UWP to go on education campaign on electoral reform

ballot boxLeader of the Opposition, United Workers Party (UWP) Lennox Linton has announced that his party will go on an education campaign to discuss issues as it relates to electoral reform in Dominica.

A town hall meeting planned for Mahaut on March 3 is going to be part of the exercise.

“So that Town Hall meeting we are going to have in Mahaut on the 3rd is going to be a very important engagement of all of Dominica,” he said.

According to Linton, the UWP needs to stand up before the next general election and determine if it (the election) is going to be conducted in a free and fair manner.

The party has expressed deep concerns over what it says is development in recent months regarding two institutions which it says have a mandate “to ensure and safeguard our democratic practices and integrity.”

“The responsibilities of our Electoral Commission and Integrity Commission are being subjected to substantial legislative changes designed to make them weak and ineffective, if not dangerously unable to carry out their original mandate,” the party said in a release last week.

“This is why we are going forward boldly, we are going forward positively with education on these proposed amendments side-by-side with what we believe ought to happen instead,” Linton explained. “They also want to clean the list by giving everybody who is now on the list a chance to stay on the list from wherever they are regardless whether they have lived out of Dominica for more than five years and regardless of whether or not they meet the residency criteria currently existing in law.”

Linton said the party will be taking its message overseas, noting that election reform is not rocket science.

He stated that in the Dominican context, it is all about an accurate list of electors and ID Cards.

ID Cards for voting have been discussed for years in Dominica.

In 2011, Prime Minister, Roosevelt Skerrit said the government aims to have the cards ready for the next general election, which was constitutionally due by 2015.

In 2013, then Health Minister, Julius Timothy said 100,000 of the ards would be made available to the public by the end of that year.

But by June 2014, the Electoral Commission said it will take approximately two years for the cards to be implemented and it would not be used for the general election. That general election took place in December 2014.

    UWP supporters, understand this. You use every chance you get to call Dominicans every bad name in the book. You call us fools, idiots, imbeciles, dummy-in-cans, and the list goes on. Yet, you expect to convince us to join you or believe you or join your cause. Let me enlighten you. You will not gain supporters by alienating them. You gain supporters by making them feel they belong. So as long as you keep on that road where you believe that you are smarter, better, more intelligent, more eloquent, more highly skilled, more able to understand than the rest of us, you will remain defeated.

    Dominicans are bright, intelligent, hardworking people that have been soured by years of constant negativity. Every where I turn UWP tells us the place is the worst, nothing good here, no future for us and on and on. UWP, either you step up and show us that we can have a bright future, or step aside. We need a party with a visionary leader and a more positive outlook on life.

      I think that electoral reform is desirable, so let us go about it in a structured way. If we are having a town hall meeting to educate people, the first imperative is to have a trained lawyer explain the various elements of the electoral laws, particularly those relating to voter registration and the process of deletion from electoral lists. Personal attacks on the Chairman and members of the Electoral Commission and staff of the electoral office will not solve the problem but rather exacerbate the division and hatred in the country.

      Instead of devoting so much time on Q95 to questionable allegations about people and all kinds of emotive language and “ro-ro”, have daily scheduled programs sharing information on the subject with the many listeners, by people trained and equipped to do so.

      Encourage people to assist with the cleaning up of the list by actually going to the electoral office with death certificates of relatives to start with.

        The electoral office for its part can start the process by obtaining weekly death reports from the registry and removing those names. It will be a little more challenging to come up with a list of people who have been away from Dominica beyond the period stipulated in the law without returning within the stipulated period. Some bright spark can determine how to start that process.

        Finally some kind of bi-partisan dialogue might be required to examine areas of the current laws which can be improved/revised. Hurling invectives and making authoritative statements without accompanying authority will not work.
        We all need to remember that the huge electoral lists have been historical and no government has tackled any kind of sanitizing so none is totally absolved of blame, if any blame is in order.
        Just some practical thoughts.

      Very good question Daryl and the answer is a solid yes!. Yes, anyone acquiring a Dominican passport has full & equal rights like citizens, who are born here, reside here or have blood ties with Dominica. The law makes no distinction. They only pay taxes on money earned in Dominica (but if they set up an approved business the profits of that may be exempt for a period of up to twenty years and can be sent abroad at any time and anything they import for that business, like vehicles, building material and so on will be duty free). Soon Indians and Syrians will rule our country, if the Chinese don’t get there before them.

    Maybe it’s time for someone to be brutally honest with the Honourable Lennox Linton and the United Workers Party. The “i”s have it…no matter how much “educating” you do, the DLP Administration will use its majority to circumvent the laws in a manner favourable to their party! UWP Leadership “educated” the public on the weakening of the IPO by the new amendment proposed by the Government it did NOT work. The IPO is now weakened BY LAW!!!! The same WILL occur with this proposal to amend the Electoral Laws. UWP’s insistence of using a piece of stick to fight a man with a machine gun is…forgive me but i must say it…foolish and insane. The UWP continues to use the same methods over and over expecting different results. This is the exact definition of insanity. UWP’s only hope now is to start building up a war chest of some serious cash to fly in their own supporters because you can bet your last dollar that this is what the DLP is doing right NOW!

        Where is the United Workers Party strategy? Besides the voices on Q95, town hall meetings and “education” campaigns, where is the strategy? The United Workers Party appear to be the party of “talk, talk and more talk”! For more than 15 years the party has been talking and there has been no effect on the Dominica Labour Party’s system of governance. Aren’t these men and women tired of “talking”??? I mean there is nothing wrong with talking but it is clearly not effective without actions. Notice that the new Doctor of Literature is quite strategical, using his majority in Parliament to rewrite any and all laws that may hinder him from remaining in power until 2050, painting those who oppose corruption and the misuse of the Country’s purse as traitors, trying everything to deflect from the international exposure of the wrongdoings within the CIP (Citizen by Investment Program). It’s purely strategy verses talk and right now strategy is winning the war.

        There is nothing incorrect of what you say, however, the alternative is to go ‘belly up’. The real problem is the Dominican electorate (at least the majority voter) is not for turning, come what may. So for me, the real chance of change is within the rule of law and the constitution, more likely international rule of law.
        In the meantime’ I can only applaud and admire the strength, determination and fortitude of the faithful, in fighting the good fight, in the face of extreme adversity, when someone else would turn their back and run for cover.
        So before you condemn, offer achievable alternatives and objectives.

    Linton if it is not your way, then it is not the right way; nonetheless you are still stuck in the issues of the STONE AGES, while you speak about GOING FORWARD this and that way.

    Why do you continue to look back, far, far back while you talk about moving forward–don’t you know the effect of moving forward?

    What is your plan for my Dominica and her people should you become the Leading man Government? As long as you keep those plans in the back of your mind–if they are there at all –you can fix up all the issues existing from moons ago, your work will still be futile, because we want things which are new, old things have passed away.

    Also, when and if you ever become Primary Leader you can deal with those old things that you cannot give up right now.

      The English language is the most difficult language to articulate; where you used that word is not the appropriate place or time it should be used. With that said, and out of the way I must say whereas people in Dominica do not vote on issues affecting their very way of life; rather they vote people into office simply because they like their personality, their flamboyancy, and the foolishness they speak!

      Political slogans cannot build a country, they are specifically deigned to capture the imagination of some people, there must be an important reason to vote for someone other than simply liking or love that person.

      You do not vote for some because that politician say ” we have a willing record, and we are not going to loose, and based on that alone one goes out and vote that person into office; but that is what is happening in the country. Look at it this way; ten years ago Skerrit came out and told the ” I am going to take Dominica to the next level.” Last Election he told the people ” I am going to transform Dominica. What is the difference in both words?

        They are basically one of the same, the voters; his supporters not knowing the difference went out and voted for him based on the same old lie, the same old promises, whereas Dominica is more backward than it was fifteen years ago.       If you are told to do something, without knowing the reason, one should analyze what they are doing, if their actions are not producing anything in their interest, they should simply move away, and stop wasting time. Everyone needs a teacher sometime, and the time may have come to educate people about the reason for voting, and to let them understand it is not all about bribe, and what they can personally get directly from the politicians.

        As far as I am concerned anybody can do much better than Skerrit right now. The fact is Skerrit is politically bankrupt of ideas, he has reached his peak; there is nothing else the man can do. Since Skerrit became Prime Minister of Dominica, the man has not influence a single corporation to invest into any manufacturing industry in the country.

        Manufacturing and exporting of commodities should be the order of the day. What do we see is that anything foreign which operated in the country are leaving, even a local tissue paper company is struggling to survive, Tram ride foreign own gone!

        Colgate-Palmolive gone, Dragon Windows gone; The Shine Company gone! There are others I do not know off. Nevertheless, when you see situations such as the Moroccan Hotel at a stand still unfinished and decaying blame it on an incomplete government.

    For this to have any meaningful effect , it should be televised and some “aces” should be invited, not necessarily people known to be supporters of UWP. Let it be an open discussion involving a wide cross section of the populace. UWP cannot do it alone.     I am for educating people but in our case education will not change anything because we are dealing poor people that will give up a future for a plate of rice now, like Esau.

    We need to do what we need to do to save this country. We have been educating for too long.

    I strongly believe that one should have the right to vote in their country of birth no matter where they reside. UWP only wants amendments because the majority of Dominicans living outside of Dominica do not support them. UWP, will never in this lifetime get my support.

    I love you, man, but you are to easy on the Skeritt led Administration. You are stating that electoral reform including I.D cards have been discussed for years, yet you still want to educate Dominicans about the electoral corruption in Dominica. Do you really believe having meetings all over Dominica are going to make any difference to Skeritt. All the man is going to do is to throw more political mapuis at you and even try to ridicule you. As leader of the opposition, you have a lot of power in your hands, especially, you are in control of the major thoroughfares leading into Roseau. Your civil disobedience should start simultaneously in Salisbury, Wesley, Marigot, Roseau North, Roseau South and Central Roseau. Before Skeritt can send his police with their guns, the whole country will join. If that is not done, all the meetings, all the radio talk shows, all the begging for electoral reform can never move Skeritt. The man is a modern day Ramses.

    The party should also take into consideration the importance of the young demographic i.e 18-35 where this topic is concerned.

    I believe school visits (high school & state college) would be a good way to go as well.

    Also maybe some research on which forums people of that age are more likely to attend/accept the message from.

    Many might be skeptical of political town meetings and stay home… but might accept the same message in a video posted on Facebook/instagram, that they can access privately without influence of others.

    Lenny boy, take the opportunity to assist with what you are calling for. When you go to Mahaiut on Thursday, you can begin sanitizing/cleaning up the voters list by engaging in an activity whereby the people of Mahaut, more so Workers supporters identify those people who have been away for five consecutive years without coming back tot eh Jurisdiction. That exercise can be repeated throughout the 21 constituencies as you take you case/message of electoral reform out there. Following that exercise a formal request can then be made to the electoral reform to have the names removed. That request must state reasons (death, having lived over seas for five consecutive years without ever returning to Dominica) why the name ought to be removed. Thereafter the full extent of the law and procedure for removing such names will be followed. It cannot be that because you say so and so name ought to be re oved that must be the case. The elector has to be given the opportunity to defend himself.

    The proposed reforms are not in the interest of democracy. If we are not vigilant the true Dominicans residing here and abroad will have their destiny decided by outsiders. I would not want to deprive Dominicans, who reside overseas from casting their votes within the stipulation of the the existing laws, which are fair and just. It is not right for instance for people to vote when they have been absent for a considerable time and do neither their taxes- nor have their economic interest here. America became independent for exactly that reason when they threw out the British for insisting they paid taxes but not allowing them to determine their own future. Educating the people about the imminent dangers we are facing is essential in this regard so nobody can say “we did not know”!

    Linton just loves to cry. These laws should’ve never been in place in the first place. Linton thinks people have to pay tax to be able to vote, are we still in stone age time? Here I thought your right to vote was based on your citizenship status. Every time something comes up we quick to put the country side by side with the U.S.A. But Americans get their absentee ballots right here in DA to vote for who they chooses back in their country. Why would you want to deprive me of that right? What are you afraid of, what if it’s you I want to vote for? We are better served for now out of state to help build the country. It was nice for us to break our backs over the years eating dry bread to send help home, but we have no rights a born citizens to vote who we think are best for our country. There are times when you contact people home and tell them certain stuff they like I don’t know bout that, our heart and navel string resides in Dominica, is that not enough of a right?

      As a U.S. citizen you must send in your registration each and every year, if you want to vote and you live outside the U.S. so don’t make it sound like because u are US citizen u can just vote from anywhere.       As a U.S. citizen you must send in your registration each and every year, if you want to vote and you live outside the U.S. so don’t make it sound like because u are US citizen u can just vote from anywhere. Here in dominica we have a list older than Moses, smh. You can be absent for 40 years and your name is on the list , just come and vote such madness.
      Nobody ask u to eat dry bread. You living in another man country and u have to eat dry bread to send home a barrel for your family lol,and for that you want to vote your choice of government for me, you break your back for your family not for nobody else, your reasoning is pure ignorance.

        Just saying, the money that was sent from eating dry bread went into your mom shop to buy goods. Which in turn had your mom employ two ladies in the village, who got a check to feed their kids. Typical small minded people who only sees the small picture.
