Second session of Eighth Parliament convenes; UWP walks out again

The second session of the eighth parliament convened at the House of Assembly this morning with a number of bills tabled for approval.

But before the debate could start, the Opposition United Workers Party, in their usual grand style, walked out of the proceedings.

They did that moments after Danny Lugay was sworn in as their new senator to replace Claudius Sanford who is studying overseas.

The Opposition members who refused to speak to the media following their walk-out say they would give an official statement at a press conference carded for 10:00 am Wednesday.

The UWP has staged walk-outs and has boycotted parliament since January 2010 based on their belief that the December 18, 2009 general elections were fraudulent. The party lost the elections by 18-3 to the incumbent Dominica Labour Party.

Meantime Prime Minister Roosevelt Skerrit says the Opposition is once again demonstrating a lack of interest in the country’s development.

He said parliament has not been able to appoint several committees as a result of the unavailability of the Opposition.

“We have not been able to appoint the parliamentary committees. A very important institution of the parliament which is the Public Accounts committee cannot be appointed because the constitution says the leader of the Opposition shall be the chairman. We would love to have that committee to ensure that there is accountability. The international community is saying that it is unfortunate that we have not been able to appoint that committee. We have our members waiting,” he said.

He continued, ““We have an opposition, Madam Speaker,who come here and talk about integrity, accountability, and transparency and so forth, but who have not said to the House, to the clerk of the House…and say ‘look with all fairness, we have not worked for the salary that we’re getting. And therefore as a matter of principle we shall not accept the money.”

    I don’t really think that UWP interested in electoral reform. Lately it has all been about removing Skerrit. Well, in my mind, the best way to remove Skerrit is to get people to vote against Labour (not against Skerrit, against Labour). So my friends in the UWP, you have three years to convince the Dominican people that there is a better choice, that there is a better group of leaders. Who are they? Where are they? All Dominicans seeing is Labour. Show us a better way and as democratic citizens we will vote for the better way. It always works my friends. Guaranteed.

    Are they the only ones getting paid for no work in the public service. As a matter of fact they are working, they are doing their job, they are out there bringing the issues to the fore. I can’t do it, I do not have that kind of time to invest doing these things, so yes they are working.

    You all are petty and just a bunch of people that keep repeating the crap that comes from these less than illiterates in Cabinet. How many of the cabinet members doing a proper job anyway. They sit in an office burning AC and making all kinds of long distance calls running up the phone bills. Then they jump on planes, get per diem, hotel, food and all kinds of shit. In addition they still make under the table deals. That is alot of work isn’t it?

    You people need to stop this foolishness about getting paid and staying out of the house. Do you think that these 3 people in the house will make any difference. They will be mocked, harrassed, laughed at and trampled on by the speaker. This cannot be anything but a frustrating waste of time process.

    We need to join hands with the opposition to demand electoral reform, less we become another Libya. You all think that this is some type of joke going on.

    I am not too sure if you all do not understand what parliament is about, they eyes always have it and 3/4 of the country do not care for what is going on in there, it makes no sense. Gone are the days when politicians had some balls, that a politician irrespective of what side he/she is would stand up for what he/she thinks is right….gone are those days.

    I say I will pay all you bonus at the end of the year, do not go back to the house until Skerrit fix the electoral process!!!!

    UWP getting some good opportunities to expose Mr Skeritt and his double standardness and they just tossing it out by walking out. At a time when so many Dominicans are returning to celebrate babies they(UWP) gave birth to like, Creole in the Park and Creole Music Festival, instead of using this opportunity to remind Dominicans of what they did in 5yrs and how it is contributing in a meaningful way 11 yrs later, verses Skeritt who has done nothing to help the economy, those sort walking out.

    Also when Skerritt has the gutts to quote the constitution when he said that the constitution says that the opposition leader shall be the chairman of the commitee, them man running? This is the same Skeritt that said that not even the constitution was able to prevent him from contesting the 2009+ elections and went on to do so many things that are unconstitutional. But instead of using this opportunity at list for once to expose the high level of hypocricy that exist in Da, those guys running out man.
    To be fair and balance, as bad a leader as Skeritt is and as bad a government as the one we now have is, the lack of foresight to make timely decisions by the opposition (none bigger than when they rushed an election in 2000),sure looks like Dominica is going to sink with Skeritt because the opposition is not able to convince us that the are able to act wisely.

        Been engage with the IMF who is presently conducting the third review of our stand by agreement.

        However , I will start my comment by asking clarity on the issue , becausing reading the comments and the statement from the PM i am not sure if the people are concerned that no opposition is in the house during the debates or the fact that the opposition is getting paid and not being present in house.
        I am getting a sense that most of the comments is signalling that if the UWP decided not to accept payment then their absence would be justified. we certainly wouldn’t be having this debate today.

        Moreover,
        I would like to ask you wikileaks , that given the current structure of our governance system , how much can an opposition of such miniority assits the development of the country by going to parliament.
        The system is set up that the “I” always have it which brings me to the question as to when was the last time in the history of our parliament did someone vote against a bill that was tabled by his/ her party.

        You guys talking about going to parliament and direspecting paliament is so hypocitical. Isn’t it the same parliament who agreed for electoral reform. WHY you all not telling The PM to respect the mandate of the house and provide the necessary funds to the electoral commision to do the people work. ( oh i forgot No money. solution the supporters tha are not paying for their land in chance , zicack, portsmouth collect the money or let them know they are holding back the development of the country).

        Isn’t this more significant than 3 men going to the house saying yeh or ney to something that they cannot impact because of lack of majority.
        During , the last budget debate did any one from the government side had any objection to anything in the budget. ( NO )! Then what would be the effect if the 3 UWP memebers were present. They would get nothing change since they lack the majority. How does that add to our development.

        On a different note how can one associate protesting and getting paid to robbing the tax payers money.
        People like BUWO suprise me again . Seems like you all need to read about the Trade Unions movement throughout the region and their accomplishment.
        Are you all saying when these unions conducted strikes , sick outs etc for better pay , working condition , allowances, holidays etc that we are enjoying today , the unions members were robbing the plantation owners, government , factory owners etc.

        Like it or not the uwp action is called taking a stand in defence of the constitution ( though Ron may seems a bit hypocritical here but better late than never).

        However, i firmly believe and hope that if the court rule in favour of the PM then The UWP members need to go to parliament even during the period of an appeal.

        I am also sure that if the DLP had agreed for the electoral reform then things might have just been different.

        By the way , Mr.skerit what was the most recent fiscal year statements to be Audited and submitted to the house and tabled before the public accounts committee. Just checking.

      Creole in the park is only 9 years old!!!!
      UWP was not there for Creole in the Park.
      It was under Prime Minister Pierre Charles in 2002 that Mr. Ian Blanchard as Manager of Cable & Wireless that initiated Creole in the Park.

      So UWP gave us WCMF that has never made a profit after 14 years and little economic benefits except for government purse and Lime gave us CITP under DLP which has allowed WCMF to limp along – otherwise it would have been dead already!!!!

      Nothing under UWP has remained sustainable and that is true:

      What happen to Chapeau Pie?

      What happen to Afu a wi radio program?

      What happen to Glo Barry?

      What happen to the call by Mr. James for a kinder, gentler Nation? He self destroying his own works and all. SHAME

      UWP remove the painting on the wall of the Treasury Building in Roseau to no longer remind people of May 29, 1979 boots on the ground and mini revolution that brought changes – positive changes to Dominica. Now he and UWP wants the first generation of Independent Dominican children to put boots on the ground with no history of how our parents saved Dominica. Today PJ is a saint in the eyes of young Dominican children.

        Anonymous you said that WCMF has been around for 14yrs and has never made a profit. what you did not say is out of those 14 yrs, your government DLP has been in charge of WCMF for 11yrs and after 11years of something that brings nothing but a loss to the country, your government is not able to 1. Put plans in place to ensure that it brings a profit 2.Why continue with something that makes no profit? Does that not reflect on poor management and in that case, further exposes the inability of the goverment to plan?

A fight would be that the UWP stay in Parliament and put the DLP in their places, this is what a fight would be. What will they accomplish by walking out? absolutely nothing.     UWP needs to be wise in their action. Right now they are losing all their supporters because of this nonsensical act. I think the people of Dominica have gotten the point they were trying to make, so it is time to move on. They should have at least attempted to ask some questions today to see if they would get some answers.

    If they do not believe in parliament and the illegitimate government why did they attend to have Danny sworn in as a senator. I am considering reconsidering my support for that party. I mean honestly, when I have to think of voting for someone, how can I in good faith vote for a party who just stays out of parliament for so long. The party has nothing that I can see that is attractive. This is more than enough, this does not make any sense anymore. It is time to move on. Enough already. UWP, word of advice, you are losing the rest of supporters you have and you are not attracting new ones because the young voters are not seeing what the party is about. Come one.. wise up. We get the point but you are getting weaker every time you pull a stunt like this. and about that salary, how do you feel when you receive it? are you spending it or are you saving it to return it at the end of all this?

    I am old enough and experienced enough to know that parliamentary proceedings is just a darn formality. Every opposition that I’ve known in my life time staged walk outs. Mike and Rosie Douglas did it during Eugenia days , Brian Alleyne, Rosie et all did it during Edison days and now Edison and Ron are now carrying the lamp. How many of us can honestly say that the opposition truly influence government decisions in parliament.
    When the cabinet makes a decision most times not even all the members are on board or even know about it yet the matter goes to parliament with the full support of the government side – some blind folded

    Who really is the opposition? Most Dominicans were against the state house even if some people pretend to be in agreement for partisan sake and the government knew that Dominicans by reasonable thinking could not support the construction of a state house particularly in this present time yet the government went ahead. If 18-3 gave them the right to ignore the masses then why cry about the foolish behavior of the UWP zenzens who really have no voting numbers to alter cabinet decision.

    Do we really believe that if Hector John goes to parliament then the government will truly cast an eye on Salibury when in 18 other locations the people are much to ashamed to cry out – farm access in every district in Dominica is deplorable. When Edison and Ron were in power they exhibited the same level of arrogance . Many of us will remember the arrogant comment by Edison – “ We on the stage now”

    If I had a voice in the DLP, this is what I would recommend to the PM – use the Dame Eugenia Charles hammer!! Mamo denied Hon Mike Douglas the position of Leader of the Opposition by allowing Hon. Jenner Armour and Hon Conrad Cyrus to remain on the opposition, thus having a 2 – 2 tie with the DLP (Hon. Douglas & Hon Urban Baron); thus no Opposition Leader and no Opposition Senators.

    Let’s strip the title of Opposition Leader from Hon. Hector John and let’s get Ron Green, Ezekiel Bazil, Danny Lugay and Ronnie Isidore out of the House of Assembly since that’s where they want to stay. The plan is simple. You “have political capital” according to G.W. Bush, use it.

    Allow 4 DLP Parl Reps to form the legal , official opposition. one will be the Opposition Leader, who will then appoint 4 Senators. Then all the Parliamentary Committees will be appointed. 7 guys are being paid a month’s salary for a 5 minutes work-day. We can at least cut it down to the 3 elected stooges!! That’s a plan to consider if given fair warning and they do not change. Move the Parliamentary Secretaries and 2 ministers across to the opposition. Beat these guys at their own game!! I’m kidding! That’s just a joke. Dominicans, don’t you have a sense of humour?

      In fact chapter IV, Section 66(5) of the constitution will not allow a government Parl Rep to become Opposition Leader. But there is some ambiguity as to whether they can legally force the title to be rescinded by forcing the UWP into a minority within the opposition. Parl Reps have a right to cross the floor and become opposition. That would at least kick out Ron Green and the other Senators and deprive Hector the privileges of Leader of the Opposition which he squanders.

      Section 42(2) also allows for alterations to the constitution with a 75% majority and even a 66% majority to alter a Supreme Court Order. Remember the 18-3 gives the DLP an 85% majority. So be careful what games you play, UWP!!

    UWP Please could you take up the cause to get funding for a new hospital. With a new attitude and probably new staff. A friend of ours is in the hospital very sick and the doctor (Dominican in charge) does not even have the courtesy to ask how the patient is feeling. The hospital is so full the patients have no privacy! Some of the nurses and doctors have no pride in their work or the patients! If you go to the hospital you are likely to die! Why is the Government spending all this money on a state house when we need a hospital that cares about the patients, feeds the patients, looks after the patients treatment and has some system for the protection of patients! Please someone do something to help the citizens of Dominica be protected and maybe help the patients that come to the hospital. The St. Margaret’s hospital is a disgrace!!!!

    It apperas that the editorial staff of DNO have not respect for the opposition actions and the manner in which they the opposition want to get their message across, and i refer to the article which states that the opposition in their usual grand style walked out of parliament, you cannot be an editor and refering to opposition as a grand style, this is disrespectful to the official elected opposition, in feature use proper language, it is street language to use the term grand style in refering to the official opposition

    I am by no means an admirer of these dumb politicians in Dominica. .Right now is “ Tiway Boodeer matais Pi”. Sixty thousand a corrupt government with corrupt opposition no jobs , no opportunities I’d it’s time for the people to take back the country from politicians. Fresh blood, revised constitution making special provisions to deal with corrupt politicians, police, senior counsels, magistrates and passport agents.
    As for Ron, Eddie, Angelo and others I would put them in a retirement home. Look at Ron in the photo- he even looking hungry. Please note that the stock farm prison should be expanded so we can put away those thieves – we all know who they are. Then we will hire an international investigation to recover moneys hidden in offshore bank accounts and on accounts of family members overseas.     Assuming for argument sake UWP wins the next election and Hon Hector John becomes the Prime Minister. How will he handle parliament when he would have had zero experience attendending?

    What skills will he have in dealing with the technicalities and intricacies of parliamentary procedures?

    Hector John needs to find himself in the parliament to represent his people, learn the ‘know hows’ of parliament and develop himself into a decent, well composed, carismatic stateman growing his brand as a person of exemplary hard worker working for his the people of Dominica against all odds. That’s what Patriotism is about and that’s what we the citizens will grade him on.

    The question UWP supporters should ask themselves is are they getting value for money from their representatives.

    I mean, where in the world can any of us walk into our job for five minutes, walk out and then get paid a full salary? These men are being paid with tax payers money, hard earned money. Whether we are UWP or DLP or DFP, the tax man still comes for his due for he knows no party colors.

    UWP people bawling money tight and yet they allowing their representatives to get a full salary from the same money they bawling about.

    I am calling on the government to stop paying these guys and donate the money to some charity on the island, maybe the Grotto or CHANCES. Something worthwhile.

      How does that relate to the amount of time Parliament meets for each year…….every week we have a Red Clinic….compare that to the number of times parliament meets each year….Parliament meets for about 3 days in each sitting……if i were generous as to give this government 6 Parliament sessions in any one year period that would make it less than 20 days a year……..talk about value for money….huh

      All this talk about a west coast highway, state house and college…..these are all Chinese accomplishments…….what are WE doing in Parliament?
