Pont Casse to Melville road named after former Dominica president

The newly rehabilitated 36 kilometer Pont Casse to Melville Hall Highway is now officially open and has been named after a former President of Dominica, Dr. Nicholas J.O Liverpool.

The naming ceremony for the Dr. Nicholas Liverpool Highway was held in an area adjacent to the Pond Casse round-about on Saturday 1st November 2014.

“Ladies and gentlemen, on this the 1st day of November, 2014 it gives me great pleasure to name the highway from Pond Casse to the Douglas-Charles Airport, the Dr. Nicholas Liverpool highway,” Prime Minister Roosevelt Skerrit said.

“Dr. Liverpool has been a good and faithful servant of the Commonwealth of Dominica and the region,” the Prime Minister said pointing out that he (Dr. Liverpool) has made outstanding contributions to the Caribbean jurisprudence, and had overcome challenges along the way to rise to the top of his profession.

“May his example inspire Dominicans to be achievers and not complainers,” Skerrit said, “Just as Dr. Liverpool took the high road to success, may this 36 km of highway may it the road open up new opportunities for success to those who live along and who use it regularly.  May those who use this highway remember the man after whom it was named, as a person who loved  this country more than anything else, and a man who rose above politics to ensure that what he did, was for the good of this country and those who call it home.”

In response, Dr. Liverpool said he was grateful for the honor.

“On behalf of all the members of my family, I must say how grateful we all are for this honor bestowed upon me today”.

The former president who just turned 80, said that he recently received an award from the Dominican Bar Association for his starting contribution to jurisprudence and his continued support.

He also received an award from the Toronto Association of Grand Bay at the recent Grand Bay Reunion and is the holder of the Dominica Award of Honor, among others.

Dr. Liverpool served as President of the Commonwealth of Dominica from 2nd October 2003 – 12th September 2012. He demitted office one year early due to health reasons.

He was the 6th president of Dominica.

The Melville Hall to Pont Casse road rehabilitation project which was fraught with delays, was completed a little more than two years after its June 2012 deadline.

    I get the impression that Skerrit does not appreciate the significance of 15 years in office leading a country.
    I take no objection in naming facilities after deserving Dominicans but to give people the impression that this is such an accomplishment, is to take Dominicans for fools.
    In 1984 the Freedom Party rehabilitated most of the major roads, so obviously 30 years later they are due for rehabilitation and the least a government could do after 15 years was just that.
    So what is the hooray about? They have not built any new road except the Goodwill by-pass.

    Seems like many of the comments are political. Politics aside, this road is a tremendous acheivement. I came here before it had been started and hired a car to drive from the airport to Roseau. The former road was a nightmare. Today driving from the airport to Roseau is simple; a pleasure. It will attract business, improve access and (as with me) impress tourists. Well done Dominicans!

    DNO I am beginning to wonder if DNO is Skerrit or the Neo -DLPlol! I wrote about the issue of the naming of the Low Way after Mr.Liverpool and challenged you by posting :Dno will not print such radical honesty.

    But the main Question still remains how can a government find funds to transfer to a foreign Private Company to do infrastructure work in its country while its public works department needs rehabilitating/restructuring and rebuilding,,,

    why no body not asking questions like that nuh,,,
    every time I pass down and see the state of the public works department questions start bubbling,,,

    soh next time there is a road opening or some kindda function that took Money and gave to some foreign company, people should show up at the ceremony with banners and signs asking those questions!!!

    Putting politics and personalities aside okay. It’s not a re-naming. It is a naming of something. Re-naming is usually done in HONOUR of a deceased (formally distinguished) person. Naming is done out of RESPECT for an individuals contribution. Just a reminder folks, I have put politics and personalities aside.

    I commend the renaming of Pont Casse to Melville Hall Road in Dr. Liverpool’s honor. Consider his tenure of 9 years as President of Dominica and his contribution to Dominica. All Dominicans should join in congratulating him. I do.
    DNO, you did not mention the name of Dr. Liverpool’s wife. You only stated, ‘his wife’. I wonder why.
    Her name is Verna. Her maiden name is Williams. Do you not think she deserves some recognition and that you should have at least mentioned her name?
    It is said, “Behind every successful man is a good woman – his wife.” Verna as I recall her is a very nice, pleasant lady. Please give her her dues and at least mention her name. Let Dominicans who may not know her, know who she is. Thank you!

    Can these people really do something that needs to be done in this country instead of things that don’t need any attention like the renaming of an airport? There are still many roads that need to be fixed permanently rather than with patchwork. What a waste of time and money these events are. . It is still Melville Hall to me and many others.

The priest from Goodwill is directly responsible for the mass amount of people who has left the church. And i am amiss that his superior has not taken him to task.       You are a D/can, a national. Do not exonerate yourself from the problems of Dominica. You are very much in it and responsible for it. Cease calling the kettle black.
      It is everyone’s prerogative what Party they support. They are human beings. You cannot take this away from them and cannot do a thing about that. Allow them that privilege as you expect others accord you yours. Why bother about it? Worry about yourself and how much you are serving God and His Church as a member of this Church and how much you serve your country.
      You never gave it a thought that you, as one of the laity is responsible for people leaving the Catholic Church. How well did you serve the Church? Have you ever prayed for the Church, the Pope, the Priests, the laity, your family members, friends, politicians and Dominica in general? Have you ever encouraged others in the Church and to remain in it? Have you ever defended it? if you are a faithful Catholic, you are supposed to build it up and not break it down no matter what befalls it and how many cradle, tepid Catholics left it; those who did not practice the faith as they should which is why they left it. It has nothing to do with the Priests but the lifestyle and mentality of those who renounced the Catholic Faith.
      There is a tendency to blame others but never oneself. What have you ever done for the Church? Do you not think that God will hold you accountable for this and for also criticizing the Church and the Priests? They cannot do everything. They need the cooperation of the laity.
      Why are you a member of the Church, to merely attend Church, look on and sit back? People as you lack godly enlightenment. It may be that you are not even practicing the faith as you should and not praying, with the heart, with a humble and contrite heart as you should.
      You are also responsible, very much to blame for allowing the smoke of Satan to penetrate the Church and the hearts of Catholics.
      Look into yourself. How well do you live the faith? You need to conform yourself to the Holy Will of God and do as I stated above for you are the Church.
      You expect too much from the Priests while you only attend Church as a spectator and not a participator and a helpful member of the laity. God knows this much more than I do. Think of this when next you criticize your Catholic Church as if the message you are relaying is that you are on the verge of renouncing it.
      The Catholic Church needs you, as a laity to build it up, and you need the Catholic Church until death. Those who left the Catholic Church and even though they were never members from birth, having parents who were not Catholic members, when they die they will need the Catholic Church.       I do not think you understand what you wrote or even thought of it. Each person has a right to choose whichever party they want to vote for. Neither priest, pastor, bishop or politician can dictate to them what to do. And furthermore, no matter how much so-called bribery is done when the voter receives the ballot and enters the polling both he is alone. What he does in that both comes from his conscience. No one can bribe the voter then. Each intelligent voter can decide for himself or herself. So, think again.

    After the Registry Fire of 1979 and Hurricane David of 1979 when others ran away he returned to Dominica to help in the reconstruction efforts.

      With respect, you are giving the gentleman too much credit. Many were the unsung Dominican heroes who came to lend a helping hand after the devastation of hurricane David in 1979. However, Dr. Liverpool’s official C.V. lists him at that time as being a member of the board of the Insurance Corporation of Barbados as well as a Justice of Appeal for the Appeal court of Grenada in addition to being a consultant on drafting a new criminal code for Belize, by any account he was very busy but not necessarily in, or on behalf of Dominica! He was our Ambassador in Washington from 1998-2001 (under the UWP) but apart from that he only worked two short stints in private practice in Dominica between 1968/1970 and again between 1971 and 1973.

    Upon reflecting i don’t see the massive show about this..

    it took them five years and the road is still incomplete at least two bridges to be done plus resurfacing,drains etc in some areas esp leading to the final lap into Marigot…

    But again 5 years just to enlarge and resurface a road which was built many moons ago, and was consider a feeder road by the Freedom Party regime and closed in..

    It’s a basic function of any government to do roads and schools.. so thinking of it..after almost 15 years in Government boasting of resurfacing a interior road is nothing to shout about.
    Labour in the 70s Freedom in the 80s-mid 90s and also UWP from 95-99 (BUILT AND RESURFACED ROADS)..

    it’s basics stuff..Don’t get elated over that…

    15 years in Governance what’s the status of the economy?

    have the public servants gotten a raise in wages?

    why are the Public Workers folks not being Paid?

    15 years why is the cost of living so high in Dominica..

    Why is Dominica rated the Poorest in the Eastern Caribbean?

    Can anyone tell me honestly what our Exports are?

    Is Dominica producing anything to Market out to gain Revenue thus allowing a wider hand to improve services and also giving better wages and increases across the board?

    Is Dominica attracting tourism growth in terms of stay overs
    why are we rated the most expensive in terms of doing biz, high taxes which turn off investors and Dominicans wanting to do things on the island..

    Why is St.Vincent exporting so much agricultural produce to the UK Market, does Dominica only have sandy soil?

    i respect the former President’s achievements, but let’s have a cigar folks? we keep hearing so much of folks who have done so well, but as a island it surely doesn’t add up.

    As their is not value in all that personal credit towards a vibrant and upward Dominica?

    are they using small and basic aspects to pull wool over a innocent naive and lack luster society?

    Dominica and Dominicans need to think hard and long, we are not i guess in the stone age mentality folks..

    around the region our same black bros and sis are scoring Bigger! if we boast on our chest that we are so dam good as a island how many of our english speaking folks come to do biz living and explore what we have, is it due to our evil,wicked and jealous modules which makes the island suffer….

    Dominica is a classical island folks, the only how things can change around is that the masses need to see a wider spectrum.

    These ball tricks which are playing out now is just to keep the masses in darkness away from the hard core issues of the Human Being….

If you live overseas, you have not visited in more than twenty years. You seem to be totally out of sync with what is happening in your country. What business have you set up in your country?     DNO must be commended for its continuous news cycle. Whilst others work typical regular hours, DNO has proven to be rise above that. Hopefully we can get some more photos with actual highlights of the road itself. The road completion may be a milestone, nonetheless it would be remiss of me not to say that the completion of the road took much too long with questionable project management and oversight, design and budgetary underestimation, not to mention the contractor selected and payment issues to subcontractors.

    That highway should have been named in honour of Mr. Lionel Laville of Marigot, a former Minister of Communications and Works, who with Elma Napier, spearheaded the construction of the Transingular Road.

    Before his involvement there were only donkey tracks from Hatten Garden to the Deux Branche river. And residents of the North East walked on foot and by Boozii (sp) to reach Roseau.

    Mr. Laville, a……….son of the soil, represented the Northeast with gusto and national pride. It is a travesty to overlook contributions to national building.

      When I read about the Melville Hall story, I thought of Mr. Laville and what I heard some years ago.
      Since you mentioned Mr. Laville’s name, I probably heard more than you do. I do know this family. In my estimation they are a very nice family, he, his wife and children. Therefore, no criticism intended on all members of the family.
      It was stated, the reason why the Airport was built at Melville Hall, it was close to his estate and that it was convenient to ship his produce overseas. He benefited from this location.

Pagan, Pagan, Pagan you are and continue to be until you repent and give your life over to Jesus. Only then your soul will go back to its maker if you have lived a good life and or your soul will go to Hell and burn in Hell fire if your soul is a bad /wicked soul. Enlighten me! And I am not saying that he has not done, but instead I am asking what has he done that all the other Presidents and Prime Ministers of Dominica before him have not done for Dominica and the region?

      Mr Liverpool has done the greatest deed for PM Skerrit; He performed the secret swearing in of Skerrit as PM of Dominica after Pierre Charles death in 2004.

      Truth be Told .. i was thinking the same thing i just cannot understand what this man has done to deserve a road being name after him , he was the most Bias , Lazy and Unpopular president i have ever know in my time . i was also thinking since we lost two National football players , one a coach on the same stretch of road , while driving to Melville Hall Airport to represent Dominica , why didn’t they name the road after one of them ?

    Dr. Liverpool , all due respect is fROm Grand Bay THEREFORE re naming or naming monuments after someone in a particular vicinity is associated mainly to a person associated to this place or have significanT relevance to the area and has or is associated to this place.
    Dr. Liverpool spent most of his time abroad, albeit in jurist prudence and we could have found some legal institution to carry the name of his weight foR example A FACULTY promoting law at the State College and this area named after him
    Dr. Liverpool is from Grand Bay, he`s property is in Bellevue Chopin, he has strong links to the Sout` City why on earth or what on earth is the rush to brush up Skerrit and his DLP cabal to run around like formi fous naming this place and that thing to people who are not significantly associated to this place.
    Skerrit and his team has lost all creditability in governing this country with their names tainted with a bin bobol (reference Lennox Linton`s discovery) fiasco so Skerrit is out there looking for good face. It will not happen…he is tainted and cannot be trusted with Dominica’s finances.
    I pray Jesus that this corrupt DLP government get OUT of running This country into more poverty and make way for more decent, right thinking, selfless competent people.
    I WONDER WHAT IS THE NEXT FAKE LAUNCH OF SOMETHING..
    CHANGE IS A MUST…..TEAM DOMINICA

      Let us count: Bin bobol, fertilizer bobol, treasury bobol, corruption in protecting Isidore, against answering Emanuel 41 court charges of misappropriations, firebombing G O N Emanuel’s home, Dominica’s F A O Ambassador, the 7 ambassadors of Monticallo , the one hundred million $ of resurfacing the west coast road, more than one billion $ loan from China without declaring to parliament, frequent travel out of state drawing on tax payers head, the 10 million u s $ from the kalinago people, the savanne-pyle Villas, the vieille case mansion, and the list goes on no wonder the question $5000.00 salary million $ assets

        But why Rosebud? Jesus himself was not averse to cursing hypocrites. I refer you to Matthew 23.13 but even more so to Matthew 23.23 where He says:”Woe you teachers of the law and Pharisees. You hypocrites! You have neglected the most important matter of the law – Justice, Mercy and Faithfulness. You should have practiced the latter without neglecting the former”
