UWP calls on the DLP administration to expand and accelerate Recovery and Reconstruction in the Housing Sector

The United Workers Party (UWP) is concerned that the present laissez-faire approach of the DLP administration to recovery and reconstruction in the housing sector post-Hurricane Maria will cause many homeowners and families to remain in unsuitable housing conditions for the 2018 hurricane season and beyond.

This DLP administration is well aware that Hurricane Maria devastated Dominica’s housing sector with a billion-dollar hit that left over 4,000 houses destroyed and over 23,000 houses with different levels of roofing and structural damage.

Consequently, thousands of our citizens were left homeless, thousands were forced into temporary uncomfortable housing conditions and thousands more were forced to relocate and even migrate. With the heavy rainfall in recent months, residents in severely compromised housing conditions all over the island face the continuous threats of flooding and landslides.

The government is also aware that just a minority of homeowners whose homes are insured will receive adequate payment from their insurance providers to properly reinstate their homes because the majority were either underinsured or had no home insurance due largely to financial limitations.

The UWP and Dominicans in general are very thankful to our brothers and sisters at home and abroad, the international aid agencies and disaster relief organizations, the development cooperation partners and the entire global family of countries, people and governments represented by the United Nations who have rallied to assist us in the aftermath of Hurricane Maria.

Included in the wide list of relief supplies, financial and technical aid already received by the Roosevelt Skerrit administration for and on behalf of our suffering fellow citizens are containers of building materials and household items.

Yet, four months after Hurricane Maria and notwithstanding the grave situation facing homeowners and householders, Government has not found it necessary to publicly unveil an equitable method of distributing the housing assistance in its possession to needy citizens particularly the most vulnerable among us.

While we welcome government’s pronouncement of duty-free concession on building materials for the limited period of only six months; it must be noted that the UWP has consistently called for removal of duty on building material as part of measures to stimulate the economy particularly the construction sector.

Accordingly, the UWP calls on Government to immediately implement the following measures to improve and accelerate recovery and reconstruction in the housing sector:
• Inform the public about the amount, value and sources of building materials actually donated and pledged to Dominica to date and government’s plan to utilize these materials for climate resilient rehabilitation and construction of houses
• Immediately commence equitable distribution of building materials and household items in government’s possession to all deserving homeowners and householders, giving priority to the most vulnerable, low-income families whose homes were not insured and single parent householders.
• Procure essential building materials as necessary to supplement that already received for distribution to deserving families.
• Provide a one- time housing assistance grant of no less than $5000 and $2000 to every homeowner and head of household whose annual income fall between $12,000 to $36,000 per annum.
• Allow duty-free concessions and VAT exemption on building materials for a period of not less than one year commencing January 2018.
• Facilitate availability of essential building materials in the local market through the offer of low-interest line of credit to established local hardware suppliers where necessary.
• Allow corporate profit tax exemption for a period of three years to financial institutions who derive such profits from products bearing interest of not more than 4% specifically targeting homeowners and householders.
• Facilitate local private sector participation in the supply and delivery of new housing units nationally. In this regard, we call for adherence to provisions of the Public Procurement Act and forcefully condemn the recent awards of a non-tendered contract for supply of new housing to foreign companies
• Pursuant to the Dominica Building Code and in consultation with the Dominica Societies of Architects and Engineers, the Planning Division, local financial institutions and home insurance providers, appoint a “pool” of Certified Special Inspectors with authority to monitor and issue Technical Compliance Certificates on behalf of the planning authority in respect of post Hurricane Maria residential building repairs and reconstruction works.
• Facilitate a more proactive role for the Physical Planning Division in post-Hurricane Maria reconstruction by appointing a civil engineer to head the Development Control Section of the Division and posting Development Control Officers of that Division in the various districts throughout Dominica.
• Immediately engage appropriate technical assistance personnel coupled with qualified local counterparts to prepare “Area Action Plans” for the protection and/or relocation of vulnerable communities and localities facing imminent environmental threats of flooding and landslides.

The UWP strongly urges the DLP administration to adopt these policy measures in the public interest of effective national reconstruction without further delay.

    I have always questioned the brevity of the concessionary period on building materials. Six months are too short; at least a year, but 2 are more practical. I also thought of periodic inspections, with no work allowed to continue unless the neccessary standards are met. A certificate of occupancy should only be given when all inspections are complete. Now, there is an inspection cost which contractors must pay; they will have to cost their jobs with inspection costs in mind.

    $2K – $5K per person may not be practical at this time.

        Maybe he does copy Skerrit on this one. Right now your PM doesn’t spend more than 5 days a month in Dominica. The reminder he quickly jets to Asia, the UAE and where ever else his shady business partners do hide. Oh, I almost forgot – of course he spends quite a bit of time at his home in New York. Yes, exactly that home! Nobody has so far been able to figure out how on earth he can afford it on his PM wages… Has he got another job perhaps? Yes of course, he is Finance Minister as well, so he draws double wages. Or perhaps has he invented a kind of scheme that ever so often monies that actually belong to the Commonwealth of Dominica are being transferred to accounts in Panama and the UK? Just asking!

    Well presented. Whether the skerrit lead government will take up this contribution to rebuilding dominica or not remains to be seen. One thing they can’t do is say that no suggestions were made to them. It’s right here on DNO for all to see. I look forward to having a change in government. It’s time for change.       Good day to Mr. Joseph Isaac.

      He actually did something to get food and other items which he is distributing to constituents in Roseau and is even inviting people from other areas of Dominica to pick up baby items of which they have a surfeit. although that seems to be in contradiction of his party’s suggestion that no parl rep should be distributing supplies. Could be that they meant supplies donated to government.

      Since we are all concerned, some later to show it than others and the government’s resources human and material are stretched and since some claim that technically the opposition is part of government, I suggest the following:
      1. Isaac Baptiste, I believe you have technical skills in housing standards and probably design. Do some voluntary area survey work in Castle Bruce and come up with a list of materials requirements for uninsured unemployed home-owners.

      2. Mr. Linton, you may not have technical skills but pride yourself on the gift of gab…….

        contd. Physically go to Marigot, your constituency, persuade with your gift of gab, the construction gurus in your area to undertake, as a contribution, a similar assessment as the one proposed for Castle Bruce.

        3. Mr. Basil, with your involvement in insurance you may have a pretty good idea of basic requirements for restoration of houses for home owners in the same category proposed for Marigot and Castle Bruce. Prepare your Wesley list and also identify some skilled young people who will work voluntarily to use the material.

        Mr. John, do the same in Salisbury and environs and enlist the voluntary help of your heavy equipment spokesman to clear some new areas where people are in endangered zones, make your list for the same category of householders.

        Mr. Francis, question mark and all the others, get my drift? Then present your lists to the government and make arrangements for truckers and others whom you know and love to voluntarily take the material to the areas.

Now all of a sudden you all need the opposition up until now nobody even cared that they were insulted in parliament by Skerrit & Co. on an ongoing basis. Mind you I can not even remember when parliament sat last. Did any of you care when several members of the shadow cabinet were questioned at police headquarters or did any of you care when the fake doctor asked his followers to persecute the followers of the opposition. So Madame Saunders, since up to know you have not found any fault in the Skerrit administration I would suggest that you go and ask your most competent PM to do his job for a change.

    @Shameless you talking crap! What you mean by “you all?” FYI I have been a UWP from the day they were formed up to this day and I will die a UWP. However, I am not naïve or bias to the point to not criticize my party and challenge them to do better. No doubt they have the brains and vision to change Dominica but they need to take their life saving message beyond the 4 walls of Q95, especially now too many people cant listen to them. They need to go the people and make their vision known. They need to change their strategy. Up to this day I can tell you many villagers don’t even know uwp candidate that contested in 2014. Man I walk with Rosie; I remember when he ran in Paix Bouche where he was not known. But he got himself with the young people to the point of beating a popular DFP candidate. He organized cricket, football, rounders with young people to the point that he won them. That’s what this current UWP need to do. They need to find themselves with the people, to win them

      Keep your cool. Try to put things in perspective. Remember that the P.M. (who I do not think is faultless as, being human, he makes many mistakes) was up and about the day after Maria and a few days later was flying from place to place looking for help for our country. Other people were also flying but on a different mission, trying to put the country in bad light, still talking about sale of diplomatic passports etc. etc.

      Try and remember that it was the opposition who were in press conferences in the USA speaking to the dominican diaspora and others, many weeks after all of the initial major clearing up had been done, lamenting the fact that they were not being involved in the reconstruction effort. The leader of the Freedom party, three-four months after people had died, had no food etc. etc. wrote an open letter asking for consultation with the opposition.

      I was just pointing out a practical way for them to put their action where their mouths are!

        On another note, I have a very good memory. It is obvious that yours is not as good since you are complaining about insults etc.

        I remember very well the daily and hourly mauvais lang, cursing & character assassination that the PM and other members of government, young people, old people, President, Pastor, Accountant, Married woman, everybody got for nearly fifteen years through a particular medium. This was all in the name of public interest.

        After those fifteen years it then took on an added dimension, the openly partisan political attacks and allegations of every sort imaginable. I do not condone unfair treatment of anyone and I believe I say so when necessary but the issue here seems to be what people give they cannot take.
        I believe it was one of the popular reggae artistes who said “….if you can’t take blows brother don’t throw stones”.

    WHO is this guy Linton telling us now about building instructions in Dominica i am a fitter welder by trade in the UK and been saying for years Dominican builders most are cowboys with no ideas and do not follow building regulations, the authorities don’t know what they are looking at. I have seen so-called builders putting conduit in walls and i asked why is it being done that way, answers always be the same this is how we do it in Dominica. It’s all crap work to be honest, how could any builders puts straight nails on roofs and don’t aspects hurricane force wind to take the roofs away in a place like Dominica…my friends all builders in the UK help with my project and i didn’t have any problems thanks guys blessed all.

    What is mentioned in this statement that is not already on the government agenda to do? Duties have been waived, government has signaled its entention to assist home owners who were under insured,farmers are getting grants to rehabilitate their farms…contracts have been signed to construct houses for the less fortunate. The UWP is shamefully late.

All they care about is filling their pockets even more at the expense of Dominica. Most of their time is spend covering up their evil schemes so very little time is left to what they are paid to do, getting the country back on its feet.

    The unfortunate impact and consequential circumstances of Hurricane Maria has, notwithstanding, provided Dominica with a seemingly uncanny, yet probably a MUST TAKE Defining moment and opportunity for reconciliation and healing of the Nation and especially among our political parties.

    This is a real opportunity for Bi-partisanship and truthfulness irrespective of party or political persuasion. It is HIGH TIME that Dominicans come together. If the Government is right applaud them. when wrong you must also denounce them. And the same goes for the opposition in every respect. I would like to see a TRUTH & RECONCILIATION PRAYER rally organized by leaders of all parties. I do not know if I am asking too much or if I am sounding naïve to most Dominicans but maybe that is what we need.

    The Recommendations outlined above are solid ones and must be seen NOT with political eyes or where or from whom it came from but with objectivity. DOMINICA WE CAN SUCCEED – WE CANDO THIS!!!

      I share your sentiments, but this will always be a political issue. For us to come together we must be honest, the opposition leader has not recognized anything the government has done since Maria. It sounds as if the opposition was sleeping for the past four months and is now waking up to the reality of the destruction caused by Maria. This sounds more like a manifesto statement and is no help to suffering Dominicans. Where is the money coming from for this big give away to home owners who were under insured? In the interest of unity are parliamentarians going to take a salary cut and give up their travel and entertainment allownce?
      Why did it take the opposition four month to make recommendations? So let’s call it what it is, POLITICS. The opposition pursued a strategy after Maria, more concerned about making the government look bad internationally than helping suffering Dominicans, this strategy backfired, so after four months they are trying something new.

The Government have also put forward many good initiatives too. ALL good initiatives and recommendations should be embraced and implemented where possible.

        You tell me what exactly has the government done since Maria? Tell me we all want to know? As far as I am concerned the only thing they have done so far is TALK, TALK and more TALK. I almost forget, they have done something else, they allow their operatives to miss appropriate relief goods and they distribute aid money amongst their supporter only (agricultural grants and grants for small businesses). Let’s face it, this government was never there for Dominicans, it was only there for their supporters and for themselves.

So I will not waste my time as I am one of the many people with pipe born water and I can drive to almost any part of the Island. The tarp on my roof prevents me from getting wet when rain falls but then again Rome wasn’t built in four months.

        Good recommendations but late, as all these issues have been concerns of government for the past four months some have been implemented like the duty free relief on building materials. To assist under insured home owners was also mentioned by government, farmers and small business owners are in line to get financial assistance. So what is so novel about these recommendations from the leader of the opposition that would require government to corporate with the opposition?

    I agree!. Persons are in anguish wondering how they will get help. The Government is too slow at doing their work. The Fire Station is not covered yet and even Government buildings. This is so sad. There should be meetings in Parliament to discuss all these issues. Good step Mr. LINTON hope this is taken seriously. We have to pray all the time something is not right .

    I support UWP 100% because clearly the government is not doing anything to put the country back on its feet. Based on how they going it is pretty clear that they want Dominica to remain as it is as if it works in their best interest. Having said this I must also say that I am equally upset with the opposition for their laissez-faire attitude as well. I don’t see them busy meeting people or constituents. They are behaving as if they too have surrendered to Skerrit. Yes I understand Skerrit has blocked them from assisting or getting involved in the recovery of Dominica. But because they have been blocked does not mean they should surrender doing nothing except to go on Q95 making noise, with less than 20% of people listening due to lack of power. What about care takers calling public meetings in day light so they could let their constituents know what is happening? What about them hopping a truck like Rosie would to keep public meetings. I find they have surrendered to Skerreit

      Can they not do like Pappy on his yellow car and a pA system? In as much as I am upset with the direction Skerrit has Dominica in I must say that UWP in particular not pushing him either. They need to understand that Skerrit already has home court advantage due to the fact that he in PM and donors will only work with the government, whether they know the government is honest or corrupt. Because of that people are seeing and hearing Skerrit as if they know their next dollar is going to come through Skerrit. The opposition should find a way outside of Q95, to let constituents know how much money was given to the government, who gave what, and how that money or food is being distributed. They should keep Skerrit busy and not allow Skerrit to take them out of the game. As a person on the ground I can say that all the people hearing is what Skerrit is doing and the only thing the people seem to know about the opposition is, they not doing anything and Joshua jumped down.         Only on paper though. In reality in Dominica they are not because that speaker makes sure of that. Furthermore when did parliament sit last? I can’t remember
