UPDATE: Woman killed in Dubique accident

Sixty-four-year-old Angelina Anselm has died following a motorcycle accident which occurred in Dubique on Tuesday.

Police PRO, Assistant Superintendent Claude Weekes told the media on Wednesday morning that the incident occurred along the Dubique Stowe public road around midday.

According to Weekes, Anselm was walking along the left side of the road, while a motorcycle, which was being ridden by a Police Constable Kenny Thomas, registration number GA537, was approaching the same area.

Weekes said Anselm seemed “to have veered off from the left side and then the collision took place.”

He said Anselm sustained very serious injuries to the head, legs and other parts of her body.

She was taken to the Grand Bay Health Centre and then transported to the Princess Margaret Hospital (PMH) when she was pronounced dead at about 2:05 pm.

He said the Constable Thomas received minor injuries.

Weekes described the incident as “very sad” and an “unfortunate situation” for the police force as well as the Constable and “more so the entire community of Dubique, Stowe, the Grand bay community.”

“We really regret this has happened,” he noted. “It is an accident but nevertheless a life has been taken.”

A post mortem examination will be done and a coroner’s inquest will be opened on Monday.

Police are carrying out investigations into the incident.

    Hello and good afternoon my people. First I want to offer me condolence to Ms Anselm family and may she rest in peace. Mr Weekes is telling us this was a tragic accident which it was but a citizen lost her life therefore we need an Independant investigation to be conducted by an outside agency or the Office of Professional Responsibility. Once an accident happen and a death is involved a determination of fault must be established to determine liability. We need to know what rate of speed the Officer was traveling and was he riding one of the motorcycles that the China government donated to our government which has the side carrier. This type of motorcycles are very dangerous for the roads in Dominica which are narrow. The family must hire an Attorney and a Private Investigator who specialized in Accident Re- Construction to
    determine who’s at fault in this accident. We don’t know if the Officer was On or Off duty and was he train to ride this specific type of motorcycle.

    The police needs to police all drivers. Yester, A learner cut across me on the stop line, by City drug store, and the owner of the vehicle, just sat there without doing nothing. Driving in Dominica is a hazard, not because the roads are too small, or anything, it is because of people’s don’t care attitude on the streets. If you don’t stop for a person to walk across the highway, they have a problem. Both drivers and pedestrians, have to discipline themselves when they are on the road. It takes one second for an accident to happen.

    We need to stop blaming other drivers and do something ourselves to keep the road as safe as we can. It is our family and friends and we who use the road to walk or drive, and we always blame others when accident happen. The question is who caused the accident, and what could be done to avoid it in the future. There are two people, and both can never be right. Everybody needs to change their careless attitude, when using the road.

    We blame bus drivers for stopping anywhere on the road. I too am a bus driver so I know. When a passenger wants to exit a bus, there are some who shout at the driver to stop there, and some even have the door open before the bus has stopped. Now, when you ignore them, they get angry, and try to make the driver pass like a fool. I stop where I have to stop, and I know that some of them don’t like it, but I do not care with them. When drivers travel on buses, they are worse than regular passengers, they jump off anywhere. A passenger once grabbed my hand, to stop me where she wanted to exit.

    Some pedestrians, walk in the middle of the road, others, want to stand and talk to their friends in the road. When you horn, they cuss you, even youth cuss you. Private drivers see you approach, and they still open their doors. What happens when a driver opens a door and you are right there. Too much carelessness on the streets.

      You are correct. This reminds me of what the comedian Paul Keans-Douglas said about Trinidadians. The same thing. They walk on the road and they say, “Jam me nor (or hit me), I hope you have insurance.” :lol: :lol: :lol: That comedian is something else.

    To the family and friends of the deceased, please accept my sincere sympathy. It is sad your loved one passed on in this manner. These things are unforeseen. I recognized it is difficult to bear. Take heart. God is with you at especially this time of your grief. Be consoled by this.

    To the officer, I can imagine how devastated you are as well. It is not something you will easily get over, if at all. If you could have seen the future of what would have occurred to the lady, I am certain you probably would not have driven on that road. The future’s not ours to see. You, too, console yourself and place everything in the hands of God. Look to him for some peace and tranquility of heart.

    how could a motor cycle knock and kill the lady on the side of the road.there is an accident waiting to happen on the st,aroment highway close to the christian union primary school.there is a number of vehicles belonging to a business man in roseau that are parked on both sides of the road preventing the school children from waliking on the sidewalk and so they have to walk in the middle of the road which can be very dangerous since this road is always very busy.In addition,vehicles coming from rose street,churchill lane,jepson lane and edens lane experience great difficulties in seeing any upcoming vehicle.i know that the police knows about it,and they yet to do something about it.SHAME ON YOU ALL.TO THE BUSINESS MAN WHO KNOWS THAT HIS VEHICLES THAT ARE PARKED ON THE ROAD SIDE ARE CREATING A MAJOR PROBLEM FOR BOTH THE CHILDREN AND DRIVERS ALIKE,AND REFUSE TO TAKE THEM AWAY FROM THE ROAD SIDE,KNOWING THAT HE HAS AN EMPTY LOT RIGHT NEXT TO HIS HOME TO PARK THE HUGE VEHICLES ,GOD IS GOOD

      I noticed that this is becoming a common practice now a days with these rentals, they are occupying the public road to park their vehicles, if its one or two vehicles but they are having a fleet of vehicles parked on the road. They want to do business , why cant they acquire a piece of land .Look at Silver Lining in Portsmouth, they own their on lands to park their vehicles. The police should step up to alleviate the plight

They need to start recruiting robots or Haitian to be police officers in Dominica. Police Officers are human being and they are capable of making mistakes because Adam and Eve were every body’s first parents. Instead of ridiculing the police pray for them ask God to give them wisdom and protect them …………………..and stop being negative

    It is sad yes very sad….. and i do know cause I’ve lost a very dear sister and it wasn’t in a vehicular accident but it was 2 mins to sudden…. i know some of the bikers are reckless but not all….. but on a whole drivers in Dominica really need to take it easy on the road.. we don’t have I-9 here like in America…. we have I-Corners… Specifically the bus drivers… Passenger bus drivers that is.. there buses are filled with innocent lives and they drive so reckless.. i have to commute via bus everyday to get to work and feel to quit cause i think i can loose my life by there recklessness any day… Guys be careful on the road, innocent peoples lives are at stake… May this lady soul rest in eternal peace

    Thats my issue with these Police and Gov’t workers. where was Constable going to or coming from? what was his purpose for using the motorbike? Do these policemen and govt workers have the liberty to just pick up gov’t keys for transports/vehicles and carry on their own affairs or go joy riding. Since the chinese gave govt these bikes thats all these have been doing, . In the end it is the working people of Dominica who is paying the high gas bills for these idiots to drive their little girlfriends around and play heavy while crime goes rampant. Why dont they do serious patrolling of the neighborhoods for crime and “highways” for bus drivers stopping anywhere any how to give tickets for actual offences apart from parking. So very sorry to hear about the lady but the joy riding and nonsense has to stop. Police must be accountable, make the officer testify his reasons for being in or leaving dubique.

    It’s not only the police officers we need to worry about. We should also heed caution to the civilians driving the motor cycles, who appear to be “zig zagging” along the streets at alarming speeds. I thank you!!

    This is so sad…to the family I say hold on….God don’t give more than we can bear.

    These bikers in Dominica are becoming a nuisance, police as well as civilians. Sometimes I feel like they are ready to climb over my vehicle cause they are just always busy going nowhere.

    Imagine a bike overtaking u in a ridiculous spot and then 2 minutes after u see that same bike stop talking to someone on the side of the road. It’s just nonsense.

    People, let’s be human here. You all really think the officer would have just killed the woman? Just because it happened, he is accused of speeding? The police riders are very cautious. This is just a sad, heart wrenching accident. My heart goes out to the family of the dead woman and to the officer. Keep strong sir. Now is another time for police officers to be bounded, stand together.

    To the rider of the bike you too must be very devastated; I doubt anyone of us wants to be in a fatal accident or be the cause of one; and since we are not aware of what happened because the news item did not say anything to suggest speed was the caused. it should not be so difficult that we just sympathise with all concern for the time being until we know more.

It must be hard for all parties involved. Hold stronger and don’t stop praying. To those of you pointing finger at the officer or just pointing a finger in general, I don’t think its the right time for that.     Mr Commissioner , I meant to earlier say so , but lately I have noticed excessive speeding and callous riding by your police bikers . This I believed would result in fatalities with victims being pedestrians and the riders as well . I believe , your men should know the importance of riding meticulously and as the saying goes ” practice what you preach .” We want to prevent road fatalities and accidents , so too the police has a great responsibility in leading the way by setting an example for other riders to follow .

      they do not leave with the intent of killing anybody on the bikes however have you seen the police riders as of lately? they speed and race like their uniforms and bikes are free passes. on saturday i was travelling from st joseph and two police officers on bikes passed us at les point and i just couldnt understand why they were speeding and riding so recklessly. if you have to be at an event or whatever, whether its a bike or a car,truck, etc people leave early to avoid speeding.prevention is better than cure.
