Founder and President of Apex Capital Partner, Nuri Katz, has disagreed with a report by Henley & Partners which ranked Dominica’s Citizenship by Investment (CBI) Program as last in the world.

Speaking to Dominica News Online on Monday, Katz said Henley is only promoting its products and said he is in firm agreement with Canada-based Stephane Tajick Consulting, which ranked Dominica’s program as number one, saying it is an independent organization.

“Henley, which is a citizenship company like me, specifically; as you see, they are not agents here (in Dominica),” he stated. “They are agents in Malta and the two main countries where they do citizenship is Malta and Antigua. And shockingly enough, in their marketing piece that they put out, Malta and Antigua are the number one and number two. It’s shocking.”

He said also that Stephane Tajick Consulting is completely independent and has no connection to Dominica or any other country, unlike Henley, which has big deals with the governments of Malta and Antigua.

When questioned as to whether he would prefer Stephane Tajick Consulting’s report because his company has been working with the government of Dominica on its program, Katz said he is not paid by Dominica but by clients.

“The government doesn’t pay us, not in Dominica. In other countries, the governments do pay us. In Canada, for example, they pay us; in Grenada they pay,” he explained. “We get paid by the clients in Dominica.”

He explained how the program works.

“People who are interested in Dominican citizenship are given two options of how to receive it,” he stated. “They either can make a one time contribution to the government or you can purchase property which today you actually don’t have property available that can be purchased. Today what you can do in Dominica specifically, as opposed to the other islands, is you can purchase a part of a development, a share like the Kempinski Hotel.”

The Kempinski Hotel is a 75 to 125 room, high-end luxury brand hotel to be built in the north of the island under the CBI Program.

Katz stated that Apex Capital Partners represent clients from all over the world who are interested.

“We look out for them, we search for them and they find us,” he noted.

    I listened to Mr. Katz when he was interviewed on Kairi, Q95 and specifically the Angelo Alleyne show. I am convinced he appeared on these radio shows to do some damage control, because Tony and Skeritt are afraid to be on Q95, i.e to face Angelo on a face to face basis , they sent him to face the fire. During Mr. Katz’s interview he appeared to know many things about Dominica. I was surprised that while he was boasting about the transparency of the program he failed to mention about the crooks that were given citizenships under the program. I believe he will reply to the many negative comments on DNO. Remember he told us, the reasons he came to Q95 were because Angelo had said some untruths about him and the program, therefore he wanted to put the record straight. When he replies to the comments on DNO, he must tell us what he knows about Ng Lap Seng, Frank Lorenzo, Leroy Paris, Alison Madueke, Timothy Cornwall, Giampaolo Piolo, Miss Lourent and Miss Oldie.

    There is something fishy about this man and his story. He came here to clear his name after Angelo said “he is bad for western civilization”. So he is saying he came just to do that, if I understood him correctly. This man said he is not paid by Dominica’s Government but by Canada and Grenada and yet still he is telling Americans it is too difficult to go to Canada best the go to Dominica where it is cheaper. Why didn’t he say go to Grenada? After all sir, you’re getting paid by the 2 countries and yet still you don’t ask people to go there? If I was the Canadians and the Grenadians, I would let you go and trash any contract we may have and even sue you, you’re getting paid to bring people in and when you have the opportunity you tell people do not come go somewhere else where it is cheaper and you claim that you do not get paid by Dominica. I am not sure how we in Dominica thinks but that is some BS. Why are we so easily fooled?

      There is nothing fishy about Mr. Katz story, it’s your understanding regarding the matter. When he says that he is not paid by The Government of Dominica it means that when he gets a client and refers the client to the Government of Dominica and the client successfully meets the requirements of the CBI program the client pays him.When he gets a client for the Governments of Grenada and Canada and the clients successfully meets their requirements he gets paid by the Governments, it does not mean he is employed by Governments, he is a free agent, he knows the different programs and also the needs of his clients, so he can direct them to the country best suitable to their needs. What is the BS

    To me, it is clear that Mr. Katz is either a business partner or, he prefers to be paid by the clients, where he gets more money than to be paid by the government like Canada and Grenada do.

    If the man prefers to be paid by the government, a point that he made very clear on Q95 Sunday night, then why didn’t he try to push Grenada and Canada as a suitable locations to Americans that would want to relocate should Mr. Donald Trump becomes the president? I mean both Canada and Grenada are more advanced than Dominica with international airports, whereas we fighting to keep LIAT But what we see is, he discouraged them from moving to Canada and made no mention of Grenada when he got a chance: “Katz says Dominica in the Caribbean is the cheapest place for Americans to buy second citizenship — yours for an investment of $100,000.”

    To me is either he is a business partner of a Dominican or, it is more profitable to be paid by clients. Mr. Katz sure didn’t help solve the puzzle.

    After listening to Mr. Katz for 5hrs on Q95, I was left with more questions than ever. On Q95 when pressed he made it clear that he wish he was being paid in DA by the government as well.
    But if he is paid by the governments of Grenada and Canada for that same program and he prefers that, why not try to sell their passports ahead of ours whenever the opportunity arises? For example, responding to a possible Trump presidency and how Americans would move to Canada, he discouraged Canada and said nothing about Grenada.       While I know there are people who wrongly think this way about Dominicans they should be told this. FIRST: The people of Dominica they describe are not the average Dominicans. SECOND: You can find some people like this in every country. They are people who have not had the same opportunities others have had.

      People need to learn that the respect we show towards others is the respect that will come back to us.

    I had the first disappointment with my Dominica passport when I went to Egypt but refused to grant me a visa at the airport because I was born in Syria.

        Steve I’ve had a Green Card prior to becoming a citizen of the United States, and none of the two was bought nor sold to me.

        As a matter of fact you can enter a green card lottery for free, and if you win, they will issue you a green card to enter the United States. I am sure of that because I know people from Dominica who are my friends who got into America that way!

        The governments of the United States does not sell green card nor citizenship never mind passports.

        If someone decides they want to become a citizen by investment, they have to first deposit at least ten million dollars in a bank, and start a business employing at least twenty-five people before citizenship cam be grant, they to be here prior to obtaining that citizenship.

        That thing in Dominica is different to this you all are into the sale of passports period!

        I didn’t say everyone who ever had a green card bought it. Similarly, you can get a Dominica passport without buying one, through long enough residency. But even if you can’t see it, yes, the investor visa is a back door way to buy a green card. They don’t call it that, obviously, but that’s the end result.

      Absolutely not Steve. The way the American Citizenship by Investment program works is quite clear. No one person remains out of the United States, and apply for Citizenship by Investment, and any official goes to them with a rubberstamp and put a passport in their hand, and declare them an American citizen.

      The American program, is like this; and I reiterate the applicant have to deposit a certain amount of money into a bank account, for the purpose of setting up a business of some kind.

      Whatever the business, it must be able to employ no less than twenty-five people, in order for that business owner to get their citizenship papers as I have, they have to also swear allegiance to the United States of America. Citizenship in America is not simply having an American passport!

      Five years after I gained my permanent residency, I filed for my citizenship, and obtained it; it cost me a little more than a hundred dollars to file. That was almost forty years ago, the filing fees I am sure is a little more today, however that is a far cry from anybody buying a green card or citizenship, it does not happen in America.

      And I’ll tell what I had to disclose what employment I was employed in on the island of Antigua, as surety after my vacation I would return to Antigua, I had no problem proving I operated an Electronic, and shipping business on the island.

      And the rest is as they say history!

      Why oh why, do so many of my fellow Dominicans insist on displaying their ignorance, in the words of the late Prime Minister, Pierre Charles, “as a badge of Honour”! A little reading and/or listening with an open unbiased mind will enlighten you. Not ALL properties qualify for purchase (in whole or in part) under the CBI Programme. In order to qualify a property has to be designated an “approved project”. So whilst it is true that there are many properties for sale on the local property market, these are not “approved projects” and so there are no properties (as opposed to shares in Projects, e.g. Kempinski) currently available under the CBI Programme.

        So the obvious question is, why can this not apply to ordinary property? There is such a glut of real estate on the market, people have a problem selling their assets.
        They have a property but no ready cash. The new citizens are full fledged Dominicans so why not allow them to invest in the property market here and bring some much needed cash flow into the place? It would also create many jobs in the construction, maintenance and service industries and boost sales for our retailers and restaurants. As it is I would advise people not to invest in property here because it is so difficult to dispose of should the need arise, never mind making a profit on it.

    I listen to Katz yesterday and today, Katz wants us to believe because Angelo said something negative about him on his program he hopped on a plain came into Dominica and go straight to the Radio station to defend himself .Sir you maybe heard our people are naïve but don’t ever take us for fools because where ever you a in the world you could reach Angelo with your response , you also said you don’t want to be drawn into politic well you are, when you decided to be the mouth piece for persons who gave the green light to sell our Passport you entered into the ring so with your polished responses and to ever other word when ask a question and I quote ” it’s on the internet you can read it there ” so back and come again.. at lease you admit you make money by selling our passport/citizenship program.

    Mr Katz obviously was on a PR stint for his company but more so for Skirret. I listen to the man on Angelo and Matt program and it was pure rhetoric trying his best to defend the government program and its blankets flaws in good governance. I remember during the grand opening for w o r k s on the famous 18million bridge Skerrit did mention that in the coming weeks friends of Dominica will be visiting our shores to invest and he wants us to be nice to them so expect more Katz’s to be in Dominica soon.

    Mr Katz is clearly an agent of the govern, if not business partner of Skerrit. But that we cannot know since Skerrit is not transparent. Mr. Kartz is a businessman and he is only concerned about making money. So in Dominica he tells us what he wants as he continues to bat for Skerrit. In Grenada and Canada the government pay him; why not Dominica? Is it because he gets more from his clients when dealing with Dominica?

    Mr. Katz just succeeded in throwing Q95 off with his confusion. He occupied our time last night and did the same with Matt this morning, less than two weeks before a by-election, so we could not highlight real issues. Is Mr. Karz an elected minister? If according to him, we don’t pay him, y not hold Skerrit or those we pay responsible? He got too much time

      To a great extent I agree. However, what it does demonstrate that in the absence of any clarification by our government, particularly with regard to the proceeds from our citizenship programme and their disbursal, rumours and accusations will continue to obscure the issue to the detriment of the reputation of our programme. It is the State’s money after all, not mr. Skerrit’s revenue for him to personally control and we need total transparency. If nothing else it will help to build a reputation and image of trustworthiness and integrity for Dominica.
