Minister responsible for Public Service Reform, Gretta Roberts has said that public officers on the island are expected to benefit from a public service emergency fund to be managed within the public service.
She made the announcement while delivering remarks at a press briefing last week.
“Government and the union have also agreed on new measures to provide additional support to our public officers,” she said. “The establishment of a public service emergency fund to be managed within the public service, to provide support to public officers for post-disaster response, fire, hurricane, flooding or any other major disaster and medical emergencies.”
According to Roberts, the funds, to be made available throughout the public service, would benefit all categories of officers and are to be mobilized in the 2021-2022 financial year.
“Secondly, the development of a proposal for subsidized housing, a concept to note has been developed and proposal is currently being crafted in that regard,” she stated.
She said the government’s negotiations team has already met with the unions for a first discussion on the concept to request their input to finalize the proposal.
“This particular project which the Honourable Prime Minister has described as the future housing project, is initially targeted to public officers and is earmarked for the development in the Warner area,” she indicated.
Meantime, Roberts said new public service legislation will replace the public service Act of 1991
“Government and unions have agreed that the new public service management legislation will provide an improved working environment for all public officers,” she said. “It has therefore been agreed that the Public Service Management Bill, the public service management regulations, the public service management unscheduled employees’ regulations, the public service commission regulations, will be tabled in Parliament this year.”
Furthermore, Roberts said the new public service legislation will replace the Public Service Act of 1991 general orders and other regulations made under the Public Service Act, “and will provide clear management and operational guidelines for the public service.”
She went on to say that the government has also committed to have a new structure for the teaching service in place by September 2021 with new positions to be created for increased upward mobility in the teaching service.
“Government’s team is finalizing the structure for approval and we are on schedule for implementation in the new school year,” Roberts said.

Appoint public servants to allow them equal opportunity and job security . such appointments will qualify them for loans to take care of themselves and their family.
They have boasted that they are the governemnt with the most money in Dominica. Their election campaign was over 50 million dollars last election. They brought down a different international artist every week to perform at a different political rally every weekend. We say Popcaan, Sinach, Morgan Heritage etc etc. But not even the most valuable resource in the land (the human resource) they can take care of. Not even the workers in the public sector they respect. These people really think they can insult Dominicans time and time again and we wont get fed up. They think giving us pittance, scraps, bones and crumbs from their table that we should be happy. They think our eyes doesnt see what they are doing, how they are living. Skerrit building a massive wall around his 2 acre farm, but State college or goodwill school cannot repair. He building by the complex by Venas guest house too but roads and sidewalk in roseau cannot fix. Dominicans know your worth before your are sold for nothing.
Give the public offers a reasonable raise so that they can take care of themselves. 20 dollars 50 dollars raise cannot do anything for anyone in 2021.
After Skerrits monthly rent and expenses are paid and he fed his hungry piranhas there is no more money for anything else.
Take that money, pay them, get insurance for them so they will not be dependent on a fund for which they have to support Skerrit to benefit from.
Madam Minister please note that it’s not in the teaching sector alone upward mobility is required eh. The Customs Department needs upward mobility as well. We have a lot of officers acting in vacant posts and nothing is happening.
