UWP promises free education for all

Lennox Linton
Lennox Linton

Political Leader of the United Workers Party (UWP) Lennox Linton has declared that his party will be providing free education for all students from primary school up to the tertiary level.

He said recently that parents of students who attend school will no longer have to bow down to government ministers when they require assistance.

“The UWP will ensure, that no longer will our children and our young people from Primary School to State College, or their parents, have to go and genuflect at the feet of Ministers of Government for money for school fees and books,” he said. “UWP Will Provide Free Education for every Child, from Primary School to State College.” he stated.

Linton described education as “hand up, not a hand out.”

“UWP’s commitment to provide free education from primary School to State College, is founded in our belief that investment in the development of our people is the key to Dominica’s development,” he stated.  “As UWP delivered free text books, UWP will deliver free education.”

Linton said the “UWP wholeheartedly commits to a Human Capital Development Program designed to build the discipline of lifelong learning and ensure the delivery of quality education strategically aligned to the long term National Development plan.”

“This will mean moving speedily to achieve full literacy of the Dominican population; improved training for employment; and entrepreneurial opportunities for the nation’s youth in the growth engines of the economy,” he said.

The party says it can boast of several education-related projects during its term in office, chief among them being the implementation of the free text books program, the construction of two brand new Secondary Schools, 100 percent implementation of Universal Secondary Education (USE) in the Grandbay district, and 75 percent USE implementation island wide.

I’s ironic how so many people posts comments on stuff they no nothing about. Everything Skeritt tries to do for the country is wrong. People we look for all the negativity to talk about but rarely mention the good as little as they may be.
I’m appalled that the only time we care about our kids education is when election time comes around.
How many of the people who were the recipient of free education are giving back to the kids of their various communities through tutoring and mentoring programs?
Some of them never even turn back to thank the Government and people who got them there.

As for our people, instead of blaming government for everything, we need to get our priorities in order. Instead of wanting everthing we see advertised on tv we need to think of our needs and not our wants. Stop trying to out do one another. Better yet stop being American just be proud Dminicans.

We have to be careful with the promise of free education that’s been offer. Do you know that the idea of free education (as the think it)is almost 60% in place right now, no matter by which party it is offered its there. Don’t be mad, a little skeptical yes! Ask the question “What is the quality going to be that they offer” Is it going to turn out like the high school education for every child in Primary and high school in Dominica presently? that is a disaster! By the way whose idea was it? I met a Student at one of Dominica’s high school WHO DID NOT KNOW HIS ABC and this is no exaggeration. I did not know what else to do or say so I asked him to meet me every day so I could help him with his ABS and some reading. Maybe Education should not be free in Dominica but there should be programs to assist students that cannot afford it on all 4 four levels and tighten up on the level of education; here is where the real debate should be between UWP and DLP. This should be offered in Pre-school, Primary and High school and college and really play close attention to that.

Education also begin at home and the community and the parents should get the support as the first Teachers, if they are unable to teach their children then there should be a community based program to help them with their own education and also for the children. The is the way forward for our Education System in Dominica not just in words. This one cannot even be a hand out it wont work. It needs action. I look forward to hearing from my brothers and sisters here on this forum to discuss it remember its only my point of view i am sure there are things I may not be taking into consideration none of us are perfect. We need to stop cussing out each other and work together for the Good of Dominica’s Education and our Children. 8)

UWP are telling folks that the PM is going to call election early. So it’s a reasonable assumption that Mr Linton is ready to contest such a call. I don’t see any MANIFESTO, COSTING or how/where FUNDING will come from.

I don’t expect him to beg, steal or borrow from our South American cousins or our Asian friends. So who/where will he turn to?

It will be an even uglier sight, to see the opposition (Freedom and UWP) caught with their pants down yet again.

Who believes that if Skeritt had said:
“Now that my Government has completed a state of the art College, we plan to provide FREE education up to Tertiary level within the next 5? years”
Then Linton would have responded :
“Great idea, if UWP is elected, that is a policy we would also want to implement” ?

A concern may be the source of FUNDING for that policy. But let not your hearts be troubled.

I will be still voting labour next election but to be fair this is a great proposal. This has been done in Barbados for many years. Not just up to college but up to university level. I think people should pay for University degree if they can but Free Education is the way to go. Education is not a hand out thing. Everyone one she have unfettered access. Not at the mercy of any PM or minister.

UWP have started coming up with their ideas that is good. I am fed up with all these personal attacks. Let ideas contend.

      Hunnie,

The free education offered in Barbados up to university level only lasted a few years (it stopped this year), and has been one of the major contributors to the complete downfall of Barbados’ economy.

The Barbados government owes UWI, Cavehill, an excess of 150 million dollars, that they cannot pay because their economy is in shambles.

Education is the way…but free education is not the way unless your country is situated on a gold plot

Prime Minister Roosevelt Skerrit has promised that his administration will meet the cost and assist parents to ensure that every child on the island attend school at the beginning of the new academic year.

Skerrit made the promise while addressing a special meeting with residents of Portsmouth and surrounding communities on Sunday.

“Let me say to you very clearly, that we would like to have every child in Glanvillia, Portsmouth and the entire country to attend school,” the prime minister said. “There should be no reason why any child in Glanvillia should not be in school. You cannot use the excuse that you do not have books, or a pair of shoes. We have to help you to get those things to ensure that every child goes to school whether it is pre-school, primary, secondary or the state college.”

Prime Minister Skerrit said further that the government’s “No Child Left Behind” policy programme will ensure that students who cannot make it to pre-school or whose parents may not have the funds on a monthly basis to pay school fees will be assisted by the Government of Dominica.

“You have situations where there are children of pre-school age whose parents for one reason or the other cannot go to work because they have to stay home with their children. I am here this afternoon to say that any child who is of pre-school age, we should put those children at pre-school and those of you who cannot afford, you need to let the Parliamentary Representative know or the Government know so that we can help to pay the fees to allow the children to go to pre-school. Similarly the same arrangement applies for students attending the primary school and the Portsmouth secondary school,” he stated.

Students across the island have benefited from a number of government initiative including transportation, school feeding programs and school transfer grants which cover text books and uniforms.

The new academic year opens later this week.

Well, well, well. All you people who are doubting Lennox’s ability to follow through on his promise to make free education available to students, you all remind me of the time when UWP promised and sourced money for an international airport. Allof a sudden, Dominicans who were against the UWP became ‘economists’, ‘engineers’, and ‘consultants’ overnight giving silly reasons why we couldn’t afford an international airport. Here we are today, without international airport and getting stressed out by liat. Lennox is a man of his word – he is intelligent and has a plan to move Dominica forward by first, educating our people. A lot of us have confidence in him and know he WILL fulfill his promise. He will also tell (when the time is right, exactly where he will get the money. The respectful, brilliant, eloquent and mature man that he is will never tell Dominicans to ‘go to hell’.

With the lack of reliable data to see how much it would cost to provide free education in Dominica( up until college) i will estimate that’s its going to be in the region of 15 to 25 million Ec per year.

From the comments below it seems like everyone is stating that’s it’s impossible for Dominica to collect an extra 30 million a year ( noting that the government is already taking care of 80% the cost). if so then can we clearly say that our economy is DOOM. now people before you jump on my back an increase in collection don’t necessarily means an increase in taxes . tax is a function of GDP.If the taxes are buoyant in Dominica then by increasing growth the government will collect more taxes. Also improving on the compliance rate improve your tax yields .Moreover the adjustment can come from the expenditure side where we could cut wastage , and those inefficient unilateral transfers such as what goes on in the red clinic and reallocate those funds to education . Its called prioritizing of funds.

We need to open our minds and think . Don’t just say this cannot work. critically asses the policy and state why it cannot work. Like it side you need leaders that are creative and innovative. those that understand the macro economy. basic economic teaches us of opportunity cost . look at the red clinic and education. which has the least opportunity. Easy answer. we need to be efficient in our allocation of scarce resources.

Some people say its handouts. My people don’t confuse a policy with handouts. Handout goes to a select few and mainly party supporters where as a policy target everyone , particular groups ( social safety nets) or particular place.

Even the Prime Minister On September 3rd in his speach at Portsmouth tacitly mention that he intends to provide free education..https://dominicanewsonline.com/news/homepage/news/educationyouth/pm-promises-education-for-all/. He called it his NO CHILD LEFT BEHIND POLICY.
The Pm as well as lennox has recognize that education is the key , so it should be made a priority and free.

For once when our leaders are on the right track lets support them. Remember the great Solow in his Nobel price winning growth model that an economy can only grow in the longrun by increasing the level of technology. In his model technology was assume to be labor augmenting. Increasing the amount of skilled workers by developing our human capital resource.

when comes to education there should be no party politics like who support this and that getting assistance. we need a level playing field for all.

And the people at the ministry you all should be running some numbers to see how much extra it would cost to provide free education as well . that’s easy to do.

Admin i always ask you for data and i don’t know why i persist. I am not sure if you all have only moderators and reporters. I assume that when there is a hot topic the journalist should do some investigation and provide more information. right now you all should have someone working on that, trying to find out the overall tuition cost for the student, book cost per child, how many preschool in Dominica etc We can only raise the level of debate with the right information.Anyway Admin keep the news coming .doing a good job with some room fro improvement.

When did we start paying for education in Dominica? I am only asking because from primary school all the way to college my generation did not have to pay a penny, and that was just nineteen-ninety-something! So when did this paying thing start and who started this? So why now some people are thinking that it is impossible when this used to be the norm – free education for all those who made the grade?

Free education is no a hand out, it is good forward thinking for a small island with little natural resource,it is ensuring our young people can hold their own in the world job market to get jobs when they leave Dominica, it is ensuring that when business men come to Dominica to invest they will have a numerate and literate work force, this in the long term means more tax payers for the island. It ensures dignity for our parents and children, and less sexual harassment for young girls and boys wanting an education but unable to get one because of finances. Well done Mr. Linton a real plan, to return our people to dignity.

The plan to provide free education to all Dominicans, a mere 70,000 people, is realistic and consistent with good governance. The current government should embrace the call to educate all. Dominica, a poor country with no natural resources and a declining banana industry, only hope for survival is by providing education to all. Furthermore, the government must “DEMAND” that those educated with Dominica’s resources inject in their daily and night prays “not what can the government do to develop Dominica but what they themselves can do to develop it.”

Dominicans need to get up and work! Kudos to the ones who are already working and making a decent living. To those who take their school work seriously! Is something wrong with the school fee system?
Don’t schools need ways of generating income for maintenance, light bills, water bills etc., extra curricular activities,…..
and maybe, just maybe we should be appealing to adults to exercise greater financial prudence by prioritizing their children’s school fees before the fancy phones which cost 3x the school fees? Wow.

With such grandiose vision perhaps Mr. Linton should secure his vote as leader by presenting the plan conceptualised to not only finance but sustain free health and education? Alas, salaries cannot afford anymore tax deductions.

After reading allu comments, I understand why Dominica and Dominicans won’t move forward.
We dont have oil, we dont have any natural minerals, the only thing we got is humanresourses.
Thats the BEST thing I have heard in years, thats the BEST Investment any country can make and I’m speaking from experience, I leaving in Denmark, where they don’t have oil or minerals, but ALL education is free, they even pay you to go to school and the result? the 5th riches country in the World, Danes are allow to come with idears, where these idears are develop and exported to the rest of the World, thats called KNOWHOW. Denmark is leading country in the field of Windpower, Solarenergy, Robotarms, Diabetes medicin, Carlberg and alot more, even Pork :-D
ALL Dominican should rally around that proposal, Its a long term Investment which will payback later, but we just have to priotise, with our money. we got to be agressive when we making investing. 27million on a building thats not gonna help the economy and then donate 100k to the states college just wont cut it :-D
If we dont make these BOLD MOVES, and take chances, then we are just gonna go round in circles :-D
Shit while I writing this comment AP Møller Mærsk fond just donated 1billion kroners (500million EC) to opgrade ALL teachers education

You are so right Zandoly. Investment in knowledge keeps a countries with a high cost base, such as Denmark, right at the front of economic performance. Not only that, have a look at how the Nordic countries perform with regard to public health, life expectancy and the happiness index. They proof the point that being the cheapest is not always the best. Investment in education, a good ssocial infrasture, outstanding health care and a willingness to cooperate in politic are the basis for the high standard of living in N.W. Europe. We could do worse than using them as a benchmark.

free primary and secondary schooling is a given in lets say 95% of the worlds countries.
We are no longer classed as third world, but developing in the eyes of the world bank and others, so it therefore follows that something has to be done in promoting education at an affordable rate. $400 plus for school books for those who cannot afford it has to stop, especially if one particular store has a monopoly on delivering said books.
College should pay for their texts.

This is not a big revelation in terms of global child care and education. Sadly, the parents are the ones letting their offspring down, sending you child to school and not taking an active part at home, then blaming teachers is a failing on your part not the school.

umm…Lennox, easy with the pie-in-the-sky promises. Why do politicians always seem to be making wild promises and suddenly seem to have a host of development projects going simultaneously whenever they smell elections in the air? Hey guy, take it easy. By your party’s own admission, Dominica has a significant debt load – how do you propose to pay for this? Increase the debt? I have a suggestion for you – sit down with your team and put together a list of PRACTICAL projects that you would like to implement if Dominicans allow you to govern the country, present that to the public, and let us vet it. I present to you that while education is an issue, it is not the primary issue of concern to Dominicans right now – its JOBS! We want all who would like to manage our affairs to concentrate on that project right there! We need jobs, good paying jobs.

Another thing – please do not talk about “taking Dominica to the next level” – i’m tired of hearing about that. As a matter of fact, the proverbial “next level” is relative to where we were before that move – it could be the next level down, not necessarily up. A shiny new stadium and a gorgeous state house does not mean development; that comes from development in the lives of the people themselves – a stadium and a state house does not put food on the table; a job that pays well and affords people the opportunity to live a comfortable live – that’s progress.

So where will that money for free Education come from? Barbados has announced that they are giving up on the free education program (pre-school to University)because it is simply too expensive. Barbados has had a log and cherished record in giving to its citizens free education. It is just too expensive. Here comes the self acknowledged novice, his government will give free education from Pre-school to State College. Where is the funds coming from Mr. Linton? If you say you are the change then be the change, give the details of your development program. Let us see how feasible it is. Free education for all? can that even be possible, with the ecomony in dominica? There is an issue with jobs, since it’s based on “who you may know”. The country needs some financial stability, and maybe more of an education variety. Everyone doesn’t want to be a business admin,or maybe do tourism and never obtain a job. Introduce, engineering, architecture, and more. Also increasing the variety throughout high schools would help. Free tuition isn’t the way to go for the country at this point, until the economy is at a good point. Maybe more of scholarships and financial aid would help. 99.9% of the students who leave dominica to study abroad engage in career fields that were never taught at a base stand point on the island, but maintained a desire within their hearts. Free education is a pull for votes, free housing is a pull for foods. ALL POLITICANS SHOULD BE HONEST. WORK TOGETHER TO HELP THE ISLAND, THE DIVISION ISN’T HEALTHY!.

Friends….Barbados added university studies to their young people in addition to primary and secondary and college studies……
Dominica need to begin at some stage, at this UWP stage to invest in education meaningfully. We have to reduce quickly the number of youth in prison, on the block in drugs and not productively at work. In years to come the programme will be reviewed and assessed and the appropriate action will be taken not arbitrarily but objectively. Our youth are not performing, and this programme will be extended to our teachers who must begin to focus on the holistic aspect of education, looking at the social , family, and bigger picture affecting our youth that they focussed on education, to learning, to investing. We must invest (NOT HANDOUT) in young our people, our productive and young group…this is urgent

Lennox Linton is on the right track. A country’s greatest resource is its people and so that is where its greatest investment should be. Education is the key to building a great nation. If we can spend 8 million dollars on LIAT then a 2 million dollars a year is nothing for the development of the people. VAT brings in 80 million dollars a year so take it out from there or cut down the size of the cabinet or cut down the number of overseas trips by ministers. There is nothing difficult about raising the money and once it is for everybody not just for party supporters I gladly accept this idea.

  82. political cancer
    October 9, 2013

The present state of Dominica reminds of a person diagnosed with cancer and by the time they got to know their condition, it had already spread too much. I just hope Dominica has not passed that stage.
I remember the good works of the DLP in the 70’s and islands like SLU, STV, GND, Anguilla, Antigua to a lesser extent had to look up to us. In the days of DFP in the 80’s and UWP in the later part of the 90’s our bright healthy future was well protected. But from 2003 when we lost Rosie and then Pierro which paved the way for Skerrit, right away nationals could feel the symptoms of that political cancer called Skerrit was about to kill us, but yet we did nothing to restore the health of our country. Dominicans are literally dying on the inside because of the Skerrit factor, but yet they are forced to vote him as if some kind of voodoo or sharm was performed over them.
When you take a drive throughout the island, it is hard to identify one community project done by Skerrit. Yet we rewarded him with 18 seats. Not even in his own constituency you could point a legitimate community project. Yes he built a nice road from some point after Thibaud to Viellecase but when yopu think of his debt-free manshion he built in Viellecase he had to build road to get to it. When you leave Amber you cannot drive to Penville because of the very poor condition of the road although he will be forced to do a fast job before the election. Thibaud where he had a show last week is a political disgrace as you CANNOT SEE anything he did there apart from the school he closed down. One thing though, he does things for individuals and gives them handouts because like Chavez, he realized community development is not important as long as you can keep them poor and hopeless so they could turn to you for help. So yes, he buries their dead, gives them cash, paints their houses, and as we heard him say in Thibaud, he will give flushing toilets, pay their way to school etc. Then he went ahead to befriend pastors, priests / bishops and all heads of organizations where people congregate so they cannot preach corruption. In fact he literally gave them money to shut them off.
To me the only thing that can change Dominica today is a repeat of 1979 because even if he loses the election, the new government will be forced to do the same thing just to stay in power and that’s why I refer to Dominica as a political cancer.

Some comments on this post stated that Barbados cannot afford free education, and as a result Dominica Cannot. and it is an empty promise.

Let me say that comment is false and misleading. I wish to state some facts here:
Fact 1: In 1962 Education was free to all Barbadians and remains that way until now: that’s 51 years of free education.
Fact 2: Lennox said that “free education for all students from primary school up to the tertiary level.” that is up to College level. Barbados still offer free education up to that level.
Fact 3: Barbados to this date offers free university education to locals. The government is proposing the institution of tuition fees in 2014, however this has met serious opposition from the guild and the public, and an alternative has been provided.
Fact 4: The DLP minister of education said that they pay tuition fees for 90% of students (https://dominicanewsonline.com/news/homepage/news/educationyouth/education-minister-calls-for-proper-management-at-dsc/) if that is factual, then I am sure Lennox will find the money for the other 10%.

I am confident that the UWP will provide this free education for all just like Barbados. Right now Barbados ranks 8th in the world with a 99.7 literacy rate, Dominica is 88th. With this change by the UWP hopefully we will climb the world rankings.
That is what you call a visionary Leader. Mr. Linton you have my support.

  87. Little Changed
    October 9, 2013

I was still at primary school when the calypso “All of Dem is One Commess” came out and now that I am doing graduate studies, it is sad to say, looking back at my homeland… little has changed in the mindset of our supposed leaders. Becoming “government” appears to be a competition not based on economic, social and development values in the interest of the public, but one that serves the personal ambitions, political appetites and year old grudges of a few angry, senior, once esteemed individuals. Sad to say that what may have once been patriotism, passion and drive in a few good leaders have over the years eroded into a desire to save face, hold a title and play the game! SHAME is all I have left to say – what a disappointment.

While the current government leaves many to wonder with their decisons and actions, looking at the alternative as a set of baseless proposals and unfounded promises – there really is no choice for government.

According to the Wiki Info. :
“Free education refers to education that is funded through taxation, or charitable organizations rather than tuition fees. Although primary school and other comprehensive or compulsory education is free in many countries, for example, all education is mostly free (often not including books (from primary) and a number of administrative and sundry fees in university) including post-graduate studies in the Nordic countries.[1] From 2013 in Northern Europe Estonia started providing free higher education as well. In Argentina, Norway and Finland, no fees apply for foreign students enrolling at a university, although they may not be eligible for a monthly study allowance and loan. Bachelor degree programmes in Norway are solely taught in Norwegian.[2] Master degree programmes in Norway are offered in either Norwegian or English depending on the programme and/or university.[3] Sweden, until recently, provided free education to foreign students but changes have been introduced to charge fees to foreign students from outside of the European community.[4] Denmark also has universal free education, and provides a monthly stipend, the “Statens Uddannelsesstøtte” or “SU”,[5] to students over 18 years of age or students who are under 18 and attending a higher education.[6] Bachelor and master degree programmes in Denmark are offered in either Danish or English depending on the programme and/or university.[7] Greece and Argentina provide free education at all levels, including college and university.”

Mr. Skerrit has so badly Damaged the mind set of Dominicans with his red clinic, freenice, Chavez style of politics that I am very, very, very afraid for the future of Dominica. Because of the damage already done by Skerrit it is going to be very hard for any party to win him since his politics is not based / geared on developing lives and country but rather, on the premise that he just has to open the wallet during election season and I will pay any cost to win an election, as we just saw in Thibaud this passed week. This is the pressure the UWP or any party is under.
While it sounds good for my party, the UWP, to promise free education to all Dominicans, the fact of the matter is we are just putting our country in further financial hardship. For example, in the USA although we think education is free there but the truth is, it is not. Tax payers pay for it on property tax whether they have children or not. We talking about the best economy in the world! How can Dominica survive with one of the worse economies in the Caribbean?
Look at our health care; Before 2000, health care was free. Since the DLP came they started charging us for everything, yet the care is terrible, no medication, and not even an MRI we can get here. This is all because of poor management of the present government and the after effects of freenece. Although they charging us to attend the college, yet just last month I heard Dr. Peter painting a very ugly finacila picture on the future of the college. In fact it was yesterday the “keep you poor so you can turn to me” Prime Minister had to inject some $100,000 into the college. So yes Mr. lenox, because of the damage done to my country by Skerrit I can understand why you have to make this promise although I know the UWP, unlike this present cancerous administration will implement plans to grow the economy and turn things around, at this time I must admit that the future of Dominica looks very dark.

They do not trust Dominicans to make the right decission so they have to lie and cheat. If you cannot trust the people why should they trust you?

Do you really consider the bills for medical services. In the great usa that you spoke of a simple 4 day stay at the hospital to have a baby comes pretty close to 30 thousand dollars. So the cost in Dominica is nothing. yet we complain. It’s the same for education. We want the best want it free but won’t be willing to pay the taxes to maintain it

Education should be free. In any case it’s tax payers money paying for it anyway so it;s not free per say. Just like the government build schools and pay teachers, Mr. Linton is simply saying that government should also provide books, uniform and tranportation and it should be for everybody…Not only for those who are willing to beg.

Well the promise that Skerritt and Ambrose made to the Newtown people 3-4 years ago, wasn’t that comfort to a fool? And that comfort lasted a long time, and we still don’t know when it will end, because we still do NOT have a school, regardless of what was signed today.

@Kawat Roseau Oh you dotard shut up. The most reckless government in the world is that of the lazy Skerrit Labour Party, to which you are grovelling. So shut up and stop being a hypocrite. You thought change would never come to Dominica?

      • hmmm
        October 10, 2013

I guess all these new initiatives are being funded by the “100s of millions” you spoke about.

On one hand, people are claiming that Dominica has received so much moeny, for example, from the passport selling. They are asking where did that money disappear to.

On the other hand, when Skeritt is doing all these things – giving money, donations, schools etc, they are asking where is the money coming from?

I wonder if it could be from the “100s of millions” you spoke about? Then again, in your own words, there is nothing to justify it.

But in my mind – the money has to be coming from somewhere.

when it’s China funded, they say so. When it’s not – it’s coming from somewhere. Is it too farfetched to think that just maybe – some of the “disapearing” money you guys are looking for is actually infront of you?

      Oh please behave.
You’ve had your gods in government for the past 15 years or so and they have not once given you cost or estimates of anything they do( infact they told us it’s none of our dam business where they get money) and you happily go along with all their nonsense and the first statement made by the opposition you are here playing smart, you are so transparent.

While I agree that we should know from the opposition how they intend to fund the running of the country I believe they have a credible plan and will reveal all at the appropriate time.

When they were out of Parliament protesting and skerrit was spending money as if he is the sultan of arabia (and is still spending) without question , you were all shouting for them to give alternatives. Now they are beginning to show that they are a credible alternative you all suddenly remember that your have to question your leaders.

But I’m glad you’ve now realised that you have a back bone, so while you are waiting for Lennox’s answer, why don’t you ask the same of skerrit.

  128. Not a herd follower
    October 9, 2013

For all those who are asking how a government led by Lennox Linton will fund education for all, please note the following:

    1. the money will come from the same source that Skeritt got $100,000 to give to the State College this week-the taxes paid by Dominicans!

    2. Much of education offered by the State is free already. Primary school is free, secondary school is virtually free; the only thing students have to pay for are exam fees and lab fees

    3. The State College is largely funded by the government.

So, it’s not a big stretch for a government led by Double L to offer free education to all students in schools run by the State .

It is interesting, Lennox Linton is not comfortable talking about education.

In his inaugural speech he was only interested in universal literacy but with the opening of the state college and the setting up of the financial aid fund for the State College he is now adding free education up to State College ( universal tertiary education)?

This is why they are waiting close to the election to present their plan to the people.

The prime minister delivered a check of $100,000.00 to the state college to ensure that those who can’t afford to pay college fees for their children would attend college.

This was not news worthy to DNO but the publication of UWP free education coincided with the revelation of the prime minister to promote the UWP agenda.

@chg – Oh what utter foolishness you speak. So wait, is Roosevelt Skerrit alone that have a monopoly on how to do things in Dominica?

Did you not read in the article that the UWP constructed two new secondary schools ie the Grandbay and Castle Bruce Secondary Schools during their tenure in government?

Did you deliberately refuse to acknowledge the other achievements of the UWP in education and elsewhere while they were in government?

After all, these achievements had to come about as a result of obtaining and using money eh.

And remember, when Dominica’s most backward thinking government took power in 2000, they did not dispute the fact that the UWP was working and performing all over the place; rather they lied and said the UWP was corrupt. Up to know, not one shred of evidence of corruption against the UWP can be found.

Quite apart from your extraordinary excellent articulation Mr LInton, the other potent and extremely powerful aspect of your personality is you ability to take the fight to arrogant, incompetent and insultive Skerrit. So no Longer will we hear that the children of Thibaud in Skjerrits constituency will go to college FREE, AND WE ARE NOT HEARING OF THE CHILDREN FROM OTHER PARTS OF DOMINICA.
Powerful initiative DOUBLE L, It is a continuance of the revolution that UWP started in education, when they were in power.
This is the type of man Skerrit needed to match up to him!BRILLIANR, HIGHLY ARTICULATE, VISIONARY,ETC ETC. THE TOTAL PACKAGE!!!!!!!!!!!!! He Skerrit is on a 24 hours tour of Dominica now.ASK THE PEOPLE OF ROSEAU SOUTH. 8,9, 10,11,O’CLOCK AT NIGHT, he is out like a loo gar woo now to see if the people he rejected for almost 15years will be fooled.TELL HIM HELL NO!!!!! HE IS ,AFRAID AFRAID,AFRAID, BUT his nightmare will soon come to past, when he will be DIDSCARDED AND DUMPED INTO OBLIVION BY THE ELECTORATE, for his incompetency and insults.
    KEEP IT UP DOUBLE L.

      October 9, 2013

Please, it’s the same education system in places like Barbados etc… If we are investing in things like geothermal energy etc… and plan to sell to countries overseas we are bound to get some revenue to sustain these initiatives. But when you have a government like the present benefiting from these like Petro caribe and the benefits do not pass on to population then we will always get people like you wondering where the funding is coming from for such an initiative. It can be a sustainable initiative only if our leaders use revenue for what it’s meant for and push in their pockets, like that ‘black hole’ they call the consolidated fund.

Thank You Lennox…Now we in serious discussion and talk about development and the real investment and care of Dominica’s children.
This is the beginning of a focus on development, a strategic direction to steer our children and youth to meaningful development of our principle resources our children and young people. Lets get disciplined, lets be disciplined.
Education and investment of our children is a MUST not an option and not for Bobol

This man is something else. Well one would think that the change bringing mr.linton would come up with some proomises that are actually plausible but it looks like the same old same old, promising things you couldn’t possibly deliver on. Why yes it may happen for the first year or so and kill the already dying economy. Mr. LInton haven’t you heard that good and stable Barbados is starting to cut down on doing that very thing because it is breaking their economy? You need to do your research well my good sir you starting to sound like a generic politician.

So what about the PM just waking up one morning and saying he’s gonna pay pre-school teachers salaries in Dublanc, was there any plan for this, was this mentioned in the budget somewhere. Folks, with every initiative, the government needs to come up with a plan of how they are going to fulfill the initiative they want. It`s a great initiative. An educated Dominica is an empowered Dominica. Education is Freedom!

Free education for all would be a policy decision that would be taken by the government and debated and passed in parliament.
It is different from a random decision taken at spurs of anxiety( not budgetted for) by one person the Prime Miniter to quail his fears. such as $100,000.00 to DSC etc. Chalk and cheese please think..it is a healthy thing to do.
