Skerrit announces national consultation on marijuana; downplays its economic impact

Prime Minister Roosevelt Skerrit has announced that the first national consultation on the decriminalization of marijuana will be held on November 16 but has rejected the notion that such a move could have a positive impact on the nation’s economy.

“Decriminalization of certain quantities of marijuana and the use of certain potencies of marijuana for medicinal purposes is another issue we must confront having reached the age of forty,” Skerrit stated in his 2018 Independence Day address.

He said the issue of whether to allow the use of medicinal and or recreational marijuana is a matter that will come under the microscope in an open and transparent manner in the months ahead.

“As a matter of fact, the first national consultation on the decriminalization of marijuana and its use for medicinal purposes, will be held on November 16, 2018. Dr. Donald Peters [DSC President] has been appointed as coordinator for this initiative,” he stated.

The prime minister admonished the country to be very careful “about exposing our young minds unduly to this substance.” He said whatever decision is taken in this regard, must take into account the proper and adequate protection of the children and the young people of Dominica.

“And I will say to you, that marijuana or the use of marijuana is not going to be an economic transformation of Dominica. That’s not going to change our economic well-being, my friends. So, let us not depend on it but we believe that certain portions of marijuana needs to be decriminalized to allow persons to have access to it.”

The United Workers Party (UWP), on the other hand, believes the marijuana industry holds a lot economic of potential for Dominica and has called for urgent action by parliament to legalize the herb.

Political Leader of the UWP, Lennox Linton, has described the industry as “a multi-billion dollar medicinal and wellness products industry” which he says is expanding by leaps and bounds around the globe using extracts of marijuana – a plant that has been produced in Dominica for decades.

“We, therefore, need to move speedily and purposefully to claim a worthwhile share of that growing business before it is too late,” he stated.

Linton believes Dominica must get on board to take advantage of the increasing opportunities for job creation, foreign exchange earnings, and a healthier nation.

Linton was in the US earlier this year where the UWP said he discussed the growth potential of the market for hemp-based products with leading industry players.

He is of the view that the availability and affordability of hemp-based medicinal and wellness products can help achieve a healthier nation by significantly reducing the incidence of chronic non-communicable diseases.

The opposition leader has called for both sides of Parliament to host “a National Consultation of all stakeholders and civil society organizations before the 2018/2019 National Budget, to discuss and agree what needs to be done urgently to secure Dominica’s place in the global hemp industry.”

    Garçon just let people smoke marijuana without jailing them. That’s it, case closed. Then who wants to go into business of oils and other medicins can do so without fear. A whole new level of legal industry. We all win!
    Jamaica has taken it seriously and has even made at least one shipment to Canada that has totally legalized it for both medical businesses and recreational use. They win!
    You still want to discuss it and hold consultations with your nose planted in the 1970’s of marijuana persecution? Not even at the stage of arranging for delegations to go and hold talks with the players in the industry on behalf of interested local businesses, though we can find the players by a simple Google search? Are you kidding me?

    Reading these post in response to the Prime Minister’s announcement. I see that some individuals have short memory. Let’s stop blaming governments, past or present, but lend our support to progressive ideas.

    Let’s be honest, the Hon. Mary Eugenia Charles had always emphasize the need to diversify due to the fact that the banana industry was dying. So as far as the death of this industry there is lots of blame to go around.

    I suggest if cannabis cannot bring economic gains to Dominica especially to our young people, then why even talk about legalizing a portion of it for medicine? Skerrit just sounds confused and as far as I am concerned he only mentioned marijuana in his address because he realize it will be a big subject in the next election, which the opposition is already winning, so in order to catchup and try to block votes he mentioned it. It just reminds me of the 2014 elections when the UWP promised a 5% increase to public servants while Skerrit was bent on his 000% and on last minute when he realized UWP was leading, he quickly turned around days before the election and agreed to 5%. It is clear that Skerrit is on a mission to build a secret economy that has everyone depending on him. So he takes work from the people, as seen in the closure of Ross University, the banana industry, BreezeeMart, Coconut product and everything that once made us who we are today. Hello…are any of these fellas listening, or researching this? I can’t believe the Man has this tone of despair in this day while many around him have already taken it seriously. However we do encourage him to take seriously as our economy needs desperately to be diversified. Approach it with business in mind, not a negative start. One of the most significant aspects of legalizing marijuana is the end it ought to be engineered to put to incaserating our people for this silliest thing, possessing dried bush. I know he is wrong, it can significantly impact the economy when effort and planning are put into place, like Vincy is doing. It can be done, it’s happening all over the world with positive results, be brave and work hard on it.

I feel it was last minute thing since he realized many of those present reside in the US, where medical cannabis is all but legal and, after he heard how Linton and UWP so boldly and adequately addressing the subject, the man just dragged Donald Peter in it and to fool people, he addressed him as Doctor, as if to make his audience think Donald is a medical doctor. Just take a look below and tell me if Skerrit was prepared:
    1. He announced date but NO venue for such an important matter?
    2. Donald is not a medical doctor so what qualifies him to lead the conversation since he is so bias?
    3. If Skerrit is concerned about the negative effect cannabis will have on the youth, then why have Donald Peter to coordinate the discuss, since at least 60% of young people passed through the DSC and Donald was not able to impact them?
    4. How can there be an honest conversation when PM said it won’t help the economy?

Mr. Linton seems all-in, Mr. Skerrit not so keen. One thing we must try to avoid is the politicization of the issue as was done with the referenda on the CCJ in Antigua & Barbuda and Grenada. Let the debate begin.

      There are advantages and disadvantages to every issue. There are benefits and bad side effects to any drugs. So let the debate begin with contributions from all sides. Let us hear from habitual smokers who will be able to give us an idea of the bad side effects. Some people I have spoken to say it affects their nerves and affects their breathing. We should also talk to those in the medical and rehabilitation programs about this.
      We can still treat it like rum, regulate it, tax it and make lots of money . With our fertile soil we can produce high grade weed. I understand that our weed commands a high price in the Euro market. Well we are in the middle between Guadeloupe and Martinique. Money waiting to be made. My conclusion ……GO FOR IT !

    Sir Utah is run by the Mormons, Oklahoma sits in the bible belt of USA.. these ppl are very religious yet they join the medical marijuana.(they have done their research & they know they economic impact) Dominica has a population of 70k ppl which can be a county in any of these states & you saying Medical Cannabis cant be economic impact.. what a joke. Colorado made 250m in tax revenue last fiscal year…I know states population difference but look at SVG…They are running with it , St Lucia & look an actor want to build a marijuana wellness resort in Antigua.

    Skerrit is the master of deception and I can’t trust a single thing he says. He pretends to be concerned about the young people but evidence on the ground shows he doesn’t care a damn. I don’t smoke or drink but in my opinion alcohol is doing more harm to our young people than marijuana. We have a number of young people that don’t smoke, including young ladies, but the are drunkards and the sad thing Skerrit and this lazy, corrupt and evil government introduced and encouraged that sad behavior with sewo. In fact Skerrit and the cabal, knowing how badly they failed our young people, made it their responsibility to sponsor just about every fete, bazzar or sewo in Da and they even announce it on the radio. I am not sure I know anyone that died because of marijuana but I sure can think of several young people that died as a direct result of sewo sponsored by the government, including the Penville 5. Left to him if he could turn them into paro he’d be happy so no one asks him for work

These consultations have been taking place since around 2014/2015. you claim you want to have a structured discussion with the people of D/ca 4 years ago but nothing yet. then you claim you want it to be discussed on a regional level first before you speak to D/cans. The region has been legalizing and discussing but you are yet to address the topic. Now elections coming you want to make it look like you fools want to make changes and address the issue, but before you even do so, you are already downcrying the economic impact.     DNO, like DBS, Kairie, and GIS continue to disappoint me with their news. I don’t smoke weed or cannabis so I don’t care much about it. But for DNO to announce Skerrit’s nonsense about Cannabis that he knows nothing about just does not make a bit of sense. You want to have a national conversation about cannabis and you as PM already jumped the gun to say there is no economic gain to it and, you have another idiot like Donald Peter to guide the conversation? But what hurts me the most with DNO and their reporting is when Skerrit hinted at taking Ross University to court and to date, I have not seen any real article from DNO about that. I have seen it on almost every single online news website in the Caribbean, be it from Barbados, St Lucia, Antigua, Trinidad, Jamaica, St. Kitts but nothing from DNO as if to suggest that they don’t want to make Skerrit look bad.       Absolutely correct. Taken together, all the Caribbean Island banana crop amounts to under 1% of the world crop, and is perishable and can’t be withheld from market. The farmers have no leverage and lose.

    Marijuana legalization has significantly wipe out the National Debt in Uruguay.

    Every major medical and food companies globally are investing in the industry as they realized the huge financial benefit globally and here we have a PM who is minister of Finance for 18yrs saying it cannot transport our economical environment .

    Skerrit has shown again he has a juvenile intellectually capacity and is incapable of restoring the economical vibrancy of this country but is more worried about this replacing his CBI program as the main financial contributor.

These days he gets a doctorate for reading a speech he didnt write. Marijuana becoming legal is a move by the voting power of the people. That is how it has become legal in places like the US. It was not obama or governers waking up and saying ok ill legalize it today like how Skerrit wants to make it look. Making weed legal goes against the status quo of the real ruling class of the world. it empowers the little man overnight. it heals naturally so the need for high priced medicines is reduced. Understand who this man really works for. Not for you or i, the citizens. He and his AG have stated years ago that they have no intention of making it legal not for any purpose. But keep an eye open, he will try to fool you some more.

    Just take a current look at the zombified impacts marijuana has on persons especially the youth. Just pass on the block and look at the youth ripped out of their minds by the drug.

    Marijuana is also a gateway drug to more potent drugs such as cocaine.

    Lennox & the UWP, please leave this marijuana foolishness alone. Y’all fellas don’t have to go that way. There are much better opportunities for revitalizing Dominica’s economy & agriculture without having to go the marijuana route. Marijuana ain’t no novel medication as there currently exists many other medications to treat the same asthma and other ailments the marijuana lovers claim marijuana cures.

    Society must stop catering to the decadent lusts of people. What next?

    Legalize cocaine because it can be obtained from the naturally growing coca plant and also has some health benefits?

    Legalize prostitution because some doctors claim sex has health benefits?

      That is not the cause of weed. A fool will be more of a fool under weed. An industrious man will be more industrious under weed. With or without weed, these people on the block would always be in the block one way or another. Why dont you include alcohol in the problem as they usually drink as much as they smoke. Channel one do your research about marijuana before calling it foolishness. One day you may need some CBD oil to help with illness and aches and u will see the benefits. people like you live in fear of the unknown. you are like those old people who like to scare children and say stuff like you must never go and bathe in the river on Good Friday. no fella we living by knowledge and facts these days not feelings and superstition. FYI, you would be surprised at the kinds of people in both HIGH and low places that smoke and are very very productive in Dominica.

      Really! You are real derp! Who does agriculture but the Haitians. Do you derpie do any agriculture? I am sure not because there are many other produce to plant. Do you see the impact of marijuana on our young minds? To really even speak about sale of passport is relevant. The topic here is marjuana.       I do agree with Channel 1. The facts are all around us on the blocks. disrespectful young men, lazy and even will have a joint in their mouth anywhere.       that whole conversation is to increase of opportunities to make money. Easy money. All kinds of statements are pro weed , but no one is talking about side effects. I have seen the bad effects of people I know. They actually go in a trance , lost to the world,
      . Then they become deactivated, unambitious . Weed is also additive. You can even get contact high. If you are close to a weed smoker it will affect you. I have seen a college student mentally lost in a classroom. I have seen a manager get fired because he got lost to the world.
      I am convinced that weed is bad for you because it affect the mind. It is like a slow poison to the mind.
      There is no evidence that it is fatal (not yet) but weed has been described as a “gateway drug” that leads to fetal drugs. Because it so portable governments cannot control or regulate its use it so they legalize it and tax it. It is a good source of revenue.
      Dominica should just go for it and see what happens. It poses a food security…
