As the United Workers Party (UWP), among other groups/organizations, plans its major rally on Wednesday, National Security Minister Rayburn Blackmoore has assured the public that further reinforcement will be provided to the Commonwealth of Dominica Police Force (CDPF) to ensure that any display of violence or incitement to violence will be dealt with “rapidly, swiftly and decisively”.
The UWP is organizing a rally for the people in the city of Roseau in the vicinity of the arch from 3:00 p.m. to call for the long-awaited electoral reform and to allow members of the public to voice their concerns on matters affecting them.
“They are calling for a huge meeting under the disguise and pretext of a stand for electoral reform carded for Wednesday 31st May,” Blackmoore said. “Sadly though, listening to the promotion and directive it’s a classic dress rehearsal of February 7, 2017. This certainly is creating some level of trepidation among law-abiding citizens.”
He continued, “As Minister of National Security and Legal Affairs let me give you the general public the assurance that there shall be no repeat of February 7, 2017, on the streets of Roseau…”
Furthermore, Blackmoore stated that in this regard the police force will be provided with all the resources needed.
“Further reinforcement will be provided to the police force to ensure that any display of violence or incitement to violence will be dealt with rapidly, swiftly, and decisively,” he remarked.
He said the government believes that people should be allowed to speak, but the rule of law and the preservation of public order must be maintained at all times.
Blackmoore, therefore, called on all Dominicans to continue to embrace peace and development and to “reject this culture of protest.”
“Let us continue to be a strong people and a peaceful people,” he encouraged.
Meantime, he said Dominicans have not only survived crisis after crisis but have grown from strength to strength as a nation.
According to Blackmoore, notwithstanding the devastating impact of the country’s economy by natural disasters, Covid-19, and the current national Ukraine War, “ it is very instructive to know that no public officer has been sent home, salaries have never been paid late and just recently your government ensured that the workers under the beautification component of the National Employment Program [NEP] received 66 percent wage increase.”
He said that the government simultaneously continues to execute significant national projects that past leaders and generations once only dreamt of.
“Notable among them is the international airport and the geothermal project,” Blackmoore noted. “No government is perfect and no nation is perfect, but the fact that we continue to forge ahead, notwithstanding those extraordinary challenges that we confront speaks to very profound matters.”
He added, “Firstly, our collective will and action as a nation, and secondly the magnitude or the fortitude of the country’s leadership.”
Blackmoore indicated that the message Domnica is sending to the rest of the world is that the country is about national development, peace, progress, and the embrace of the fundamental principle of the rule of law.
Speaking on the Workers Voice Program aired on Q-95 Radio last week, President of the UWP Lennox Linton said, “it is time for Dominica to say in a very definitive way, no argument, that what is happening is not good for us and we are standing together against it. We are standing together for all political colours from all walks of life, from all areas of the country. We are standing together.”
He went on to state, “May 31 is really about us, the country that belongs to all of us, the country we have lost control of, the people of Dominica.”
Linton said no one anywhere should ever lose control of their country regardless of who is in government.
“And the people on the 31st of May 2023 are being called to stand in the capital city of the country and to say enough is enough,” he remarked.
The UWP plans to release a statement during the course of today in response to Blackmoore’s remarks.
