Haitian could replace Dominica’s Carissa Etienne as PAHO Director

A Haitian national, Florence Duperval Guillaume, has been widely tipped to become the new Director General of the Pan Amerian Health Organisation (PAHO) when elections are held on Wednesday.

That position is currently held by Dominican Dr. Carissa Etienne.

Health officials from around the world are currently attending PAHO’s 30th Pan American Sanitary Conference from September 26-30 and the election of a new PAHO director will be a highlight of the meeting.

Dr. Florence Duperval Guillaume, Haiti’s former Acting Prime Minister and former Minister of Public Health and Population, has been named as a candidate for the position.

The other five candidates hail from Colombia, Panama, Mexico, Brazil, and Uruguay.

PAHO stated that the detailed curriculum vitae presented by each candidate and letters of nomination have been sent to PAHO member states, participating states, as well as associate members.

They said the election will be done by secret ballot and the candidate who receives the
majority of the votes from member states will be elected

Dr. Etienne had been elected for a second term as the PAHO director in 2017, during the 29th Pan American Sanitary Conference. She began her second five-year term on February 1, 2018.

According to PAHO, its Pan American Sanitary Conference is the organization’s highest decision-making body, meeting every five years to determine general policies of the organization to improve the health and well-being of the population in the region.

Dominica’s President Charles Savarin will be among the speakers on the opening day, as well as Dr. Etienne.

During the week-long conference, several reports will be presented and discussed, according to PAHO, including the Strategy and Plan of Action on Psychoactive Substance Use and Public Health and the Plan of Action to Reduce the Harmful Use of Alcohol.

    Man Dog, here are the criteria for bestowing an honorary degree on someone.

    On recommendation of the Honors and Awards Committee and the President, the Board of Trustees (of a university) may vote to confer honorary degrees on distinguished individuals.

    The Board should award an honorary degree only in recognition of extraordinary and lasting distinction.
    The award should represent the highest intellectual and moral values; it should reflect the very character and quality of the University itself.
    The awarding of an honorary degree is recognition of a person whose life and achievements serve as examples of the University’s aspirations for its students. It should be offered well before the end of a career, while the accomplishments are recent and the activities worthy of highest commendations.
    An honorary degree may be offered to a person who has contributed significantly to the cultural, scientific, and;or social development of the State, nation, or world!

    Shermain does not say where this conference is taking place but it is in Washington DC, USA. OurPresident has been there already before the Queen died. Is it true he is receiving medical attention? Why he has to be in the USA for so long?

    I must say that I am not in agreement with the headline. Is there something wrong with Haitians? Makes Haiti looks inferior. It could Well be that DR. Etienne could be replaced by any of the other candidates. I do not Care souches about the persons nationality, as long as the candidate is qualified this is What matters.
    Next step….Haitian replaces Dominicas prime minister.

    Sorry she is a Dominican but after two terms in office it’s time for change. That’s why Dominica is suffering so much because 20 years of Skerrit is just not good. In fact I know young boys that were conceived under Skerrit, grew up knowing one prime Minister and now serving time in prison under that same pM. So we need a change in PAHO and they should make it law that no one serves for more than 2 terms

      What are you talking about? 2 term limit is the rule. That is the very reason why Dr. Etiienne is being replaced. She is coming to the end of a 2nd and final term.

      And as a Dominican you should be proud of her performance during her 2 terms. SMH!

        I don’t know how one could be proud of that woman whom during her tenure wrote so many embarrassing comments in the media; that lady I don’t know how she manage to obtain a medical degree.

        I am satisfied she attended medical institutions such as:
        London School of Hygiene and Tropical Medicine, and the University of the West Indies obtaining a Doctor of Medicine degree it looks like.

        Nevertheless, some of the comments I read which she supposedly wrote, a first year medical student could have done better, if she could have done better maybe she had a ghost writer, who wrote the nonsense, and she simply endorsed them all for publication without reading the comments, some of which are outright or complete nonsense!

        So, they are dropping one patios woman for another, let’s hope this will be more productive and medically efficient!

        I think she would be much better off in the field of dentistry, she seems worst than some of the Dominica doctors trained in Cuba!

      Dominicans are much better off today thanks to Prime minister Dr Skerrit, administration labour party, thanks God it’s not these useless so-called UWP blood suckers that is in Government today otherwise our Dominica would be looking the same as ugly Lenny, face straight out off a coffin 3000 years ago .
