
Minister of State in the Ministry of Agriculture, Fisheries, Blue and Green Economy Jullan Defoe asserts that the government of Dominica has been proactive in implementing a range of adaptation and mitigation strategies aimed at safeguarding the fisheries sectors and committees that depend on it.
Defoe made the statement while addressing the opening ceremony of a half-day workshop of the CC4 Fish-II Project held at the Fisheries Conference Room on Monday.
“Some of the key effort initiatives that have been undertaken…firstly the government has prioritized the development implementation of marine protected areas,” he said. “Soon to come we will have the sperm whale reserve or sanctuary.”
He continued, “We are also looking at other areas that are under active research. it will be [announced] at a later time.”
According to Defoe, by establishing these protective areas the government is not only conserving critical marine habitat, but also enhancing the resilience of Dominica’s fisheries to climate change impacts.
“We have been actively engaged in coastal and marine ecosystem restoration efforts and one of these is a critical effort that is going on in Soufriere/Scotts Head…,” he stated.
Furthermore, Defoe noted that these projects are aimed at restoring coral reefs and seagrass beds and are critical to enhancing the resilience of our coastal ecosystems.
He believes that these habitats play a key role in protecting the country’s coastlines from storm surges and erosion and they are essential for the survival of many fish species.
He went on to state that the government has worked closely with local communities and international partners to restore this vital ecosystem, “ensuring that they continue to provide the services that are essential for a healthy marine environment.”
In addition, Defoe said the government has invested in fisheries infrastructure to help fishers adapt to the changing climate.
“We have upgraded and modernized fish landing sites, ensuring that they will be most resilient to extreme weather events,” he explained. “These facilities now include improved storage and processing capabilities which [help] to reduce post-harvest losses and ensure that all our fishers can continue to operate even in the face of climate-related destruction.”
Defoe said all the major fisheries complexes have been renovated and upgraded following the impacts of Hurricane Maria in 2017.
“We are continuing to work on many of our landing sites,” he revealed. “ Last week there was the signing of three interventions at landing sites and we will have an additional five to be signed off in the coming months.”

Well, dimwit, how can these be “empty” words when at the time that he made those statements he was actually participating in a contract-signing ceremony to have Dominican boatbuilders build fishing boats that his ministry will hand over to fisherfolks at no cost to them and to build or rehabilitate fish landing facilities across the island for use by fisherfolk, again…at no cost to them?
