JOB VACANCY: Ministry of Planning and Economic Development


Applications are invited from suitably qualified persons to fill the post of Chief Physical Planner, in the Physical Planning Division, Ministry of Planning and Economic Development.


  • Graduate Degree in Physical Planning, Land Use Planning, Engineering or related field
  • Minimum of 5 years practical and managerial experience


  • Knowledge of Physical Planning Legislation and Regulations
  • Practical experience in physical/land use planning and construction technologies

Main Duties

  • Administering and proposing amendments to the Physical Planning Act No 5 of 2002 and Subdivision and Building Regulations to ensure that Physical Planning and Environmental concerns in building a climate resilient Dominica are given full consideration at all decision-making levels impacting on the Country’s Development;
  • Implementation of elements of the National Development Resilient Strategy, Climate Resilience National Plan and the Ministry of Planning Strategic Plan pertaining to the spatial development of Dominica;
  • Formulating Physical Development Plans to facilitate the Management of short and long term physical development of the State;
  • Serving as Secretary/Manager of the Development Board and Planning Corporation in order to implement policies and manage the day to day affairs of that Authority;
  • Facilitating the administration of the Planning Act, the National Physical Development Plan and Land Use Controls for the purpose of enforcing legislation pertaining to safety standards in resilient building construction and the development of planned resilient towns and communities;
  • Effectively executing the performance management system for the Division;
  • Managing and coordinating activities of the Physical Planning Division to ensure the strategic and efficient functioning particularly in the wake of climate change and natural disasters.

 Applicants must be skilled in:

  • Project proposal and report writing;
  • Project planning, implementation and monitoring;
  • Conduct of survey needs assessment and project identification;
  • Use of specialized computer programs
  • Assessing the impact of construction of buildings and sub-divisions on communities

Working Conditions

  • Applicant must be prepared to work with an office setting with great demand also for field work
  • Applicant must be capable of working on under demanding conditions to deliver as required to meet the standards of building the first climate resilient country in the world
