Ian Pinard has resigned as Member of Parliament for the constituency of Soufriere.

He made the announcement at a special meeting of the Dominica Labour Party Constituency Association in Soufriere on Tuesday evening.

He said he made the decision in light of allegations made against him and he tendered his resignation to as a member of parliament to the Speaker of the House of Tuesday.

“The pace of our constituency improvement was slowed considerably a few weeks ago when unfortunately, my name was mentioned and I became implicated in a series of rumors that have no developed into a scandal of national attention and interest,” he said. “I resigned as a minister of government because I did not wish to sully the good name of the Cabinet of which I had the honor to serve.”

Pinard said he maintained his innocence in the allegations but formal charges were made against him and the matter is now before the courts.

“I am confident that due process will establish my innocence and in the long run, I will be vindicated,” he noted.

An emotional Pinard said the entire matter has had an enormous impact on him emotionally, psychologically and physically and has prevented him from functioning to the best of his ability as an MP.

He pointed out that he did not want the people of the constituency to suffer because of the process ahead of him, although he said he knows he will be exonerated.

“This is not what you voted for and it is not what you deserve,” he stated, his voice breaking.

He added, “Furthermore, I have been advised that I ought not to underestimate the impact this entire episode is having on my mental and physical health and wellbeing. I have been advised that I need to pay attention to my health and to the demands of this case during the coming weeks and months. Accordingly, I met earlier today with the Honourable Prime Minister and informed him of my decision to resign my seat in Parliament as Parliamentary Representative for the constituency of Soufriere. I have written to Hon. Speaker of the House of Assembly earlier this evening tendering my resignation as a Member of the Parliament of Dominica.”

However, he said, he remains in service to the people of the Soufriere constituency.

“I shall forever remain in your debt and at your service,” he noted, adding that he will forever remain a servant of the Dominica Labour Party.

He stated that Prime Minister Roosevelt Skerrit has asked for his opinion of a “worthy successor” and he has shared his views on the matter.

“I shall work hard to have the person elected, I want this seat to remain in the bosom of the Dominica Labour Party and in fact I will be the campaign manager for the new candidate,” he noted. “I shall work selflessly to ensure that my successor is elected and that he or she presents themselves worthy, not only of a seat in parliament but more so worthy of a seat in the cabinet of ministers. I want the best for Soufriere, Pointe Michel, Scott’s Head and Gallion. I want the best for my people. I want the best for Dominica. That is why I have today stepped down as a Member of Parliament. For I believe strongly that the institution of Parliament should not be dragged into the happenings and atmosphere that will accompany events pertaining to my case, over the coming weeks and months.”

Recently Pinard resigned as Minister of Public Works because of the allegations.

Pinard won the seat for the Dominica Labour Party (DLP) in 2005 but gave up in 2009 because of health reasons and was replaced by Sam Martin.

In March 2014, he was endorsed to contest the seat again amid reports of growing discontent among DLP supporters over Martin’s ‘non-performance’ as MP.

In the December 2014 general election, he won by 1,326 votes, beating his rival Higgs Adams of the United Workers Party, who received 822 votes.

The Soufriere Constituency consists of the communities of Soufriere, Scottshead, Gillion and Pointe Michel.

A by-election will be held in the constituency within 90 days.

    Mr Pinard, you are a man, ,I respect that. Whether you resigned on your own accord or you were made to resign that was the right thing to do.

    What a GREAT CHESS MOVE for the government!! They are are showing UWP how this matter with Francis should have been handled. This fiasco with Francis has just given Labor his seat. For the first time I say good move Mr Skirritt.

      i am pretty much sure thats how everybody would have liked it to happen. however because of mr. francis big headedness he was forced out. based on his stance i am sure he will continue the same fiasco until the people of Roseau south force him to resign. in the end everybody wins except mr. francis. he will be left all alone with only his demons to hunt him.

      Really? What Lennox did was a lesson in democracy which was triggered by Joshua Francis’ refusal to do the right thing. What did you want Lennox to do? Threaten Mr. Francis or blackmail him? Lennox showed that he does not operate like a dictator, which is how Skerrit operates. His ministers and followers cannot challenge him on anything even if they do not agree with him. If he told them the sky was red, they would agree because they would be afraid of the repercussions. In business or politics or life, if your team cannot challenge you and/or agrees with everything you say, this does NOT make you a good leader.

      i will agree with you that skerrit has better leadership skills than Linton, however in this situation mr. linton had no choice. sometimes we need to be fair in our criticism. linton has many faults and i would still choose skerrit over him but can an honest person really say that in this particular situation he was wrong? he gave the member every opportunity to step down on his own but he refused. what else was he suppose to do. please give linton his fire when you have to but not this time around.

    A bi-election at this point would be perfect to test the waters against a divided United Workers Party with a leader embroiled in legal battles and financial penalties! This upcoming political showdown in the Soufriere Constituency will expose the vulnerabilities of the United Workers Party, weaken the morale of their supporters and provide a myriad of ammunition to the Labourite Loyalist in ridiculing and insulting UWP supporters. Kairi FM will use the results of the bi-election (which WILL be a resounding Labour victory) as an example of voter consensus in the entire Country. They will say that the “people of Dominica” has sent a clear message to the United Workers Party, they will say that the “people of Dominica” has once again confirmed that Lennox Linton is NOT leadership material, they will say that the “people of Dominica” has once again re-affirmed their confidence in the DLP and the leadership of the Supreme Leader. Propaganda at its best!

    Brilliant move by Labour party.

    Ian is tainted & unavailable for ministerial duty. He resigns as parl. rep. to be replaced by another sure win candidate. Hoping to shame Joshua to follow the same route where He can be replaced by another labour party candidate. Nothing to lose by Labour, but an additional seat (Roseau South) to be gained.

    Here we are discussing the politics of this decision, whether or not Skerrit is a brilliant strategist and what JF should do, yet we seem to have forgotten the root cause of this. We all know why and I’ll simply urge everyone not to forget our children.. True, IP is innocent until proven guilty, but we should not for a moment believe there was anything honourable about his resignation, or it was because he cared about the people of the constituency. He said it himself, that he resigned as a minister because he did not want to sully the name of the Cabinet. Yet he did not resign as a MP at the same time. Could it be that was because he did not care about the good name of the people? If we listen carefully, we will also notice that he talked about the impact the entire episode is having on his health. Is this why he finally quit? After all, it could not possibly be because he cared about the people of the constituency.

      Regarding his sincerity, I study body language and teach delivery and how to read body language. Look again and you will notice that at key moments, when he said important things, IP never looked the people in the eye. In fact, throughout the presentation he hardly did. . It was also clear to me that he was seeing the speech for the first time, that he was not familiar with it. The entire thing was an act – an act he did not perform well, and I don’t buy the crocodile tears.

        Maybe he was negotiating his payoff to resign! Isn’t that how it works with Skerrit? Everyone who loses their seat or leaves his government gets paid off with a post/job. I do not believe for one minute that he resigned voluntarily. Skerrit has dictatorial habits and his ministers seem to be afraid of him or what he can do to them, so they do what he says without question. According to the article, he will serve as the campaign manager for his replacement so he has a new job (at least until the by-election).

    Politics is all about timing! This is good political strategic thinking on the part of Skerrit. I always knew that Skerrit was after bigger fish when he asked Ian to resign as a Minister: He wants the Roseau South Seat!

    So now that Joshua has made a fool of himself by refusing to step down as UWP Deputy Political Leader; made an even bigger mess of himself by trying to fight the party apparatus at the delegates conference and the UWP Leadership has played into its’ opponents’ hand by giving Joshua the boot, what better time for Ian Pinard to resign as MP?

    This puts added pressure on Joshua to “follow Ian Pinard’s example” and resign and the perfect time for a bye-election in Roseau South now that Joshua’s political career is over and the UWP is wounded.

    How will the UWP Leadership respond? How will they counteract Skerrit’s political games?

Ian, in your speech was a hint of contradiction given the reference to health concerns while serving as MP; how can you justify it being different now moving to a role of campaign manager and having to deal with this case? Ian I am of the view that this will only mask your pain and not allow you to focus on healing yourself from the wounds which is evident from the video clip of your sudden and unexpected resignation as was evidence from the constituents reaction.     Brilliant political move by the Labour Party. UWP is going to follow fashion in their political fashion and force Joshua to resign as parl rep. UWP will stamp their ideal of fake truth and righteousness on Dominican because by this resignation the Labour Party has shown it is purer and has more truth and righteousness than UWP. In the final analysis Joshua will fail to lead his people to the promise land and do the right thing as Lennox will say. Guess what you vastly superior UWP supporters? A by-election in Roseau South, and the people will turn to Labour Party to save them from the wrath of UWP. UWP will lost the Roseau South seat and Labour Party will retain Soufriere and gain Roseau South. UWP better get down on its knees and beg Joshua not to resign because if he does the seat is lost. To keep that seat the UWP must remain dirty and contaminated with Joshua, and eventually the walls of Jericho will fall.

The UWP asked Joshua to resign as deputy leader , from Skeritt to Tony to Simeon to all the DLP supporters have been criticizing Mr. Linton and the UWP. Now one of theirs has resigned as a parliamentary rep, they are criticizing the party for not asking Joshua to resign as Pal Rep. They are talking of a dirty and contaminated seat. If Joshua is asked to resign next week, as far as they are concerned, he will not only be thrown under the bus, but under the bulldozer.

      Very interesting comment. UWP does not want Joshua as an executive member in the position he once held. They took action and physicalluy catapaulted him out of their party executive. Here is the irony. he remains a member of the parliamentary grouping in the parliament of Dominica. The highest decision making body in the land. Joshua himself continue to say that he is a member of the party self same party. What explanation is there for this absolute travesty of moral values. Are they serious? Joshua is not good enough to be associated with the UWP at the level of the party executive and to hold a position on the executive – Deputy leader. Yet still, by some serious miscarriage of moral thinking, he is still considered fit and proper to continue as a member of parliament and member of the parliamentary opposition. Can somebody exppain why thos can be so?

    Though I am not one of Skerrit foot solider’s , nor will I ever support a Labor Party in Dominica, I do have some respect for Pinard, he failed himself, nevertheless, I respect him for taking responsibility for his conduct.

    He is not running from the allegations; he has not asked anyone to cover his faults, or crime if there is one; I admire him for his morality, one cannot change the past, nevertheless, one can only try to move forward not making the same mistake a second time. Francis should use this as an example and do the right thing. And for those who blames Lennox for Francis conduct , and wish him to cover it up, what do you all have say about Pinard…

    ‘ Pinard noted that in order for him to more appropriately address the allegations against him, and also to focus on other important personal matter, he, on Wednesday, tendered his resignation to the Prime Minister.
    He, however, pointed out that he will continue to serve the constituency of Soufriere as Member of Parliament.

        I support Patrick Delauney for Soufriere Scotts head. He is the voice of the farmers. He owns nearly one hundred acres of land on the Malgretoute Estate long before the UWP came into power and can show absolutley nothing (zip) about all the ideas he has for agricultural development. So as a candidate he might just be awaked to set the example and take advantage of the advances in Agriculture (pork and poultry development, coffee and root crops). He can find many areas of micro-climates on the land that is fit for several different types of crops.

        Two reasons DNO may have allowed it is, freedom of speech or that DNO gets numerous comments that it is difficult to catch every one of them and remove them.
        I would never make a statement such as that; not on a Website and not to anyone in person. This person is extremely rude, disrespectful and inconsiderate.
        You see, if such people think of themselves and their future and what could happen to them, be it being ill, they would never have made that comment.

    This sudden decision of Ian Pinard along with statements made by Skerrit, in support of the former deputy leader of UWP, leads me to ask the following questions:

    1. Did Skerrit have anything to do with this resignation?
    2. Did Skerrit pay Ian in secret to resign?
    3. Did Skerrit know about this matter way before he went to India to accept his doctorate?

    In light of everything that has unfold and many more that have not unfolded because of fear of Skerrit, I am saying Soufriere. does not need a by election because that is certainly is a NO confidence in the Roosevelt Skerrit administration, and when one thinks of the many, many, many more domestic issues are issues that Dominica is plagued with, what we need is a national by election, that Skerrit should be banned from participating in.
