US-based Dominican expresses concern over events in La Plaine

EDITOR’S NOTE: The following article is a press release from Dr. Emanuel Finn.

Washington DC-based and former U.S. Senate Congressional Fellow Dr. Emanuel Finn, who hails from La Plaine, says that the ugly events that have received so much attention involving Dominica’s Minister of Education, and MP for La Plaine, Mr. Petter St. Jean, and a village man, are unfortunate, disappointing, disturbing and disheartening.

According  to Dr. Finn, equally disturbing are the alleged actions of a  heavily armed squad  of SSU police officers who surrounded the man’s house  in the early morning hours of  January 12th and  ordered his wife outside  while she was dressing for work and proceeded to search and ransacked the house without producing a warrant.

Dr. Finn says, ‘that there have always been accommodation, co-existence and tolerance of politicians, political parties, their supporters and sympathizers in his beautiful, peaceful  and scenic southeastern community which nestles between Morne Governear and the rugged Atlantic coastline.  Dr. Finn goes to on say that since the  general elections a year ago  in which  some eighty (80) Diaspora Dominicans were airlifted to vote in that constituency  enabling  Labour Party’s St. Jean to  win by two (2) votes, La Plaine has  been a  flash  point and a hot bed of  rising political tensions.’

Dr. Finn contents that the alleged police actions in La Plaine and another situation which occurred last year where a government minister allegedly ordered the Mahaut police to detain a man, have cause people to loose respect for the once heralded police department.  If it appears and the population believes that the police take actions on the demands, requests and on behalf of government ministers, then the rule of law and the law of rule may have to be seriously questioned. These are pressing and urgent allegations that the Police High Command should address to help restore the force’s credibility as a professional and fair cornerstone institution in a democratic Dominica.

    I am very speehless after reading all these comments. I live in the NY area and Dr. Finn lives in the DC area. What concerns me is that he is talking as if he was in DA during these incidents. He knows as much as I do, both of us being in America. You cannot depend on hearsay to make these statements. To whom did the homeowner or his wife say that there the police did not have a warrant? This has been mentioned over and over again, but I have not heard from the victim. Will we ever?

    Dominicans, you may not like the current government but you have an obligation to let them do their jobs. La Plaince people give Mr. St Jean a chance and allow him to do his job. It’s a shame that he represents Delices and Boetica, but only the La Plaine villagers have issues with him. Give the guy a break to do his job, and if he fails, next election you have the power to exercise your consitutional right and vote him out, but don’t harrass him every step of the way.

    When I read the quote above, it makes me laugh, this might be the biggest joke, since Rumple Stilten, ” today I bake, tonight I brew, tomorrow shall I the queens child take,” as the dwarf hopped on his one leg and laugh un-controlling.

    Now this rubbish about Emanuel Fin and this U.S. Senate Congressional Fellow crap, is nothing more than a joke. Fin came up with this bit of crap last election, putting the scare into people, talking about some list he had with names of people returning to Dominica to vote, which he would present to his friends in the United States Congress, to identify those returning to Dominica, and after the vote would not be allowed back into the United States.

    Fin would like to be notice, and get some form of recognition, and he hope that this talk of U.. Senate Congressional Fellowship crap will gain him this recognition which he craves.

    I challenge Fin , here and now to explain to me in detail, how did he manage to obtain this position in the United States Congress?

    I would like him to define the terms Former United State Congressional Fellow.

    First of all the term Congressional may imply ” a territorial division of a state from which a member of the U.S. House of Representatives is elected.”

    The word Fellow could imply, ” comrade, or associate, an equal rank, power or character. It could also indicate a worthless man or boy, by the same token it could also imply a person appointed to a position granting a stipend, and allowing for advanced study or research!

    So, I’ll take the latter in order to give Fin the benefit of the doubt. Nonetheless, here aries the problem, Fin I understand, is a dentist, and the internship of dentistry, to my knowledge does not take place in the Halls of congress, you have to do your intern in a hospital setting, or a dental clinic.

    So, again my question to Fin, is this How did you get into the Congress of the United States of America, without you contesting some election in some constituency in this country.

    I must ask you to answer that, since it appears to me that you are trying to impress on the Dominican population that you were some kind of big-shot, some sort of heavyweight politician in Washington DC., when in fact your impression is nothing more than a simply fallacy!

    If you are dentist, successful, or not be contented since that’s the profession you have chosen, but this sort of false political glory you beliefs will pave your way into Dominica politics, is simply making you look foolish. For all I know you may have never stet a single foot in the Halls of the Congress of the United States.

    And Fin If you argue about it, let me remind you I have the resources, and ability to investigate, all of your activities since you arrived in the United States to this very day, so if you were ever a member of the United States congress, that will not be too difficult to prove at all.

      U missing the point of this issue. He was simply talking about the unfortunate events that are happening in Dominica involving a constituent in Laplaine and Mahault. How did his qualifications and his affiliations become part of your response? It is un patriotic what is happenig in Dominica today. Thats the point and without defending your poloitical party or the matter at hand you choose to question him being part of the US congress. Why would you have to investigate him? How is that gonna solve the political mishaps in Dominica? All you Dominicans try to present yourselves as being so logical think about it… If it were your family that were put in the position of these constituents would your response be the same? Stop being political be logical. We are all human and have rights to.

The hours of committee and personal office staffers are long and punishing, especially when Congress is in session. However, staffers are the writers of legislation, which somehow simultaneously satisfies the constituency of the elected member and the broader issues of public policy. Success is in the details, and when information and expert advice are needed to deal with complex issues—scientific, technological, social, and economic, they come from a variety of sources, like the Congressional Research Service, lobbyists, think tanks, agencies and yes, Congressional Fellows.

      The legislative process would well benefit from Congressional Fellows who have had the experience in the “real world” in their various professional fields. He or she would also be well-positioned to absorb and appreciate the experience of working on the “Hill.” It can be a golden opportunity which is unprecedented. Despite all the dynamics of Capitol Hill and the political process, a Congressional Fellow’s motto while on Capitol Hill should be, “Carpe Diem!”—Seize the Day! It’s a great chance to see and be a part of the bigger picture of how public policy and federal laws are made and implemented.

      Understanding the interaction of different interest groups—the give and take—is a major exercise and learning objective. Going through this learning curve has caused me to redefine the meaning of politics. I am left with the impression that policy making without politics is shallow and politics without policy is even more so. This new sense of appreciation has convinced me that we, as congressional staffers and future leaders, need to be involved in the political process at all levels. Having opposing political views and/or supporting different political parties only adds to the mosaic. This is one concept we must embrace as we move forward. And that’s the bigger picture.

    There is nothing that is reflected in the lives of the members of the DA PEOPLE OUTSIDE GROUPS which demonstrates that they are capable of improving the lives of DA PEOPLE. After living and working in the United States for decades, the bastion of business enterprise and ideas, these men have shown no entrepreneurial foresight or ingenuity, in taking advantage of opportunities available at the earlier stage of DA’s development, to establish business enterprises, purchase land capital which could provide an economic foundation for themselves in DA and create employment for DA. Ideally anyone wanting to participate in DA politics should be one of independent means.

    Politics is not an activity that can be conducted by remote control from some safe haven overseas, while the people you purport to want to represent are catching their royals at home. First of all any serious political aspirant should educate himself on the entrenched cultural and social attitudes of the people they wish to represent. It is preposterous to think that anyone can stay from a distance away, and be considered a serious contender in local politics. The cultural traits and orientation of the DA electorate make it an exercise in futility to get citizens to vote for anyone residing in a foreign capital.

    The cultural and historical orientation of our people is such that the people who want to represent them must be around to identify and feel their problems, experience their pain and their suffering. The people form an attachment to the political aspirant who identifies with their deprivations and can articulate those needs and offer solutions.

    All the bloggers from La Plaine who resort ‘to taking may peuis’, I actually appreciate your response. Unfortunately, Maypeius is part of the landscape and dynamics of our community and one that we are all familiar with its non progressive and non productive end results. I know better not to respond to my’ peeps’. I suppose that is one of the things I left behind in the La Plaine valley. But I see it is all well and alive and it is taking us down. Frankly it is bit of nostalgia for me but I do understand that our people don’t engage in discussions. That was and still is one of the downsides of our good La Plaine people. You guys are just being yourselves and that I can appreciate.
    But here are the central facts again.
    1) We would like to see more development, strong and respective leadership where we grew up and have abiding love and affection for.
    2). whether I support St. Jean or not is inconsequential, the issue is that with privilege comes responsibility and according the police report -from the first incident on Dec 23rd, it was St. Jean who threatened the man. (Please correct me if I am wrong).
    3) Did the police search the man’s house without a warrant? Would they dare to do this if he was some big man in town? That is a big issue for our democracy and police conduct? The police (not politicians) need to answer that question. That is what I hope you would be responding to –not whether my party is blue or red or getting personal.
    4) According the press release, there has been increased tension as a result of the 80 Diaspora votes which lead to Petter’s two vote victory margin. That is fact. I did not comment on the legality of it and whether the court struck it down and or if it on appeal.
    5) Are you telling me that in a small rural community folks have to get on like that? – (Try to answer this question without injecting politics). We need real visonary leadwership to climb that mountain. Do you think Patter or Ron are the men to get us there?????
    6) Finally, I knew I would be criticized heavily for my press release but my goals are being achieved. This communiqué sends a strong message t o all in the village and the police that they are being watch and that they need to cool it down. I believe my efforts are worth it and I will do it again in spite of criticisms.
    7) Of course I will be the first to support the police in the proper and fair execution of their duties. But their actions have to be fair and within the purview of the law. I hope if the police did not present a warrant and when asked for one they didn’t comply- then the man should get a good lawyer and let the courts deal with this injustice and violation. (I hope you don’t see that as politics also).
    Remember this is not about none of us but about a proud community with a rich and painful history and a country we love dearly even we are far removed from it physically at the moment.
    Remembering the history as related by Papa and good times along the banks Sari- Sari and Laronde rivers and Boute Sabe.

      Dr. Finn, I accept your call for a better community life. After all La Plaine is a small village by world standards. The problem however remains. Dr. john Finn and those inthe diaspora choose to sourcve their news and current happenings on Q95, a radio station thatha dedicated itself to publicize tot eh ends opfg thje earth anything that is negative in Dominioca and which will make the ruling party look dirty. WhatDr. finn fail to accept is the constant badgering of Petter St. Jean by a particular individual, the Chief henchman of Ron Green’s campaign to remove St. Jean as the MP at all cost – the end justify the means situation. the people of la Plaine knows and Petter’s people will tellyou that the Minister’s life is a living hell as far as the gentleman form La Plaine is concerned. My God even Jesus himself reacted when he reached his wits end. St.Jean is only human. did Ron green report the indiscriminate dischareg of firearmsin the community the night of the incident?

    Dominicans, do nothing to stop Skerritt and his gang now and you will have only yourselves to blame when it is too late to do anything.

    Consider this:-

    a) Skimi has not denied that he took the money,
    b) Skeritt has not denied that he is involved in the fraud
    c) St.Jean has not denied that he ordered the man’s house to be searched arrogantly
    d) Skimi is not under arrest, not investigation by anyone – strange???
    e) Neither Skimi, nor Skerritt have voiced any concern regarding the attempt on the life of GON – strange as GON is such a prominant Dominican and ex Chief Magistrate;
    f) Skeritt is spending a lot of money in building up the security and police services in Dominica..he is doing this right now;
    g) Everybody knows that Skerritt took the money, but no one is talking.

    Hey, what about a ‘Skerritt must go’ campaign? It could work?

    I have never seen you write to address anything about the numerous police brutality amongst your black brothers in the USA and more so in the US. city you live in which is riddled with crime and police brutality. The Dominica police force has a few good men while there are a lot of bad eggs in there, IN your campaign for the UWP, you should choose another wise measure of tactics.     I was present at both events and i think that this was uncalled for and unfair.As a parliamentary representative you should try to make peace with the people in your constituency.And he is not only a parl rep he als preaches on pulpit at the penetecostal church(man of god).This is the second time that he has sent police to search an individuals home.He needs to fight for peace in laplaine and not war!!!! Mr St.Jean is dividing the constituency.I wish i had taped what happened and post it online for those who voice negative opinions without knowing what actually happened….

      Whether u recorded it or not there would still have been denial by the DLP supporters. There would have been excuses as to why it happened. Some people refuse to see the truth unless similar situations happens to them or their loved ones then it becomes and issue. For all u biased Laplainians, I hope your turn comes sooner than later and maybe that will let you all open your eyes. No one is asking you to change your Political affiliations. This is your right as citizens just look at what is happening in Dominica today.

    All I can say is what goes around comes around. TO search a man house without a warrant is certainly not lawful in DA. That should be the central focus of the discussion – not the politic rancour that’s going on here by both party supporters. Nowhere have I seen in the many discussions on this specific matter that a warrant was issued for the search.
    It seems to me the intent of this search was to take down an individual and the process used may not have been legal. These acts of hatred sometimes take generation to boomerang but history shows us that they certainly do.

They are not fooling us with their fancy talk. They all have one thing in common and that is to control Dominica from their luxurious homes in the US.     The minister of government who claims he is also a minister of god should have practised restraint. that’s what we expect of him. he failed. should we judge him on just his single event? no. however we should make it clear that behaviour will no be tolerated.

    Greetings to you Dr. Finn.

    You have apparently found your voice and placed judgement on an issue you have no facts on. What does that make you? You remind me of the past election campaign when your opinions were frequently forthcoming on DNO. These however, were so skewed, blue-tinted and one-sided, it was not funny. Everybody saw right through you and where your unshakable loyalty stood.

    You candid opinion still remains biased and blue-tinted. However, what caught my attention the most, is what appears as baseless aspersions, that La Plaine have never been the same since the last elections and the Hon. Minister won the elections. You also made reference to the issue of overseas voters as though renewing a very dead issue. Feeding the frenzy of not accepting defeating could be made easier by this tirade.

    Do not insult our intelligence Mr. Finn. Who have not accepted defeat the the polls? Was it Mr. St.Jean? Who ruled against failed petitions on the legality of overseas voters in the courts? Was it Mr. St. Jean? Who have presented an image of a quiet disposition, yet go about every street corner in the country crying about ‘no democracy’ spreading guile? And further refuses to go to a legitmate house?

    The ‘angel of light’ image presented by the gentleman you uphold has truly done nothing to better the community. The slack of development, leadership and progress have had to be taken up by the Honourable and St. Jean in a short space of time.

    The occurence in La Plaine is not surprising. With UWP ACOLYTES like youself ( who is ready to bend the truth at every turn to the seeming advantage of others) and the perpetrators of manifested anger and hatred against the Parliamentary Representative, the cylce of polarization will never stop.

    Or just maybe you have caught the disease and malaise of the former parl rep and defunct leader and just cannot be honest, truthful and mature. Your acolades so far, seems not to mirror that better image, given your biased diatribe. It is good however, that you can still view La Plaine as a peaceful community. It is about time, since the chockhold of the ‘Masser Green’ mindset is being broken and the people breathe a sigh of renewal and new faith in community again.

    I am sure we will read something from you again, spewing similar venom and trying your non-effective best at continued division and devisiveness, even from overseas.

    Don’t worry God is true to his word that weapons formed against Honourable St. Jean will prosper and people who rise up against him in apparent anger and hatred will not be cast down. The people will not be denied ever again, the forward-progress that have been not given them for years under ineffective and selfisf representation form your ‘angel of light’

Can you read the press release again and target your response better than most of the La Plaine folks who have contributed to this posting? You sound like an educated man unlike your La Plaine friends here who are just taking out maypeuis. Can you represent your commmunity better and apologise tor the others?

      6) Finally, I knew I would be criticized heavily for my press release but my goals are being achieved. This communiqué sends a strong message t o all in the village and the police that they are being watch and that they need to cool it down. I believe my efforts are worth it and I will do it again in spite of criticisms.
      7) Of course I will be the first to support the police in the proper and fair execution of their duties because without the poice we can reach a stage of anarchy and mayhem. But their actions have to be fair and within the purview of the law. I hope if the police indeed did not present and warrant and when asked for one they didn’t comply, I hope he gets a good lawyer and let the courts deal with this injustice and violation. (I hope you don’t see that as politics also).

      Remember this is not about none of us but about a proud community with a rich and painful history and a country we love dearly love even we are far removed from it physically at the moment.

    king, i am one of those who have voted Ron in the past, but believe you me in these days of scarce resources Peter is a better man. You know how laid back Ron is. Peter will say let us share the bread. Ron will say dont worry i will drink water.Peter because of his aggressive nature gets things done in the whole constituency. We laplaine people are jealous. We have the crab mentality and we dont mind losing everything just to keep a man down. The biggest problem now with the opposition is that peter can go on a platform and give reasons why he should be reelected. Bus fares, the school repair, roads left, right and center in Delices, boetica and Laplaine. 2.8 million dollar water project for delices, scholarships etc to name a few. Our people are being fooled. they think when they plant a dasheen is peter that will get the name. Our dasheen comes from riviere cyrique, our yams from boetica. not a fig tree we plant for our kitchen just to make peter look bad. Peter himself always have something to sell.

      That is sad man, when you look at laplaine. before everybody from town you know, went up L/A to lime. One of the prominent government ministers came from la plaine. in name of mr.heskeith alexander( stand corrected), he was one of the pioneers in pineapple production. laplaine had how many banana and other farmers. it’s true that the industry is at a low, and it’s not the fault of the governments per say, but to reach at that level where most of your produce is coming fron neighboring communities. The last time i was in laplaine i couldn’t believe the height of the grass in the agricultural centre.. IS THAT CENTER STILL CLOSED? Honestly, i have come to the point where i don’t blame any government right now, but put the blame squarely at US. you know why, every 5 years we are told that we have the power, but i don’t think that we have matured to the point where we can tell our politician that they are wrong or right. Once, the elections is over we automatically lose that power. And then the RAT RACE BEGINS. THAT’S SAD.

    You know, it urks me when people whose only links to Dominica is the fact that there were born there, sold their flag and developing someone else country come and interfere in the affairs of the country. First of all I am not taking a political side but unless the laws of Dominica makes it illegal for a Dominican residing overseas to vote then it is NOT illegal and you need not mention it in your letters as it is a none issue. If you really want to enact change then you should help champion legislation making it illegal. I would remind you that the US which is one of the most progressive in law reform does not have laws making it illegal. As a matter of fact Americans residing overseas are facilitated and have the privilege of voting from overseas. Secondly, merely raising a concern and not suggesting change or a solution is like someone going to a Doctor, the doctor tells them that they are sick without offering medication to fix the problem. I do not know why these people who migrate to their land of milk and honey think that the left behind a people lacking intellect. That may be so for some but it is certainly not an issue with the majority. So please, the next time you want to use up space on a website, please make a meaning full contribution. Until then take your concern and use it as a suppository..

Maybe the man is right but the way you all try to bring down dominicans whohave migrated sometimes not by their own choice is what shows your lack of class, tact and judgemental attitude. I say some people live not by their own choice because I was sent here 16 years of age by my mother. I respect and thus couldn’t punch her in the face when she put me on eagle. Maybe if I had punched her all you dominicans would say I’m a wicked child. But I didn’t have a choice still being a minor and all. I’ve lived here 12 years and made the best of what I was dealt with. When I came to the states at 16 years old it was a transition but if you met me today you will se that I’m not one to complain about oh being hungry in DA and USA for a while. I studied and now I ripping the fruits of hard labor. True not everyone is forced to come states. Some choose it. But can you blame them? If you got an opportunity to live in the USA wouldn’t you take it? I mean I seeing pics of Dominicans dressing like Americans. You guys using their style, their fake nails, weaves, gay down low lifestyles and you here speaking so hypocritically about people who migrated. Its a shame. Yes some people may step out of line. But I believe this whole issue of calling or at least trying blast folks about their lives in the states is simple envy. Why don’t you guys bring your necessary point across without bashing other people?

My annoyance was with him being overseas it is not suggesting a solution to the problem he claims rather than just stating concerns. He can and should go raise his concerns to fox News not to Dominica as he is not offering a solution. What makes matters worse is that he is not helping the country but he want to put his mouth in our business. I want them to pass the law that if you live overseas for a particular period of time you have no say in the country affairs and you get arrested if you try to get involved.     Stop acting like children retelling a tale. Everytime it’s told more is added to spice it up to make believable and acceptable.     Those who think they know it all are just destroying the name of Dominica by spreading tales told by folks who have issues with their neighbor. Is this real journalism or is this the gossip mongering. Neighbors have dispute all the time and the police is there to keep the peace. When a person voluntarily give themselves to be servants of our nation, they need protection. The fear mongering on radio is just fostering hate and division in such a smaill community like ours.     Dr Finn has been constantly producing misinformed (and sometimes malicious) articles on the Dominican.net for a number of years now. In a number of articles before the elctions he predicted a huge defeat for the DLP at the polls. Now, based on hearsay evidense (from none other than Ron Green) he comes out with yet another biased, ill-informed commentary (from thousands of miles away).

    One must beg the question as to how on earth these guys obtained their PHDs and if the term PHD for people such as Dr Finn now equates to Permanent Head Damage.

We gained INDEPENDENCE from Britain and we are an INDEPEDENT REPUBLIC, and we are not going to take orders from no foreign entity as it relates to how our country is run. We are not Haiti, We will never be Haiti, so all those misinformed PHD holders, we voted a government in! That government will stay until the next election is called, if you Washington DC PHD’s wan tto contest the next election, leave your comfort zones in the US,and come put yourselves in our shoes.
