Conflicting rankings of Dominica’s Citizenship by Investment Program

passport moneyDominica’s Citizenship by Investment (CBI) Program has received different ranking by two different companies.

In mid-May, Henley & Partners ranked the island’s program last in the world but the Canada-based Stephane Tajick Consulting, the program ranked as the number one.

Henley & Partners, which describes itself as “a residence and citizenship planning company” launched its Global Residence and Citizenship Programs 2016 report a few weeks ago. It ranked the 19 most relevant residence-by-investment programs as well as the top eight citizenship-by-investment programs available throughout the world today.

Dominica’s program was placed at the bottom of the heap with St. Lucia second to last.

However, in its “The Global Residency & CitizenshipReport 2016,” Stephane Tajick Consulting, said Dominica’s passport ranked number one in terms of quality, factoring in business, travel, and wealth management.

Additionally, Apex Capital Partners Founder and President, Nuri Katz, was recently featured in an international story that appeared in The Daily Mail, Business Insider, Economic Times, and many others, referencing Dominica as an ideal location for global citizens to buy second citizenship for an investment of $100,000 or more.

Apex Capital Partners has been working with the Government of Dominica on its CBI program.

Prime Minister, Roosevelt Skerrit, praised the report by Stephane Tajick Consulting.

“These recent reports and widespread media coverage validate the efforts we have taken to ensure that we have implemented the best of breed citizenship by investment program, one that is highly competitive with the very best in the industry and meets the highest compliance and due
diligence standards,” he said.

Director of Dominica’s Citizenship by Investment Unit, Emmanuel Nanthan, said he is thrilled by the report.

“We are thrilled to be recognized for the strength of the Dominica passport, one that we believe equips citizens with significant ease of travel, exemplary business functionality, and simplified wealth management solutions,” he stated.

Katz said he is honored to be working with the Government of Dominica in the program.

“We are honored to work hand-in-hand with the government of Dominica, as well as the dedicated individuals who have made this program so successful,” he noted. “Our international clientele continues to identify Dominica as a country that meets not only their business and financial needs but one that provides a high quality of living for themselves and their families.”

    If I was making Millions off anything, I would rank it number one as well. I think people have to open their eyes and see what is really going on. You all are being trapped and don’t even realize it. PURE BS.

    Pardna you tell me that Katz on the prime minister of Dominica payroll, I tell you that the leader of the opposition on Kalin payroll. So why you blue vex? Everybody know the role Henley & Partners playing in politics and election in Dominica as UWP sponsor. So which you prefer? The government of Dominica with the peoples’ rights to sell our passports or Kalin’s Henley and Partners with divine rights (when UWP will be in power) to sell our passports. You say selling of our passport wrong yet you say you right to support Henley & Partner blue vex report. Parda evil is evil and confused egocentric one-dimensional individuals can see only what they can see and nothing beyond. If they stand on the other side of the mountain they believe that you can see what they can see, and if you are not of their point of view they call you a fool. They have their laughs until the last.

    Let’s ask Katz a simple question:

    Have any of our CBI passports been sold to paedophiles? I mean people, who in their own second country, are legally entitled to marry and have sex with kids?

    As the answer is likely to be in the affirmative. How come our CBI passport program is the best in the world – for whom, paedos??

    Henley partners belong to Christian Kalin, the swiss lawyer who was the mastermind of st.kitts passport sales. Kalin is second to none in selling passports his report is more reputable than new comer Stephane Tajick.

    DNO and readers, do not be fooled. Take note of two things: 1. PUBLIC Relations. Mr. Katz is engaging in PR work. He is looking for more business so he will say and do nice things like commissioning an assessment to give a favourable rating, donating laptops, etc. and 2. different sets of criteria are used by the firms. Different criteria will produce different results. Also, take note of the interests of those who are doing the ratings. How independent are they?

I believe that this article gives a better explanation of why Mr. Nuri Katz of Apex Capital Partners, a leading agent of the CBI Program in Dominica, has been making the rounds in local media houses. Mr. Katz said that he went on Q95 to clear his name against allegations made by Angelo Aleyne that he, Mr. Katz, was a threat to western civilizations. However, instead of defending himself Mr. Katz appeared to be defending the CBI Program more than anything else. In the article above, we see that Mr. Katz is the ONLY agent commenting on the new Number One ranking of our CBI Program issued by Stephane Tajick Consulting which undoubtedly leads one to question whether there is any relationship between Mr. Katz who is also a Canadian Citizen and Stephane Tajick Consulting. Did Mr. Katz and/or Apex Capital Partners have any influence in the issuance of this report? We know for sure that Mr. Katz does has a vested interest as Henley’s most vocal and public competitor!

    A company like mr. Tajick’s is paid by clients , who commission a report and, just like in the case of Dominica’s environmental impact reports the findings are unlike to be slanted against, or overtly critical of the client who foots the bill. Therefore the question needs to be asked:

    – who commissioned the report and who paid for it?
    – also, I would like to ask mr. Nuri Katz, why mr. Vardikos, a business partner of his competitor Lennox Lawrence, a member of his team?

    It is clear that mr. Katz. the owner of Apex, can only operate as and agent for our CBI programme with the authority of our Minister of finance and it behoves him to stay on the right of mr. Skerrit.

    Henley & Partners promote CBI passport sales. It’s their core business. They act as the international wealthy customer connectors to nations like Dominica for a hefty fee. So they want Dominicans to feel that they have to sell more CBI passports because they’re in last place in these Henley rankings. Meanwhile, the very business of CBI passports is a dark grey area in the world of international movement of people and money. But, for the moment, it’s a quick and fairly easy way to make some cash. Easier than aiding and promoting Dominica agriculture say….an example of something that people could actually take pride in. Do Dominicans really want to be involved in this CBI business?

    The conflict in the ranking is because of the lack of transparency and accountability associated with the programme.
    Secondly, those questionable characters who are members/investors in the CIP, the agents, in terms of who they are,where they are from..Finally this programme is only exist by name,we cannot see anything on the ground which can be attributed to the programme….IT IS LIKE A COMMESS,because this DLP gang of clowns known as a CABINOT, are only interested in milking a cow known as Dominica..

    These companies appear to be publishing reports that seem to serve their interest.

    Who has heard of these companies? When I see reports from reputable independent organizations, I will put some faith in these reports. Until then, I treat them as fluff.
