UPDATE: 52 more Petite Savanne families resettled (with gallery)

Prime Minister Roosevelt Skerrit has said that the resettlement project at Bellevue Chopin for Petite Savanne residents who were displaced by Tropical Storm Erika in 2015, will aid in the restoration of their lives.

“We’re here giving keys to 52 families of Petite Savanne who were displaced by TS Erika and I’m happy for you my dear friends,” Skerrit said at the handing over of the 52 residential units on Tuesday. “I am very happy because I know that this will help in the restoration of your lives, psychologically and emotionally, in particular”

He said over 190 homes will be given to Petite Savanne residents later down this year and an additional 110 homes to people from different parts of the island.

“By mid-April we will hand over… 30 more keys and by the end of April we’ll hand over an addition 60 keys to 60 families. So, in the month of April alone, we will be giving keys to 90 additional families and by mid-May, an addition 45 keys to families and early June, 50 additional keys,” the prime minister stated.

“When we will have completed the allocation of the residents of Petite Savanne, we will have in excess of about 110 additional homes which we will also provide to people from Bagatelle, Pichelen and the rest of Dominica,” he said.

The prime minister indicated that the expected commencement, in the next few weeks of some 500 residential units in other parts of Dominica, will bring closer, the goal of constructing 5000 new homes on the island.

Meantime, Project Manager of MMCE, Christopher Timmins said apart from homes, provisions are also being made for the establishment of businesses within the resettlement project for the Petite Savanne residents.

“It has always been intended that we will work with the government to create a large self-sufficient mountain-top community still retaining its rural essence but at the same time, providing the facilities of a town with access of high-speed internet, shops, providing all the requisites for daily living from the plaza, offices for utility companies and other service providers whether it be a doctor or lawyer offices,” Timmins said

He added, “This, coupled with the provisions of the new community centre, the farmers markets,… hopefully alleviating the need to go to Roseau for daily requirements, creating employment and small business opportunities as well as hopefully, bringing customers in from near-by locations.”

Timmins acknowledged the efforts of DOMLEC, DOWASCO and FLOW who have all adhered to the infrastructure requirements to install their systems underground which, according to him, in the long term, will prevent outages due to the weather as well as provide a more aesthetic appearance.

    Its amazing … Most of, if not all the negative and nasty comments posted on this outlet are signed with fake names. Do we have ghosts and phantoms writers. How can we give credence to fake people who are well schooled in insults accusations and maypwee. How can we pay attention to invisible mob leaders who act like gang bangers trying to attack Dominica like looters. Are they walking with their eyes closed and expecting to be paid with invisible jombee dollars. The question is by whom because the opposition gang bangers members say they have no money. Although they had money to go to New Your and Houston recently only to tell citizens of Dominica that they cannot come to vote next election because it would be illegal, so they could be arrested for crimes. Wow. Can you believe that plan to make Dominicans stateless.

    Shouldn’t the community of Bellevue Chopin be mentioned first on that list? It would really hurt my heart to see that residents from all other communities are housed and the people of the host community are still left in sheltered homes or unsafe conditions!

    While in office, Dame Eugenia Charles passed the land reform act in parliament. This act provided restitution to many Dominicans who worked like slaves for donkey years on various estates all over the island. This law single handedly allowed the lower classes to obtain titles for lands which they had toiled on, with the ability to leverage such lands for things such as: starting a business, assisting their children to obtain tertiary education, just to name a few. Although residents of this affected community needed assistance, this was certainly not the best idea of housing for them. They were moved from independent and detached homes, to an apartment style living.

    Sorry I really have to laugh at the constant negative comments. Do Dominicans really believe that all Prime Ministers would do this for the people of the country. Reality check no in most country they would help but they would say that your insurance would need to cover the rest. They definitely would not be building a new home for you. We have had disasters in the UK and 10yrs on people are still in temporary accommodation and if the government is able to provide them with more permanent accomodation, guest what it will never be owned by them or mirror what they had before and guest what they have to pay to live in the apartment/house it’s called rent. So stop complaining. You spend so much time watching American TV, your minds have become distorted to what is fact and fiction. Do you think that President Trump would give you housing after a disaster. People of New Orleans are still struggling years after their natural disaster. Help don’t hinder.

      Isn’t that the point? There is nothing wrong with helping especially after disasters, but most people don’t want handouts they want jobs and to work for what they have. Pride in ownership and all that. Instead alot have seen the jobs move to other islands. The farmers have to wait years for the new crops to coming etc.( that part is not his fault) However, there could have been temporary jobs created in the rebuilding of Dominica but I’ve heard that all these jobs have been given to foreign entities. He is creating ghettos which is one thing Dominica doesn’t have or need. People are use to their houses on their land no matter how big or small beautiful or not so they can grow some of their foods. What’s next, will he bring them groceries too. And why is it you think watching American tv is what made people’s minds distorted? By your own account, I guess you and the folks in the uk are also watching too much American tv.

    I don’t know about all those negative nasty comments, but I only see happy smiles from those people who received new homes, With gratitude and admiration. This is a legacy and future generations will view Skerrit as hero who came to the rescue in time of need. Hats of to you Sir, I mean Dr Dr , the Right Honourble Roosevelt Skerrit, Prime Minister of the Commonwealth of Dominica. Great job. Fantastic job.

      Believe it or Not (you can ask Ripley), but you might need to take a more critical look at the idea of communal housing for a rural community. Skerrit did not take time to think of a sustainable housing solution for the displaced of Pt. Savanne. This is all his idea with very little consultation with the persons who will occupy those houses.
      Two Generations down the line will abhor this idea of confined living without titles for capital leverage at least. You might think that Skerrit is a Hero because you, like him and the rest of the supporters exhibit a penchant for superficial shortsightedness and mediocrity.

      In essence, Pt. Savenne people will be back to sq1 by next generation.

      what beats me is , how many , and, who are the Dominicans who are actually aware of the number of the states passports been sold , and for how much . I personally know of an individual who has amassed over a million from the sale of those passports . That being so, and looking at the houses, one should now wonder how many millions was earned . Many Dominicans, and even those residing in the U K do not acknowledge that the actual funds for these projects are generated from the sale of Dominican Passports, not from the Labour party coffers nor from Mr. Skerrits personal bank account .It happens to be Dominicans own money , whether he wants to admit so or not .Not being open about the number of passports sold and the funds generated , with proper accounting , it is left open to speculation that certain individuals are amassing great wealth on the backs of DOMINICANS ,

Please try to open your eyes and welcome progress (little as it may be at times) while, at the same time, being positive voices of change. Being far left or far right is not the way to progress. Petite Savanne people went form owning their land, house with yard, three bedroom house, garage to sharing a building with a little kitchen the cupboard cannot even take two pound of sugar. The sink cant even hold a drainer. Where you puting your goats, pigs, even your little puppy? Who is going to maintain the building and pay the bills now that your income is gone? A working PM would create ways for you to be make money so you could build your own house in your style with your yard, backyard garden and privacy. The rudeness still blackmailing your for vote after he put you to live in a boarding house.

    On Monday there was an announcement that March 26, 2018 58 homes were to be handed over to residents… with 24-36 due to be handed over by the end of March.

    In reality 52 units were handed over according to this story.

      @ labor working, 4 yrs since Erika and if building a few apartments for residents who lost their homes is your definition of labor working then maybe we need to have hurricanes more often so PM could have more work to do. I still red but if after 19 yrs in office that’s what we can point to as a working government we are lost as a country because I was alive to see the destruction of hurricane David that left over 75% homeless, killed 38 and over 5000 injured. My parents house was destroyed and 12 of us were left homeless. But after a month in shelter my parents were able to take us back home with very little help from government. But within 2 yes later they were able to go to the bank to take a loan from their banana fields to build a nice 3/1.5 concrete house which was untouched by Maria. Nobody depended on government. Today we lost our bananas, lost Ross which survived David and really we are left handicapped by our government and we call that working Pm? But we not working?

    Nice houses but a lot of unanswered questions. I know the people were given keys but was anyone given a certificate of title together with keys? So what’s the deal then? Are the people owners or just residents that could be thrown out or victimized later? I have never heard anyone refer to them as owners of those buildings, who are free to use their certificate of title to get a loan or sell their house 5 or 10 years later so they could build their knew house wherever they wish. Interestingly, in this paragraph “The families who will occupy this new set of dwellings received their keys at a ceremony which was held at Bellevue Chopin on Tuesday afternoon” DNO refers to the people as occupants and not owners. Is Skerrit building these townhouses for CBI nationals but using the victims of a storm to win an election? Boy questions, questions and more questions.

    Despite the Prime Minister saying it’s not the government responsibility to take care of the people, it is, what were you put there for? to do things, build schools, take decisions for us on the international and regional scale.
    So good job on providing the houses, hope people can pay for them even if its at a much much much reduced rate. But, you’re supposed to do those things.
    Everything the government does they want to launch and pat themselves on the back, Fix a road, party / launch at fort young, fix a bridge, launch at fort young. Yea you supposed to? do you pat yourself on the back when you pay your child’s school fee?

    People dont like different perspectives of things but we should look at the long term financial impact these housing revolution is having ono the financial sector and the economy by extension. The banks makes money by loans and the inability to attract new loans put pressure on the existing loan holders and the banks. It’s just a matter of time when the financial institution cannot operate and redundancies and closure will be the only solution. I’m in no way saying that people can’t get homes but my suggestion especially for those who are gainfully employed the houses should be given at a concessionairy rate to at least attract some new loans to avoid collapse of the financial sector and the economy by extension.

    I am looking at these houses constructed by the Government of Dominica as well as a few other initiatives that I have been reading on DNO and a few things comes to mind:

    It would appear that the Government of Dominica is attempting to achieve a number of the MDGs that the UN has endorsed:
    Goal 4 – Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all ;Goal 6: – Ensure availability and sustainable management of water and sanitation for all ; Goal 7: Ensure access to affordable, reliable, sustainable and modern energy for all ; Goal 11: Make cities and human settlements inclusive, safe, resilient and sustainable.

    That however is no excuse for the Government to relax. A lot more needs to be done and implemented with urgency – the airport, the sea port; sale of bulk water; high value yields in agriculture; at least one multi agro-processing facility and revamping Dexia and bureau of standards before 2025

    A resident from Bellevue has been a shelter from since after Maria could not have been given a house. He had to pass away in a shelter. Ah ah wow Bellevue is not even recognized. Come on thats the second handing over and not one resident from Bellevue has gotten a house. We lost houses too. Smh

    This basically is a fanfare for Skerrit as elections approaches and his credibility has been severely tarnished. He playing hopscotch with the lives of our people who are in need. It is nothing to do with those families abut of Skerrit to show that “something is happening”. Please be advise Skerrit and y9r bind supporters’ that this kind of program has been on going in Dominica for years even before yo were born. The Catholic Church and other institutions who valued the life and comfort of under privileged families has been ongoing long before Skerrit knew anything of politics.
    This scheme of Skerrit is political and to attract attention for votes to get back in government, but this will not happen.     Ok Erika was in August 2015 and Skerrit still has not seen it as a priority to make sure all of the 380 homes he promised to build have been completed. Boy since Erika Skerrit has placed his priority on buying votes rather than building homes for those he moved out of Pettite Savanne: Based on our knowledge of him let’s make some assumtion and addition: Let’s assume he paid Joseph Isaac south of $200k to cross. Then let’s assume he paid each of the 13 failed candidates and Ministers south of $150k to resign and another $100k shut up package. So that’s $250 × 13, so we looking@ south of $3.2 million dollars. Then let’s assume he paid the 13 new candidates south of $125k to run so we looking at another south of 1.6 million. Then he has to topup Reggie, Ian, Blackmore, Roselyn, Kathryn, Charles and himself south of $200k each. So we looking at south of $1.4 million. So we looking at south of $6.2 million on candidate alone. I wonder how many more families that would get keys.

    It seems to me that Dominicans can be very gullible and supporters of even heretical statements by PM Skerritt. He commented a great sin n heresy by equating this immoral and corrupt group as disciples of Christ. And secondly, he ridicules the role of pastors considering himself as a pastor but one who runs an institution for votes. This PM is really loosing his bearings . It was so sad to see those Dominicans laughing at Skeritts nonsense .     Skerrit’s one and only neighbor in his Vielle case Mansion is his own brother whose house was built when there was no storm or hurricane. But he has the people to abandon their properties, where they had their freedom and put them in apartments where if one pooms everybody knows.
    I remember some three years ago Angelo took us to an interview where Skerrit was interviewed in a foreign country by a foreign journalist and one of the questions he asked Skerrit was, where he would put all those CBI foreigners he encouraging to come down and invest. And you remember what Skerrit answer was? I can’t remember word for word but in essence he said Dominicans are nice people and they wouldn’t have a problem making lands available to CBI investors. My people thinking of it you think that’s not the reason Skerrit moving people to apartments so he could make lands available to his Chinese? You think that’s not one of the reasons he hiding the MOU with China from us? I know PM boy

    Looking at some of the faces of those ministers that have impoverished the country says a lot.         Ok Labor working but we the people are not working. Wouldn’t it be better if we the people were working? Dr. Skerrit amputated our legs, arms and brain to make sure we do nothing to develop ourselves and country so that we can vote for him every 5 yrs. See how Dr. Skerrit destroyed our banana industry that was our bread basket. If that’s not bad enough see how he and his Barbadian advisors got rid of Ross University that provided an employment for over a thousand Dominicans and an income for over 1500 of us. @Labor working let’s get real man. Where do you work? Labor working but they took us out of our jobs and is foreigners that benefiting and all you so blind that you can’t see what Ahab and Jazebel doing to us and our country. I am really feeling ashamed to be a Dominicans because with so many of you so damn blind there is no way we can expect much from our government.

    This is the responsibility of any Government in office to take care of all the people on the island. If houses are destroyed because of a disaster , and the Gov’t received funds and materials to rebuild all the hoses back , ( not just for some) then, this is what all Gov’ts, all over the world should do without favor.

      The key words here is …WITHOUT FAVOUR. But we all know that is not the case. He has these house built with passport money, money that belongs to ALL Dominicans and not only supporters of the DLP. This has to stop and it has to stop now. Furthermore, Skerrit has to be ordered to account for the CBI program in detail. The amount of monies missing is mind boggling in the same way the amount of missing PetroCaribe fund is mind boggling.

      All gov’t and parties do that. Linton and Uwp would use that to get max political advantage during their tenure, or die. Boy you should ave heard people sing praises to PM and Labor party. Then again, it’s politics as usual. What would you do if you lost your home…your home …and receive a new home? I just wonder what are the arrangements, do appartments now belong to recipients like condos, when they pass can these homes be passed on to loved ones or gov’t takes over to pass them to the needy? I wonder the details and rational behind those, I think this info should be forthcoming.

      Exactly. Thats what some people fail to realize and still there are some who receive such house and no damages have been done to their houses.
