Assignment Title: Monitoring and Evaluation Specialist

The Government of the Commonwealth of Dominica has received financing from the World Bank towards the cost of the Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) will design and implement a results-based monitoring approach, monitor data quality, track the progress of project(s) activities, contribute to CSU staff capacity building initiatives, provide strategic information to the CSU Coordinator for evidence-based decision making, support the development of programmatic and management reports.

The Government of the Commonwealth of Dominica now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
QUALIFICATIONS AND EXPERIENCE
The Consultant will have the following minimum qualifications:
Education
- Bachelor’s Degree or Master’s Degree in Project Management, Monitoring and Evaluation, Social Science, Economics, Statistics, and/or related field.
Work Experience and Skills
- Minimum of 3 years relevant experience in monitoring and evaluating projects.
- Demonstrated experience in implementing M&E systems including results frameworks, project management, and program/project evaluations.
- Knowledge of and practical experience in a full range of software, tools and methodologies essential to planning, executing, and monitoring project(s).
- Experience in monitoring and evaluating projects under procedures of World Bank and/or other donor organizations.
- Self-motivated, well organized, sound judgement and ability to work under pressure with minimal supervision.
- Adequate capacity to produce accurate reports on time
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment (i.e. 3.17 of the Procurement Regulation).
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.
