Dominica scores 5.2 out of 10 in latest Transparency Int’l 2011 CPI rankings

Dominica has scored 5.2 out 10 in the latest Transparency International (TI) 2011 Global Corruption Perception Index (CPI) ranking.

According to the TI index, 10 is the least corrupt while 1.0 is the most.

In the report, which was released last night, Transparency International also ranked Dominica at 44 of the 182 countries surveyed.

The 2011 results for Dominica remain the same as that of 2010 which gave island 5.2 on the CPI ranking and country rank of 44.

However the ranking has dropped a couple of decimal points from the 2009 report which ranked Dominica 5.9 on the CPI scale.

The CPI ranks countries according to their perceived levels of public-sector corruption. The 2011 index draws on different assessments and business opinion surveys that are carried out by independent reputable institutions.

The surveys and assessments that are used to compile the index include questions which relate to the bribery of public officials, kickbacks in public procurement, embezzlement of public funds, and questions that probe the strength and effectiveness of public-sector anti-corruption efforts.

According to the report Trinidad and Jamaica are most corrupt countries in the English speaking Caribbean with CPI scores of 3.2 (country ranking of 91) and 3.3 (country ranking of 86) respectively.

The report showed that Barbados is the least corrupt with a ranking of 7.8, followed by the Bahamas (7.3), St. Lucia (7.0), St. Vincent and the Grenadines (5.8) and Dominica (5.2)

New Zealand was ranked as the least corrupt country with a CPI score of 9.5, while North Korea and Somalia were both ranked at the other end of the 182 country scale with a CPI score of 1.0.

    we all should agree that it is perception. we shouldnt be looking the the number per say but our position in relation to other contries.
    The people who say that this survey is crap are trying to say that new zealand is a very currupt country and somalia is one of the least corrupt. The piont is that there is a certain level of accuracy to it.
    the people who decide, in the face of all these indications, to jump on the party train are the ones letting dominica down. Call it what it is people and stop playing party politics with the future of the country…we all know of the corrupt practices that has been going on….ALL OF US KNOW…. the sad thing about it is those of us who are level headed will be brought down aswell.

      You got the point. The word was not misspelt but this was just an inadvertent space between letters. However I still see that you have still not learnt how to correctly spell. For the record I understand every part but I was pointing you to the fact that we have done worse than 2009 and that is right there in the report if you can read between the lines. Do you know that robots can’t think? You just send them some kind of signal and get them to respond in a certain way. There reaction is most often anticipated.

      I was witness to fundamental corruption on Tuesday morning at the main airport. I came with one small suitcase clothes and hygenie supplies.I saw a woman who was on the plane with me by pass customs with 25 and i repeat 25 bags( came from shopping in PR) while other D/can were searched inside out. blatant corruption.I guess the custom officers fear the job. I later learned it was the chief of corruption’s wife or girlfriend.
      So giving DA’s gov’t custom officers police and citizens as denizens a score of .000001 would be in order.

    its funny they did not mention cuba or venezuela,i wonder were they analyze cuba or venezuela,one would think based on dominicas alliance to ALBA,that dominica would be in the red with a 1.0,or would that be to clear to see that this a bullshit DATA,were does this people gather their information,or better still from whom,this types of information has got to come from within the government,or political party’s,or the government has to be making deals characters on CIA watch,which of course,is yours truly,dominica is not a socialist country, i guest accepting aid from china or venezuela does not sit well with certain capitalist countries,so it is easy to black book dominica,not blatantly,but subtle,this story has a continuation,am waiting to read part two.

    This is a perception index and we should be carefull about about placing too much importance to this index. The following from Wikipedia is instructive for those interested:

    The Corruption Perceptions Index has drawn increasing criticism in the decade since its launch, leading to calls for the index to be abandoned.[10][11][12] This criticism has been directed at the quality of the Index itself, and the lack of actionable insights created from a simple country ranking.[13][14] Because corruption is willfully hidden, it is impossible to measure directly; instead proxies for corruption are used. The CPI uses an eclectic mix of third-party surveys to sample public perceptions of corruption through a variety of questions, ranging from “Do you trust the government?” to “Is corruption a big problem in your country?”

    The use of third-party survey data is a source of criticism. The data can vary widely in methodology and completeness from country to country. The methodology of the Index itself changes from year to year, thus making even basic better-or-worse comparisons difficult. Media outlets, meanwhile, frequently use the raw numbers as a yardstick for government performance, without clarifying what the numbers mean.

    The lack of standardization and precision in these surveys is cause for concern. The authors of the CPI argue that averaging enough survey data will solve this; others argue that aggregating imprecise data only masks these flaws without addressing them.[15] In one case, a local Transparency International chapter disowned the index results after a change in methodology caused a country’s scores to increase—media reported it as an “improvement”.[16] Other critics point out that definitional problems with the term “corruption” makes the tool problematic for social science.

    Due to the sources used the index produces a view of corruption as mainly viewed by (Western) business elites. In comparison, the questions in the Eurobarometer surveys 64.3 (2005), 68.2 (2007), 72.2 (2009), and the Flash Eurobarometer 236 (2008) established by the European Commission for all of the 27 European Union members states ask the perceptions and experiences of the general public. In general,the results show a very large divergence between the perception of living in a corrupt country by the general public and the experiences of corruption in everyday life.

    Aside from precision issues, a more fundamental critique is aimed at the uses of the Index. Critics are quick to concede that the CPI has been instrumental in creating awareness and stimulating debate about corruption.[not in citation given] However, as a source of quantitative data in a field hungry for international datasets, the CPI can take on a life of its own, appearing in cross-country and year-to-year comparisons that the CPI authors themselves admit are not justified by their methodology. The authors state in 2008: “Year-to-year changes in a country’s score can either result from a changed perception of a country’s performance or from a change in the CPI’s sample and methodology. The only reliable way to compare a country’s score over time is to go back to individual survey sources, each of which can reflect a change in assessment.” [17]

    The CPI produces a single score per country, which as noted above, cannot be compared year-to-year. As such, the Index is nearly useless as a tool for evaluating the impact of new policies.[15] In the late 2000s, the field has moved towards unpackable, action-oriented indices (such as those by the International Budget Partnership or Global Integrity), which typically measure public policies that relate to corruption, rather than try to assess “corruption” as a whole via proxy measures like perceptions.[13] These alternative measures use original (often locally collected) data and so have the same non-comparability problem as the CPI and are limited in scope to specific policy practices (such as public access to parliamentary budget documents) and so they are only an indicator of visible corruption/policy corruption.

    The inherent value-ladeness of any definition of what represents a corrupt policy is also a concern for the CPI or any other measure corruption. For example, any measure must weight the extent to which corruption has a negative impact on citizens of that country. Measures can focus on the extent to which corruption negatively impacts citizens’ lives on many dimensions including quality of life, health, economic well-being and liberty. Therefore, current measures have also been criticized not just for their methodology but for their breadth and the value choices that are required to be made in deciding how to weight the importance of various aspects of corruption.

    “Honest” Cuba comes in at 4.2
    Our new-found friends in Italy at 3.9
    wich ranks above China at 3.6
    followed by Morocco at 3.4
    then Libya at 2.0
    and Venezuela scores only a lowly 1.9

    I hope they are learning from us and not the other way round as the trend appears to indicate!

    It’s funny how we always blame governments all over the world as being corrupt and never once see it as being somewhat we the citizens fault.When we ask of our governments to go pull the devil’s tail what do we expect? I listen to all the talk shows and people are always calling in asking for jobs, roads and all sorts of things especially in a country like dominica what do you expect. So the government as being under pressure nowing if they don’t give the people what they want with a short time frame as (4-5)years time they going to loose the next election. You tell me what would you do or should do? I would give them what they want only that i may have to sell their passports, have relation with any country once the money is there simply do anything possible to fix all their problems. But here’s the hard part, you do all that to please them based on all they ask (development) because they so jealous of what they see in other countries yet still they call you corrupt and all sorts of names. I’ve found it very difficult to deal with humans that’s why i understand what God has to go through with us humans the same people he created. Humans be careful what you wish for.

    Can’t you morons see that we are slipping deeper in corruption? From 5.9 (which is closer to 10 the least corrupt)in 2009 to 5.2 in 2010 and going closer to 1 which is the most corrupt. Haven’t you all heard perception is as good as reality? The fact is, that is how we are seen by Transparency International and this is nothing to be proud of. Instead some of you stand up and say to your leaders we need to do better, you make lame brain excuses about perception. I wonder if that is how you teach your children. Your son or daughter would see an actual duck but you will tell them ” Son what you see looks everything like a duck but it is actually a parrot.”

      While the index is called a perception index, it is based on surveys of business people who do business with the countries. Their perception is based on their experience of doing business with authorities in the countries. So, there is an element of realism in the index.

        Didn’t you also read we were 5.9 in 2009 and are now 5.2? This means we have gotten worse. You conviniently left this major part out. Thats how folks who are always on the defensive and always quick to make excuses will behave. Rmember most of all the things which are now coming to light that some of you call allegations, were done earlier than 2010.
