Skerrit proposes bi-partisan committee to recognize and reward living former prime ministers

Prime Minister Roosevelt Skerrit has declared his intention to set up, with the support of the parliamentary opposition, a bi-partisan committee to come up with measures for due recognition and reward to living former prime ministers of Dominica.

Skerrit told the nation, in his 2018 Independence Day address, that as Dominicans look back on the last forty years, the country has been blessed to have had some very strong and competent leaders, some, such as Dame Mary Eugenia Charles, Rosie Douglas and Pierre Charles, who have passed on, but others who are still alive to share in this moment of national pride and celebration.

“I think here, of our very first prime minister and the man who led us into independence and who was there to raise the very first flag on the day of our independence. Today we salute Patrick John, our first prime minister. Then also, there is O.J. Seraphine and Eddison James,” Skerrit said. “Reflecting on their contributions to our development, I’m not satisfied that we have been as generous to our past leaders as we should be.”

Skerrit, who became prime minister of a then 25 year-old Dominica in January 2004, said he can understand what might have obtained 20, 30 or even forty years ago but that this is not acceptable in today’s Dominica and will not be perpetuated under his watch as prime minister.

“Accordingly, I propose as my first order of business on Tuesday morning, to write the current leader of the opposition with a view to enlisting his support for the setting up of a bipartisan committee of the current parliament of Dominica to look at and make recommendations for the enactment of a past leaders protocol whereby henceforth, it will be etched in law and practice, the manner in which we acknowledge and reward the contributions of those who have served at the highest level,” he stated.

The prime minister already has some strong ideas for the Committee.

“I do not wish to anticipate the work of that committee but I’m persuaded that at this stage of our development, no former leader should be receiving as a pension, anything less than the current salary of a minister of government,” he suggested. “Also that they should not have to drive themselves or seek out transportation to official events and furthermore, that they should be provided a state-sponsored vehicle every five years.”

Skerrit said he will share his views at the inaugural meeting of the Committee which he hopes can be convened before the end of this month.

There has been some public outcry for greater recognition and appreciation of the 80 year-old Patrick John for his role in gaining political independence for Dominica from the United Kingdom.

John was forced out of office by a mass uprising just six months after Dominica became independent. He was subsequently jailed for 12 years for trying to overthrow the Eugenia Charles administration but was fully pardoned after serving five years.

Those advocating for John maintain that he has paid for his crime and that his accomplishment is too important to be ignored.

    May I ask, what is the recognition for past Prime Ministers who are no longer in this world?

    I ask this question out of vested interest because P. M. Pierie Charles invited to me Dominica to create a sculpture to commemorate P. M. Rosie Douglas. Sadly, on P. M. Charles’s death, the idea of a commemorative sculpture died a death.

    I might add, funding for the project would not have come out of State funds. I offered my artistic services free of charge and the balance could easily have been raised by public subscription.

    It is a long story but one that one day may be worth telling.

    Truth be told just like you probably not recogising the Elders and most time even their own parents who sacrificed and mortgaged the land to send them to school. To further themselves as they did not get the opportunity themselves. The Educated ones turn their back on their elderly parents. In some instances (many), it is the present PM who saw it fit to have the YES We Care programme where many parents (Elderly) of those runaway “Selfish” “Educated” yes but with no “CommonSense” are being cared for.. You seem to be one who says “Bar nou lay. They make their time.” Do you know that Jehovah hates ingratitude?

    Here you and I quote “It is an honour to serve, Amen! You did your service, the State owes you no special reward for that! I do not get this request!” It is the same ” My parents did what they did and I owe them no special reward. I have my family to take care of .     Mr. Skerrit you are inviting the leader of the opposition to be a member of a committee to determine the benefits for ex Prime Ministers, the same man you have summoned before the court for sedition next month. I must question your sincerety Sir. You are the government, not the parliament, and it is the government, to be precise the cabinet that can make decisions regarding the remuneration of ex P.M.’s. Judging by your pronouncement you have made up your mind about the matter already anyway. There is no point engaging the opposition in this, only for you to spuriously claim that you consulted them.

Ex PM Patrick John has served well inspite of his mistakes. He is the one who led the delegation to London to seek independence! Guys it is 40 years this year of this milestone in history. Whether who is in power. This is a great move. I see no reason to be negative. Truth is truth! Fiction is fiction!         Yes, I do think that the State should provide for its ex leaders, regardless of their political orientation. I am no fan of Patrick John but he has paid his dues. However, I do find mr. Skerrit’s sudden concern hard to swallow and disingenuous, given that he has ignored mr. John’s plight,at least for the past fourteen years. Did he have a miraculous conversion like Saul on the way to Damascus? However, since he already sees himself as a special herald of God that would be impossible. Sorry if I’m not buying it and see this concern simply as devious opportunism.

    Only unscrupulous and conniving persons in leadership positions will be directly involved in setting up a scheme that they themselves will directly benefit from the public purse. This suggestion is all about election baiting and self aggrandizement. Public servants are in dire straits. They live from paycheck to paycheck. Why not bail them out of their misery?
    The country is badly in need of a paradigm change in leadership and direction as it is spiraling downward to the status of a failed state.
    Government should be people oriented. Should implement policies that help everybody. Must offer servant leadership not totalitarianism. Should strive to create harmony and cohesion in the society not political divisions.
    The country most definitely needs a fresh breath of air. Vote for a fresh start and break with the this anti-progressive regime. They have long passed their expiry date.

        The PM richly deserves our collective scorn. He invites negative publicity onto himself as he created a target rich enforcement to attacks. We are presently living in a post truth world where the truth is a very bitter pill to swallow.
        If I say, the garbage bins and fertilizer scandals are acts of naked corruption by the Skerrit-led Camarillo, am I lying?
        If I say, the economic conditions of the country are festering crimes, hardships, depression and hopelessness, am I wrong?
        If I say, the PM suffers from mythomania (compulsive lying), is it not so?
        Everything Mr. Skerrit does is craftily orchestrated to gain a political advantage. It’s not done in the best interest of all.
        Lambasting the messenger is of no moment. Use your writing skills to pressure your idol to enact genuine electoral and constitutional reforms, to share disaster materials equitably, to be a champion of transparency and accountability, and stop all victimization.

    Prime Minister Roosevelt Skerrit realises that his time is almost up, and that as a young man he wants to ensure that he continues to be recognised, respected and rewarded as a Head of State in Dominica, even after he is gone! This has nothing to do with the other Prime Ministers alive! Do not be fooled my people. The opposition should stay away from this trap!
    Prime Ministers get their salary like all other Civil Servants while in office and their pension and gratuity like any other worker! Why the special recognition and reward? Prime Ministers ran for office, they want to be Prime Minister, it is not a favour or charity, they are not doing the nation a favour! Why the special reward? Like all other Civil Servants, you choose to serve your country in this job, and you get paid? It is an honour to serve, Amen! You did your service, the State owes you no special reward for that! I do not get this request!

    I am hearing Dominicans sating that Skerro has all the money he needs already !! But I would like to know by what means he came about to earn so much money?
    Can Curtis Matthew do some investigative journalism work on this to help me out here?
    When I was in Da I heard that the leader of the poorest country in the Caribbean has the most cash in hand and bank than any other leader? But so many things I saw that needed fixing that will cost a few thousands , why isn’t he developing Da?
    They always say that an educated populace always hold they elected leaders to account for everything. Da needs help.

    I can’t still think that our people (Dominican) still think that way. Tell me where in the world the people who served at the highest office have to call someone to give them a ride or does not have someone driving them wherever they want to go or an armed gard .I think the PM is looking at the way the world is going and adapting to it.

    As I have said before, it’s all good and makes sense if you have the money after very important things are taken care of such as investing some of the CBI money to attract specialist doctors and/or keep those we have (major unseen benifit). Also, some CBI money should and MUST go towards lowering customs duties in order to lower the cost of living in Dominica. All the way to the bank with these incentives.

    People should look to what is done for former Prime Ministers of other Commonwealth countries. Yes, they retire with a pension. But not with a state vehicle at their disposal, renewed every 5 years. Their pensions are commensurate with what their actual salaries were during their period in office, adjusted annually to an established rate. Most former PMs go on to lucrative associations with corporations as advisers – high profiles for whatever enterprises they attach themselves to.

    I understand that the former PMs of Dominica lived in different times and circumstances, and suspect their current incomes do not include any such lucrative ventures. However, I find it difficult to believe that future “former Prime Ministers” in Dominica will not avail themselves of any business opportunities that arise, especially if they are well-travelled internationally. Not money well spent, IMHO. All due respect to the former PMs, though. Find another solution to help them.

    Before Skerrit even meets with the opposition to discuss this election winning strategy, Patrick John, OJ Seraphine and Edison James should tell Skerrit thanks for trying to use them in his political scam, but they are not interested at this time. With election around the corner and Skerrit knows many laborites are planning on judging him for his bad treatment of Patrick John, so he wants to limit the opposition from using that against him during the campaign.

    As we speak Edison James is dragged before the Skerrit court, according to them for attempting to over throw Roosevelt Skerrit. That’s a very serious charge you know. So all of a sudden in this light, Roosevelt wants to honor them? Election coming boy. But here is what the Holy Bible says in 1st Epistle of John:

Why not just recognize them? you let the independence celebrations pass on you. That would have been the most opportune time to do such especially as we just celebrated our 40th. This is clearly an afterthought on your part buddy. Too little too late. Patrick John is bed ridden. I see OJ coming to the fin. center like a begger regularly. Edison’s administration is constantly used as a measure of corruption insued by the UWP in comparison to Lennox’s Uwp. Yes is is a noble gesture, but clearly an afterthought and clearly too little too late.

    This long and repetitious speech should be cut down to 30 minutes. It’s the same campaign speeches year in and year out.. Its really a long speech designed to make people feel happy. Independence speech is not a budget address. Literally the PM realises that Dominicans are not coming back so he trying to fool them with his one man plan.. Imagine, acknowledging lack of jobs. What is being done.
    The talk should be about the followimg : poverty eradication, unemployment, corruption, campaigning with state funds, how much money Dominica received after Maria, bad roads, dirty country, checking work done for poor people ie toilets, n roofs after Maria.. Why is CIB sponsoring the big apartments Alll over Dominica so where relief money? Dominicans sold their inheritance for money n soup…. Pm n labour things are bad period. Madness in Dominica Strong.     Public Outcry Works .
    The Prime Minister Now recognizes the real possibility of losing crucial votes because of his CONDUCT and has therefore manoeuvred a complete turn around.
    Very applaudable of him, but his genuineness will always be questionable as his motive is still very glaring . His advisers have him going against his own personal selfish wishes in every effort at remaining in Power .
    My question is WHY IS REMAINING IN POWER SO DRASTICALLY IMPORTANT THAT ONE SHOULD SELL HIS SOUL?
    What is the fear of losing immunity , what is one protecting ?
    This is very concerning .

    Skerrit, the opposition is not in the least interested in you offering some token gestures. What we want is that you account for all CBI funds and we want you to show us audited PetroCaribe accounts. Furthermore, we want you to show us the MOU with China and an explanation as to why RU left the island. The above would be a good start for the opposition to start working with you on matters of national interest. Suffice to say that we don’t buy any stale fish from you!

    It sounds like a reasonable idea but everything that Skerrit does or says must be viewed with heavy suspicion, everything. At this point in time, with elections drawing close, all things said and done by this man is strictly for political expedience. He is most definitely feeling the heat, feeling less than confident about the upcoming general elections. Disregard his bravado, it’s all to blanket his apprehensions and fears. Look for many more succulent proposals and shiny gifts. The walls are closing in, his scandal based administration will be soon exposed. Skerrit holds dual posts. He is not only the Prime Minister but also the Prime Liar in Chief.

    No man is an island and no leader build a country without its people.. Skerrit has a social development plan that has not worked to further independence in Dominica for the past 18 years. We have become more dependant. What PM skerrit has done is give favors, keep people in poverty, enriched himself and now wants to maintain the privilege he has when he is no longer in office. The ignorant followers get gifts so they turn a blind eye. Patrick john is in this situation because of his own doing and made his bed as is. The fact he went to prison for treason is enough to disqualify him for anything. As i have said before everything this guy does is about Roosevelt Skerrit and not about Dominica. Dominicans have this inferiority complex and he tells them they poor incapable and helpless and they believe it. After 18 years we are ntt better off. Meanwhile civil servants cannot make a liveable wage. When will you guys say enough is enough. I will loose all respect for parliament.

    It had to take this public outcry to spur you into action.These former leaders,served the people and country selflessly and admirably. They were not greedy,and therefore did not accumulate millions so it is only fitting that a certain level of recognition be given to them.

    “Prime Minister Roosevelt Skerrit has declared his intention to set up, with the support of the parliamentary opposition, a bi-partisan committee to come up with measures for due recognition and reward to living former prime ministers of Dominica. ”

    It should not be a matter of recognition; it should be as simple as getting a pension from the treasury for the rest of their life. Of course it would be much more honest if you Roosevelt came out and say so , since you will also be a benefactor  when you are kicked out of power.

    That is law in Antigua, where Lester Bird made that legal in Antigua way in the 1970’s where he arranged it where a former Prime Minister of Antigua is paid ten ($10, 000.00) thousand dollars per month. I am sure after forty (40) years of inception they are getting more.

      This is not a trap: it is a good proposal.

      Look; I am against Mr. Ali Baba Sir Knight Dr. Punjab/Duquesne that boy Skerrit, but in this case I support that idea, and believe the leader of the opposition serving more than a ten year term should also have the privilege of receiving a pension also!

      Now the question is how much they should be awarded, considering that ours is a very poor country! Will these politicians be able to develop Dominica to a point where the country and people do not have to deal with financial hardship as our nation and people exists!

        @Francisco – All well-set covertly-laid traps are best disguised under the sham of good proposals in an effort to catch the intended prey.

        When one sets the cheese before the rat, that’s a good proposal for the rat especially when it is hungry. But when that same cheese is laced with poison or placed in a guillotine for the rat, then hmmmm ….

        When the father of lies Satan tempted Eve, wasn’t it done by placing some seemingly ‘good’ proposals before her?

        Francisco, do you honestly think Skerrit really cares about these past Prime Ministers especially Edison James? Isn’t this same Edison James & Co currently before the courts on brazen lies from Skerrit that opposition forces tried to overthrow him last year via a COUPbyTRUCK?

        You need to learn to analyze, and assess things; politicians usually do what is right when it is in their interest to do so. Right now Roosevelt is trying to secure his future after he is kicked out of government.

        Be as it may; he knows he cannot table a law that is going to provide a pension for himself alone. It is my experience where the Birds of Antigua, fabricated a lie against a former prime minister, in the person of George H. Walters and sent him to jail for as they claim stealing Antigua government money to buy a Steel Frame Building from Dominica, Astaphan’.  I don’t know if he is still alive or dead. However, when the Birds wanted to ensure a salary after politics, they came with the same idea.

        George H. Walters was the first to benefit while he was in jail! People like Patrick John do need that pension, we saw him treated like a dog while needing medical treatment.

        He need money also!

    Skerrit its too late after you treat them like the enemy of the country time will tell u cannot stay there for live your turn is coming very very soon they a there enjoying their freedom but u are looking at a jail cell somewhere in the world. U must go the sooner the better.
