Increased rainfall, thunderstorm expected as trough system affects Dominica

A high-pressure system is the dominant feature across the area generating strong winds.

Low level clouds moving with this wind flow will continue to generate occasional cloudiness and scattered showers across the island chain during the next 12 to 24 hours.

Thereafter, moisture and instability associated with a trough system are expected to generate an increase in cloudiness, shower and possible thunderstorm activity across the area.

Due to the already saturated nature of the soils, persons in areas prone to flooding, landslides and falling rocks are advised to continue to exercise caution, particularly from Wednesday.

Rough seas are expected during the next 12 to 24 with waves expected to peak near 14.0 feet.

A high surf advisory and a small craft warning are in effect for dangerously high seas and high winds.

All users of the sea, particularly on the east coast, are advised to exercise extreme caution.

    well all i can say is that those idiots, ministers, are waiting for springfield to be cut off before they open the campbell despor road and the sibouli rivier lacroix road and also to fix the sultan warner road.

    Due to the already saturated nature of the soils, the general public or, villagers or everyone in areas prone …..) etc

    The questions is, who are these “persons” that we are referring to?
    I sometimes hear public officers saying…..”Persons who are…etc etc etc…… and persons are advised that etc etc……
    Please be specific who is it you are addressing.

      It is true that sometimes the term “Persons….” is used rather vaguely.
      The Statement by DNO says in part “… persons in areas prone to flooding, landslides and falling rocks…”

      In this case though DNO is correct in that the persons referred to is qualified (specified; singled out) by the location of their dwelling or usual area of activity, including commute.

      It specifies such that ANY Person who knows that they are dwelling (living) in, or has activities in or commuting through those areas prone to flooding, landslides and falling rocks must take precaution.
      In my view nothing wrong with DNO’s sentence
