DSS increases age of child survivors; contributions also on the increase

The Dominica Social Security (DSS) has been adviced to increase the age to which child survivors are paid.

Currently the DSS pays child survivors up to the age of 18; however an actuary report is recommending that the age be increased to 21.

But Director of the DSS Janice Jean Jacques-Thomas explained that before this could materialize, there must be an increase in contributions.

“We also have a recommendation to increase the age up to which we pay child survivors. So a parent dies, leaves behind a dependent child, so we pay the child benefits. At the moment the benefit is paid up to 18 however we are aware that children stays in school for much longer now. So the recommendation has been made to increase the age to 20 or 25. We have assessed it and decided to increase it to 21. Once the child is unmarried and still attending school we will continue to pay the benefits until 21,” she said.

She said in the past year the benefits of 52 children had to be terminated because they turned 18.

Jean-Jacques Thomas said some of these children were still attending school.

“That is what touches me because when the children are still going to school, its hard. I personally would really like to see that one implemented so students can benefit especially when they are going to school at the age of 18,” she said.

According to her, the actuary has warned that no improvements should be made in benefits until the financing side is taken care of.

She said the new recommendation will remain in abeyance until the DSS decides to go ahead with the increase in the pension age and contribution rate increases.

Jean-Jacques Thomas was speaking on Kairi FM’s Heng program recently.

    Don’t know how this one escaped me but DSS is just a freaking waste of time, nothing less.

    Increase contributions for what? You all have some really weird policies, that is destined to see children left behind suffer.

    I think this DSS should be nothing but optional, this mandatory DSS contribution makes no sense.

    This is just a wicked and ridiculous scheme, nothing less.

    DSS invested money in various entities and they are not telling us the results of these investments, after they make it mandatory to contribute to DSS. Is not only Clico they invest in,remember DUTC, Dominica Unit Trust, correct me if I am wrong, but didn’t DSS invest in that too? Where are the reports?
    Investors put money into Clico and DUTC and lost so much money. The government was in on all this and they cannot give any response to investors who have been asking about their money for so many years. Mismanagement of funds,bad investments,lack of accountability, that is why today they have to talk about raising the age to 65.
    There are no jobs, people leaving the country all the time,less and less people contributing. Is not that everyone wants government to do everything and keep giving, government has created this culture. Rather than provide resources, training, education to people, they were giving hand outs, and fooling people’s eyes with a little this and a little that, now agriculture is dying,and the ones who are still planting have no markets. The help and aid we get from other countries, how is it accounted for, how much of it goes in individual pockets? Are all communities helped? These are some of the reasons why we have less and less contributions. Everything affects everything,and in the end who pays the price, the hard working class.

      It is said that those who have a lot to say are educated people. You should note that they do not state a lot of crap. There is a time and place for everything. A time to laugh and a time to be serious, baste on the article and comments. If you possess common sense you will comprehend that.
      I have seen what some of you write which is not complimentary and lack compassion yet you criticize others. I do not know why your comments are posted for they serve no good.
      It does not bother me. I respond according to what is stated about me and my comments which I do not deserve. I have always stated that this Website is for amicable dialogue; not for throwing words and stones at people. Some of you need to learn how to communicate with others On-Line. You have much to learn.     @ Justice & truth, this man has been harassing me, I must n touching some nerve. No matter the issue that is being discussed is he will browse and look for me specifically to give his mapius.. He should realize by now that the more the fabricate, speculate, denigrate, try to intimidate me with their wicked, evil stories is the more they strengthen my resolve to express my views whether they like it or not.
    Many have tried to intimidate me into silence, but no one will succeed in doing that. No man or woman on earth has that kind of power over me. Since they have made me a mortal enemy is seems I am affecting them in some way or the other. That’s their way of trying to resist the brush fire that I am setting in their minds.. They cannot challenge or defend what I am saying so typical of the Dominican mentality they we try to destroy my character when they are defending all manner of evil. What a set of wicked people?       I was even thinking that it was me that people did not like here, and you are the one who is lamenting.

      I hope that I have not done this to you. If I have ever done that, please forgive me. Sometimes we appear to misconstrue people’s comments. So take heart and do not worry and fear.
      I once attended a Healing Mass and I got the message while resting in the Spirit: “Keep the faith! Fear no one! You are doing well. Continue doing what you are doing… I bless you in the Name of the Father.” I knew it was Our Lord Jesus Christ who knows, sees and hears all things, our words and actions. There is a little more to this message. It was a wonderful, happy, peaceful feeling which lighted up my face.
      Our Lord Jesus Christ said: “Be not afraid” of them.
      Note they are doing the same thing to me. I will not repeat what I have stated for as usual it will get long. This is what happens when I modify my writing. :) All those who know me personally know “this is me”. They are not surprised if my writing gets long and they do give me compliments without exulting myself. :)

    Dear Director to increase contribution please advise employees to send home the people past 60 years to bring in younger folks so we can contribute. we the young qualified want jobs and the pensioners on employers are killing us, also they are killing the system so this i one way to increase contributions. The major employer is the Government, send the retired folks home. let them remained retired from their employers and if they really have the strength to work tell them to become self-employed or employers themselves.

      This is call sterotype and age discrimination, retirement in some countries is open an employee can choose when he or she wants to retire, for example in Canada when one reaches the age of 60, he or she have the choice to retire or continue doing their jobs, as the saying goes never change an old for a new

        But do you know that retirement age in Canada is 65 years?

        So if people are allowed to receive part of their retirement pension at 60 years old, do you realize that the government is influencing older people to stay home, to allow younger people the privileg to have a job?

        Because if a person takes retirement pension at age 60, that person cannot work at all because they have both at the same time.

        So when people reach 65 years old, like the person said, if they want to become self employed that is fine, but they should not be allowed to continue to work for a salary, when they are guaranteed a pension income.

        People in their retirement age should make space in the employment sector for younger workers.

        Anyway that is not the topic of this news article either.

        I just wanted to know when does a child become a surviver, at the death of both parents, or only one parents. Can somebody tell me?

      What you do not know is that the older ones are more dedicated and have much expertise. There is none to compare. They may be working for the money and of course need the money but they know their work and are efficient in what they are doing. It is a sad day when they retire. It is a loss for the businesses/government.
      I reside in a City that if I could give a lecture to the younger ones about courtesy for their co-workers and also customers, I would do so. When they do not measure up to par in my presence and which affects me, I lodge a complaint with their Head Office. I do get an apology and a promise that it will not recur.
      What we have concluded is young people of today are not as dedicated, if not at all. They are only working for the money and could not care less. I am referring to the City in which I am residing in. It is not Dominica.
      Anonymous, if you live long enough, one day you will be of retirement age and you would not like people to state this about you. Therefore, watch your words. They may come back to bite and hunt you. Life has a way of paying us back and two-fold what we dish out to others.

      I agree with you. Some of them expect to get everything for nothing and without working for it as they continue to criticize. It seems that it is their full-time job to do so. They expect the government to have money for everything. This is why I have stated that we are residing in an era of demand and expect, an era of aggressive people.
      Dominica is a small island. If other countries did not financially assist it, Dominica would remain as it were in those days. They do not have ideas and offer suggestions just criticisms. This is so sad.

      Make up your mind that people are not migrating as they did previously. I am certain not for another 10, 20 years or more or until the aged pass on will it improve.
      Immigration has been curtailed to a certain point. It is not that easy to migrate in this age. Reason being that unemployment is high; the places where they would migrate to which is in nearly every part of the world, those governments are broke. Those governments have a deficit and are obligated to raise taxes. Residents are against the government raising taxes and decreasing vital services.
      Governments have their financial burdens of keeping up with the demand and expectations of their own nationals and those who migrated here in the past, providing provincial pension to even those who never contributed a cent to the Pension Fund and also the countries’ revenue; who never worked and who are also a burden on the health care system as they also age.
      The governments’ problems are more than you could ever envision. Much more could be stated about that. Good luck to those who, today, are successful in migrating and legally. I wish them all the best. They must keep in mind that times are not the same as they were in those days in every part of the world. It was never a bed of roses but the situation is worst than ever.

    Does this entail only those who are presently Dominican residents or may not be and include the latter, i.e., those who are receiving survivor’s benefit and who are not yet 18 years of age?
    Some of them may be presently residing with relatives overseas.
    Increasing the age limit for survivors is a good idea if they are not earning ample income and until they become employed.
    The DSS should also assist those who are able to obtain employment.
    Survivors who are over 18 years of age and are students may be receiving Dominica government grants or loans to complete their courses. They may also be working part-time. How else could they be able to support themselves while studying until approximately 21 years of age.
    Is the survivor benefit sufficient to assist them while they are students and after they have attained 18 years?
    This new proposal will cost the DSS an exorbitant sum of money and will require much discussions and thought prior to implementing it.
    I am not a negative person but having given this a good thought, I have a strong feeling that this proposal may be abandoned,

    1. due to the cost
    2. that those who are over the age of 18 and are students will require a substantial sum of money for their survival in this ever-increasing cost of living.
    3. some of those students may decide to study abroad. During this time if they are excel in their studies abroad, they may qualify for government grants and loans.

    This is worth considering and should be taken into account prior to making a decision in implementing this Plan. It appears that a lot must be taken into account prior to implementing same.

      You are sounding as it the service is not yet there. I read that it is already there. 56 children who turned 18 were cancelled from that present service.

      They are just talking about raising the qualifying age to 21 years, along with increasing the deduction from employment paychecks to support the increasing age of the service.

      Why add all the complicating ideas?

        It is not complicated. It is a thought, my thought and due to experience. As I write my thinking cap is on. I do not write futilely. There are some conditions to consider prior to extending the age of the survivors. It is not only funding although this is important.
        Have you thought of that? Articles on this Website are not merely for reading pleasure, for passing the time and for posting silly comments which make no sense and give people thumbs up or down, the latter when some people do not like what they read. There is an important reason for those articles.
        DSS is no fool. They want to hear the views of users who are nationals. They will make note of the sensible comments which may be worth considering and implementing.
        Those of us who reside abroad also have much to contribute to this article and others for the benefit of Dominica.
        Caribbean governments, the smaller islands learn from the progressive countries to a certain extent. Note the changes in DA and in other countries. Where did they get their ideas from? Do you think it is from silly comments? Some people do not see it this way. Therefore when we comment we should try to do so in such a manner that it is sensible and may at least be taken into consideration. This is what commenting on Websites is all about.

      There is a saying, “Before opening mouth be sure brain is engaged before putting mouth in gear.” In this case your fingers to the keyboard.
      Do you think this occurs only in Dominica? Think again. It occurs in other countries and in progressive ones. Some people take early retirement. Others are asked to retire at even in their 50’s. This is also due to the computer technological age which decreased jobs. Some of them who are younger their jobs become redundant through attrition.
      The Canadian government has legislated that employees could work until age 65 or more. There is no more forced retirement at age 65 and if the employee is healthy and can perform his/her job. This means that they may not be booted out from their jobs unless for whatever reason they are incapable of working or that their jobs become redundant. The latter, any employer could use as an excuse.
      We are certain that the reason being, those who are still employed after 60 or to be more precise at 65, will be contributing to the Pension Fund and/or may not apply for their pension as they continue to work and pay taxes.
      There is a lot that we, as a people do not know and the workings and tactics of governments in those progressive countries. There are some who only speculate. This is why I utilize my common sense and hopefully good judgment which also include what I hear and read about through the general Media.
      Furthermore, married couples of all are not having children as in the past and what with all sorts of contraception used. Some are not getting married but decide to cohabitate and may not have children. Why should they? The government is recognizing those who cohabitate for a certain period of time. They are referred to as “spouses”. I have also heard them referred to as “my significant partner.” The things people do and say in this era.
      Another thought is crossing my mind, hopefully, through inspiration. :) It is worth a laugh but is a serious matter. Consider the amount of men and women of same sex, people who are in those relationships. They are not having babies. They rank in the millions worldwide. They could adopt babies or if only they had children prior to being in such a relationship but this is not enough to multiply the earth and/or their environment.
      The population of the world has decreased. Consider too the abortion rate specifically in those countries. It is called “de-population”.
      Some human beings do not realize that they are destroying their own countries’ economy and harming themselves in many respects.
      In this age there are more senior citizens who are obviously of retirement age and who will apply for pension; some have already applied and are receiving pension(s).
      It is stated that in some years to come as “the baby boomers” as some are referred to grow older to retirement age, the Pension Fund will be depleted which is also due to the fact that people are not having many children. It may be worst with the younger ones. Can you imagine that? I have stated that in years to come humanity will eliminate themselves. This will not be the work of God.
      A few years ago during a conversation with a supervisor, I asked him how many children he and his wife have. He told me two. I replied only two? I said to him, “OK you Canadians do not have children. People of the third world countries will come and take over.” He laughed and could not stop laughing. He must have been shocked at what escaped my lips. It was instantaneous. Little did I know then that this appeared to be a prediction. We have seen this happening, people of every nation especially in the third world countries migrated to these countries. It does appear that in some years to come they will take over. It is somewhat happening, what with Muslims of all, their dominance and those who state that they will conquer the world. This will be a punishment especially for the younger ones, when they get much older. It will not get better. Mark my words.
      Therefore, Dominica is no worst than other countries. I do not consider Dominica inferior to any country. Dominica is Dominica. Stand up for your country. Be proud of it and help your country. There are times there are too many talkers, too much criticism and too few doers, all to no avail. This could destroy a country and prevent it from being progressive.       Am in total agreement……………y the hell raise the age to 65 and still increase on wat we are already paying? the salary not getting bigger but they increasing on what we have to pay. It havent even been a year since they increased the contribution(ie if am not mistaken, just around december)

      If u look at the death announcement alot of ppl die before they reach 65 and dont get to enjoy their pension so if it remains at age 60 and i die at 65 then that’s not to bad because i put in contributions for aleast 40 yrs

    Best our employees dont hand to us our pay packet just send it straight to the inland revenue, the vat unit, social security, domlec, marpin and dowasco.Because it belongs more to them than us. They have more controll over our spending than we have. My next pay packet i dont want it on my name write DSS on it.

      Excellent comment. This should be taken into consideration. It is something you should inform the DSS about. However, there should be other government means of income for the disabled.

      I think there is also a dissabilty progam, isn’t there?

      So a child who is crippled for life, while receiving the survivor income, will also qualify for the dissability income–I suppose!

      And at 21 years of age that person should now receives income and dissability care.

      Well that is how I know it, where I now live.

      And now I think that I have said enough!

    Lady please don’t pretend like you have a heart. The causes which you give for the increase are all bogus. The only reason why you have to increase the contribution is because of bad management of the DSS.
