Minister of National Security, Rayburn Blackmoore, said that the public trust in the police has been damaged significantly and he is appealing to the Police Welfare Association (PWA) to assist in repairing it.
Speaking at a PWA function on the weekend, which he said was timely after Hurricane Maria, he pointed to the role the organization has to play.
“It is important that the welfare association plays a very important role in ensuring that the public trust, that has been significantly damaged can be restored,” he said.
He stated that such a role does not lie with only the Commissioner of Police.
“You are a police officer first and everything comes after,” he noted.
He said there is no more honorable profession than to protect and serve but there must be the spirit, passion and diligence “in order to ensure that you execute your function well and effectively.”
According to Blackmoore the police force “is answerable to the people of Dominica.”
“And therefore the police force has to be responsive to the needs of the people of this country…” he stated.
Meanwhile, Police Chief Daniel Carbon said the police force will never be happy unless the public is happy.
“The police force as a unit, and we officers individually, will never be happy if the public is not happy with us, if the private sector and the DAIC are not happy,” he said. “I will say no more on that.”

Rapist and murders are beating cases like musicians beat drum
They had to restate the amount of cash seized from the Mahaut Drug Bust
They can never respond in time, because they never have vehicles
They were unable to foil a robbery at the DPP’s Office a stone’s throw away from Police Headquarters
Both Carbon and Rayburn are a waste of time
Rayburn has no vision or strategic planning whatsoever
The Glenworth Emmanuel Case has not been solved to date
Omari Smalls Case is still open
And I can go on and on, and on, until the break of dawn.
Once a liar always a liar. We should not forget that it was Rayburn who fooled Dominicans about night landing and the new Cruise Ship Birth at Canefield, which has yet to be materialized.

The police are the fingers of the hand of law that starts with the corruption that people experience with a legal system that breaks at the hand of money and politics. No ones rights are observed unless they have money or fame. The police unfortunately have a responsibility to represent that corruption but they are not the problem, because the law forces them to be that way by slackness or gainful profit. Things will only get better when the Law respects the lives and livelihoods of the people and the corruption stops.
If the Opposition Leader said that the Public’s trust in the Police Force has been eroded, I wonder what the Government and the Public will have to say about that?
Having said the above, I too agree that Public trust has been eroded but we must recognize that Police are human beings too and the same Public must encourage the Police to do well rather than continuously criticize them.
Remember the Police serves the Public’s interest by providing public safety and ensuring the daily safety and security of all Citizens… Let’s all work the Police to ensure that National Security is maintained at all times…

What the Police Force needs right now are dedicated, visionary, independently-minded people in the leadership positions. The Force should be totally devoid of all partisan politics and fiercely professional. Promotion should be meritorious and corruption should never be tolerated. Ongoing training of all officers should be made compulsory. The Police Force is only as good as the men and women in it. The National Security Minister, the Chief of Police and his Deputy should possess the oratory skills to sell, in a convincing manner, the mission and the vision of the Police Force to public. Mr. Security Minister, you also need to ensure improved working conditions and adequate resources for the police.

When the Dominican people needed the police for private property protection during the hurricane, the police failed miserably and proved to be incompetent and should be held in contempt and dereliction of duty.

When police can speak to people respectfully i will begin to try to trust them. Whey must a police officer call a grown man or woman boy. Some dont even say good morning or good day before belching out orders. the average police is an idiot i have been told from since i was a little boy. I was told that it is the easiest job to do. you dont need all your education. I am beginning to think this is very true. then you have this report from the jamaican police on just some of our in-competencies. I’m afraid our police force appears to have been politicised and as long as that continues to be the case there will be no improvement. It is no good to look at the police welfare association fro improvements. It is not they who make the appointments and decide on promotions. Remove the people who keep interfering instead so the police can regain its independence.
Agree with you a 100% . In the early days of the police recruitment there was vetting etc where you to various community. This was damage by the same government asking to repair it. All they would tell there young supporters and LYO go upstairs and talk to the lady and things will be good. Some of the men and women are incompetent.

Blackmoore is an incompetent joker. Never mind what PWA should do, I tell you what you or Skerrit should do to rectify the problem:
A) dismiss the two policemen in charge of CDPF
B) find out who the police officers were that have been involved in the looting after Maria and bring them to justice
C) resign your own position because you are partly responsible for the dilemma the force is in and let’s face it you have very little to contribute to improve the situation.
This reminded me of an article published in 2009 about the Dominica legal system by one of my past SMA students. He made the point that the entire legal system in Dominica may need to be reviewed. “The public perception of unscrupulous, corrupt, and dishonourable practices within any branch of the Justice System; the police, the courts, the magistrates, justice departments … can only serve to undermine and corrupt the conventional public’s view of justice being seen to be done.
