UPDATE: Two homicides in two days, police say they’re investigating

The Commonwealth of Dominica Police Force (CDPF), is now investigating Dominica’s 11th and 12th homicides for 2022 which occurred two days apart.

The latest victim is 34-year-old Allen Pacquette of Mahaut, also known as Outty, who succumbed to gunshot wounds sustained last night, July 12, 2022.

Dominica News Online (DNO) was informed by police sources that at the time of the shooting (about 10:20 p.m.), Pacquette was on Goodwill Road near the Woodbridge Bay Port celebrating the birthday of his twin children.

It is said that an individual who was driving an HRV vehicle disembarked, approached Pacquette and shot him.

Meanwhile, the police have sounded an appeal to the general public to assist them in solving the homicide of 31-year-old Alston Lawrence.

The Elmshall man who resided at Tarish Pit was gunned down in Tarish Pit on July 10, 2022.

Acting Inspector, Fixton Henderson, reported that at approximately 10:10 p.m., on the aforementioned evening, an unknown individual came to the home of Lawrence and shot him multiple times.

He was transported to the Dominica China Friendship Hospital (DCFH) where he succumbed to gunshot injuries and was officially pronounced dead by a medical doctor at 11:00 p.m.

Henderson said the assailant is still at large and urged anyone with information to contact the police.

Meanwhile, the police have not yet made an official announcement on another shooting incident which occurred on the Roseau River Promenade last Friday.

Reports indicate that a police officer was involved in the incident.

The victim is a patient at the Dominica China Friendship Hospital.

    I anticipated that crime, murder etc was going to increase as Dominican society began to fall apart.. Corruption esp from the top has a trickle effect..Society begins to become more deviant regarding accepted rules for order ,respect for law, and each other’s rights …People then gravitate to bestial behaviour and that is the consequence we have to live with now..Could such have been avoided ? Yes but esp the Dominican institutions and intgelligentsia chose silence as the structures for stability and order were falling apart.. Many chose to hide in the bushes

The prime minister encouraged his supporters to be terrorists to the opposition and to confront them everywhere, Melissa boasted of her private militia, the police kill people in their custody, guns waltz out of the port compound, government involvement in kidnapping of Choksi, the CCJ naming and shaming government corruption of elections, high unemployment and loss of genuine work opportunities for young men. This is only a partial list of the soup which exists in the country. In the meanwhile the Attorney General, the minister of National Security, the chief of police and the prime minister get to keep their jobs despite these glaring failures and troubling trends.     What is happening in our country today is very sad but not unusual or shocking.
    The truth is when the head is corrupt expect all manner of evil. We have a country that is led by the most corrupt leader the region has ever heard of . To defend his corruption he had to hire top police officers that are corrupt and some with a criminal background. So in short we have a corrupt police force, corrupt judges and judiciary. Let’s not even talk about those 18 corrupt, greedy and bought good for nothing good ministers . So when we have this sort of country it’s sad to say it but expect violence that will get worse and worse as long as Roosevelt Skerrit is PM and Charles Savaren is president . Sorry but what do we expect when a country is led by everything evil?

    Indeed we need to consider the family and friends of the lost ones. Senseless murders are never easy to accept and we should all pray for justice. We should also pray for the world to be less accepting of such violence as part of our lives (not only is Dominica dealing with this but all countries). Much work is needed by all involved and not only leaders. Neighbors have to be kinder, we all have to be on the look out for each other, report when something is seen and our judicial forces must act accordingly. Let’s all do our part and let us begin by praying for the families who has just lost a family member to a crime.

    I will repeat in a country overrun by corruption , where nepotism is the order of the day anger will well up in people and this will be the results. So DNO when I try to bring out situations where qualified people are bypass and jobs are given to idiots and you refuse to publish it, you are to blame too.
    Jamaica and Trinidad got to where they are because of government corruption and political parties collaboration with criminal gangs. Sounds familiar.

      DNO, Please give these kinds of responses to people who do not understand. I work with law enforcement where I currently reside. My job includes going to court to provide expert testimony regularly, so when it comes to making reckless unsubstantiated statements, this is not for me. It runs counter to my training. So I won’t come on here with gossip.
      Further, obviously your a not responsible for people’s reactions to comments, so I am not sure why you even had to mention that. I have read your policy countless times, and you need to get with the times. It is antiquated. You all speak about the government stifling free speech, and you’re the ones doing it. I have no more to say do as you wish, we will just look at Dominica’s continued decay. Sad. I always dreamed of retiring back home.

        ADMIN: Ibo, not including the likely sarcasm of your last line, you have made it clear in the way you setup your question and your continuous posts on this site that you have already made your own negative conclusions about DNO.

        However, we will respond for the sake of those who may genuinely have similar questions.

        We admit there are certainly areas we can do better, but you ascribe to us more power and resources than we actually have. We cannot just make the Prime Minister agree to an interview. We regularly struggle to get responses from public officials(including the opposition) on relatively neutral articles – much less for one that may not cast them in a good light.

        For our part, we have never claimed to be investigative journalists.

        While we do research articles we have too much regard for what we consider good investigative journalism to put ourselves in that category.

        It typically takes considerable time (often months or years) and resources to follow an investigative lead – and even then that does not guarantee a decent news article.

        Meanwhile, we are doing our best to cover daily news and we regularly do not possess the resources to cover all the stories we have identified.

        We actually somewhat agree with a comment you made in June that Lennox Linton was (perhaps) the only bona fide investigative journalist in Dominica. He is no longer able to do investigative reporting now as he is focused on running and building his own organization in that of the UWP. That shows that investigative reporting takes a singular commitment and dedication.

        Yes, we would like to pursue investigative pieces on a dedicated basis but realistically it’s not sustainable for us at this time.

        Could we publish sensational pieces that appeal to the existing biases of people and call it investigative journalism? We certainly could (and it could potentially be lucrative) but that is not the type of journalism we believe in or wish to practice.

I appreciate your constraints with having limited financial and human resources, and difficulty in extracting information from this corrupt, secretive maladministration and the cowardly, spineless, high ranking civil servants.

          However, one is not calling on you to make any highly complicated and complex investigations.

          There are so many blatant wrongdoings related to government and NEVER once have you called out any. Cowardice or collusion seems to be your problem.

          Why not impress on the government that the people have a right to know these:
          *proper accountability of CBI funds
          * recouping of public funds that Crazy Coconuts and other acolytes got
          *reasons for the long delays with the Electoral Reforms Report, Marigot Hospital operation, etc.

          Just some concerns and issues that the public has a right to know. Remember, democracy dies when the PRESs is dormant.

    A government’s #1 priority is the security of its people and their property. This present regime has failed spectacularly to provide such. They are too busy engaging in self enrichment.

    However, despite the ineptitude of the government, the voluntary involvement of the people is integral in the reduction in criminal activity.

    Crime does not respect anyone. Anyone of us can become a victim of crime at anytime. Therefore, all of us have to play a role to slay this monster. This is the very reason we need the administration to be inclusive. Every man, woman, boy and girl should be included in the nation’s plans. None should be omitted.

    The best governments are inclusive. They act like a rising tide which lift all boats. Conversely, we could stay divided and perish like fools.

    Roosevelt has clearly shown he is a divider not a uniter. He has to go for the country to heal and reunite for the good of all.

    We have a problem on our hands. It may seem the violence is centered among the young men killing each other but how long will it stay just in the one demographic before spilling over into the greater society at large. As a society we need to go back to love of country and a dedication to our people as citizens. The political differences need to be put aside and the leaders of our nation need to sit down with each other and come up with a plan of action against the violence and drugs that are now threatening the peace and safety of our society. Unless leaders work together those people breaking our laws will not take law and order seriously because they will always feel they have the ability to hide behind the existing divisions we have. Nobody will speak up or give evidence, gang violence reflect also political divisions especially in poor countries like ours. Leaders need to show these people that we are one Dominica stand together and denounce the violence. Tourism will suffer soon!

    Condolences to the families of the two latest victims of the ever rising gun culture in Dominica.

    Dominicans are becoming desensitized to these frequent gunplay and senseless murders. The question is, what is the cause for this murderous spree?

    Is it gang culture; easy access to illegal firearms; idle minds and hands; the low detection rate of murders by the ‘police’? Seems like all of the aforementioned.

    My little take is this. Crime, particularly murders, has been on a steady climb in recent years. Has anyone seen or know of any strategic changes by the ‘police service’? The Roosevelt’s militia seems clueless to undertake the necessary changes that would bring a well needed reprieve to the terrified populace.

    I reiterate. Once Roosevelt remains in power and continues to vilify his opponents, divide the people, and shows a depraved disregard for the people’s wellbeing, Dominica will continue to sink to unprecedented lows.

      The answer is the death penalty and, it has to be enforced at all times. Those who say the death penalty is not a deterrent, well, it is not if you don’t use it. Is putting murders in jail a deterrent? No, it is not. They will be back 4, 5, 6 years later and repeat their crimes. That is giving people a license to kill.         @DS….Here are the US states which still carry out the death penalty:
        Alabama, Arizona, Arkansas, California, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, Nevada, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah and Wyoming.

        Are you suggesting their homicide rate are lower then places/countries where there is no death penalty? Compare their homicide rate to most European countries who do not carry out the death penalty and tell us what your findings are.

        When you are making argument, you need to be guided by facts, not feelings.

          You are so correct in your response to ds. Statistics have prove that the death penalty does little to deter crime.

          Most people commit crimes thinking they wud never be apprehended. Many murders are categorized as crime of passion. No application of thoughts about being executed, if caught, is involved in these types of murders.

            Who cares, that is what I meant to write. Murder is punishable by hanging. Deterrent or not, they should be hanged. One more scumbag is gone no one has to worry about anymore. Bottom line. Is jailing murderers a deterrent? No. If nothing is, then, we have to enforce the law. Hang them upside down.

    There we go again. I have said it umpteenth times before, Dominica has descended into a gangster country. The militia is incapable or more to the point unwilling to do something about these illegal guns and those that own them. I DO blame Skerrit AND his wife for this state of affairs.     It’s time to institute the gun buy-back program.
    And also time to ban and block certain TV programs and YouTube channels in Dominica. Our people are watching too much nonsense TV. When they done watching, they have to practice what they just learned and what do you expect?
