Dominica’s CBI crowned best in the world for second year

Dominica’s Citizenship by Investment Programme (CBI) was named best in the world for the second year in the CBI Index published by the Professional Wealth Management (PWM) – a publication from the Financial Times, released today, August 22, 2018.

The report notes that the expanding industry attracts more investors seeking greater mobility and business opportunities, often prompted by shifting global economic and political tensions.

According to the report, of all 13 CBI jurisdictions worldwide, Dominica spearheads the industry, scoring perfect marks in five of the seven pillars against which each the programme is evaluated.

The seven pillars measured by the CBI Index are: Due Diligence, Freedom of Movement, Standard of Living, Minimum Investment Outlay, Ease of Processing, Citizenship Timeline, and Mandatory Travel or Residence.

According to the report, Dominica remains the world’s best economic citizenship jurisdiction due to maintained high levels of timeliness and simplicity in process, an affordable investment threshold, and a robust due diligence framework.

This result is a testament to the small Caribbean nation’s CBI programme successfully withstanding the challenges presented by last year’s hurricane season, it said.

Moreover, their latest Styrofoam and plastic ban initiative announcement earned Dominica widespread international accolades for being a responsible part of a Global Community – the exact mindset that guides the country’s leading CBI programme.

Dominica further serves as a commendable example of how CBI funds can be used to improve the lives of its citizens, such as the recently announced construction of 5,000 new homes, financed entirely by the CBI programme, the report stated.

The programmes assessed in this year’s CBI Index include those offered by Antigua and Barbuda, Austria, Bulgaria, Cambodia, Cyprus, Dominica, Grenada, Jordan, Malta, St Kitts and Nevis, St Lucia, Turkey, and Vanuatu.

PWM notes that more investors worldwide – especially from China, Russia, and, increasingly, the Middle East and Africa – are attracted to the notion of obtaining dual nationality.

This trend is predicted to grow among global families affected by socio-political instability in their home countries, or international businesspersons seeking expanded visa-free travel and business opportunities.

Ranked second in the 2018 CBI Index, the Federation of St Kitts and Nevis.

    Yes, but it is also a none accredited university!

    It is important to note that in 2016 the population of India was 1.23 billion people; is it not surprising that the student population of the Punjab university is approximately thirty thousand people. Something must be wrong, that would mean their academic degrees worth’s nothing!

    There are collage student body in the United States which comprise more than thirty thousand students, even some two year colleges!

    The current population of the United States is 326, 922, 380: that is three hundred twenty-six million, nine hundred twenty two, three hundred eighty people. Of that amount during the 2016-2017 semester there were 1.1 million foreign academic students in the United States!

    The Citizen By Investment(CBI) program is a massive criminal scam. I have done some research on it. That whole CBI business is an initiative which emanates from the financial centres of the world, i.e. the people who work in the financial industry. I don’t know if many people in Dominica are aware that money matters: banks, insurance, investment, mortgages, stocks and shares, etc. is a huge industry employing, in some countries, hundreds of thousands of people.
    In the United States the financial centre is Wall street, in England it is called “The City”, Hong Kong is important in that respect also. All the major industrial nations will have a similar financial sector. The financial sector provide services and create financial products which they sell.

    There are a large number of people in the world today whose sole concern is making money and becoming wealthy while others are already minted. There are another set of people who want to hide their activities(like terrorists and…

We need to wake up from this foolishness. If hurricane Maria did not wake us up something else will wake us up. We must really take heed to what God is saying will take place in the Caribbean and repent and change our ways. Time is running out. We are living in the last days. Some people live like this is not true but it is. The signs are everywhere. It is time to stop the fighting and criticizing and turn to Jesus. He alone has the answer.

    An other point that we seem to be missing. The CBI passport is good business. Very profitable. Compare the inputs to the financial benefits, its a fantastic business, and it is internationally legal. But when we try to paint it as a rutton business we will lose customers…all our customers because the agents involve can find other business partners.
    It is the best source of revenue for the Government. Dominica’s tax base is like 30,000 adults if that much. How much tax can the government expect from this base. Also agricultural and fisheries income is tax free. So the tax base is reduced even more.
    So is the opposition forces succeed in destroying this program as part of their efforts to take down the government . The loss will be like a Cat 5 hurricane. So when Hurricane UWP unleash its destructive forces every Dominican will suffer. We will be like victims of hurricanes, volcanoes and earthquake all at the same time. What will the opposition gain if this happens.

To be an agent you must have Skerrit’s approval. Looking at the state of our country I can not see many signs of the benefits of this
      largesse. Our import duty are sky high and our health service is so sick Matt have to have a whip round to send Blessings to Guadeloupe for treatment. Our country is in a bad way So really, I do not think our poor going to miss that CBI, they have nothing already.

Do you think that if they did not look at all the angles before they quit their investments. Don’t you think they would analys every avenue to predict on concerns of the future safety of their assets, their staff and the customers. The place was considered “unsafe” now and in the future. So the found the best solution iis to leave. If the opposition forces were reasonable they would not use Ross as a political drum. They would find out from Ross what can be done to return to Dominica. Who says that they cannot have an other school in D A.

    Now as an old fashion country boy, I am not too verse on global economics. However, I am compelled to believe that all governments want to improve the living standards of its people. Be it through prioritizing political or economical rights.

    Clearly, our CBI program is very successful. Be that as it may, politically we are fighting within ignoring external forces. We are now a silhouette.

    We must protect our self because ‘Progress (King Austin, 1980 0:55 – 1:16)’ due to ‘Progress (King Austin, 1980 2:10 – 2:24)’. The world is very unforgiving.

    My colleagues opposes me on that, but again I say, with the financial success from CBI lets aggressively explore the medicinal marijuana and hemp industry. I believe that with robust policies and a ‘well thought of’ infrastructure in place Dominica can achieve economical power house status.

    Remember, economical Stability is synonymous to trade.

    You know a search on the web can give us a lot of information. The Financial Times is a very reliable newspaper and does not deal in fake news. It has a very good reputation internationally.
    Then there are 88 countries doing this passport thing including the USA in one form or the other.
    Then an honorary Doctorate is a doctorate and recepients can be called Doctor. There are many recipients in the USA but it is no big deal because cash is not involved. If I am not mistaken the late Dr Eric Williams of Trinidad and our Dr Honeychurch are honorees.
    Besides what is the big deal about calling the P M, Doctor. It is just a citation of recognition .

    Let there be no doubt, this is a big victory for the people of Dominica, the Hon. Prime Minister, the DLP administration, and all who work to manage this programme. It is all the sweeter in light of the sustained blistering attacks on the Programme and its managers from within Dominica and without especially in the last five years.

    It is also a slap in the face to Linton et al who seem to have made it their raison d’etre to undermine and destroy the programme, arguing mischievously that: Our re-engineered CBI programme is a risk to international security, it is a mechanism expressly designed and managed to facilitate cross border corruption, it is weak on “due diligence,” and that Dominica is a “dictatorship” on the verge of being a “failed State.”

    This international accolade screams otherwise! It confirms that our programme is well-designed, sound, and very well-managed and our standard living is comparable to what occurs globally. Bravo to the DLP! Take a bow, Skerrit.

When we heard Alireza Monfared was in trouble we rushed him a CBI passport so he could be protected. When we hear Diezanai Alison- Madueke was in trouble all the way in Nigeria, we rushed her a CBI passport and CBI job to protect her. Since we following America news I am sure we know now that Paul Manafort and Michael Cohen, both friends of Trump, so I wondering if someone like Skerrit should not rush them a CBI passport so they could find a safe haven here.     While they try to make it seems that every Criticism about the CBI process is a mark for being an enemy of the state, they squander every penny received under the CBI and the ordinary Dominican can not benefit in a sustainable way from the program.
    I am not against the CBI if managed properly, even Canada and the US have programs as such (though not their mainstay) but what I would advocate for is for better administration of the program and a more fair process for access to a portion of those funds by every Dominican who would wish to make proposals for developmental projects. It cannot be left to the discretion of one man to decide who sells passports and who receives loans under the program. There should be a more competitive platform where every Dominican could propose projects and let a board decide on the best options annually. Of course, the winners don’t get free money, they access monies as a soft loan which they should pay back from proceeds of the projects.

    Oh boy Dominica is crowned number 1 in the world for it’s ability to entertain and hide known wanted criminals? That’s a dishonor and no wonder Ross University had to leave Dominica and Skerrit made no effort to keep them after 40 years. Based on that rating Dominica is definitely not the place to house a USA Medical University at this time because Americans believe in the safety of their people and therefore knowing how their sons and daughters are surrounded by world wanted criminals like Monfared, Ross University had to run away and Skerrit and Tony CANNOT SUE them. Now I understand. The damn mystery getting clearer every day man. You Remember Monfared was hiding in the Portsmouth constituency and was often seen riding with high level government officials? That sure got Ross scared boss and now we legally holding our position as number 1 in the world, for aiding, accommodating, and hiding criminals? Parry that’s why Ross advised their students to stay away from danger

    Wow Dominica is best in the world for something? Well heepeep huray! So what is it we best? Are best in fighting cancer related death? Unfortunately not because we rate third highest death by cancer rate in the WORLD! Are we first because we have an international airport, good hospital, a government that places emphasis on education? Unfortunately not because if we had any of the mentioned Ross University would not have spent over USD$ 30 million dollars to run out and go to Barbados. What are we number 1 in Skerrit? In making Dominica more conducive for criminals like Alireza Monfared to come and hide knowing that they will be protected by our government and the military arm of the government of Dominica? We are not # 1 in the Caribbean in anything that is good but rather number one in the world for everything that is bad. What a shame! I bet you Ralph Gonsalves would prefer to take our airport from us everyday than to be voted number 1 sale of passports to crooks and criminals

    “Affordable investment threshold” what the dickens does that mean. These aliens put out some money to buy a passport from Dominica which allows them to travel to other countries, but how many of them reside in Dominica? or invest in Dominica businesses to create jobs and earn foreign exchange? We do not know who these people are and based on the track record of recent past many are criminal elements. Do these people own a piece of the new hotels being constructed? The entity which put out this report is biased and so I’m not putting much credence in the statement. Couldn’t they tell us how many passports have been sold by each country on an annual basis rather than this verbose statement of praise? Where is the beef?

      OK so on one hand you have people saying that there were thousands of passports sold and on the other hand you have people saying there were ‘many’ criminal elements. Let’s say that a 1000 passports were actually sold. There were 3 cases of criminal elements (Madueke, Monfared and Coello) as far as I can remember. That’s 0.003% (if you take the claim of thousands being sold). The way I see it for a program that has the tendency to attract criminal elements (obviously since it’s a way to evade bans or sanctions) a 0.003% failure rate in due diligence doesn’t seem that bad to me especially since those cases were high profile and knowledge of their involvement in criminal activity was only known after the fact.

      Now don’t get me wrong I’m not trying to defend the government here, they still have to answer to why these people had DIPLOMATIC passports not the ordinary CBI passports but in the interesting of being fair we have to work with the facts.

    According to this organization, Dominica is heaven on earth. If things are so spectacularly rosy and bright, why are so many Dominicans leaving for greener pastures? Why is Dominica last in everything positive in the sub-region? The CBI generates billions thus far, where is all this money going into? Look at the dilapidated and decrepit state of the country. The roads suffering from pothole disease, the bridges falling apart, there’s an acute shortage of houses, no modern airport or seaport facilities, government buildings in very shabby conditions, the Princess Margaret Hospital is a national shame and I’m only just beginning. If things were so great and promising, Ross U would have had no reason to leave after forty (40) years of doing business here. Only Dominicans who are willing to willfully suspend their commonsense will believe this fantasy.

      The CBI money is not accounted for and it is a false claim that it generates billions.
      The problem in Dominica is that the people are not self-reliant, they expect more from outsiders than themselves. Notice government has no serious policy aimed at local business and creative people.

    I feel like the chariot maker in the book, ‘The Richest Man in Babylon’. So much wealth is reported from the CBI program but yet I cannot see it nor taste it. I have to labour month after month with only hopes of the slightest elevation of my situation.

    While it is flattering to see Dominica ranked in first place we should exercise some caution in accepting this at face value. PWM (Professional Wealth Management) produce their index in cooperation with CS Global, who are Dominica’s exclusive marketing agent for its CBI programme.
    I would prefer to see a truly independent survey, carried out at arms-length from parties that have an interest in a preferred ranking of their clients.

      I think the fact that our programme has received the quiet blessing of key world powers already tells you that our programme is solid.

      In case you have not heard. Skerrit is not a Doctor of Anything, further He has NOT done a good job for Dominica. Everybody knows, even those who support him for personal gain..#wakeup!!
      He is singlehandedly responsible for crippling the country.

        This is fair comment. Roosevelt Skerrit does not have a Ph.D. but a honorary doctorate. Such a title is not normally used in a formal address. It is considered bad form to do so. Roosevelt Skerrit received his honorary doctorate in the Punjab (India) following a donation, equivalent to close to E.C.$.60, 000 at the time, to the Pingalwara Charitable Society. It is safe to assume that the money did not come out of Roosevelt Skerrit’s own pocket but Mr. Skerrit’s government sources i.e the Dominican tax payer paid for Mr. Skerrit’s “doctorate”. (DNO, 23 Feb. 2016).

        UKDominican, how do you end up concluding with such certainty that “Mr. Skerrit’s government sources i.e the Dominican tax payer paid for Mr. Skerrit’s “doctorate?” Where in your post do you shown the connection between that gift of $60K and the offer of that honorary degree?

        This is the kind of jumbie logic that Linton spins your way that keeps your brain clouded. The more you listen to it, the more it becomes part of you. Take a break from that plebeian style of reasoning! Educate yourself. Read, participate in public forums where mature, civilized, informed, and educated people meet to discuss.

        And, while you are at it, do not seek to remove the “anointing” from a man’s frock like Linton promised to do a local evangelist. You may not like Skerrit but, he was granted the honorary degree because the university believed that he is deserving. Many Dominican voters believe so as well. Respect the man’s title, whether folks choose to use it out of turn.

    What I do know of Dominica’s CBI programme,is that thousands of passports have been sold (we do not have a figure) and a few billions of dollars have been made.Despite that, the level of poverty, indigency, hopelessness among the people have increased . The programme is highly intransparent,has no accountability and does not redound to lift the ordinary man from the morass in which the bad leadership of the country has subjected him/her .I still cannot see the benefits of CBI on the ground in my country .I know it has spawned many dodgy diplomats,a few of which are in jail,but really it’s just a few people benefitting from it ….
