, saying they did nothing in terms of the type of evidence he had demanded.
“I made the call for evidence, by which I mean a body of truth, a body of fact that can validate beliefs or proposition or statements that people are making,” he stated. “I was not querying whether Sam Raphael had received money on the behalf of the UWP because I have been reliably informed that he did receive money on the behalf of the UWP.”
He added, “And so this rattling off of account numbers and amounts received over periods and so on did nothing for me in terms of the evidence that I requested because I did not dispute, nor that the people in the party I spoke to dispute, that he received money for and on behalf of the party.”
Linton said the question that has to be asked is, what was the money for?
“He (Raphael) wants the people of Dominica to accept on his say-so that it was for diplomatic passports but I have not heard that from the other people that he supposedly involved within the party at the time,” he stated. “Who do I believe? Sam Raphael, who is obviously lying through his teeth for favours from (Prime Minister Roosevelt) Skerrit right now, trying to destroy the political opposition in order for him to get his monies to build Jungle Bay at Morne Acouma, to build his cottages and his villas and to sell them and to make his money?”
Linton said it appears that Raphael had no problems with the UWP in the past but all of a sudden has a problem with the party in 2017.
“He had no issue with what he claims he did then, in all of the years, that has gone by since 2005, you are only now coming to a recognition that what you were doing or what you claimed you were doing at the time was wrong?” he stated.
He stated that the other people that Raphael claimed he worked with have denied that they were involved.
“That is why I wanted to see what I asked for,” Linton said. “Evidence. Not Sam say-so because there is nothing that Sam Raphael can say that I will believe because as far as I am concerned, he had established his downright dishonesty and he has established the fact that he is prepared to do anything at all to gain the favour of Roosevelt Skerrit in ensuring that he will have passport money to build the new Jungle Bay at Morne Acouma.”
The Opposition Leader went on to say that Raphael had in fact confirmed in his statement that the UWP did not sell any diplomatic passport.
“As a matter of fact he has confirmed today, in his statement today, that the UWP did not sell any diplomatic passports, he has confirmed that straight and plain but he also telling you at the same time I have my politics to play, I have a political party and somebody I don’t like, to destroy.”
Dominicans cannot come to Dominica to vote, yet political party going on a mission trip to raise money, selling deals in advance for campaign money.The bottom line is we seeing CBI money but campaign money still sleeping since 2004.Where is d Money?Me not calling name and me looking to hear the game.

Quite frankly I am confused as to why Linton is barking so hard at Sam Raphael when he was not the leader of the party at that time, why isnt Hector John, Eddison James or Ron Green coming out with statements when they were at the forefront of the party at that time. Good try at spinning this. This is political fundraising where political parties make promises to potential donars in exchange for campaign funding. UWP did not win so they could not deliver on the promise. Since UWP is admitting that they received the funds, why can’t they be honest and transparent and disclose who the funds came from and why were the funds given. In the meantime while we sit in the silent zone waiting for James and others to respond, I will believe Mr. Raphael.

My fellow Dominicans, we have all been taught by our Parents that two wrongs does not make a right. This back and forth between Linton and Raphael really has no relevance in relation to the real issue at hand. The issue that we are confronted with now is the appointment of secret diplomats that has brought scrutiny and shame to our Country by these said “Diplomats” being arrested for serious crimes on the international stage. These diplomatic appointments are and were in direct contravention of the laws set forth by the Vienna Convention with regards to the appointments of foreign Diplomats of which Dominica is a signatory. We cannot just ignore these issues and turn it into a “you did it so we can do it too” debate…not while our economy continues to decline and correspondent banking regulations are crippling our access to much needed revenue. As a nation, we must hold our leaders accountable no matter who we support.

You must ask yourself how is Sam Raphael’s allegations going to promote and push forward good governance practices and policies that will make us a better more stronger Country. I am dumbfounded, totally discombobulated. For years Mr Linton has been making identical statements, claims and allegations with no evidence. He admitted that he has no evidence on Huffington Post and on CBS. Yet he has the audacity to say he wants irrefutable evidence. What was the reason why these white Europeans gave all this money to the UWP. Sam says it was for diplomatic passports. Lennox says Sam is lying but he is not telling us what the truth is, very strange for someone who constantly calls for practices of good governance and transparency.
1. He wasn’t the leader at the time. But he did say based on his internal investigation he was informed that Sam was one of the persons who sourced funds for the party during that time. HE also confirmed that the money was received by SAM, however there was never any agreement or expectation of anyone receiving a diplomatic passport!

It is not what the money was used for? we know what it was used for. campaign promises and personal benefits. the question has to be. What was the basis for white Europeans (I assume) to send their hard earned money to a minority political party in a far off land? What was in there for the six who agreed to fund the campaign of the party? A party that is not known to be involved in any humanitarian or peaceful engagement on behalf of a world or social movement that requires international support. E.g Lybia supported the black liberation movement in South Africa. So millions of dollars were sent to Africa. Even our very own Rosie Douglas was involved in that struggle of liberation. So the question remains. Outside of the promises made, which is at the centre of the discussion, what qualifies the UWP in a poor underdeveloped country to qualify for such largesse? That is the million dollar question.

This evidence from Sam will never come, because he knows that he is not genuine. I have firmly and categorically dismissed him and his concoction, that money received was for diplomatic passports. It is deeply disturbing to me that two grown men continue to engage in this very public, childish banter. Obviously this is based on nothing concrete or on matters important to national interest but, but rather on selfishness and an infantile hatred of each other. However, what is even more distressing is the fact the Mr. Linton indicated on talk on the block today, that some of his supporters have asked him to let this go but he is not. I keep saying to the disgust of many of you the UWP has no chance with this guy as a winning opposition presents itself as an alternative government not a complaining child.
I also heard you say Mr.Linton that Sam made a deal with the govt to keep the money which he owes and you know that is not true,Matt had to tell you that is a strong statement.It is recorded.

The biggest tragedy here for the UWPwee is that Linton did not have to take on this fight!! The chap could have thrown cold water on Sam’s allegations long ago and just let sleeping dogs lie. Instead, the arrogant challenged Sam to a battle that he cannot win. His decision to add fuel to the Sam Raphael fire says a lot abut this gentleman’s ability to lead.
He must now be very sad that the “bombshelll” he had hoped to burst under the DLP’s behind on the weekend is now eclipsed by a his suicide vest. And THAT is what you guys want to lead Dominica??
