Russia faced withering criticism during the United National General Assembly earlier this week, with most members including Dominica, calling on the Kremlin to end its war against Ukraine.
During his speech at the 77th session of the general assembly, President of Dominica His Excellency Charles Savarin noted that the invasion of one country by another must always be condemned “and Dominica has condemned the invasion of Ukraine without reservation.”
While calling for an immediate secession from the conflict he stressed that in this interconnected world what happens in one part of the globe affects us all, and this has been the case with the ongoing war.
“We are all victims of the skyrocketing prices of oil and petroleum products and the resultant impact on the cost of electricity and on all aspects of transportation,” Savarin said.
“The cost of production of goods and services is similarly adversely affected and as Russia and Ukraine are among the leading suppliers of grain this conflict has created a shortage in the world’s supply of grain with implications for hunger in countries which rely on imports of grain from these two countries,” he added.
The head of state further remarked that Dominica also welcomes the deal which was brokered between Ukraine and Russia with the assistance of Turkey, ably supported by the UN’s secretary general to have significant quantities of grain shipped from Ukrainian ports to various destinations, thereby alleviating the emerging global food crisis.
In the interest of global peace, Savarin urged all parties to continue upholding their end of this agreement. The president also highlighted that Dominica embraces the signing of the elimination of nuclear weapons as outlined in the United Nations charter for the maintenance of international peace and security and called on all states who have nuclear weapons to abide by international law for the non-proliferation of nuclear weapons and the use of diplomacy as a tool for conflict resolution.
Savarin went on to highlight that the trade and economic embargo imposed against Cuba continues to be of great concern to Dominica “and the lifting of it has become more urgent in light of the global impact of the Russian Ukraine war on food security.”
“The commonwealth of Dominica continues to join its voice with the voices of the overwhelming majority of members of this global organization to call for the immediate lifting of the unjustified trade restrictions and export bans imposed on the good people of Cuba,” he declared.
The president continued, “It has long been established that whatever the objectives were 60 years ago when this embargo was instituted it can no longer be justified if it ever was.”
The United States embargo against Cuba prevents American businesses, and businesses organized under U.S. law or majority-owned by American citizens, from conducting trade with Cuban interests. It is the most enduring trade embargo in modern history.
The US first imposed an embargo on the sale of arms to Cuba on March 14, 1958, during the Fulgencio Batista regime, and on February 7, 1962, the embargo was extended to include almost all exports.
Savarin stressed that the government of Dominica “strongly urges” the few states who continue to support these sanctions to heed the call of the overwhelming majority and lift this “archaic and unfair” embargo against Cuba and “let us all support the full integration of the Cuban people into the global financial and trading
systems.”
Meantime the president also added his voice to the calls for the end of the US and other countries’ imposed sanctions against Venezuela which pose an unusual and extraordinary threat to national security and foreign policy.
“In March of 2015 the United States declared Venezuela as posing an unusual and extraordinary threat to the national security and foreign policy of the United States and imposed sanctions on that country,” the President stated.
He made known that the consequences of these sanctions prevent millions of Venezuelans from meeting the most basic needs made even worse by the COVID-19 pandemic and the war in Ukraine.
“The Commonwealth of Dominica again joins the voices of many other members of this global organization to call for the immediate lifting of the unjustified oil embargo and other general sanctions imposed on the people of Venezuela,” he said. “The political, economic, social and humanitarian crisis in Venezuela demands immediate attention.”
His Excellency added that it is further incumbent on all members of the UN to provide short and long-term solutions and opportunities for Venezuela to resolve its challenges and quickly improve the lives of ordinary Venezuelans.

I tend to agree with Charles Savarin because it’s not fair for the people to suffer as a result of bad and corrupt leaders like the one in Dominica. But Charles Savarin should remind the people of the actions he took in 1978 to get rid of Patrick John and the DLP government for accusations far less than the broad daylight corruption taking place in Dominica today. Charles Savarin should told the UN that instead of punishing the people with sanctions, they should hold corrupt and evil leaders like Roosevelt Skerrit responsible and jail their tail. It is good that His Excellency is calling for an end to international and regional wars, sanctions, and embargoes, but does charity no longer begin at home? We know of many subtle wars, strife, sanctions, and embargoes allegedly waged and imposed on certain employees, individuals, and segments of our society simply because of differing ideologies. For a glaring example, perhaps His Excellency, on his return to the island, can ask his driver to take him on a tour through the village where the airport is located. It is sad that the powers that be have not been able to create an enabling environment to truly epitomize the mantra, “All Shall Eat.”
