Caribbean Call Centre shuts down in Dominica

closed-10Caribbean Call Centre (CCC), a call centre located in Roseau, has announced it closure in Dominica.

The company blamed the closure on a customer, with which it had contractual arrangements, failing to meet financial obligations.

“It is with regret that we publicly announce the closure of the Caribbean Call Centre located at the Prevost Cinemall in Roseau,” CCC said on Friday afternoon in a release.

Recently, employees of the company alleged poor working conditions, exploitation and unfair treatment by management and have written to the Labour Commissioner on the matter.

“The Caribbean Call Centre was opened at the initiative of former employee, Mrs Helene Castran, of Petite Savanne to provide employment and business opportunities for her fellow Dominicans,” the release said. “The business was funded externally at a cost of 50,000.00 Euros and entered into contractual relations with a United States-based group as its sole customer. Our customer has failed to meet its financial obligations to us resulting in us being unable to meet our financial obligations to our employees and service providers.”

CCC said it has been unable to find a purchaser for its operation or a suitable investor, causing it to cease all operations.

“Every effort will be made to liquidate our assets and pay all of our liabilities to our employees and creditors,” CCC said. “We take this opportunity to thank all our employees especially Mrs Helene Castran, Nighdy Williams and the rest of the Team Leaders for their tremendous effort during this very challenging time on both personal and work levels and to assure them that we are doing everything possible to meet our obligations to them within the shortest possible time.”

    I have decided to quit for obvious reasons: I will continue to read; however I may not write, because as the saying goes “birds of feather flocked together.” I am ashamed of some of the comments I read on DNO. Un-intellectual uneducated comments, I am sure makes us all look stupid.

      You can only talk about liquidation when it is so ordered by a court which appoints a “liquidator” a person appointed to wind up the affairs of a company, or firm which filed for bankruptcy in a court of law!

      The call-center simply closed their business impromptu; because they have no money to pay employees; that is very different from a business liquidation!

      You should be ashamed to write this nonsense: “It may be Dominica is a small country why some D/cans consistently place the blame and burden on the PM, and he being the finance minister” (Face the Facts).

      Even if the comments most people wrote are foolish, I have not read one line any place where anyone has blamed Skerrit for the closer; disagreeable as you suggest I am I would never blame any Dominican for the fall of that business in Dominica which depends on commissions originating out of Dominica: the government of Dominica has no part in that.

      Only a fool would blame Skerrit for the closure of that business, if the first place their source of business, is not Dominica. Not one dime, that keep them in business comes from Dominica, so what does Roosevelt being finance minister has to do with a foreign business which all of whatever they do to make money comes from overseas, most likely the United States?

      These are the sort of nonsense DNO should censor, because Dominicans are not the only people reading comments on their site.

    It may be Dominica is a small country why some D/cans consistently place the blame and burden on the PM and he being the finance minister.
    Consider, those who reside in a so-called progressive, big country, when they are dismissed or enterprises liquidate on them, the latter on occasion who do not give their employees advance notice but simply lock them out as they note when they report for work, do not blame the government nor the finance minister. Depending on the nature of the shut-down some usually go to the Media which broadcasts the issue.
    They do not go the PM or his finance minister or expect anything from him If they have a union it is another matter but the fact is, they lost their jobs and must go through the normal channels as instituted by the government. No one approaches the government and the finance minister.
    It would be wise that Dominicans, especially those who are affected by this business closure to learn from this.

    The next move for them is to go to the employment insurance office to apply for benefits. Reasons for this must be provided. Prior to receiving a cent, their applications have to be processed. This could take approximately six weeks. In the meantime they are expected to seek employment. Their salary and employers last payment is taken into consideration which will determine how much E. I. benefits they are entitled to.
    If they have other issues as discrimination and labor which pertain to human rights or the Labor Law, these sections handle them once they lodge a complaint. If it is deemed they have a valid complaint, it could take months, if not a year to settle the issue,
    If they are in need of immediate funds, they must go to the Social Welfare Dept. that will take and also process their application. If it is urgent, they will receive emergency funds based on their personal status.
    I do think that in Dominica the PM is getting too much flack, unfairly.

        The way the world is going, in 20 years time who knows if the world will be there? Who knows who and how many will be alive? I do believe the time is “NOW”.
        I recognize everything cannot be instituted in a few days, even months. However, it would be wise that the authorities give it consideration and try to implement it for the sake of employees.
        I view Dominica as a progressive country. It is getting there. Some enterprises have adopted some business ethics of other countries. You have computer and internet and other technology. They have picked up some words as “gender” and implemented them. God knows what next.
        What would prevent the authorities of implementing these important and necessary departments for the sake of the employee? Furthermore they would lessen the burden on the PM. I would advocate for them.

    • You cannot blame Dominica’s economy for that closure; it appears you have no concept of how a Call-center operate. I call almost assure you that the Business has absolutely, (zero, zilch, nada,) no dependency on Dominica’s economy.

      If anything the small amount they pay to the employees was contributing to the economy of the country; don’t get me wrong; I am not nor have I supported, or condoned slave labor, nor exploitation, but then again the owner or proprietor of a business can only payout to the people who work a certain for labor based on the amount of money the business makes.

      If you are paying out more money than the business generates, the alternative is to simply shut it down!

        Read carefully before putting words into my writing,I wrote “to improve the economy “there is no such quote in what i wrote as “blaming the economy.When opening a business ,the first steps that every one should be aware of when spending or paying out money in order for the business growth to be effective is the amount of staff that you must pay .Employers should take staff which are needed to cover up all the work that should be done every day,then according to the benefit /success ,more people can be employed..In the case of the call center,some staffs should be laid off from the first month they could not pay the employees,they could diversify into something else,reduce hours and work when it is busy,shut down on unused computers to save electricity because very often people leave computers on even though it is not in use…etc..the gov’t could have a plan in order to save the company,There could be some new innovation added to the call center..

    Businesses liquidate worldwide for several reasons. This obviously results in bankruptcy. I guess one has to own a business to be aware of it. Enterprises in that situation also experience it. Not all businesses will be successful. May the fortunate ones succeed.
    Those who plan to open a business must ensure they have ample funds in their account also for paying staff. They really cannot depend on another party. They also need proper workable equipment to enable the staff to function properly.
    The Labor Department must be involved when new enterprises plan to operate a business. Hope they are. Employers have rights and so do employees. These enterprises must know the Labor Law pertaining to overall working conditions, equipment used and employees’ salaries.
    I would think this is a lesson for all, Labor Department, employer and employees.
    Sorry they had to close. Now many jobs are lost. Hope the staff receive sufficient pay. Good luck to all.

        Thank you for inquiring. :lol: Just wonderful! The weather is sunny, hot with high winds. We are expecting rain and a storm; none yet as forecast. The weather forecast is not always accurate. It suits us here just fine. We do know, when it rains it will poor. If there is thunder and lightning I will shut down the computer.
        On another matter, there is a blackout in some areas in Toronto. Due to high winds a tree fell on the hydro wires. Some of the wires are still over ground.
        We have lots to report here. We are never out of News, good and bad.
        A sad case this weekend, a man was sitting in a park under a tree with his family. A branch fell on his head and killed him. He was originally from France, on a work permit. Now that it is summer, we have to be careful of falling tree branches especially when it is windy. The city workers usually trim them. This one was an exception. I visualize the City will be sued.

    Remember I told you, such operations are fly-by-night operations: Here today gone tomorrow.

    They were in operation yesterday in Dominica, gone today! The same happened when a certain Call-center fled St. Kitts to without paying the people who worked for them. I told you such fly-by-night operation are commission paid; they get paid according to how many calls they answer.

    Look I know someone who work for AT&T at home, based on the volume of calls she receive, and resolve their issues; she make between four and seven thousand dollars per month. When calls are slow she makes less, and I believe the same applies to call-centers.

    Any vendor that has one customer is extremely vulnerable to being put out of business by its customer.

    You must spread your risk among as many customers as possible. That was not a good business model.

      I am speculating the vendor could have had many customers. We would not know that. CCC probably knew which is why it took this chance and opened its Call Center.
      The enterprise CCC conducted business with may have lost contacts and customers.
      The manner in which it could work, a business has contact with another. The latter has contact with another or few and the list goes on, selling to others who sell to customers. From one to another, they may have millions of customers. This is what it is called, 2nd and third party, etc. Some businesses operate in that manner.

Did the owners assess their risks and the risk impacts and probalities, and develop mitigation plans? If they had done that, they most likely would not be in this situation. Was there any agency in Dominica she could have worked with to give her guidance about opening up this type of business? It should be lessons-learned opportunity for those who want to start small businesses in the future.

One after the other business places will continue to shut down until the useless cabal shuts themselves down as the conditions which are provided in the clueless country is not ideal for business.         I do not agree mr. Foester. IDA, which is a govt. authority vets investors and makes recommendations but the Minster of Finance has the final say. It is far from unusual for him to dea with investors direct and overrule IDA recommendations or advice.

      This time it is impossible for me to hold him accountable for the closure of this one. You need to understand the resources which keep such business in operation originates not in Dominica, but most likely in the United States. You need to become familiar with that sort of business and how they survive, and how quickly they fail, it all depends on the number of clients they contracted with for their service.

      Not one dime which pays the people in Dominica comes out of any business in Dominica. In any event I feel sad for the redundant workers though the pay was peanuts change it helped somehow

      This type of conduct is typical of our people. Laborites and UWP ites did the same when Eugenia was in office. Eugenia would be blamed for a weather condition. When Eddie was in office Laborites blamed Eddie for even a bird poop. I am sure guys like Arthie and Tony Astaphan can remember those days.

    Just yesterday at ten in the morning we employees received an email saying the business is under new management and the new manager is locally based and will reveal himself to us today Friday. We are calling upon the authorities to put an injunction on the equipment they have here before they pack up and leave without paying their dues.

    The evil that men do, live with them. This is just the beginning of problems for the country. God is a great God. He will not allow the people of Marigot to be destroyed by a leader who has no feeling, no love, no compassion for them and by extension their leader. TV companies can get thousands of dollars, universities can get thousands of dollars, they don’t even know where Dominica is situated of the world map, while the people of Marigot are greatly suffering. If their is one more disaster in Dominica, it will be by the hand of our wicked leader it will come. Pray Marigot pray, it is only a matter of time. So it is written, so shall it be done. We cannot escape the inevitable unless the man changes his wicked ways. :mrgreen:
