UPDATE: Despite recommendations OAS declares election “free and fair”

Blackwell said the OAS observer mission has made several recommendations
Blackwell said the OAS observer mission has made several recommendations

Chief of Mission of an American Organization States (OAS) Observer Team to Dominica, Adam Blackwell, said despite numerous recommendations, and in some cases  repetitions from a 2009 mission, the general election held here on Monday was free and fair.

“Yes I think there were free and fair elections,” he said during a press conference at The Vault at the Fort Young Hotel on Tuesday morning.

According to him based on information gathered, the team found several recommendations “which aim to improve future electoral processes in Dominica.”

They include the size of the voters’ list, electoral reform, campaign financing and women in politics.

According to Blackwell, among concerns highlighted by “different actors” was the number of people registered on the voters’ list which, he said, exceeds the country’s population.

“While there are currently 72,484 registered voters, the country’s population is 71,293 according to the 2011 consensus,” he stated. “Although the law provides for the list to be reviewed, some of the mechanisms used for this purpose were not effectively enforced, raising doubts about the total number of citizens who are duly registered and eligible to vote.”

In light of this, he “once again” recommended that the voter registry be reviewed and updated according to the provisions established by the electoral laws to ensure that the electors on the list are only those eligible to vote.

The implementation of voter identification systems and campaign financing laws are other areas that needs attention, Blackwell informed.

“All actors with whom the Mission met indicated that campaigns have become increasingly expensive,” he said. “Claims were also received regarding the potential use of state resources for electoral campaigns, leading to suggestions of an ‘uneven playing field’ among political contenders. The OAS/EOM takes note that Dominica does not have campaign financing laws and reiterates the need to consider legislation on political campaign financing. This will represent a significant step to ensuring equity and transparency in the electoral process. The OAS has advocated for campaign financing regulation in all member states including those in the Caribbean. In 2010 the Organization presented a model law, which could be used as a starting point for this process.”

He said “insufficient action” has been taken to address these concerns despite the OAS’ recommendations following the 2009 general election. He is calling for these matters to be addressed before the next general election is due.

Another area which needs addressing is women in the political process and the number and boundaries of constituencies, which Blackwell said, need to be reviewed to ensure equal representation of the electorate.

The team is recommending that political parties consider initiatives to include training programs and awareness raising campaigns, geared towards enhancing leadership roles of women in politics.

Out of the 21 seats in the house of assembly, women hold only three.

“The OAS re-emphasizes the importance of considering these recommendations before the next electoral cycle,” he opined.

Blackwell said that he would be “very frustrated,” and “disappointed” if 10 or 20 years down the line, the OAS is making the same recommendations.

“I will be very frustrated and I will be very disappointed,” he stated. “Because I love this island, this is one of the most beautiful places I have ever been. I think that this is a small country with limited resources and we need to work together to make it happen.”

He noted that the OAS has offered and are still offering technical assistance to ensure that the recommendations made are brought to fruition.

Blackwell mentioned that there was a lot of competition during the election but said it was disciplined with no violence and undue pressure on voters. He stated the polling stations opened on time, were adequately staffed and fully equipped with all the materials required for the election.

He highlighted the professional and deliberate conduct of the poll workers who, he said, were very well trained and facilitated the voting process for the electorate. He also commended voters for their calm and patient commitment to vote and the introduction of the translucent ballot boxes and additional security measures at the polling stations.

The team, composed of observers from Antigua and Barbuda, Canada, Chile, the United States and Venezuela, arrived in the country on December 3 and met with representatives of both political parties, government officials, media and social organizations.

I have supported my country for years from overseas despite the opposition of the Skeritt government . I did not come down and vote for UWP because it would be the wrong thing to do since I dont reside in Dominica. I dont think you all understand what you have done to the Dominican people . Skeritt is a dictator at heart and has said that the Dominica people are too free. He has aligned him self with Castro, Chavez and China, that says its all. He has killed every industry in Dominica and the Dominica people are begging for handouts instead of builidng agriculture, fisheries, technology etc. You were either fooled or bribed while you were in Dominica. I say shame on you for what you have done. Dr. Fontaine won his seat in Grand Fond and Skeritt is scared on having him in the parliament – a person very knowledgeable on finance to keep him in check. . They want to keep our people drunk and uneducated. A government that built a 27 million palace instead of a new hospital, a government that built a stadium instead of a state of the art library for the future of the children. You say ” Fair”? May you not sleep at night from now on- the blood of the children of Dominica are on your hands. The UWP had the best line up of intellects to move this country forward in the history of Dominica and you watched as Skeritt stole the election. I will be spending my own money to expose the OAS and the countless people who landed in Dominica to vote and fly back the next day.

The current dictatorial actions that now silences ‘open debate’ and free expression on the Caribbean island of Dominica transgresses the United Nations human rights declaration treaty resolution 59(I) stating “Freedom of information and expression is a fundamental human right and … the touchstone of all the freedoms to which the United Nations is consecrated.”

How could it be free and fair if the voters list is greater than the population. And note we haven’t even factor in the fact that about 30000 of the population is under the age of 18. All this say is that roughly 40000 people who voted, may not have been illegible to vote. Or they flew in to vote which I doubt. They should have rectify that list before election were allowed to be held.

BEB, sometimes one should know when to be brief, and when to go into it extensively. I thought it would be a waste of time to respond to that clown who is trying to impress Dominicans that the election was fair. That guy is not a Dominican, he has no idea of what goes one in the country, behind the scene, I thought I should not dignify his stupidity!

For all we know he may have taken a bribe to talk the garbage he has spoken.

If he was expecting to see people accepting bribe at the poling stations, only a fool would anticipate that; that idiot, has no concept of how devious, and cynical the politicians in Dominica are! Think of it this way its like Skerrit going to China, and the Chines gives him a tour of the country, where life appears normal, but in reality the ordinary people are living in a burning hell; where workers are locked behind close doors and forced to work for long hours, and if they fail to produce a certain amount of work within a certain amount of time they are physically beaten; whipped like children; he is never shown the modern day slaves of China.

That is why he suggests Dominicans adapt the work habit of the Chines, and quoted he is the only Prime Minister in the Caribbean; as he boasted have accepted the “one China policy.” or principal. Skerrit is in a habit of bring people into our country who talks down at our people as to say you are all idiots, my words are golden, and is the final word, take it or leave it.

Righteous: I am not privy to all the information in regards to how the votes was shared, nevertheless, if you wish to know if the voting list is accurate, all you have to do is count the number of people who voted in each constituency, add them together, I am sure you will find that less than (<) and I mean far less than forty-five thousand people voted yesterday; and that will give you an idea as whether the voting list is accurate.
Surely, there are more than seventy-five thousand born Dominicans; nevertheless there are far less (), grater than twenty-five thousand Dominicans are residing there. To be frank i f five years ago less than forty thousand people voted, how come today there are seventy-four (74,000) plus registered voters on the island, that is absurd, and outright impossible, people leave Dominica in groves, we do not return when we leave, and if even thirty-five thousand children were born between the last election, five years ago, and yesterday, some would be five years old, and less!

Finally, Zuma, I am a politician by nature you see, my grandmother before may played politics, way back in the days of Marcus Garvy! She and her sister, the grandmother of my cousin Lois Robinson some of may know dabbled in politics long before I was born, and if is one thing I learnt a long time ago, no one can actually predict the outcome of an election, so you roll with the punches, when your wins enjoy it, when you loose there is nothing to feel sad about, because every politician knows they come and go disappearing into oblivion. I have no sour-grape; you know why? Okay since you do not know I will tell you, no matter what happens in Dominica politically, will never have any effect on me, because I do not depend on politics for my survival, nevertheless, I feel sorry for people like you in Dominica who live day to day suffering whiles the politicians live in comfort. Look at it this way any one man who has sixty million dollars to spend on bribing people must be a very rich man. Our Prime Minister is less than fifty years old, they say he is the richest Prime Minister in the Caribbean, have you ever wondered where he got his millions from?

I worth several millions in Real Estate, but I am not looking over my shoulders, you Invested, and living happy, and is accountable to no one, as long as I pay my taxes on my investments.

Got to go BEB, I am called to eat my dinner before it gets cold oui! Hahahahahahahahahahahahahahahahahahahahahahahhhhh! (Not Edited).

    [email protected]

    Dear Sir/Madam,

I am a resident of the Commonwealth of Dominica and am writing to register my disgust over the report that was issued by the OAS Observer Mission which were here to observe our Elections which took place yesterday.

The Observers have issued their report stating that the elections were Free and Fair and they then went on to make recommendations . Interestingly, these recommendations for the most part were the same that were made by your observers during the 2009 elections. None of those recommendations were implemented then, and probably will not be now.
The elections of December 8, 2014 were
    NOT FREE AND FAIR
*The voters list has not been cleansed
*No voter ID cards were issued
*Hundreds of voters, (many of whom were not eligible according to Dominica voting laws) were flown in from the US mainland, USVI and neighboring islands including Antigua and Guadeloupe with tickets alleged to have been paid for by the government of Dominica.
*The number of ‘registered’ voters is greater than the actual population of this small country.
*All of this information was provided to your observers.

It is unbelievable that these observers have come to their conclusion of Free and Fair elections in the Commonwealth of Dominica having been informed of what is really going on here.

    Sincerely,

    • Birdy

It is truly amazing, after all what Mr. Blackwell has said, he still believes the election was free and fair. Maybe the election was free but it could not have been fair. Let us forget the numerous complaints that were made by Dominican voters. Their were simple recommendations that were made five years ago, to which he had agreed, was never implemented, therefore, how can the election be free and fair. But again, those kind of organization are always careful as regards their comments. Mr. Blackwell could have seen discrepancies highlighted as large as the moon, he would find some kind of diplomatic way to disseminate the information. Calling a spade or space could expose him as being someone who is trying to violate our national sovereignty, especially if a Prime Minister is the culprit.

Now that the so called election is over we need to start to think of ways of moving this country forward and here are some of my humble recommendations: 1. A small island like Dominica has too many constituencies which will cause us to have too many ministers to pay. Here is how we solve this problem: We need to merge constituencies like Grand bay, Petite Savanne, Portsmouth, Paix Bouche and to a lesser extent Cottage into one big constituency and call them The Grave Constituency, since these constituencies will always vote labor and do not care about progress. By this we would cut 4 constituencies and that would reduce us to 17 competitive constituencies. It makes no sense, and really hurts our country to have 5 constituencies that are just pure blind and anti progress

My people this is how the Government should rule..every decision should be made by the people.. Eg if a bridge is to be built in an area in Dominica the entire population should be given a chance to vote for or against.. This is what is known as choice of the people.if there is a majority of votes in favour of the bridge, then we go ahead, if not we’ll…Ask griffin St.Hilliare, this is how it is done is Switzerland , a. Country with 7+ million inhabitants. The government has absolutely no power when it comes to taking decisions it is us who decides. Everything and anything is voted upon… Maybe the government could try it out and see how it works… After all we live in a democracy

The election was taken by the diaspora. As they go back, I wish them well and I leave them in the hands of God. Black people always have a way of enslaving their own – in Dominica we are bending under the weight of high cost of living and they made sure that we continue to be kept in that state. My Bible tells me “The thoughts of a wicked man are an abomination to the Lord but the words of the pure are pleasant words. He that is greedy for gain troubles his own house but he that hateth gifts shall live” Proverbs 15: 26-27. I leave them in the hands of God because vengeance belongs to God and God hates ugly. Put all all the hard feelings aside and get ready to work to continue building our beautiful DA! Dominica does not belong to Skerritt &/or the Labour party – it belongs to each and every one of us. It is unreasonable to expect the government – no matter which one is in power, to do everything for us and provide us with everything. Stop the idle chatter and hate-mongering which serve no purpose other than to polarize our tiny nation. I grew up hearing that we are a God-fearing people – so let us get God back in our lives and ask Him to help us in our quest. Give peace a chance! Many Dominicans want a party to help them individually, not as a country. A Government is for everyone, for the island as a whole, not to provide everything for us. We have to strive to do good for ourselves and not expect the govrnment to do everything for us. Go to school, work hard, manage our finances and develop ourselves, not sit idly waiting for government hand outs.

Thank u “Moving Forward”. It seems that you think that Dominicans were not working or praying. Some of us sure do. We need a lot more prayers on board. We also NEED more people to work, instead of getting free hand outs that will not take their life further than their nose. The PM does that for two reasons. 1. to make sure that you are always dependent on him and thus “in your little mind” will feel grateful. 2. to make sure he has control over you.

I don’t get it… it’s okay to ignore the OAS’ recommendations? Is that it? I don’t think it requires 5 yrs to ‘clean’ a voter’s list or provide proper identification for voters… That report is perhaps a replica of the one of 2009. Waste of time and money in my opinion. Did anyone notice how Mr Skerrit went from speaking of blood and blatant arrogance and insults to congratulatory messages and extending olive branches? Will this continue or was it just a show for the OAS representatives?

I do love my country, hence I will stand for democracy and integrity in public office. The insults I speak of were those personal ones.. particularly the one targeted at Monelle Williams for which he is yet to truly apologise for. I am not angry REALLY so there’s no need to be so defensive. I simply asked questions n stated observations. I’m looking at the bigger picture but you probably only see just beyond your nose. Nothing I can do about that.

The question i must ask you sir, is what was the purpose of the recommendations made in 2009? Was it not to ensure free and fair elections? Or did i misunderstand the mandate or part thereof of any observer mission? Would some of these recommendations not have made the elections Free and Fair (FEAR) eg promise of ID cards for voting. If the answer to my questions is yes then why the statement “the 2014 elections were free and fair. The appropriate word for u sir is Frustration; but for most of us it’s ANGER and Frustration. One calypsonian singing about the end to apartheid in South Africa wrote “how many more must die mr Botha, how many more”. So i ask the same question to you sir “how many more deceitful elections must we endure before they are FREE and FAIR.

So are you saying that the UWP representatives at the polling station in Morne Jaune are crooks? After all IF what you claiming is true, you are saying that there were 469 persons who voted who’s name did not appear on the list, yet the polling clerks, all of them, both the UWP and Labour polling clerks allowed 469 persons to vote whose names did not show up on the list. This sounds almost impossible to me. After all there were agents at the polling stations both inside and out. For a college student, this does not make much sense. Get your facts straight then post another comment to clarify this false claim.

  34. Not FREE, nor FAIR
    December 9, 2014

Total contradiction in the OAS report. It 2009 the OAS recommended Voter ID Cards, cleaning of the bloated voters’ list, putting campaign finance laws in place. None of that was done. In fact the Electoral Commission was blocked from implementing what it wised for to ensure FREE and FAIR Elections.

Bribery was again a serious factor inhibiting FREE and FAIR elections. The facts were presented to the OAS. Proof of bribery of overseas electors live. But AWA. Those organisations fail the people all the time.

War in Afghanistan. Elections called and held amidst war. Election observers report elections were FREE and FAIR. Recommendations made.

If the recommendations made by the OAS in 2009, were to ensure that elections are FREE and FAIR, re. implementing voter ID Cards and a clean voters’ list in 2014, and were deliberately not carried out, what guarantee does the OAS have that the recommendations this time will even be looked at much less carried out.

Dominicans expect more and more fraudulent acts geared to cheat, steal, elections, through increased bribery, no electoral reforms or campaign finance laws.. How could there be FAIRNESS in UNFAIR, illegal practices. Clearly, the results would have been different in several areas, were it not for the bribery and coming in of overseas voters, many not legible to vote.

The OAS mentioned about Electoral Laws. But those same Laws are being disregarded, disrespected. So how could elections be FREE and FAIR if the Electoral Laws are disobeyed time and time again? Those are the Laws that guide us to do the right things for FREE and FAIR elections. Whose fools are we, sir?

Probably these observers should come here from the day election date is announced. Talk to the people, follow parties and political groups on social media…. then if at the end of that they have no reccomendations….only them can they comprehensively conclude that it was free and fair…

  37. Not free. not Fair
    December 9, 2014

I prophesized the following on DNO, 2 days before the elections.

The election of Dec. 8th 2014 will not be FREE and FAIR. What else do we, patriotic, peaceful, Law-abiding citizens, have to go through with such black people, willing to sacrifice whatever goodness is in them, even lose their credibility for ,Massa’s sake,, and sell their body and soul to evil?

Who is this Gerald Burton, Chairman of the Electoral Commission? Is he the one who has enabled the Commission to be ridiculed by the same supremo he is facilitating in creating more and more avenues for irregularities in the election? That man was on GIS boasting about Muliti-Purpose ID Cards and how important those would be for elections, for ID, for doing other business, for voting, for Blah, Blah, Blah. Where are those ID cards, Burton? Where are the multi-purpose ID Cards Mr. Chief Elections Officer? So all you think all you FOOl us then?

Did you ensure the Voters” List is cleaned, sanitized and not bloated? Don’t you know that is rife for FRAUD, Big Time? Of course you know. But guess what !!!! FREE and FAIR Elections is the last thing on your mind, because the supremo’s election winning legacy will be no more.

Where are the Electoral Reforms, the Voter ID Cards and the Cleaning of the “dirty” Voters’ List? so what were you doing all those Years, receiving pay from the work. taxes of Dominicans, and tricking them into an election without reforms? Who are you fooling, Burton? Why were you not truthful to the people? You all tricked the people, making them think, you all were interested in reforming the electoral system to ensure FREE and FAIR Elections. Your actions or in-actions spoke louder.

But Dominicans knew all along, that you would do everything in your power, as Chairman of the “Independent” Electoral Commission, to block reforms and cause heavy political influence to have their way, thereby ensuring the Commission lose its “Independence”, renege on its initial calls for reforms. and instead facilitate the cheating, stealing, rigging of the elections.

How could the Voters’ List have more people on it than the population of the Island? The numbers just don’t add up. Madness is happening. The population is forced to go into yet another election, without the necessary changes to the process. How could that election be FREE and FAIR?

What will the OAS and CARICOM report about the election, when their recommendations they put forward last election, 2009, re. producing Voter ID Cards and cleaning the bloated Voters’ list, have never been implemented? In fact, things are worse. Bribery of voters has increased. Deliberate stubbornness to block, stall reforms to ensure that the ruling Party wins. That’s all. Facilitating the very same things that the Electoral Commission is supposed to guard against, i.e. cheating, stealing, fraudulent elections.

Our beautiful country, Dominica, is sliding into full dictatorship. Massa days. Its tentacles are spreading like wildfire. Subtle actions. Buying of all News media, print (Chronicle) and audio/video (Marpin), on top of GIS, DBS, KAIRI FM., preventing King Dice from singing his songs in a WCMF,, framing up of Linton re. leaking of Supremo info to the IPO, corruption to the T, fire-bombing, kick-backs, secret passport sales, just name the evil deeds that Dominica has been swamped with and drowning in.

While all those things are happening, the majority of the people are becoming poorer and poorer, while a few are getting richer and richer. Madness is happening in my country. Mental Slavery is killing my people. The ILLUMINATI has illuminated sections of our nation so much, until some have been turned into Zombies.

Folks come on, I saw a lot of overseas people in Wesley, yet UWP won in Wesley. Does that mean that UWP brought these overseas people in to vote? Be real, no one knows where that X goes when you alone is in that little box. I could take a free ticket to come and vote and vote for whoever I want. Getting anything from a political party does not guarantee any vote. Are you saying that the 15 constituencies that voted for labour, only voted because they received something or was bribed…so why then did the 5 that voted for UWP. Come on we all have a freedom of choice. We are free to vote whoever we wish. NO ONE is forced to vote at gun point. The only one that knows who we vote for is God and God alone. I believe people voted who they felt was best to represent them. Take Roseau South for example. The government spent a lot of money doing project in that constituency yet the people there believe that they did not get proper reprensentation from Ambrose and they voted him out after winning by over 900 votes in last election. If that was fair, and acceptable why isn’t the 15 others on the Labour side?

  44. Anon
    December 9, 2014

The number of votes cast does not point to any fraudlent activity. There were just a little over 40K votes cast in this election, so where are the 10K overseas voters. Factor in the ficticious 10K from overseas we get 30K much less than in previous years. The size of the list plays no part in possible voter fraud. What is required is a picture id to properly identify voters. I think if anyone has information about voter fraud they should bring it to the attention of the authorities, not just talk about it in the media.

So many irregularities were pointed out to these guys and you mean to tell me they conclude that elections were free and fair? There is an abundance of evidence of bribery, even on the very day of voting, and yet the conclusion is “free and fair?” I met a relative who was brought here from the USA to vote at St. Joe, just as happened in 2009, and she explained how extra caution was used by the DLP agents to ensure that they could not be tracked. Their flight from the USA was zig-zagged to avoid detection and she did not have a return ticket in hand. You guys are hell-bent on applying the laws of the jungle mentality, instead of the properly constituted laws of the land. The simple recourse to your claims is to take the matter and evidence to the appropriate authorities for the proper action.

But wait, why am I even engaging you on this specious charge? It just occurred to me that if you had evidence of what you are claiming, there was no way things would not have gotten more volatile and maybe bloody, such is your guys inclinations to violate protocol and decency. Your tendency to be vile and volatile is legendary for a party in search of a place – and people – to rule over, and roll over.

As before, you came to the game knowing – some might say agreeing with the rule, or at least understanding the rules – and now that you lose, you bellyaching about how unfair the game was. I have finally concluded that you guys are completely psychotic and delusional, believing that somebody ordained that you should rule this land. The people have spoken. Get on with it. Join hands and let first heal and then build this our island home.

See. Like those of your kind, you stand idly by and ignore the law – if what you say is so. The law sufficiently explains the steps you should take to remove your dead granny’s name from the voters’ list. It is not the job of Skeritt or the Electoral Commission to violate the law just to do your bidding. There is a process. But that would not concern you. Not as long as you are Dominican and live in Dominica, to boot.

Think about it, people. Think about how much we break the law willy-nilly in Dominica. We dispose of our trash – any type of refuse – at will: on the roadside, in or on our neighbor’s yard/property, on the river banks, in the gutters; you name it. We drive under the severest influence of alcohol and then boast of our driving prowess, “Boy Dominicans can drive boy!” We drive without insurance and proper licenses as if it is our god-given rights. And do everything to dodge the occasional police dragnet set up to snag would-be violators of the traffic laws. The esteemed Lennox has yet to pay his several court fees imposed on him for violating the civil rights of his litigants. We wantonly invade farmers’ lands and produce and make things worse by purchasing the ill-gotten gains harvested through praedial larceny. We stop in the middle of the few highways we have and conduct routine conversations and curse out drivers if they toot their horns indicating they need to go about their legitimate business.

Need I cite more incidents of law breaking for us to get the point?

How can an election be “free and fair” when people are being bribed to vote; candidates are breaking the laws in an attempt to solicit votes to include bribery; campaigning on the morning of elections; bringing in overseas voters that do not even meet the voting criteria; Some polling stations have only laborites; People are not asked for any form of identification at the polls while others are sent back for all kind of documents to prove their status?????….I mean the list can go on. So I am rather baffled as to what really constitutes “Free and fair.” What were they observing. Did they have officers at all the polling stations? The OAS should be ashamed of themselves. Another thing once a voter enters the poling station and that voter is well known by all the pole clerks and agents, why waste time to ask that voter for any identification all they would do is look for the persons name to allow the process to go swiftly , give the instructions to the person and allow that person to go in to cast their vote, unlike to a person who is not well known , they would have to ask for any form of identification. Well may be u need to invite ur own advisers and they would have to go by ur own advise.

How can we have confidence in organizations such as these – The CCJ, CARICOM, The OAS, even our own local institutions, government and non-government? I am hearing the cries of both the unborn and the living and my heart is shredded to almost dust after all the bleeding and it can bleed no more. Can we please make it known to the OAS and the world that they have done us an injustice? “An observer team from the Organization of American States (OAS) has declared the just concluded general election in Dominica as “free and fair.”

Well, the observer team only saw as far as the tip of their noses; they saw exactly what they wonted to see! Can the team tell us if they took the time to monitor the registered voting list, where there more people registered to vote than the population of the country!

Did they monitor the amount of illegal voters arriving at Melville Hall Airport. Are they aware that more than sixty million dollars was spent on bribing people into voting labor.

The buying of votes internationally, is a crime, it , is felony! Here is an example, between Wesley, and Woodford Hill, approximately 650, or 652 votes were cast, if we hand count the population of both villages, and check how many names are on the voting list, I am sure that we will encounter more names on the list than residence of both village.

I do believe though, that the vote in both villages were fair, I can identify why Athena lost, but it is not my business to say. Nevertheless, it not because of anything corrupt or shady. The same cannot be said for the rest of the country!

For anybody organization to conclude that the elections in Dominica held yesterday was fair is ludicrous, they are dumb and out of their mind.

@ Francisco ED Telemaque do you have any information about
      1. Total number of votes cast?
      2. Total number of votes cast for DLP?
      3. Total number of votes cast for UWP?
      4. Total number of votes cast for the Independent candidates?
      5. Total number or discarded ballots?

Getting some of those numbers will give us a better idea of how much, if any, did the so called diaspora voters affected the outcome of the elections. I would estimate based on past elections, roughly 40,000 plus ballots were cast and based on the number of constituencies and rough numbers the winning party amassed roughly 25,000 plus of the populous votes. If you can find the exact numbers and let us see where the “diaspora votes” or “illegal voters”, as you put it, influenced the outcome of the elections that will be beneficial.

While there may have been some close constituencies in which it was alleged that there was a number of so called “diaspora” voters, were they illegal voters per the Election System and Procedures?

      From OAS

“While there are currently 72,484 registered voters, the country’s population is 71,293 according to the 2011 consensus,” he stated. “Although the law provides for the list to be reviewed, some of the mechanisms used for this purpose were not effectively enforced, raising doubts about the total number of citizens who are duly registered and eligible to vote.”

Does that in itself mean that the elections were not free and/or fair? While I believe that this need to definitely be addressed, I will not go as far as saying that the elections were not free and/or fair.

      FREE AND FAIR
“Everyone has the right to take part in the government of his country, directly or through freely chosen representatives… The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.”

Diaspora left the USA this week where a gallon of gas is $2.75, a lb of chicken for cents, a pair of shoes for under $ 5.00 in some cases, where they are employed, with two cars in their garage, air condition in their house, electric bill for under $100.00 a month, life insurance to cover their children; yet they came to Dominica to vote in a government for us where a gallon of gas is $15.00, 1 lb of half rotten chicken for $5.00, pair of shoes $200.00, can’t affor t afford ceiling fans let alone AC, without health insurance let alone life insurance, most of us are unemployed and yes, a dictator on us whereas they have a democratic government. In the US, they work from 7 to 330 with an unpaid 30 minute lunch break. Light bill are higher than $100, gas bill for heating the house, cable bill is more than $100, Heath insurance is more than $30 a week. There is no longer cheap clothe and shoes in America. Stop being jealous of persons who have worked hard and have what they have. US$2.75 is EC$7.50 plus duties fuel is not made in Dominica ok and for your information the Government subsidies it. Are you healthy , then it is a shame to say you are unemployed and want to blame Government for everything. Can the Government employ everyone???? There is life insurance in Dominica. You choose to spend your money on other things. Know your priorities. You choose to buy half rotten chicken for EC$5.00 (US$1.80) because there is also Non rotten chicken, fish plentiful in beautiful Dominica. Those in the US have to buy everything whereas in beautiful Dominica we have Breadfruit in abundance, Plantain, carrot, cabbage, Grapefruits, lime oranges, tomatoes. We do not need Ceiling Fans or AC it is mostly cool here and they need heat for Winter ( another bill). I know we have good prices for shoes US$40.00 equals EC$110.00. In Dominica hospital bill is free for Children under 18 years and persons over 60 years.

Have you ever gone to the US or elsewhere? You seem not too because you would have known that they work sometimes two or more jobs to be able to pay for their bills, food etc. You are keeping yourself in Hell waiting for the Government to employ you or bring everything for you at your home. Do you have a skill or want to go to college or some form of Education?? There is the small business bureau where you can do a plan for self employment as perhaps you may be home with small children but before you seat at the computer or your phone putting negative remarks, go to the business places one by one and ask for work. I see a lot of non Dominicans working here there and everywhere. No one is inflicting evil on you but yourself by cursing your country and calling it the worse. Go take a rest , pray, as the Lord to change your attitude, smile to someone, spread a little love and that love will come back to you (give and it will be given to you pressed down and running over). Pray for peace in your life. Then you will see that negativity stamped out within you. Make friends with positive persons who can teach you something. When you hear something, don’t just jump and accept it to depress your spirit and turn you into a negative person. The OAS organization is made up of independent persons … they are not from Dominica. You hear Lesson 1

You know I was told by an Antiguan, who worked for Shell Oil at a Bulk Plant in Dominica, in the 1950’s when I was a little boy, that there is a curse on Dominica. He impressed upon me that someone whom a wrong was perpetrated on while in our country more than a hundred years ago, when he was leaving placed a curse on the country.

Now, I do not believe that any human has the power to place a curse on a country, which eventually caused so much suffering, and poverty on a people; nevertheless, the sort of mentality our people displays, one cant’ help but to believe that our country is indeed cursed!

Our people are very willfully, deliberate, and vindictive: the mind of our people are wicked; those living overseas like the idea that those of us residing in the country are suffering. There is no question about it that all of us who left Dominica, left because our life in Dominica was hopeless! We left because we wanted a better life.

Most of us found that better life; or, our utopia in the England dating back to the 1950’s, others found a better life in Canada, and several hundreds of us including yours truly found our utopia in the United States. Not all of us are who left found success. Believe it or not some who have left are in the United States, worst off than if they remained in Dominica: the majority of those who return to Dominica every five years to vote are illiterate scum’s of the earth, they are uneducated people living off the welfare system, who are unable to pay their way to return home to visit; so they wait to get the handout free ride home to go home and make fools out of themselves, voting for a government who does not have the ability to do anything worthwhile in the form of development in the country.

There are other scum bags residing in places such as Antigua, where they are worst off than if they remain in; all they do is involve themselves in illegal activities, some have become professional obeah men and women, with nothing practical or important to they return every five years to help screw up the country, and after election they leave, thus returning to their miserable life!

Misery like company, no matter where some of go, the sick Dominica mentality remains, these people have no shame! Last night, while speaking to someone in Dominica, the person told me that many Dominicans have already decided to leave, I do see what goods is going to come out of that, our people had the opportunity to change the status quo yesterday, they screwed up again, so what purpose is it going to serve people in their late fifties, and younger if the immigrate to the United States, and Canada?

They will only become a burden to their children who themselves are struggling to survive in North America. Illiteracy is a very bad thing: review all of the people who return to vote, and you may find they still dress the same way as when they left home; there is nothing left to say, than the majority of us Dominicans are the dumbest the most foolish, most ignorant people on this planet, our economy, the poverty in the country as you pointed out speaks for itself.

And the five dollar shoe you spoke about does not exists in America, unless you go into a Salvation Army used store to purchase a second hand pair of used shoe! As for the chicken in the stores, they must have a expiration date on them, if they are not sold within a certain number of days, they are thrown in the garbage, and not given away, it is illegal, to donate perishables to people after the expiration date. When we have meat and chicken, fish or turkey in the refrigerator unused for a long time, we simply throw it in the garbage, and restock.
