Speaker of the House obstructing Opposition in parliament – Prevost, John

Parliamentary Representative for the Roseau Central constituency Norris Prevost has accused the speaker of the House of Assembly of obstructing the work of the opposition in parliament.

Prevost, who spoke at a press conference  which followed the opposition’s ‘walk out’ of parliament yesterday morning, said that several questions submitted to the speaker by the opposition were turned down based on “arbitrary” reasons.

He is convinced that this is the speaker’s way of obstructing the opposition in the House.

He mentioned one of his questions submitted on June 28, 2010 requesting a list of the donation and grant programs operated by the Ministry of Finance.

“This is the only question I submitted. It was submitted on June 28. On June 30, the speaker through the clerk, wrote to me and Madame Speaker suggests that the question submitted on June 28 is out of order and she claims that it would be helpful if your question was broken down and directed to each relevant ministry from which you wish to obtain the information you seek… I dutifully complied and addressed the questions to each of the 14 ministries separately,” he stated.

“The exact same question that is [Will the minister provide a list of the various grants and donations programs operated by your ministry?] I was shocked to receive a further letter from Madame Speaker on July 2, [I have been directed by the Hon Speaker of the House of Assembly, to inform you that by virtue of Standing Order 23.2 12 of your questions cannot be presented],” he told the conference.”

Prevost  said however, that according to the letter, two of his questions would be accommodated on the order paper for written response as it relates to the Ministry of Tourism and Foreign Affairs and the Ministry of Carib Affairs.

“[The 12 remaining questions for the other ministers require your further attention since those ministries have changed during the course of your stated time.],” Prevost quoted a letter he claimed came from the Office of the Speaker of the House of Assembly.

“I was absolutely shocked. I’ve been in parliament for more than 20 years There is no rule in parliament which suggests that if ministers change, that the information disappears or that the ministries are no longer responsible,” he blurted.

Prevost said that he is convinced that this is a “demonstration of the speaker not wanting us to have the information for us to do our work”.

“I wrote to that effect indicating to her that she is obstructing the work of the members of the opposition and she should stop it.  She did not respond. My question still has not gone to parliament; the information is still not yet available,” Prevost said.

Prevost said that his opposition team also submitted questions for yesterday’s parliament and have come up against “the same obstruction”.

“I submitted five questions to the speaker in my handwriting, which is very clear… Madame Speaker says my writing is not clear and she cannot accept the questions and that in the future I must type the questions for her to accept them. The parliament has not provided the members of the opposition with typists or type writers … And the speaker arbitrarily just rules that your writing is not clear, I rejecting your questions and you must type it. She accepted two of the questions, the other three she rejected…” he said.

Meanwhile Opposition Leader Hector John supported the views of his fellow party member. He told the conference that he had also submitted questions which had been rejected. He mentioned a particular question requesting the contract of employment of the attorney general.

“The speaker of the House was out of state… told me that in regard to questions requesting contract of employment of Hon. Attorney General in regard to standing order 23.2A to advise that your question is out of order. Madam Speaker suggests that it should be directed to the relevant ministry from which the information you seek may be obtained…” John said.

John said that this is a clear form of obstructing the opposition. He mentioned another question where he inquired about information pertaining to the prime minister’s travels between December 10,2009 to present.

According to a letter from the Office of the Speaker of House of Assembly, this question had to be rephrased. “Madam Speaker suggests that the question be rephrased to exclude the Hon. prime minister and minister for finance private travels,” the letter stated.

John insisted that he never asked about the private travels of the country leader, but rather on the his travels in his capacity as prime minister and minister of finance.

    @concern citizen: What a Moronic response. Since when is any individual or government entity infallible? Since when the opinions and doings of people in power can’t be challenged. There is no transparency in the DLP that is what the opposition is saying.. Support your party but not blindly..

    Sometimes Politicians make themselves dumber than the average dumb Joe. Why are they complaining now the the Speaker is obstructing them. Why did they not bring forth these complaints from the get go ( when they realised that they were being blocked at every turn) and solidify their reasons for walking out – when they can prove that they did not get a chance to voice their concerns? Why did they not use that same media and complain then – why wait for after their quick entrance and exit to complain? Are we to simply accept that they submitted questions, and did not get the chance to respond because they spent – soooo much time at their first sitting?

    Instead, they expect us DUMB IN NICANS – to believe that since they only took the oath and woalked out, that they tried to get their issues heard? Really – how many seconds did they try for? Or did they submit ridiculous questions – hand written at that (can you believe the nerve) and expect to be taken seriously? If as Opposition you guys are not serious and professional in your attempts to be heard, who would actually take the time to listenly to you seriously?

    I say – fairness and equality to all… but this is just a load of crap, when in reality, the Government in power appoints the people whom they know will support them, even if they should appoint fair and unbias representatives. It’s like expecting the AG to work for the Opposition — Unrealistic!

    Reality check! This is not how it works in the real world… people are appointed to protect your interest … not to go against it.

    So if them are claiming that the Speaker is bias and obstructing them … then they should be smarter about how they approach it…. perhaps even TYPE out the questions… use the media to assist you, but do not act like fools and expect to be treated like men.

    That being said, shame on the speaker for rejecting the eligible hand written notes, and 4 rejecting 12 of 1 man’s 14 questions because that’s the only person who has a point to make!!!!!!!!!!! SHAME ON YOU!!!!!!!!!

NO concerns about politicians or others in Public Office getting massive wealth in quick time through dubious means and cannot refute the facts found out? No concerns about agriculture in decline? No concerns about increase in crimes and violence? No concerns about unemployment on the rise? No concerns about corrupt practices in GOVT and other places? No concerns about the Nonsensical plan to build a President mansion for $27,000,000.00 when agriculture, manufacturing and Tourism are going down and youth do not have jobs?

    No concerns about lying and stealing especially by those in ‘High places’? No concerns about lack of justice? No concerns when the ‘Elite Class’ do wrong things and are involved in criminal activities? No concerns that the ‘Elite Class are never brought to justice when they openly and secretly commit those crimes, unlike the poor who always face the jail for the pettiest of crimes? No concerns when the Speaker blocks pertinent questions dealing with wrongdoings and the people’s business, which the people want responses to?

    No concerns when those who make millions from selling our property, our Dominican passports, fool us and refuse to build the Layou River hotel they promised to build? No concerns about where the millions from those sales disappear to or whom? No concerns if our beloved Dominica become a haven for drugs and drug dealers? No concerns if more youths become PAROS? No concerns about dictatorship?

    No concerns if people destroy our environment? No problem if the health of the people of Layou are affected by the pollution, cancer-causing fumes from the asphalt plant close to their community? No concerns if our truckers are badly treated by a foreign company? No concerns if our Dominica brothers and sisters in Dominica face problems in Venezuela? No concerns if foreign companies do not hire local Dominicans in National projects? NO CONCERNS, NO CONCERNS, ABSOLUTELY NO CONCERNS? ASK NO QUESTIONS, SAY NOTHING, BE DISRESPECTED, ABUSED, KICKED?     UWP were such great thinkers of advancing the cause the brought about the World Creole Music Festival in on term it took your DLP 7 years to attempt to get nightlanding which will take a next six months to have shedule flights as their are still many safety issues to be addressed at Melville Hall

    WHY HAS ALL THE SECTORS IN DOMINICA FAILED…because of poor leadership.

    get your facts straight…when was the last time maybe in the last few days of the DLP back in the late 70s period has our constitution being in so much mess…

    Its a shame that this DLP cant respect and law and its citizens,not under Freedom or Workers
    rein did we have all this mess in the rule of law!

    I often ask why it is that the DLP people hate the UWP guys with a passion. We must all realize that an opinion is like a rectum we all have one. The fact is really what matters. UWP held power for four years.We voted them off because they were corrupt. The fact is D/cans had never seen such blatant misgivings in government and deservingly so we kick their A***** out. That’s a fact. Now is that the reson we hate them so much?

    Another undeniable fact is that UWP did some work in D/ca and like the DLP people say things were happening. Let us consider this phrase one that is relative.-“Things are happening”- Well remember workers phrase – Workers ca fen bagay to pa tou” – that’s a fact

    If compare 4 years of UWP to 10 years of DLP what do we see. We see a corrupt DLP; so much so that the DLP supporters only shameful response is show the evidence. The fact is the DLP really never gave us any evidence to support the claim that the UWP was a corrupt regeim. On a level field and per honest rules the DLP not only deserve to be out of government but some of these DLP people should be in jail- Just like Rosie promised the UWP guns.
    Based on a work performance evaluation . When we compare 4 years of UWP and 10 years of labor party one would have to be down right bias to conclude that DLP did better;.Fact- The country has gone backwards in too many ways within the last 10 years.

    I just cannot understand why it is that DLP people despise the UWP party when the DLP is obviously corrupt and dirty. The DLP has done nothing of significance that we D/cans can be proud off. Please don’t tell me about road construction cause DFP and UWP built roads just the same; Don’t tell me about a stadium cause the chinese did it and that any other crooked party in power would have got this stadium. Note the same stadium identical design was built all over by the very same chinese.Housing revolution; that is laughable. If we had a housing revolution in Dominica why so many young trade men many of them DLP supporters had to run to Anguilla and Antigua? Show me the real impact of the housing revolution. I strongly suggest that the DLp people stop using this phrase-“Housing revolution ” this is false advertising and deceit.Ohh Oh that’s it.

    I shiver in my shoes when i read such stories. And i look at the comments that my fellow Dominicans have made and my heart cry silent tears. All i see is is that we are calling down each other, and loosing site of the real problem. Dominicans! the men and women of the D L P and the U W P and even now the Hon. speaker of the house is the problem. Open your eyes,this is not a labor thing nor is it a workers thing. This is a Dominicans thing. People think about it,if the people that is to represent you and protect you have no regard for the rights of the so called upper people, what is going to happen to the small poor man like you and me? To you your power to violate the right of another person is wrong, And if they are doing to them they will do it to you and i,and this is where we should be concern, All the people that usually come on here and make every issue about politics instead of seeing the issues will someday meet this same hasel and only then it will reach home, Granted i fine the U W P is much too sift in bring their message across, If the speaker of the house is out of order, and she will not listen bring the people, Dame Mary E Charles made that same labor party listen by using the power pf the people and the power of the press.     UWP squandered all money in Dominica’s Treasury while they were in power without any form of accountability, and is now they want Democracy and good governance? You remember the hardship and lack of growth Dominica endured under jAMES?

    After how the UPW losers been acting since they lost their opportunity to do something positive for the country (Dominica), don’t you think it is time that these ancient laws used to regulate things in Dominica need to be revised? Why consult with those self absorb losers who do not have Dominica’s interest at heart? If the PM did or did not consult with those losers the caring citizens of Dominica have no qualms with his decision.

    Yes, it is high time to revise those laws since it is high time Dominicans get rid of those PEST (UWP losers).

    Which is simple….everyone of them have a different problem….not one of them came to the house to debate the customs bill….they left without even bringing up their issue on the floor.

    I guess the speaker asked them to leave too!

    Do you really think that Dominicans will vote for these guys to run the country in 2015?

    Like the speaker or not, elections have consequences and she being there is a consequence of losing the election.

    You guys spend so much time hating Skerrit that you forget to rebuild your party….

    Mike Douglas was out of the Governing party for much of his political life, yet he stood there and debated the issues and bills.

    That was a serious man. His party stayed out of office for 20 years, but they kept pushing and fighting their way back up. They came back in with Freedom and now will enjoy 15 years of power.

    I don’t mind them having an issue and challenging the PM….but they are not coherent.

    All day long we hear –unfair elections, no access to State Radio as if getting on DBS will convince anyone else to vote for them / Cleaning Voter list…as the dead was voting left right and center.

    These guys need to stop these tactics….they are not working.

    Come to the house and craft a bill and introduce it for debate. Introduce an electoral reform bill – A fair media access bill. If they can not do that, then do they think the PM will cave in to their ridiculous demands?

    If these guys refuse to enter the House and serve their constituents, but more importantly, DOMINICANS, then why would Skerrit provide any money for an office for these knuckleheads to go to as opposition members….

    As far as I see it, they are not earning their salaries and should give it back to the treasury.

    the opposition is not working it was never their intention to work either. reality is the opposition has been dysfunctional for about a decade now and there are no signs that their organisation has improved. so all this really is, the boycott, the walk out, the complaints, etc. are attempts at causing trouble and halting the country’s business. very un-patriotic, very selfish might i add.

    i have no problem with opposition, opposition is good especially for democracy but only when it’s work truly favours and reflects the best interests of the country. but when opposition becomes an idle, desorganized, negative force such as the UWP, it must be disregarded and discarded.

    its again shows that dominicans arent deep thinkers,as these are simle a,b,c issues which a primary school child could fix and yet we have so called policy makers who cant understand what the constitution says….maybe we need in a crab like society we only see what we like!!…

    or maybe demorcacy wasnt meant too much for third world countries,as we cant understand issues!

    @Margeret Rose: You are totally confused. According to the Laws of Dominica, the PM Skerritt must consult with the Leader of the opposition first before appointing the Ag. Chief and Deputy Ag. Chief of Police? Did the PM consult? and if he didn’t consult wasn’t he acting against the laws of the land? What PM Skerritt did was right? That’s the issue. So the opposition is wrong to be concerned about such disrespect?

    Since 2005, the Chief Elections Officer, the ‘Independent’ Electoral Commission, opposition parties, citizens of Dominica have been requesting Voter ID cards, ELECTORAL REFORM, to be provided for free and fair elections. Again after the 2009 elections the Chief election Officer recommended VOTER ID CARDS. Instead, there are deliberate moves to try to derail and disregard the requests of the Commission. It is the Minister of Finance to release the funds to allow the Commission to provide the cards. 6-7 years now have passed, Nothing has happened. Who is wrong the Opposition? Be frank and honest with yourself. The Govt. cannot continue to be so disrespectful and arrogant and expect no reaction. Dominica comes first, not the politician or party or PM. Maybe for you all it is the opposite. Many countries have collapsed with such asinine and dictatorial thinking that the country comes last.

    @True: Liars do not believe in the truth. Those with low self-esteem, weak, afraid, wicked, always disbelieve the truth. The truth is like a thorn in their sides. Did the BIN BOBOL, and FERTILIZER BOBOL really happen? Is it hard for you to believe that RUBBISH BINS were purchased amidst controversial means? If one is a pathetic liar, he/she would never believe even though all the facts are exposed. Who were involved? A dog, a snake or human beings in authority? Not one of the Govt. Ministers or Ministry of Finance officials can up to now refute that the purchase did not take place. Not one can refute that almost $200,000.00 is still being owed to the Treasury. The transaction was mired in secrecy until the investigations were made public.

    Is it wrong to ask Govt. or PM Skerritt about what really happened, since is Dominicans $$$$$$ that were used to do that purchase? The opposition is wrong to ask those questions? Or is it the PM Skerritt who is not being transparent and accountable to the very Dominicans whose money was used to buy those rubbish bins and fertilizer? What about the Villas? Who are the rightful owners? Don’t ask about those things, just sit in the House of Assembly? Trust me. The longer PM Skerritt and his DLP GOVT. take to answer questions dealing with National issues and the People’s business, the more pressure and stress they are putting on themselves. Because those questions will not go away not in a hurry until those questions are answered. The people want to know what is happening with their hard earned money.

    How comes after investigations and so much revelations to the public that persons in Public Office have used that Office to gain plenty, plenty wealth in a short time through dubious means, that the person(s) whose name(s) is/are being mentioned cannot refute those revelations or sue the investigator. The facts and documents are there for all of you to see. It is hard for you all to believe. Why, nuh, after all those facts are out there? Is something wrong wit you all? What is wrong with you all? Wrong is not wrong anymore in Dominica? It depends on who does the wrong? You all have children? Do you scold them for doing wrong things or allow them to go on doing wrong things? The longest rope has an end. Time will tell. Let the truth prevail. Bathe in the truth. Let the truth liberate your minds Dominicans, instead of being enslaved by falsehoods and lies.

    Folks lets try to have a conversation here if we can: No matter what your politics are or who you support, it seems clearly that Madam Boyd–Knight is an obstructionist and is acting like a bad ‘BOBO’. It is not a laughing matter because she is not only hurting Dominica, she is also hurting Skerrit-That is clear.

    I think she needs to vacate the scene and if Skerrit is not intimidated by her boldness and gossipy ways, he needs to ask her to leave just like he fired Crispin and Sean. Now one might say that John and UWP are looking for excuses—— but the fact remains that this ‘Fam Bef’ as Speaker is a distraction. Lets all agree to disagree or agree as a people with a collective history— but clearly the meter has run out on Boyd-Knight’s usefulness. She needs to go and some one needs tell Skerrit that in no uncertain terms. Never a political moment in our land—-waste of time ;;;waste of time;;;;;; Let clearer and cooler heads and minds prevail and govern our country.

    By the way, How do you define corruption anyway? I thought that one had to earn their employment to get paid? It would seem that these UWP guys are taking corruption and reap-off of tgaxpayers to another level. First it was Jerome Burke and then Peter Carbon living overseas and flying back every 3rd sitting of parliament to collect their salaries, now it is Hectpr John, Eddie and crew (7 in all!!) who are just coming to sign in to collect their month’s pay and leaving right after without carrying out the people’s business.

    I guess we now know who the real crooks and vagabunds really are!!!

    maybe we need to go back to the colonial days..just seems like black people cant deal with objective issues…think its a weakness in our race…we lack the latitude to adhere to rules and regulations…

    we are so small minded that we tend to believe that a human being is always right once we adore that particular person..its shows a lack or being matured in our political process…

    every country has issues with governance etc,but in Dominica we have shown a lack of not understanding the common law….look at the court of appeals crying down on the way or magistrates hand down judgements etc….these are major concerns as if the legal system cant uphold their field or work…we seemed to be doomed!

    lets face that fact if u like the govt or dislike the opposition we are so bias in Dominica not even civil society,like NGO’s Churches Trade Unions etc, have the ability to shed some light to atleast bring the playing field level..shows alot of how backward as a people we are!

    Why dont we think outside of the box..the issues the other side is bringing up are just and geniune concerns any mature country policy makers will trash out but in Dominica we seem to be on and unknown Planet of “evil”

    Maybe thats why this country has suffer over many decades whereby many of it citizens have a none returning policy towards their homeland,why because we have failed ourselves,rightly cant blame those overseas who have made it not to come back.Its hard for someone who is a Proffessional in whatever field to make a decent contribution to Dominica,because we have not elevated from the gutter level way of thinking….thats why that ignornace aspect is like a cancer which cant be cured easily in dominica,we have subjected ourselves to lesser aspects,which has or is failing Dominica.

    Didnt we proclaim to be brilliant at debates! starting from the school level,what have we got from it
    absouletly nothing…its a major shame that all these so call policy makers, proffessional bussiness folks etc…sit back and let everything slide down because we are nationalistic in our love for Dominica we just let One Man be King…..Shame on all of us in Dominica,we have lost our pride as a nation!

    A Bad work man always Blames his tools, keep blaming the Speaker of the House, call her all name under the sun, but these so called men needs to grow the HELL up , Mr.Prevost said the Speaker is Obstructing them, John said the P.M. did not consult them when choosing the Acting Chief of Police,, Ron Green say it all about Election reforms, so every one of them have a different story, God help us ALL Dominicans.

    Can we really believe that the speaker is obstructing the opposition this time. Have they gone to the house and make a contribution and in the process got obstructed while askin a question or making a point.

    Well we have not seen this this time since the opposition has not gone to make any contribution since the last election so using this as a reason for not attending is poor.

    Get real people and go to the house. Stop thinking of yourselves since that’s what it is when you thought of the big salary every month even if you are not doing the work for it. You guys just registered your names in the house so that you could get paid. all this is corruption and ripoff.

    Stop playing games because we are not as foolish as you think.

    You Know a poodle is nice little furry dog that is kept in house dressed up and even given jewelry and it obeys its masters religiously doing all the masters say and waiting on the master hand and foot. Forgive me but everytime i hear of the speaker actions and i try to visualize her i see a poodle… and everytime she talks i hear poodle barking in my head… and i am there wondering why

    The speaker needs a few men in her life that is why she acts like a frustrated feline. If this government is so transparent, why the secrecy? What are you afraid of? Why can’t public records be made public? Why can’t the opposition have material it needs to conduct it’s work? This is Dominca’s business not Shawford business. This is not private affairs, this is public affairs. It concerns the public!! You are sitting up there on you high bench (because a chair is too small) and just frustrating people and insulting their intelligence. Are you a guard dog or an employee of the state? What are you hiding?
