UWP protesters to be served with court summons

Eight members of the United Workers Party (UWP) charged for demonstrating outside Parliament last November will be served with their summons Police Chief Cyril Carrette has said.

When Carrette disclosed earlier this year that they were charged for breaching the Public Order Act, and would have to appear in court on 6 June 2011, UWP members including Opposition Leader Hector John claimed they were clueless about the charge.

John had questioned why his team became aware of the matter only when Carrette spoke about it through media.

“Summons are being prepared,” Carrette said in his latest response on the matter. “They may not be in any hurry because the matter is set for June so they will be served, they will be notified. Since these summons are served within a reasonable time, I don’t see any problem with that.”

He said the charge brought against the UWP is justified and the date set for them to appear in court still stands.

The UWP and several of its supporters had gathered outside the House during a parliament session on November 29, 2010 with placards in dissatisfaction of a decision by Alix Boyd-Knights, speaker of the House of Assembly, to disallow five of its questions in the House.

Those that have been charged are Hector John – Opposition Leader, Ron Green – UWP leader, Claudius Sanford – Deputy Leader and Edison James – UWP President.

Other members of the party who were charged are Ezekiel Bazil, Norris Charles, Ronni Isidore and Danny Lugay.

The Public Order Act became law in Dominica on May 13th, 1954 and states that anyone who desires to hold a “public procession” must seek permission from the Police Commissioner at least three days before the event is held. If permission is not sought, the event is deemed unlawful.

The Act describes a “public procession” as “any march, demonstration or procession in a public place.”

According the Act, “any person found guilty of an offense against this Act is liable on summary conviction to a fine of ten thousand dollars or to imprisonment for six months.”

    Mr. Cyril Carrete, new commissionah of Police let bygonnes be bygonnes. All of us have trampled on the laws and constitution of Dominica in one way or another. The Dominican People put the representatives there to represent them and it was a peaceful and democratic protest and nothing happened. Instead i believe they should be written,warrned and advised otherwise. Stop the Politics and hate.

    The Dominican Constution also states that anyone with duel nationalty is forbidden to stand as a member of parliament.

    I am all for abiding by the law, but why THERE IS NO law for the labour government and its friends.
    noone in a position to speak out like the churches and other so call godly people,can stand up and say you are wrong , they all get a PIECE OF THE CAKE, SO THEY DONT WANT TO LOOSE IT. SOME PEOPLE IN DOMINICA ARE WANTING A CIVIL WAR, AND IT SEEMS THAT IS THE ONLY THING THAT CAN CHANGE THE INJUSTICE IN DOMINICA

    OH NO!! Guess what I would be surprised if when referring to notice being given to those concerned that this report by the GREAT SWAMMI’s pick would be considered notice. lol

    We should take note even in the case of the missing child – Action is only taken WHEN/AFTER THE GREAT SWAMMI -PM – has spoken.

    Carrette has done enough during his six months as AG. Commissioner, acting according to the bidding of his political colleagues, to earn his appointment of Chief of Police. No surprises. Dominicans are not fools. Even if it was publicly and ‘mistakenly’ mentioned that the US would be approached to get ARSONISTS (people who commit arson like setting fire to peoples’ homes) to help solve recent crimes of firebombing of a couple homes or reluctance to investigate the famous RUBBISH BIN BOBOL and other serious illegal acts, it is business as usual.
