Dominica only country to record surplus in 2010 – ECLAC

BUSY ROSEAU: ECLAC says Dominica recorded a surplus in 2010 while larger, more vibrant economies in the region showed drastic declines.

While countries such as the Bahamas, Barbados, St. Lucia and Trinidad and Tobago among others shifted from surpluses in 2009 to deficits in 2010, Dominica was the only country in 2010 to record a surplus in its economic activity despite the global recession, according to an annual report launched by the Economic Commission for Latin America and the Caribbean (ECLAC) in Trinidad & Tobago today.

The report, titled ‘Preliminary Overview of the Economies of Latin America and the Caribbean 2010’, was presented by Alicia Bárcena, executive secretary of this regional commission of the United Nations.

The report stated: “Preliminary data for 2010 indicated an expansion of the fiscal deficits in the Bahamas, Barbados, Guyana, Saint Lucia and Trinidad and Tobago while Suriname and Saint Kitts and Nevis shifted from surpluses in 2009 to deficits in 2010. Antigua and Barbuda, Belize, Grenada and Jamaica recorded lower deficits. Dominica was the only country to record a surplus. Central government total debt increased from 76.5 percent of GDP in 2009 to 79 percent of GDP in 2010.  Relative to 2009, there were substantial debt increases in Antigua and Barbuda, St Vincent and the Grenadines and Trinidad and Tobago.”

Growth Prospects, 2010-2011

Growth in Latin America and the Caribbean is anticipated to be about 6.0% in 2010, however, the Caribbean will grow much more slowly at 0.30% as private sector expansion and international and domestic demand remain weak. This performance is much better than the contraction of 3.3% in 2009. Preliminary forecasts points to positive growth of 1.6% in 2011.

Macroeconomic Performance, 2010

The marginal improvement in economic activity in 2010 was mainly on account of the buoyancy of primary commodity prices and increased tourist receipts. However, activity in the construction and manufacturing sectors remained depressed. Fiscal consolidation in Jamaica and Antigua and Barbuda in the wake of an IMF Stand by Arrangement will continue to depress demand in these countries.

Preliminary data for 2010 indicated an expansion of the fiscal deficits in the Bahamas, Barbados, Guyana, Saint Lucia and Trinidad and Tobago while Suriname and Saint Kitts and Nevis shifted from surpluses in 2009 to deficits in 2010. Antigua and Barbuda, Belize, Grenada and Jamaica recorded lower deficits. Dominica was the only country to record a surplus. Central government total debt increased from 76.5% of GDP in 2009 to 79% of GDP in 2010.  Relative to 2009, there were substantial debt increases in Antigua and Barbuda, St Vincent and the Grenadines and Trinidad and Tobago.

The current account deficit improved slightly in 2010 to 16.5% of GDP from 17.3% of GDP in 2009, due to severe adjustment as imports declined significantly due to lower domestic demand and exports also fell as international demand remained depressed.

Overall labour market conditions worsened in 2010. Unemployment increased in Barbados, Jamaica, and Trinidad and Tobago (countries for which 2010 data are available). In Barbados the unemployment rate increased by 0.80 percentage points to 10.7%, year on year to June 2010. This captures the 35% decline in the number of persons employed in the construction and distributive trades during March to June 2010. The unemployment rate was much higher in Jamaica, increasing from an annual average of 11.4% in 2009 to 12.9% in June 2010 reflective of the 86,600 jobs that were lost between October 2008 and April 2010. In Trinidad and Tobago the level of unemployment increased from an average annual rate of 5.7% in 2009 to 6.7% in March 2010, the highest level in three years. In Trinidad and Tobago, total employment contracted by 24,700 persons from the first quarter of 2009 to the first quarter of 2010 with the construction sector shedding 13,300 jobs, followed by transport, storage and communication sector which recorded job losses of 5,500.

There was an overall uptick in inflation in 2010, compared to 2009 but still below levels of 2007-2008.  The inflation rate was highest in Trinidad and Tobago (13.2% in September) followed by Jamaica (11.3%).  On the financial side, growth in domestic credit to the private sector decelerated and actually declined (7 countries) in 2010 as consumer confidence remained weak.

Challenges

  • Natural disasters continue to poses a major challenge to growth and sustainable livelihoods. For instance, the earthquake in Haiti, led to the loss of 220,000 lives and damage and loss totaling US$7.8 billion slightly greater than the country’s GDP (2009). Most recently Hurricane Tomas caused major damage in Saint Lucia and St Vincent and the Grenadines.
  • High public debt and narrow revenue streams hinder the ability of governments to implement countercyclical policies
  • Lack of bankable propositions/ suitable investment for financial institutions given their high levels of liquidity
  • The creation of productive and sustainable employment
  • These challenges threaten the attainment of the MDG’s, in particular the eradication of extreme poverty, achievement of universal primary education and improving maternal health

The way forward

  • Regional integration must be pursued in earnest to provide regional public goods including infrastructure
  • Diversification of export markets to include new and emerging players in international trade players like China, India, Brazil and Latin America
  • Creation of sustainable projects through public/private investment programs aimed at boosting internal and regional demand
  • Diversification with emphasis on new export products with higher  horizontal and vertical value added and processes that incorporate new technologies
  • Financial regulation and supervision to avoid risk in domestic and regional financial markets
  • Development of new engines of growth that provide sustainable employment (e.g. creative and cultural industries)
  • Greater investment in human capital aimed at increasing domestic capacity
  • Maintaining social safety net programmes which target the poor and most vulnerable.

Sorry to say while this sound like good news it only came about because of the high level of grants we were given The question is will the influx of grants to continue that good news on a yearly basis continue?? Prime Minister Skerrit and the Cabinet can take comfort in the knowledge and understanding from a recent political surveys that was neither paid for by the DLP nor commissioned by our PM that the DLP would still form the government if it were to have an election again within the next six to nine months with an increased majority 19-2. This means that the Roseau seat would swing to the DLP.

    The results of the poll will be given in detail this Sunday.

    So let the fellahs exploit their democratic rights. We will continue to effect growth in the economy and improve the standard of life for all Dominicans. Better days are coming in 2011 for Dominica and so the haterz will be kept busy researching all history books and audio clips to recite for us and make us believe that we have civil rights violations in Dominica. Dr. Martin Luther King fought for better conditions for black people in America who are still a segregated class in America – they do not read, they rejected wholesale his teachings, they do not save , they do not pull their economic resources together, and they do not respect their women’s dignity.

    This is not our reality in Dominica. We fought off segregation a long time ago, we pull our resources through our Credit Unions which ranks in the top three across the Region and the top ten Internationally. We have had a woman Prime Minister. Our Kids are guaranteed and education from almost birth to 18 years of age. We even export educated individuals to America.

    Over the years we cried that progress is slow , but we are taking major steps to accelerate the growth of progress in Dominica. Do continue to keep the faith my fellow Citizens and have a Merry Christmas and a Happy New Year.

    Make the year 2011 the year that for every 10 dollars that you have in your pocket put one dollar with your local Credit Union. Make this sacrifice not for me, but for your children and yourselves.

    Residual increase in tourism over the last 5 years is the only explanation. Because the other countries had an established tourism supported economy or in the case of Trinidad and B’dos their tourism mechanism was a working and existential system the effect or impact of the economic recession was immediate. In the case of Dominica the momentum of the economic recession affected us in such a way that with the down ward trend in tourism the economic readout still show improvement. It means that we basically went from nothing to something. Our agriculture industry went dormant and depended on tourism.

    The result does not show that we did not experience a downward slide in tourism activities. It just meant that wherever the slide stopped the stopping point was at a location above where we started climbing. This is not a political assessment just my take.

    Hmmm, i wonder why i haven’t heard the opposition and their supporters comment on this new discovery whereas when it was the one in reference to corruption, they were all there to give their comments. I commend the DLP administration on this accomplishment and encourage them to continue to work to move our country to the next level.     Yeah right? Based on what? No production, decrease in tourism activities.. How much is debt? Where did the surplus comes from? How was it derived? How does a country with minimal productivity have a surplus? Was the additional 27 million dollars to build the palace consdered in this calculation?

      It is not healthy to be a partisan all the time.

      Cheer when something good happens, even if you did not vote for the person or party.

      Don’t wish for bad news, this is good news and we should enjoy it, irrespective of whose watch it came under.

      If the Government does good, we all do good.

      If the opposition does good, we all do good.

      Dominicans….we all are!

      My good people just imagine if Dominica was under France how far we would have been!!!

      It had to take a French Man to be leader of the Commonwealth of Dominica for such economic performance and development to occur!!

      All the haterz can make noise. All those in the Diaspora working as lawyer, with world bank , with IMF and the rest that writing those world organisations giving false information to Human Rights International, Transparency International, United Nations, IMF, World Bank, European Union, CIA, Corruption Watchdog, and the rest of the International Media still cannot believe that Dominica is making progress.

      Now the new strategy is to try and get Grand Bay People in a rage to try and turn against Miss Charles and Skerrit and Labor Party.

      Why?

      They fraid if Gran Bay is still for Labor they know their call for civil disobedience will not materialize!!!

      They are fraid of Grand Bay so they crying for Ma. Charles to resign or cross d floor.

      Come January 2011, Miss Charles will be acting Prime Minister of Dominica when PM Skerrit goes to his next schedule Regional and International Meeting. And that was decided in Cabinet already!!!

      All you doh want to see Miss Justina Charles act as Prime Minister but the good lady of Dominica , a widow will give hope to all women who have lost a loving husband that there is life after a love one passes. And one can still realize their full potential.

      Our Hon. Prime Minister Skerrit and the Cabinet can take comfort in the knowledge and understanding from a recent political surveys that was neither paid for by the DLP nor commissioned by our PM that the DLP would still form the government if it were to have an election again within the next six to nine months with an increased majority 19-2. This means that the Roseau seat would swing to the DLP.

      The results of the poll will be given in detail this Sunday.

      So let the fellahs exploit their democratic rights. We will continue to effect growth in the economy and improve the standard of life for all Dominicans. Better days are coming in 2011 for Dominica and so the haterz will be kept busy researching all history books and audio clips to recite for us and make us believe that we have civil rights violations in Dominica. Dr. Martin Luther King fought for better conditions for black people in America who are still a segregated class in America – they do not read, they rejected wholesale his teachings, they do not save , they do not pull their economic resources together, and they do not respect their women’s dignity.

      This is not our reality in Dominica. We fought off segregation a long time ago, we pull our resources through our Credit Unions which ranks in the top three across the Region and the top ten Internationally. We have had a woman Prime Minister. Our Kids are guaranteed and education from almost birth to 18 years of age. We even export educated individuals to America.

      Over the years we cried that progress is slow , but we are taking major steps to accelerate the growth of progress in Dominica. Do continue to keep the faith my fellow Citizens and have a Merry Christmas and a Happy New Year.

      Make the year 2011 the year that for every 10 dollars that you have in your pocket put one dollar with your local Credit Union. Make this sacrifice not for me, but for your children and yourselves.

        And I do not care, if I should wake up to find out that I am dreaming. All that matters is that I have read something good about Dominica in a news article from DNO, for the first time, in all of the last 5 months that I have been here; dream or reallity.
