Prime minister, Roosevelt Skerrit, has announced that general election in Dominica will be held on December 8.

He made the announcement in an address to the nation on Wednesday afternoon.

Nomination Day will be November 19.

Skerrit also said he has asked president Charles Savarin to dissolve parliament with immediate effect.

In his address, Skerrit laid out his government’s achievements and said it was against that backdrop that he is seeking a new mandate from the citizens of Dominica.

“The success of our social and economic development strategy will depend on the messages we send to the world, and particularly to our development partners,” he said. “Do we wish to continue on a progressive trajectory, or will we, by our actions, trigger a reversal of the strides we made, over the past 14 years? Shall we maintain strong diplomatic and other relations with those who have befriended us, or shall we go off on a fishing expedition…in regards to foreign policy and international relations? Shall we continue to maintain responsibility for our pathways to progress, or shall we ascribe such to Europeans, interested only in the sale of Dominican passports?”

He said these are crucial questions “that need to be asked and answered in the coming weeks, as we elect the group of citizens best suited to administer the affairs of state.”

“A wrong decision at this time could retard progress and set this country back, 10 or even 20 years. That would be disastrous for Dominica, going into the third decade of the 21st century,” Skerrit stated.

He said he is praying for God’s guidance and protection during the campaign

“We will differ on policies…we will differ on personalities…but let us never lose sight of the need to keep the best interest of Dominica, foremost in our conduct, utterances and actions,” he said.

Fellow Dominicans – at home and abroad, residents, friends and well wishers….

In keeping with this year’s Independence theme of “Our Nation, Our Responsibility”, it is my duty and indeed my privilege to address you…two days after celebrating our 36th Anniversary of Independence.

On 3rd November, in my Independence Day Address, I made reference to the package of policies and programmes which we have been developing over the past 14 years to boost the social and economic development of our country.

I made it clear to all that these policies and programmes should not be considered in isolation, but should be seen as essential components of a formula, which, when taken together, can speed up the transformation of this country. Indeed, they are the preconditions for the sustainable development of our beloved island home.

Through them, more and more Dominicans will be able to acquire the necessary knowledge, skills, confidence, and opportunities to create wealth and employment, from wisely using the God-given resources of our country. In turn, the wealth created would be more equitably distributed through the provision of essential social services.

In that address I spent some time explaining how, at the dawn of the new millennium, Dominica was still reeling from the policies and practices of a by-gone, colonial age. As a result, our revenue from the one-crop economy fell dramatically. But this did not stop us from persevering to achieve the vision of a prosperous, peaceful and just Dominica.

As a responsible government, we adopted and implemented certain rigorous, but prudent fiscal policies; practiced careful economic management; and searched for additional sources of income. In this way we were able to regain confidence in our country, by the international community. Within one term we were able to halt the decline of our economy, and by 2014 we experienced modest economic growth.

Our greatest achievement however, is that throughout these trying times, we did not reduce the social services we promised our people. Indeed, we actually succeeded in increasing these essential services, especially those that benefit the most vulnerable members of our society, including the young, the elderly, single parents, the poor and the disabled.

But, we did not do it on our own. Our carefully chosen partners in development came to our rescue. In this way we were able to get loans on concessionary terms, and in many cases outright gifts, to support our social and economic advancement.

I then focused on some highly integrated policies and programmes that were necessary to bring about new thinking and behavior on the part of our people. These included: Good Governance, a greater appreciation of our Culture, universal access to Education, Environmental Preservation, Entrepreneurship, and the development of our Infrastructure.

Good Governance is essential for realizing the vision of the just and equitable distribution of the nation’s wealth.

In Dominica we have pursued this through the Local Government system that facilitates a constant two-way flow of information and vital resources between Central Government and communities. The overall aim is for Government to remain close to the people and, through the Parliamentary Representatives, ensure that the voice of even the most remote hamlet is heard and each community benefits from the wealth of the nation.

I explained also why we have paid particular attention to our traditional Culture. This unique “way of life” has sustained us through slavery, colonization, and centuries of adversity. That same culture makes us who we are today, holds our communities together, and provides us with a positive identity. We want to preserve this Culture and strengthen it!

I explained how, during the past 14 years, we have devoted an increasing amount of public expenditure to Education and Human Resource Development. In the process we have made education available to all Dominicans, achieving universal Primary and Secondary Education by 2005. We are now on target to achieve universal Early Childhood Education and a graduate in every household by 2015.

One of the benefits of universal access to education is independence of thought. Hence, during the past 14 years, more and more people have become aware of the need to protect and preserve our environment, instead of destroying it and adding to the threat of Climate Change.

Also embedded in this modern education that is now available to all Dominicans, is an emphasis on enterprise. One of the greatest needs of Dominica is a larger pool of entrepreneurs, men and women who have the skills and other resources to grow and diversify the economy.

That is why, during the past 14 years, your Government has intensified its support to both the established private sector, as well as the potential entrepreneurs, who need a helping hand to get their businesses going. We have empowered a range of financial, training, and support institutions to provide these services. We intend to allocate additional resources to these agencies, to help more Dominicans create wealth and employment.

Another essential prerequisite of development is a reliable and efficient infrastructure. During the past 14 years your Government has focused on upgrading primary, secondary and feeder roads throughout Dominica. By 2014 we had brought all major and secondary roads connecting villages and cities up to an acceptable standard.

The recent formal opening and naming of the Dr. Nicholas Liverpool Highway was part of the acknowledgement of the considerable progress we have made in up-grading our roads.

Similarly, the many improvements and recent renaming of the Douglas-Charles airport is a staging post to acquiring an international airport to enable travelers to get to Dominica more quickly from cities throughout the world. I have already shared with you the news that your Government has signed an MOU with a private company in the People’s Republic of China for the construction of an international airport in Crompton Point, using the Build, Operate & Transfer (BOT) model.

We have spent a considerable amount of money on these projects, simply because they are essential for the sustainable development of Dominica. We have to do these things if we are to survive and prosper in the new highly competitive global village.

The apex or keystone of the plan is the development of our own affordable, efficient, clean and reliable energy. As you know, we have enormous supplies of geothermal energy under our feet. Within the previous 14 years your Government has invested over $54 million dollars on the exploration and development of geothermal energy.

With the support of our carefully chosen partners in development, we are on the threshold of producing geothermal energy in commercial quantities by 2016. This will make electricity affordable for lighting up our homes and streets and driving our machinery.

Already, the Government of France has given its commitment to increasing its investment in this project, with a view to supplying electricity to Martinique and Guadeloupe. Cheaper electricity will also boost our manufacturing sector.

The preservation of our environment, improvement in the infrastructure and the spread of the entrepreneurial culture, will enable more Dominicans to earn a living from Eco-Tourism. The plan is therefore to diversify our tourism product, with Eco-Tourism as a major driver of economic growth.

As a result of this, over the last 14 years we have, through The Tourism Master Plan, created an attractive package of educational, cultural, heritage, community and sports tourism products, buttressed by eco-tourism.

A renovated Roseau City and an enhanced Portsmouth Town will become major tourist destinations, giving access to the heart and soul of Dominica.

A better trained workforce will also enable us to revive agriculture. My Government is committed to reviving Agriculture as a major pillar of Dominica’s economy. The reasons for this include food security, foreign exchange and linkages to tourism. With the help of our partners in development – particularly the Governments of the People’s Republic of China and the Bolivarian Republic of Venezuela – more Dominicans, especially young people, are returning to the land and seeing agricultural work as a business.

Based on these means of boosting the economy of Dominica we have been making some serious promises to our people.

We have promised to continue spending money on Communal and Cultural Development, on Education, on Technical and Entrepreneurial Training, on Infrastructural Development, and on the creation of wealth from our natural resources.

We have also promised to increase expenditure on essential social services as a means of raising the standard of living and enhancing the quality of life of ALL Dominicans.

We have given a commitment to:

• Improve the health services, including the construction of a new General Hospital; and giving our citizens free access to these services.

• Continue to invest in the Housing Revolution whereby we help needy citizens in every community to refurbish or rebuild dilapidated homes and in the process eliminate all pit toilets by 2020.

• Continue to construct at least 1,500 affordable homes.

• Continue to empower young people.

• Strengthen the “Yes We Care” Programme and increase support to the elderly.

• Make sure that the social safety net is strengthened to protect and care for all vulnerable groups including our children and female citizens.

• Embrace overseas based Dominicans with the same rights, responsibilities and opportunities as we make available to resident Dominicans.

• Continue to be a peaceful and highly respected nation in the international community that has an enlightened approach to environmental and social protection.

These policies and programmes have already demonstrated their ability to take Dominica to the next level, in pursuit of the dream of a prosperous, peaceful and just society.

But what is more important is that these promises we have made to our people, are realistic. They are not pies in the sky. We have already secured firm commitments from our partners in development to finance every one of them. This commitment is based on the enormous confidence the funders have in the Dominica Labour Party Government and its policies.

Please keep in mind that what prevented Dominica from having to borrow at high rates of interest and to spend recklessly after 2000, was the enlightened Foreign Policy of the Dominica Labour Party Government, that was based on pursuing our own national interests and not what others tried to dictate to us.

I personally recalled making critical decisions about establishing and strengthening diplomatic relations with countries such as the People’s Republic of China, the Bolivarian Republic of Venezuela and the Kingdom of Morocco.

Continued funding for these projects will depend on the assurance, from any new Government of Dominica, that it will not undermine relations with any of our funders, or any of the 96 countries and International Agencies which support our development.

We therefore need to send a clear message to the external world that Dominica is a stable and reliable partner in development. We also need to assure them that there will be no return to the recklessness that nearly ruined the economy and reputation of Dominica in the closing years of the 20th century.

Most important, we need to ensure that Dominica will not be forced, like other countries of the Region, to cut social services to our people and turn back the clock on social development. We cannot revert to backward thinking and behavior!

Fellow Dominicans, living at home and abroad, it is against this backdrop of a phenomenal record of achievement by your government, and a clear and realistic vision for the future, that I have decided it is necessary to seek a new mandate from you, the citizens of this country.

The success of our social and economic development strategy will depend on the messages we send to the world, and particularly to our development partners.

Do we wish to continue on a progressive trajectory, or will we, by our actions, trigger a reversal of the strides we made, over the past 14 years?

Shall we maintain strong diplomatic and other relations with those who have befriended us, or shall we go off on a fishing expedition…in regards to foreign policy and international relations?

Shall we continue to maintain responsibility for our pathways to progress, or shall we ascribe such to Europeans, interested only in the sale of Dominican passports?

These are crucial questions, Ladies and Gentlemen, that need to be asked and answered in the coming weeks, as we elect the group of citizens best suited to administer the affairs of state.

A wrong decision at this time could retard progress and set this country back, 10 or even 20 years. That would be disastrous for Dominica, going into the third decade of the 21st century.

Accordingly, and with full confidence in the capacity of voters to decide objectively and choose wisely…I have today, Wednesday, the 5th day of November, 2014 – in accordance with the provisions of section 54 of the Constitution of the Commonwealth of Dominica – advised His Excellency, the President, to dissolve the Parliament of Dominica…with immediate effect…and, to issue a writ for the holding of General Elections.

I pray God’s Guidance and His Protection in the conduct of this campaign!

We will differ on policies…we will differ on personalities…but let us never lose sight of the need to keep the best interest of Dominica, foremost in our conduct, utterances and actions.

Nomination Day will be Wednesday, the 19th Day of November, 2014.

General Elections, and the date on which the Commonwealth of Dominica will determine its political, social and economic future, is Monday, the 8th day of December, 2014.

    Warning! To all those planning to visit Dominica with a ticket paid for by a third party. The IRS in the U.S.A. as ,well as in Canada are monitoring names on passenger lists and will question those traveling to Dominica around election time. They will want to know who financed your trip, especially if you are a recipient of welfare benefits.

    For once forget the colors you inherited from your father and forefathers…These were the days when labor E O Leblanc was a man of the people for the people. Dominican we are different times..
    We have asked for a better UWP team and God has answered our prayers ..We have seen a tornado of positive change in the party..our young and educated Dominicans have stood up to the challenge to help bring our country back.
    I am appealing to your heart for Dominica.. for our children sake give this new UWP team a chance. They could have walked away and say let Dominicans suffer their fate and gone ahead and live their lives. But they choose to step up and fight for us. Please support them …Give Dominica a chance .

    Look he now put election on a major Marian feast in the catholic church,, if this man was a real Catholic he would always honor such greAt feast, not with lies, n other non christian stuff that take place during election campaign.

    Is this the definition of a caring human being who gives $500,000 to the Bishop of the Catholic Church where people worship and still give offerings? Will it wash away this the person sins? In the civilized world that we live in when a person our better yet a country owes lending agencies like the CDB, schedule for repayment with dates are known to both parties, and should the borrower experience any difficulties to meet the payment date they communicate that information with the lender. Now, moving forward to PWC being owed by government and they are not even communicating with PWC to the extent that the PM dissolves the parliament today does not improve PWC chances of being paid. One will ask why? Well, the members of parliament are in another gear for election campaign and who cares whether a fellow Dominican and some are even supporters of the said party who to this day remain mute in denial that my PM still loves me is because PWC has supporters of the opposition that’s why he is not paying us yet. Yes! Believe me this information is being uttered by PWC employees who support this government. I believe in bends on one being abused and feel like the person who abused them did nothing wrong particularly if it’s a father figure.
    How many people believe in love your enemy as described in the bible? Well, imagine that PWC does have people who support the opposition; does withholding wages and salaries from them make it right? It is not, because in the big picture Labour and UWP supporters are hurting, and I ask myself what in God’s name is this kind of leadership. Well, this is the next level some say you have to suffer for the leader, but who suffers for us in the end. It seem the more paranoid and obsess this man gets with power the more dangerous he becomes to himself and the citizenry. In life beating or physically killing a person is not as bad as destroying his/her spirit, and the psychology has been pronounce in it’s application of how this party kills the human spirit, whereby people are beginning to accept defeat i.e not being able to provide for their family. We are better than that, and we deserve better and so for this election every Dominican needs to demand better of elected officials and stop being afraid. What’s the worse they can do you kill your body? Doing that will be of no consequence because your spirit will leave on for having stand up for something instead of falling for everything.

    Lie Number 1. It was because of pm we got Venezuela help
    Chavez and Castro were the ones who orchestrated this ALBA movement. Their objective was to break away from imperialism to make the Caribbean, Central and South America as one. One Currency. So far this has not materialized.
    Lie Number 2. Because of our our PM we got money from China. China helped Dominica, many other Caribbean Islands and African countries because 1. the wanted to expand their economies and 2 they wanted to loby votes to make Taiwan a state of China.
    All those loans hardworking Dominicans will pay for them. Not those getting handouts.

    Again, UWP Team Dominica has been ready until they started their BLOCK MEETING before the PM can call the date. What you have to say to THAT!
    There’s a record of fourteen years by the current government to judge. The people must decide if they want to continue on the same path of corruption, victimization, jobless economy, arrogance, disrespect, foreign workers have priority over the natives re: to jobs, and an acrimonious relationship between the Labour party members and the opposition. They must vote their conscience. Oh Almighty God, help our people.
    We do not want Dominica to become like Venezuela nor like Cuba. Venezuela don’t even have toilet paper…the government controls everything that comes into the country. These two countries like the power and the control. Want to see poor people and their children LOOK UP to them as king…but there is only one King!
    We want to hear the issues of the country not given fee lap tops, tablets, phones and we don’t have INTERNET to use them. PLEASE do not buy the poor and venerable people because some of them are uneducated.
    There are some educated ones who are afraid to speak out and forming the royal fool….remove fear from your hearts and speak out and do the right thing by voting for UWP.

    I hate that Christmas season election skerrit has brought to Dominica. I mean he had 11 months he could use, why December? We all know how politics tear us a part and therefore he should be more thoughtful less the seed of bitterness, anger and hate don’t carry over into Christmas day, like what we saw on Christmas of 2010, when GON Emmanuel’s house was fire bombed. Maybe since he thinks he is jesus he wants to take our focus away from the real Jesus and place it on him instead, since Matthew Walter called him jesus and preachers and priest worship and serve him? To me that’s very disturbing and Matthew better be careful because sins of this sort carry heavy repercussions and according to Gen. 4:7 , his sin might very much lieth at his door.

    It is indeed a fact that Roosevelt Skerrit has mismanaged the Country’s economy by relying on grants and loans while ignoring internal growth engines! The focus on tourism as a major economic growth factor was a disaster to say the least. Abandoning agriculture altogether was another colossal mistake!
    Dominicans are, in fact, more dependent on Government Assistance now than at any time in our history. Civil employees are under-paid and many others in contractual agreements with the Government are not being paid at all. Many less fortunate Dominicans are not able to travel and to gain true world knowledge. It is this lack of knowledge that our current Prime Minister and others in his Cabinet prey on! Most Dominicans vote on party loyalty rather than the real issues that is affecting their homeland! Real issues like loans and grants that has to be repaid and will still be crippling Dominica’s economy for many years to come while Dominica is not producing, manufacturing or exporting anything much to boost internal revenue growth.
    The promise of more roads, buildings and institutions that rely mainly on foreign financial assistance is a promise of piling more debt on top of debts that are already weighing us down!
    Meanwhile, Chinese merchants continue to take money out of our economy to send back to China. Every dollar sent to China is a dollar out of a Dominican’s pocket. Now, calculate that by hundreds of thousands per year and you will understand the importance of keeping monies circulating within the economy so that each time you spend a dollar you are benefiting a Dominican and not a Chinese individual thousands of miles away!
    Any knowledgeable person can tell you that you cannot remedy unemployment without improving internal productivity. No Country is going to loan us money to keep our Citizens employed. In order to spur long-term employment growth we must improve in our manufacturing, agricultural, tourism and exporting sectors! Jobs are simply created from within!
    The Dominica Labor Party is a party of good and patriotic Dominicans, but the leadership has simply lost their way with regards to good, responsible, moral and intelligent governance.

    By a all means do enjoy the entertainment that is put on by the parties but please find a moment of quiet to yourself, search in your conscience, look at yourself in the mirror, look at your friends, family, children, neighbour and community and ask yourself, am I better off, are we better off. Only when you can answer this question honestly, then you can make an informed and educated decision as to who you vote for.

    Remember that you vote for 5 years my people and not one day. This is not a game of colours but one of integrity and progressive action.

    Civil servants, Public Officers, Public Works workers, farmers, the ordinary man on the streent – look at what is happening around you. Open your eyes wide and if the sun is not bright enough buy a touch light by nassief so see well. People look at the massive and expensive bill boards going up around while public works can’t get paid; while Civil Servants are being offered zer,0 zero and zero in other words 0, 0, and 0. while farmers can’t get inputs and their feeder roads can’t be fixed; look at the containers of goodies and Public works can’t get paid. Take a look at the huge massive stage going up on the bayfront for what sewo while the hospital haven’t got basic equipment and medicine ; while students tuition at UWI can’t be paid; while forthnight workers at the public works can’t be paid; while the grass on the road side can’t be cut – yet still labor blinging! ordinary bear foot man look and watch open your eyes people. After election they will come and say lets unite and we have to tighten our waist because of the world economic crises. So what happen to the financial melt down annd the World econmic crises all of a sudden it have no effect on Dominica. People open all you eyes – where the money coming from and please do not tell me is not government money that is labor party campagn money. For those who are incline to say so you in fact saying the labour party is able to raise more money for frolic and sewo than the labour party government can raise for meaning full projects. Dominicans wake and open up your eyes bet you after the 8th if they win you are going to hear the same bull about the World economic crises yet still foreign bands will be in and out of here having us sewotering for 3 weeks and that is all that will matter to us- meanwhile the Ministry of Health is struggling to find a suitable isolation area in the event we are confronted with an ebola case; while front line workers like the fire and ambulance are crying for the proper equipment and suits – yet we will have millions sewotering all over the place.       This is why you critiques must be careful what you state. You are exaggerating and blowing it all out of proportion by trying to impress others that the situation is so bad in Dominica and the people are poor to the point of starving. This is a downright lie and fabrication.
      If they are not satisfied with what they get from the government, they should seek employment. They are their own enemies. Therefore, do not expect sensible people to agree with you. We are not stupid to swallow what you state and believe it as factual. We know better. We are not blind and deaf.
      Years ago I would have agreed but not today. Dominica is much better than it ever was in bygone years. Look around you. If you cannot see the change from bygone years, open your eyes. Better yet, get eye glasses.

        There are a high percentage of illiteracy in Dominica, both young and old
        Basic items in the supermarket are on the high, even flour prices has risen. bread is now $1.25. two plastic of groceries and the cost is near $200.
        Credit meeting credit with people that are working
        Utilities bills are high sky
        bush taking over the roads
        the feeder roads to farmers gardens are not paved so they could easily access their garden….
        The agriculture sector is a MESSS
        IF YOU BREAD IS BUTTERED WELL OTHER PEOPLE BREAD IT NOT!

      What are you looking forward to for Christmas? Gifts? You have a few weeks to purchase them. Christmas will be a few weeks away to also receive them. You will have time to celebrate it. By then the election will be over. Therefore, what is your complain all about?
      Some of you do not think. God who knows your heart and those of others as you, does not answer such prayers. If per chance it would appear that he answered those prayers, your problems will commence. This does not mean that he answered your prayers. He allows these things so that the ungrateful ones as you suffer for some years because you were not smart enough to recognize a good government that has done its utmost to assist the people. Ingratitude will kill some of you.

      I do not understand. UWP calling for Elections every day while the Government has been busy doing the people work, now that the UWP wish for the election to be called and election has been called; they are still not happy.

      Well one thing we will not hear from the UWP any more is “call the election.”

      All UWPites know a DLP Government is best for the country at this time. I believe most UWP supporters love themselves and their country and they will vote Labour now that the elections have been called.

      I mean Dominicans regardless of the party you support and what you would like to see but letting common-sense be your guide; ask yourself between the two main political parties leaders, which one of the two leaders do you believe can do a better job for Dominica.

    Election fever is now officially in full-swing!!! The United Wicked People has finally been given what they have been begging for, for months! Are they ready? Dis they ask for more than they can chew at this time? Is change really in the air for them or sad, sad, sad disappointments? Is Dominica ready for change or is the current state of affairs good enough????
    It is indeed a fact that Roosevelt Skerrit has mismanaged the Country’s economy by relying on grants and loans while ignoring internal growth engines! The focus on tourism as a major economic growth factor was a disaster to say the least. Abandoning agriculture altogether was another colossal mistake!
    Dominicans are, in fact, more dependent on Government Assistance now than at any time in our history. Civil employees are under-paid and many others in contractual agreements with the Government are not being paid at all. Many less fortunate Dominicans are not able to travel and to gain true world knowledge. It is this lack of knowledge that our current Prime Minister and others in his Cabinet prey on! Most Dominicans vote on party loyalty rather than the real issues that is affecting their homeland! Real issues like loans and grants that has to be repaid and will still be crippling Dominica’s economy for many years to come while Dominica is not producing, manufacturing or exporting anything much to boost internal revenue growth.
    The promise of more roads, buildings and institutions that rely mainly on foreign financial assistance is a promise of piling more debt on top of debts that are already weighing us down!
    Meanwhile, Chinese merchants continue to take money out of our economy to send back to China. Every dollar sent to China is a dollar out of a Dominican’s pocket. Now, calculate that by hundreds of thousands per year and you will understand the importance of keeping monies circulating within the economy so that each time you spend a dollar you are benefiting a Dominican and not a Chinese individual thousands of miles away!
    Any knowledgeable person can tell you that you cannot remedy unemployment without improving internal productivity. No Country is going to loan us money to keep our Citizens employed. In order to spur long-term employment growth we must improve in our manufacturing, agricultural, tourism and exporting sectors! Jobs are simply created from within!
    The Dominica Labor Party is a party of good and patriotic Dominicans, but the leadership has simply lost their way with regards to good, responsible, moral and intelligent governance. I am sorry, but I must speak the truth. Dr. Skerrit I know you may be upset at me for this but it is my way of giving you a mandate should you win this election. May God bless Dominica!!!!
