The establishment of an ICT Center of Excellence in Dominica is moving to a next phase with a three-man delegation from India arriving on the island.
“A three-man delegation from India will arrive on-island this Sunday, and will accelerate the process for the commencement of tuition at the centre of excellence. The Indian team is expected to be here for two years, while undertaking a training of trainers program, in the first instance,” Minister of Information Science Telecommunications, and Technology, Kelver Darroux has revealed.
At the opening ceremony of a National Broadband Consultancy on Tuesday morning, he announced that the establishment will form part of the government’s intention to establish Dominica as one of the Caribbean’s premier sources for the development of mobile applications.
“The Ministry of Information Science Telecommunications and Technology has been collaborating with the National Telecommunications Regulatory Commission (NTRC), UWI consulting, the World Bank, and the Canadian government in establishing Dominica as one of six Caribbean mobile application hubs in the region, for the development of mobile applications,” he noted.
He said broadband is critical to the endeavour.
“Inclusive in this process is the development of both human and institutional capacities for taking advantage of the ever-emerging technological trends, through the use of ICT and broadband,” he explained. “Consequently, the government of Dominica has acted progressively in seeking to develop such capacities by establishing a Centre of Excellence in Information Technology, in collaboration with the Indian government, at the Dominica State College.”
Phase one of the project was completed in July 2015 to the tune of $291,000.
In October 2015, Darroux announced that the government was moving into the second phase of the project and a team from India was on the island visiting the center.
In December 2015, he announced in parliament the center was nearing completion.
Also in December 2015, the Government Information Service announced that the center was in the testing phase and an additional $500,000 was allocated to the project by Prime Minister, Roosevelt Skerrit.
The government of India and the government of Dominica have partnered in the venture.

The information on ICT center building phase is appreciated.
But I find the minister is very vague about the content of ICT Center as it relates to equipment/ applications , training programs( Basic or Advance level developers), length of certification process and process for student enrolment.
If they can get it right and provide students with advance software/ applications skill sets to compete within the global environment…it would be an excellence thing for the sector economically.
happy to hear these words coming from minister Darroux. I believe that we have enough resources in Dominica that we should not have to outsource app, software and web applications. I really hope that the young will take advantage of these insititutions.
First we got an honorable doctorate plastic silicone degree for our useless P.M. and now this? Its Indian Buddha connections these days. Next we’ll and get some Arabian Muslims from Dubai and beg them for their desert sand and pray to Allah for technological scientific blessings. Everything these guys do is so mediocre.
This is an actual facility at DSC that is really being built and staffed for the benefit of young people in DA. I get it, you hate Skerrit, but when you crap all over good things that happen in Dominica you’re the fool, not him.

haha bruh I want some of what you smoking. ICT in d/a will move forward no matter what. We have the capacity for that (intellectually) we just need the facilities and this one is right in place. Hopefully once it is in operation and bringing success stories the government can consider building one in each of the major towns (portsmouth, marigot, grandbay) of the other 3 corners of the island. I can only see big things happening. ICT conferences, workshops, code camps. I wanna see in 10 years some big name developer giving a talk to 200+ developers in a large conference hall somewhere :D
Thanks for the examples Dante. It’s time people put things in layman’s terms so that others understand. All the jargon becomes a hinder to the message. Simple language is always better and examples help.
