New mayor asks for help from Portsmouth community

The new mayor of Portsmouth is depending on “a greater sense of community involvement” to help achieve the goals set by the Portsmouth Town Council.

Titus J. Francis was sworn in as the new Mayor at the 16th inaugural meeting of the council on Wednesday.

The success of the council is going to be largely dependent of the support of every able bodied man and woman in Portsmouth. It will be determined by the willingness of each one of us to recognize his responsibility and play his role whenever called upon…you must pay the taxes that are due to the council,” Francis told the gathering.

The other elected members are: Marley Baptiste, Bethude Andrew Azille, Clifford Parillon, Kerry Breedy, Cleve St Jean, Josephat Williams and Sherard Pierre Louis.

The nominated members are: Samuel Williams, Cynthia Wenham, Frederick James, Paulina Daniel-Walter and Conrad M. Meade.

Francis replaces Cleve St. Jean who was mayor of Portsmouth for two terms.

    Congrats Mr Francis. You are one of those who never ran aware from Portsmouth. In my school days I remember you as as a leader together with Mr. Baptist, working hard for the betterment of our town; I truly believe in you and your team. This is the best group of people I have ever seen in that department and I have faith in you guys. Stay away from politics when you can. I am looking forward to seeing your vision come together.     Good luck mr. Francis, you are going to need it. A bit of an unfortunate choice of words. The council is there to help people but with the cooperation of the people. As for delinquency on paying taxes there is only one way to remedy that. Follow the law and take defaulters to court. A few examples of successful prosecution will work wonders. Words alone will not do it. The same goes for those who do not dispose of their garbage in the prescribed manner. Be like a good teacher, be kind but use a firm hand to instill discipline. It will make Portsmouth a better place.

    Congratulations are in order for positions of mayor and chairman of Public Works Corporation. You are moving up in the world my brother. My hope is the PWC appointment will bring a positive wind of change that PWC needs to move the place in the right direction. I was told PWC can be a challenging environment to operate especially now with $2 million dollars of work being given to local contractors in Penville instead of PWC. Well, your plate will certainly be filled with issues o be dealt with so all the best and good luck.

    Congratulations Mr. Francis.
    Let me admonish u first off that u have a major task up ahead which u cannot do on ur own or without the incorporation of the entire town. Portsmouth is not any easy place, half the people give no positive input and don’t satisfy but keep ur odds about them and do what u have to do. Re business; the bus top/ parking lot (Borough square ) is a huge mess. we need a proper bus top so have a sit down with Ian and get something going,. the roads need to be painted properly and the drivers need to adhere to the directives. There’s garbage on the roadside town wide. what a shame for the second town! Some Portsmouth people are ridiculously wicked, simply keep ur garbage at ur home until the truck is passing. Blocked drains especially in the vicinity of the Alcid place, what a killer! An evasion of stray dogs, derelict vehicles and so on. we need betterment. There’s a man from Capuchin area sleeping in a blue bus near Mee-Kee-Dees on Baystreet, eating, shitting, sleeping- nobody doing anything, plus the streetlight in that area is not functional. Lagoon is another story by itself… same story, different location. Good Luck with Portsmouth with its mid-crisis of needing a divine intervention. Make a survey. Walk around and meet the people. There’s a little level of poverty among a few elderly people still and nobody doing anything for them. You should admonish urself and ur men to work hand-in-hand with the medical staff and the police. There is no respect to the road signs put by the police for the market on a Saturday. he drivers put people in danger when they are not supposed to drive through.
    Drugs, Drugs, Drugs, Guns, illegal activities…………………….Lord, Help us!!

    Congratulations! to Mr. Titus Francis the new mayor of Portsmouth. Thank you to the former mayor and those who served. I was listening all the way in North America and was vey impressed the way our democratic system and the process presented itself, maybe Portsmouth has set the bench mark to all those who are willing to come forward to serve we the people I have no doubt that this kind of cordial and respect for each other regardless or our political leanings will prevail in all of us in time to come. Can I say the two term in office is what the”. Doctor Ordered”? I strongly believe the two term limit will keep every one focus to do the work of the people and not that prolong terms in office which breeds power and have individuals carried away and tend to lead to the abuse of that power. Best of luck to the Portsmouth people, and God bless Dominica.

    Congrats to Titus , I do hope you can make a difference and an impact. Portsmouth does have potential ,but it needs better policing as there is so much crime for a small place. Its like MIDSUMMER, those of you who live in the UK ,will know what I mean ,(a tv detective drama small hamlets, that always has so much crime ,and mu rder).

    I wish to congratulate you and especially Mr. Parrilon. Why don’t you help change the Government which has strangled your progress for the last fourteen years, then your goals will be achieved with the help of the UWP Government led by Mr. Lennox Linton.
