Dominica offers citizenship to Chinese investors for $200,000

The Prime Minister of the Commonwealth of Dominica has visited China to find applicants for its citizenship-by-investment program, China Business News reported Wednesday.

Roosevelt Skerrit, Prime Minister of Dominica since 2004, expressed his hope that the Dominica Economic Citizenship Program, established in 1993, would attract investors during his trip to China last week.

Amid economic difficulties such as pest encroachment on banana plantations, insufficient tourism and the lingering effects of the financial crisis in 2008, the country’s “passport-for-sale” program aims to increase government revenues, reduce debts and rebuild the country’s economy.

Interested parties can immigrate to Dominica by either submitting an application directly to the government or by obtaining citizenship with a minimum investment of $200,000, according to Skerrit.

    Skeritt must understand, the googley he is trying to bowl Dominicans will not work. Maybe, he really believes Dominicans have memoui pouile. The traveling to China to sell pass ports, was not by accident or as some Dominicans claim, a fete ride. It was a well executed plan. Dominicans cannot forget the breaking news by Allen just last year, when he disclosed that plans were afoot for 10,000 Chinese to settle in the north of Dominica. Many DLP supporters castigated Allen, I believe after hearing the news coming from China, he must feel vindicated. All the Dominicans who were asking what is Nantan’s position on the Team which traveled to China, well, he is from Portsmouth, he knows Portsmouth better then Skeritt, Martin, Peters and McIntyre.

    “Skerrit also said that applicants would not be taxed on their property, and that there were no regulations on capital gains and no language requirements.” So..we don’t need you to be “real” citizens that participate in civic matters or dare hold your new government accountable. And, no property tax means no additional revenue to pay for sanitation, road repair, etc.

    “When asked whether he was concerned about corrupt Chinese officials or businessmen illegally transferring their property to Dominica, he said that applications for citizenship will be approved only after comprehensive investigation and that the program was not established for criminals from China or the United States.” So how did all the other criminals get a foot in the door Skerrit?

    “Skerrit also stated that Dominica welcomes people to enter and leave the country freely, be they tourists, investors or residents.” Sounds like a rallying call to criminals if I ever heard one…

    Why or why are we so narrow minded, uneducated, uninformed and ignorant i Dominica. Dominicans nationals are all over the world, Guadeloup , Antigua, USA to name a few. But we carry on so bad, living in the dark ages when Chinese or Haitan nationals are mentioned. There are Chinese in jamaica and Trinidad which has enhanced those countries. Having a multi cultural community enriches a country. The Chinese people are law abiding, hard working, and family oriented, all positive traits which we as a people shoul try to emulate. So please my people try living in the 21st century and stop being so racist and ignorant.

Stands to reason given their history of a acting as an elite secret society, and inhumane treatment of their own people. Not all chinese are bad but most of them are not good neighbours. Mr. Skerit bringing Dominica to it’s knees.

      The real concern is not the race of this latest rounds on potential Dominican citizens. I’ve long argued that 70,000 is inadequate to help develop Dominica in relation to our neighbors. The issue is, this Economic Citizenship Program is not viable for changing Dominica’s economic fortunes. The fee for citizenship is a one time fee and that will not help the treasury ten years down the road. This is equivalent to using a band aid to close a gaping wound gushing with blood.

      Furthermore, allowing them to avoid property taxes and capital gains taxes means that there is no additional revenue being generated from their potential business activities. Now a reduced tax rate or reduced capital gains tax would be more feasible.

      How will the government finance new schools, maintain roads, maintain a modern hospital etc. Skerrit’s proposal sends a desperation signal to potential investors.

    I am not against Chinese people coming to Dominica as citizens. China has over 1 billion people who are in need of a new location to seek opportunities and escape their carbon-monoxide filled atmosphere that will eventually cause all of their deaths. I love that they want to experience a different place and Dominica is giving them the opportunity to do that. Different cultures coming together is a great tool toward ending cultural confinements that keep adept human-beings in one place. That is soul drenching and nauseating. We need to be able to explore the world to keep our souls, hearts, and minds balanced.

    These are my concerns:

    1). Their failure to employ Dominicans in their businesses.
    2). They employ their own and it is prevalent in their businesses.
    3). There seems to be little communication happening between these new citizens and the locals.

    The Prime Minister needs a viable plan that will integrate these two cultures by engaging them through various talks.

I don’t care who agrees with me or not because I’m not trying to will a popularity contest, but you cannot have a government selling out the country like that. The thing is though it have a lot of foolish people in Dominica that blindly praise this man for everything he does. They never seem to see the repercussions of his actions until it’s too late. China is not Dominica friend. They don’t just do things just because they feel like being friendly. Yes they have to pay but that’s like nothing to them. So many countries are in debt and one of their biggest creditors is China. I know some nuisance going to come and try to rebutle this out of pure ignorance.     There is now mass hysteria about the abysmal situation in Dominica, but we are failing to address the situation.
    Skeritt did not elect himself as Prime Minister, the greedy grabbing people of Dominica did that knowing that Dominica needed a change.

    I am confident that Mr Skeritt desires the best for Dominica,, and I am not being facetious but after three terms in office, it was obvious that he and his ministers did not have the prerequisite to steer Doninica forward to prosperity. Yet lazy, grabbing, avaricious Dominicans voted him in.

Remember who fought stidently against independence but then destroyed the country economy by striking, so they could gain power, who started the citizenship program in1994.     Our PM expects foreign investment would create more job opportunities for the domestic population, boost the development of the tourism industry, and facilitate infrastructure construction and energy programs.
    Chinese investors here don’t create lucrative job opportunities for us local.
    Promise of a Hotel at PWC site is a pipe dream for years now….talk with no action.
    Chinese investment in construction? They don’t hire locals.
    Chinese investors didnt invest in geothermal.
    There are Dominican citizens out there who can make 2, 3, 4 times that amount in investment in their land of birth.
    I’m not inspired. Not amused.

    Our problems are deeper than a lack of Ideas for developing our little island. One major flaw is the system inherited for selecting MPs. One has only to be “popular”, and today popularity can be swayed for $$. Ironically, popularity isn’t enough to face today’s challenges, popularity alone can’t guarantee our economic advancement. The result are leaders limited by their lack of understanding of world dynamics and further blinded by greed and personal ambition. To build our nation, our politicians must be genuine and stop giving Dominicans false hope. We must start producing again. Nothing worse than a frustrated farmer, carpenter, college grad. etc. in Dominica. Cyclical tax is a hindrance to economic growth. We need is to boost exports. Before we begin selling passports we should identify core industries for strategic investment and be keen on avoiding conflict with local interest. Give Gov’t workers right for private investment with conditions. The Is have it!

      Steve, if you have ten million dollars, U.S. that is to deposit in a bank here, you could automatically become a citizen of the United States overnight you know, and yet not many billionaires around the world takes advantage of that privilege.

      Again I say if Dominica was unique as Skerrit believes he would all he would have to do is advertise in the New York Times, or the Wall Street Journal, or some popular magazine stating Dominica is open to foreign business, and see what happens.

      Dominica is a dead place my friend, Douglas Charles Airport is not attractive enough for a pull of anybody, according to his old colleague Ambrose George “come again Skerrit.”

      What do you mean? It was never $60,000 USD and is still low in comparison even to St. Kitts with whom they have been partnering to promote the program…. Stuppes. Just like to come and run your mouth with incorrect facts every time!

      The Citizenship Program of St. Christopher (St. Kitts) was established in 1984 and requires applicants to make an economic contribution to the country. In exchange, they and their families are granted full citizenship.

      To qualify for citizenship, the applicant must make either an investment of at least US$ 400,000 in one of the approved real-estate developments in addition to paying government fees, other fees and taxes, or alternatively making a contribution to the Sugar Industry Diversification Foundation (SIDF, a public charity) starting from US$ 250,000 (for a single applicant).

    This is treason against the state.

    1. The program has no accountability and is not transparent under this administration.
    2. The revenues from passport sales cannot be accounted for….
    3. 15 years the DLP is selling passports, what sustainable projects can we show which impact our economy and created jobs from this program.
    4. They should suspend the program, present a comprehensive report of the collected revenue , how it was used and evaluate the short/long term economic performance of the program.
    5. It is treated like a cash cow….what happens when you cannot sell passport no more?

      Some people have become aggressive and demanding.
      It will not be long when a house for sale will cost $1M. Consider the cost of renting.
      As the cost of living escalates, that day is coming.
      The unemployed and poor will not be able to live and eat properly.
      The money must come from somewhere to also construct projects and their completion.

    Well, I predicted that Roosevelt and his high powered team would return home with nada, zip, zero, nothing! If there were those who thought I was crazy, they have proved themselves wrong. The way Skerrit is going about it is wrong!

    You do not attract investors by selling then citizenship for more than a quarter of a million dollars and expect them to rush to your country, the so called investors who would fall for that crap are shady people involved in criminal activities.

    The offer should be: If you come and invest in our country, in return we will grant you citizenship when we see your efforts, such as depositing a certain amount of money into a bank on the island, let’s see your investment capital. That’s how it got started in Ireland!       If Skerrit knew how to use commonsense, he would realize another method instead of selling citizenship might be more an a traction. We need the investments in order for jobs to be created in the country, its about the people, and their earning power through which taxes are extracted to run the country.

      How many people can Skerrit attract to the country to invest by selling citizenship to them? The man is ridiculous! Let us assume ten people arrive, they each pay $200,000.00 dollars making it a total of approximately twenty million dollars, cant that make a dent in the nations poor economy?

      Well, he said he want fifty years, so the he is on his way with the help of the idiots who keep electing him. Let’s see how many investors will flood Dominica to become Dominica at a cost of two hundred thousand dollars. Skerrit, and those who went on vacation with him are in a trance! I hope to see plenty of Chines students attending the State College.

      The second comment immediately following Taking Notes comment is the one by Lougawoo Mem with 44 thumbs up at the same time.

      Why would the readers give the first comment all those thumbs down and I am sure the same readers give the second comment all the thumbs up?

    Well , China does have giant corporations , and engineering capabilities , and all that technology etc etc , and can do a whole lot .Yes , some employment benefit could be derived from it accordingly
    , but there should be concern for some small enterprises , in this particular area . Small Business Associations , should seek support , in not allowing or say, restricting giant wholesale businesses engaging in retailing themselves , thereby weakening their chances to rise and improve , in an already competitive enviroment . Many times those same large businesses still control commodities in their own establishments ..

      China may have engineers, however, ninety (90%) of them are American trained, about half of China engineers and other professionals, are trained in America, and Europe. They go back to China which is mandatory, and utilize their Western learnt skills and professions in their native China.

      Their skills are never exported to places such as Dominica, except when they loan money to people like Skerrit, it is mandatory agreed that they send there people to spend and oversee how the money they loan the beggar country is spent. That is why, they built the Stadium, State House and a few roads in the country, all the money goes back to China, since they even provide the laborers to do the work.

      As for the Large industries in China, they are American, and European owned, they took their business there because of cheap labor! Hence they cannot export industries to Dominica when they have none to export!

Is this special only available to Chinese, or to just about anyone with $200,000, regardless of their character? 2. Are we talking EC$ or USD? That’s important because if it is US I would like to know in whose pocket the difference of EC $336K going. 3. In Malaysia this week you placed a lot of emphasis on “Clean money”.         From our perspective, Dominica seems to have too many people with vested interests in its current decay to change.

    Dominica For Sale.

    Anyone can buy or build a house worth $200,000.00 or more and will automatically have the right to be a citizen of Dominica providing they can afford the price of a passport and hopefully pass some security checks :-D . This is not a joke but if i do not laugh then i will cry for my country.

    Now how on God`s earth uis this going to help the economy. it will not provide any long term jobs jor anyone, a 1000 persons might not take up the offer of this and furthermore it only devalues our passport causing us Dominicans to suffer indignity when we travel across borders through immigration.

    The moneys are gained through this investment programme and it is mismanaged and squandered so we are regressing in terms of development.

    In my opinion, this is a terrible idea and it is very short term gain, if any gain at all for long term pain. Now, this is the perfect recipe for an economic disaster. Jobs jobs Jobs, that is how you raise revenue not by selling…

    It is quite clear to those without blinkers that the DLP is now desperately hoping that the Economic Citizenship Programme (ECP), first introduced in the early 1990s by the DFP Govt, will serve as the linchpin to drive economic growth. The DLP first tried tourism. Failure. Then all hope was on geothermal energy. But all the searing heat remains buried in the ground and the geothermal promise has gone cold. Now, it is the ECP’s funding of real estate developments and the government’s budget. We sit in the Chinese-funded stadium and wait to see if the ECP will produce great fireworks.

    Let the sale of Dominica begin. China is more than willing to have population reduction. This is a get rich quick scheme and shows the lack of innovation and determination to do what is right and best for Dominica. The passport scheme has been in existence since 1993, however we are yet to see a report on amounts sold, revenues generated, and how those revenues have been incorporated into long term investment in the country. Where is the accountability?
    Let’s assume in 22 years we sold one passport a year at $200,000. That would mean to date we would have generated $4,400,000. If this was US then it would be ec $12.1 million dollars. Now we all know that there were more than 22 passports sold. When will Dominicans stand up and stop this madness.
