Dominica to submit long overdue UN civil and political report

Dominica will submit its civil and political report to the United Nations 17 years after it was due, the UN Human Rights Committee has said.

The island has been silent on the matter since the coming into effect of the International Covenant on Civil and Political Rights (ICCPR) in Dominica in 1995.

The report will allow the Human Rights Committee to monitor implementation of the (ICCPR) in Dominica.

In a news release dated August 9 2011, Patrick Mutzenberg, Director of the Centre for Civil and Political Rights says the committee wants to have constructive engagement with states to promote implementation of the agreement.

The Human Rights Committee’s decision to regularly review states whose reports are long overdue ensures these states cannot escape scrutiny by failing to comply with their reporting obligations, the release stated.

“The review will enable the people of Dominica to be heard and the Government of Dominica to gain the support it needs from the international community, in fulfilling its international obligations,” the news release said.

The Centre for Civil and Political Rights has urged Dominica to accept technical assistance from the UN to fast-track the submission of its report.

The Centre wants state and civil society actors here to collaborate to end Dominica’s silence on civil and political rights.

ICCPR commits its parties to respect the civil and political rights of individuals, including the right to life, freedom of religion, freedom of speech, freedom of assembly, electoral rights and rights to due process and a fair trial.

    These inalienable Rights,are all in your constitution( The CONSTITUTION OF THE COMMONWEALTH OF DOMINICA).But to some degree,are being suppressed,and violated by Governments,past and present. The fact of the matter is, it is to secure,protect, and defend these Rights, that Governments are instituted among men in the first place,especially in a Democracy;such as yours.
    In a Democracy,you have a Right to petition your Government. And you can do so in various ways;for instance rallies,marches(peaceful protest) without the fear of being arrested,or persecuted. And yes you as Citizens,have a Right to ask questions about the things and issues which affects you and your Country.
    It is ridiculous,downright perverse, and illegal to know that in a peaceful protest,march or rally,or even an assembly,that Police and other agents of the Govt.,are taking pictures of People lawfully gathered and engaged in such peaceful activities,are persecuted, arrested,charged and fined…Absolutely outrageous,and a clear violation of their Legal and fundamental Rights.
    Education,and accurate information are essential factors in your quest to identify,understand,and resist those blatant violations..People need to be adequately and accurately informed so that they can make the correct decisions in the context of Democracy…One of the problems here in Dominica,is whatever is dished out to us,we take it.

    Fundamentally Important….The definition of GOVERNMENT……”All men are created equal.They are endowed by THE CREATOR with certain inalienable Rights,among them are the Right to Life,Liberty,and the pursuit of Happiness.And it is to secure these Rights that Governments are instituted among men”.
    This is the primary purpose for which Governments exist….
    There is no point in Government,unless it is to secure, and protect the Rights of its Citizens. And there is no point in Govt.,unless it is to improve the lives of its Citizens.
    We can never be a true Democracy,unless we as Citizens are free and our fundamental Rights are secure and protected by our Government…And we cannot build a Nation on a foundation of disunity and the Rights of our People are not protected.

    So why is that report 17yrs. late?…Blame is not only with this present Govt.,but past Governments as well.
    They neglect the Rights,and interests of the People and the Country, while on their relentlessly selfish pursuit to acquire Power and Wealth.

    It simple states that I as a fully gay person can live and walk on the streets of Roseau with no fair and the protection of the government. It means that persons with different sexual orientation can finally live life to the best of there ability.. When Skerro answer the question on why the government criminalize consented adults who has same sexual orientation, i hope all those who against repealing the laws will go to the convention and answer for him..     Since 1994 ppl…an y dont u guys first find out wat the criteriais, what info has to be researched, statistics etc are needed to developm this report….three governments have failed to do this, so please do not make it a political issue, even the UN notes that its a challenge for small countries lie outs to undertake such a task…lets give ourselves a break here,

        It does not get more political than that, when acts are “…garbaged by the Speaker of the House”. You do not have to put any spin on it, bro, ’cause we get it. And why the gloating, anyway. Hah!!

        What’s the big deal with the ICCPR, anyway? When you will soon learn that the ICCPR forces us to accept homosexuality, you will soon change your tune. I have no issue with homos, unlike my compatriot Liz, but no country should be forced to accept it or be condemned by the UN.

        For example, the USA does not recognize the International Court of Justice so US citizens cannot be tried by that world body. On the other hand, the USA kidnaps and tries foreign nationals in their civilian courts and their military tribunals. Sometimes innocent people are held for years without trial and then released without compensation. Here’s your champion of Human Rights!! Ask George Bush!!

    When wilful murder is committed in Dominica, the perpetrators should have a date with the headsman or the hangman. No question about that. A right to life would mean to obey the ten commandments of God and to bey the law of the land.
