Opposition Leader, Lennox Linton, was escorted out of parliament on Thursday by a Sergeant at Arms.

He was asked to apologize to the House by Speaker Alix Boyd-Knights but he refused.

On Wednesday, Linton and the Speaker clashed in the House when he was presenting a motion of no confidence against Prime Minister Roosevelt Skerrit.

The Speaker accused him of imputing improper motives and demanded that he apologize but he refused.

The matter was brought up again on Thursday morning.

    The fact is the house is not the studios of Q95. There are rules in the house.
    When they go on Q95 and violate the rules against slander. They get away most of the times because they use the same Q95 to silence those the perceive to be in opposition to the UWP with more slander.

    Today there is an unanswered $.5 M assessment for damages which Q95 is unable to rebut but the supporters of UWP complaint when the speaker intervene because they impute improper motives and the opposition can’t be sued when they say in the parliament the very same thing for which there is a judgement against Q95.

    This woman is a disgrace and an embarassment to the politcal establishment of Dominica. She is also a poor advert for the political process of debate in Dominica’s house of Parliament.
    The position she holds as speaker of the house, has gone through her head and she has empowered herself to the extent that she behaves in a manner as if she is the supreme political figurehead of Dominica.
    She is an unelected member of parliament, yet she thinks that she has overall power to interupt members of the opposition whenever they have raised issues she dislikes.
    Someone ought to forcefully remind her that she has to remain impartial at all times during any process of debate in parliament.
    Dominica is a demomocracy, not a dictatorship, yet by this woman’s consistent partisan behaviour, it is clear that she is acting under directed orders.

    Shame on you Dominica for tolerating this sort of undemocratic behaviour.

    The Speaker may have won the fight but not the war. She has opened herself for lots of criticism not only from the opposition party but from many other Dominicans. From now on, many Dominicans are going to scrutinize her ruling because of the forepar she made in the house. On second thought, maybe her ruling might bring a little respect to the house in respect to both sides and more importantly herself. She cannot expect to expel Mr. Linton from the house because he refused to apologize for, as she called it, imputing improper motives, and then to allow Skeritt to say to Mr. Linton he was expelled from school for allegedly being a bully, therefore, he should not be a leader of the country. Regie will no longer tell Dominicans of his love for breast meat. I hope she will never again tell members where to go shake their bags of coal, when she gets upset.

    What one can say on a radio program is totally different from the words you use in parliament so that’s why the speaker is there to guide you. This lady is highly qualfied she knows the rules and is a no nonesense person. His coleage Lugay apologised for similar demeaner and went on to finish his presentation Linton thinks he is too big to apologise which is a shame he is there to do the peoples work not to walk in and out as he pleases until finally he was put out for good

    The whole thing looked unprofessional to say the least. This sort of thing does not happened any where else in the world , that is why Dominica is a special place in the world.

      You are wrong.

      Parliament is a legislature. It makes laws. As such to impute criminal/ improper motives to any of its members is a ‘contempt of court’.

      Lennox was therefore obligated to apologise. Indeed, at the honourable lady’s discretion, he could have been imprisoned up to the time that his contempt was ‘purged’ (perhaps by a little bit of slapping around to jog his memory?).

      If Lennox wants to join us in calling Skerrit a crook, he can do so, of course. But this cannot be done on the floor of Parliament.

    I viewed the video of the incident quite carefully. The honourable lady behaved like the madam of a house of ill-repute. Even when the honourable gentleman sought to take his leave, she was hurling insults are him – that he is better off looking at a console, etc..

    This clearly indicated on whose side she is which is not good what’s left of our democracy.

    On the other hand, the honourable gentleman behaved in a not very clever way. A smart politician would have said imputed motive was not his opinion but that of the majority of his party’s constituents which he sought to pass on to Dr. Skerritt to assist the honourable PM to seek to change this perception of him by those who matter more than himself (‘LL’).

    This would have diplomatically resolved the matter and have kept the said LL in the house.

      The Honourable Speaker is a mullato and is therefore in a higher class than Caribbean/ African. By the way, I think she really has misinterpreted her role as ‘Speaker’.

      Madam Speaker, you do too much talking. ‘Speaker’ is not a literal title. Historically, ‘Speakers’ were those who represented the Sovereign. Therefore, members of the house complained to them on behalf of their constituents and the ‘Speaker’ in turn, ‘spoke’ to the monarch about the complaints, get it?

      As such, the Speaker really should say less, listen more and then pass things on to the Queen :).

      Such a farce :). The term ‘Speaker’ should be replaced with ‘Moderater’ which would better explain what the Speaker does.

    Before coming to parliament, these people sit and strategize against Linton and his party and it is clear in the manner which the Speaker of the House, does such an excellent job at blocking any and all threats from the opposition. In ‘American Football’ terms she would be said to be ‘running interference’. She is not leaving anything to chance that the opposition may score even if its a small victory.     I don’t think she had the constitutional right to kick him out, just because he hurt her feelings. Politics is a Big Person thing and even if your feelings are hurt in public you had the keep your composure to rise above some petty matters.
    The Speaker could have handled this situation in a much more subtle manner than she did. Dominica is a country of laws and not one of how you make me feel. So this situation has to be visited by unbiased experts to tell Dominicans what the proper course of actions should be here. or else we may not have an opposition in the near future.
    This is how Zimbabwe started, and look at it now. So Dominicans may take this expulsion for a joke but it may soon land on their doorsteps.

Well based on what I saw on the video Mr Linton wasn’t disrupting any proceeding rather he asked a question about previous discussed issues from the day before. The speaker of the house didn’t answer or address his question rather she called the Sergeant of Arms to tell Mr Linton to leave. He is the leader of the opposition and he’s entitled to address issues of concern to his constituencies and his party but he was treated like he’s a nobody. We can’t just have a party that dominate our politics where the opposition can’t speak because when this happens we won’t know what’s really going on. Demacracy is a troublesome undertaking where each party should have a say for the good of our country.

    Through the binoculars, I first saw ‘bias’. then I watched this short movie to have discovered resentment, anger, and a demeanor to go along with the speaker _ all this, under the watchful eye of a seemingly very enthusiastic ton-ton to take action and that’s where I saw Haiti in 3Dimension.
    Some say they saw a mother scolding a Bad baby Boy by chastising him, threatening him, humiliating him and finally excluding him from the democratic process. Some others say, may be all men were created equal, except We-men.

    I have come to the conclusion some UWP advisers want the man to fail and will encourage him to behave in this manner just so he can embarrass himself. They do not care about him but need him there for themselves. If they cared they would have advised him to apologize and stop trying to see how he can break Madam Speaker. The Lady knows more about the Rules of Parliament than he will ever know. He should be willing to learn from her.

    The behavior displayed is unprofessional; the Speaker should not tolerate it. If he believes being out of Parliament is what he has been elected for, that is so sad.

    Some people enter history books for the right reasons others don’t really care why as long as they do. I used to love to listen to Dominica’s Parliament, not that much anymore. This is the worst I have seen an Opposition in Dominica Parliament history.

    If his colleagues are encouraging such bad behaviour and tell him, he is the man; they are not his friend.

    Well if the speaker asked him to apologize and he refuses to do so, does really expect that she must put it aside and to allow him to continue as if nothing happened. Where, in the world has this happened with a grown man?

    I am now beginning to think that Linton would like to get out as Opposition Leader; for after this 2 years of this rejected attitude of his–he should have tried to make amends by now, to light his character.

    Then again, either way– to place his resignation or to change his attitude– he would have to exercise the virtue of humility, which he doesn’t have, for pride and conceitedness has overpowered his mind.

Lennox as I said in another post you have to pick you battles fight smart. The PM has majority in the house, the speaker and president are all labourites and there is a deliberate attempt to frustrate you. She knows she will get away with it. It is working.       Think of yourself in this situation. If you are young enough not to get tired, one day you surely will. Furthermore, age creeps up on everyone. You are not an exception. Therefore do not be critical and sarcastic. Your day is coming and probably soon enough. Be fair and also kind!

    I have been following the proceedings of Dca House for some time now and it is amazing how this woman (who was not elected by the people) openly nip-picks and quiets elected members for her own personal excitement! I understand politics and the abuse of power by elected politicians, but who the hell is this woman who was not elected by the people that comes in and disrupts what many was saying was a wonderful live proceeding. Come on elected members, get rid of this woman and lets continue with OPEN representation of the peoples work. After all, the opposition cannot get anything past by virtue that they are in minority…so just let them rightfully speak and represent the citizens who voted them to this establishment! Maliciously interrupting them for the pleasure of this woman is doing a disservice to the citizenry who voted them there, and is adding to the neglect of actual work.

      Whoever you are Noreen? How old are you? You are another disrespectful one who appears to have no sense in your head. Even though you support Linton, this is no reason for you to state she has a case of dementia. She does not! You project ignorance.
      If you have children, how would you like them to be disrespectful to you and when you ask them to apologize, they refuse? What would your reaction be? It would be worst than the Speaker of the House.
      She has not touched Linton. She simply asked him to apologize and he refused. As one in her position, she has every right to do so and expect it.
