Gov’t signs contracts for three hotel developments under Citizenship by Investment Program

The government of Dominica on Monday signed contracts for three hotel developments under the country’s Citizenship by Investment Program.

The contracts were signed with Alick Lawrence, developer for Silver Beach Resort and Spa, Sam Raphael, developer of Jungle Bay Resort and attorney Rose-Ann Charles, a representative of Bois Cotlette Estate, Inc, at the State House.

Addressing the ceremony, Prime Minister, Roosevelt Skerrit, said the government has confidence the developers will carry through on the terms and conditions of the agreements and is confident the projects will create employment for hundreds of Dominicans.

“We have Mr. Sam Raphael who has been very much involved in the development of that nature with regards to Jungle Bay,” he stated. “We have Bois Cotlette, for example, who is involved and has been involved in the tourism industry. And Mr. Alick Lawrence who is in my mind the most knowledgeable person in the country on matters related to the Economic Citizenship Program and who has had a very expansive infrastructure internationally for the last 25 years or so in respect to the Economic Citizenship Program.”

He said Lawrence has put together “a very experienced team” to oversee the project.

“So we are very confident that we have very serious citizens,” he stated.

Skerrit noted that the projects will generate hundreds of jobs, even for Dominicans living abroad.

“In regards to job creation, we understand and we heard from the developers themselves of the potential jobs that will be created,” he stated. “The artisans, the construction jobs. It has always been my desire, as Prime Minister, to set the country at a stage where who have had reasons to migrate to Antigua and to St. Maarten and to BVI … to come back home to work and to bring the expertise in construction, and also in the services, in particular, tourism to come back home and build the country.”

He said such process has already commenced where several citizens living abroad have returned, providing knowledge in the construction and hospitality sectors.

The Jungle Bay Resort, originally located in Delices, will be built in Soufriere.

The  Silver Beach Resort and Spa will be located at Picard Beach and according to its website, will be a 200-room luxury, five-star resort.

Bois Cotlette is located in Soufriere.

    Really people? Why soo much negativity? I am not a government supporter but sometimes we need to put politics on a side for the sake of the country. Isn’t it a good thing that we will finally see some economic activity in Dominica? There is finally have some hope for D/ca. Sam Raphael is one I have confidence in. He has set has track record and he will keep on doing things for Dca. Soo many idle unemployed people sitting in the various communities idle, don’t we all want them ti finally be productive citizens? Chill people…..think about the country for a change. Too much negativity man.

      De it’s hard to be positive when we look at the big picture. The hotel’s on the island are struggling, why would u build more right now . Air access to the island is difficult and we have nothing new to offer tourists. The roads are a mess, and I could go on and on. It seems there is no foward thinking so that’s why people are skeptical

    Skerrit and the Northern boys are NOT stupid. They know their days are numbered so the focusing on their strong hold in the North that will make them even richer after loosing office. Throwing a bone to Sam was simply to pacify the people because no one in their right senses would be against Sam getting this opportunity. The hoteliers in Dca that can’t even pay their bills due to poor occupancy must unite and start the industrial movement to remove these guys out of office. We cannot sit and wait on the opposition. Shame on Alick for allowing himself to be used by El Supremo. Just remember that Maurice Bishop own people threw him out of office in Grenada. And some idiots still there shouting ” Laybar Ka Twavaye”.

    IMHO Dominica needs a sea plane service. The sea plane can land in Roseau like was done before Melville Hall was constructed and Portsmouth bay, even Soufriere. Before Melville Hall airport was constructed in the 1940’s and 1950’s Dominica was serviced by sea planes. There are pictures of a sea plane called the goose parked in the bay at Cane Field. If these hotels are constructed guests can be flown straight to the hotels that are located on the west coast. It worked 60 years ago before a land airport was constructed why not today. This is just a suggestion.

    Senior Counsel Alick Lawrence is looking at a broad spectrum of the economy: 200 room luxury hotel, 600 Dominicans will be fully employed and that is rooms only; several chefs will be required, and the maintenance of the property, farmers, tours and taxi operators will benefit, this is like the ace of harts in a deck of cards. Alick Lawrence is the man for that type of development.

    Mr Skerrit, I believe this money would be better spent in the rehabilitation of Roseau and Portsmouth. Give us a town and city we can be proud of: proper sidewalks, upgraded buildings, parking, good roadways, proper drainage, covered drains, plants, proper garbage disposal and so on. It can be done and it will give us a much needed boost because we will confidently visitors into the city.

    We will get to the big hotels eventually, but please, let’s lay the groundwork first – clean the back yard. Rehabilitate Roseau and Portsmouth.

    Recently Skerritt said that money was no problem.Well how much money is there in the consolidated fund,and how much money has been raised so far under this passport selling scheme.Since this money belongs to Dominicans we have a right to know and a right to decide how that money is spent.This over emphasis on hotel development,putting all our eggs in one basket cannot be a good idea.The existing hotel rooms on island are not being fully utilized and here are more being constructed.It’s like the hotel room business is feeding on itself instead of growing.Skerritt we want to know the facts of the total amount of money generated by the CBI program

    Sam Raphael, Rose-Ann Charles, Alex Lawrence and et al., are Dominicans by natural birth, so how can they be building hotels under Roosevelt Skerrit economic citizenship program? I thought the economic citizenship program entitled foreigners desiring to do business in the country by investing in some sort of business, specifically industries; be done under the shade of economic by citizenship program.

    Assuming a foreigner wanted to invest in a Hotel, that is spending their personal money they bring into the country, on condition that citizenship must be granted, that would be the right thing to do.

    It would appear that Skerrit is about to give free money to his colleagues, and supporters and then come here talking crap about singing contract to build hotel under economic citizenship program.

      How can a Dominican be building hotels under the economic citizenship program? Has Skerrit sold any of the three a Dominica Passport, since that is the reason for the sale of our national document. I year for the day when Dominicans will come to their senses, and kick Skerrit and his circus to the curb, where a duly elect honest government can become effective, and investigate all of such dealings in the country, and put away all involve in such cynical conduct in the penitentiary for the rest of their life.

      Your level of ignorance is as painful as a broken leg. Firstly any and i repeat ANY Dominican can access CBI money to construct anything in any sector in Dominica. As long their proposal and business plan is sound they can access funding.

      The CBI program works by allowing Dominicans and foreigners to send proposals to govt to invest in any sector. Once the proposals are approved, the people are allowed to setup or hire an agent to attract investors into their project. The agents collect their fees, the govt gets its fees and the rest of the funds are put into an account where the FS or budget controller on the govt behalf and the business person are signatory to the account. As the proposed project continues the business person is allowed to draw down funds from the account.

        Do you know the meaning of Economic Citizenship Program? Research the program in Ireland, where the program started, and the Economic Citizenship program of the United States, compare them to what Skerrit is putting in your heads, and see if you can convince yourself Skerrit is mentality, and psychologically corrupt, and should be living in jail!

      What about simple things like sewage disposal? Portsmouth has a serious problem as it is already and you can smell it. What about fresh water supply when most of the the island comes to a standstill because of lack of water after, only a few days of rain? Suppose these hotels don’t have water to flush their toilets or launder their dirty linen and clients’ clothes? Don’t forget people not obliged to come to Dominica, there is plenty of competition already from places easier to get to and where things are working properly. What is happening with that Hilton hotel development at Grand Savane by that Dominican from Anguila? Is that already under construction? We hear nothing about that.

    I had predicted since early last year when the real estate aspect of the economic citizenship program was introduced that it will result in more corruption. Today that is glaring. Are Dominicans aware that those interested in acquiring our citizenship will be the ones financing those luxury resorts at US$220,000.00 per room and they won’t even have full ownership. The developer without putting a penny down stands to become a multi multi millionaire at the end of the project. This is not about job creation but creation of more wealth for a select few ……. Any thought given to conflict of interest? Shame, shame, shame!

      Complete and utter BULLSH*T!!!!! For one the investment is not sold by room. If someone is interested in investing in a particular development they invest EC$220,000. They then have the opportunity to apply for citizenship. The developers DO INVEST THEIR OWN MONEY. They must spend to 1st acquire the land where their development is going to be. They also MUST SPEND THEIR OWN MONEY to develop their business plan, marketing plan, operation plan and construction drawings. Which aren’t cheap. So your comment is complete false.

By the way it was copied from a neighboring territory except this one chose to make sales of those rooms exclusive to agents of passports and not real estate agents on island. And I call it rooms as the entire property is referred to as a hotel by gov’t, not me. Should I call it a house. The economic citizens investment as you called it is what is used to finance construction of the project, so what is your point about my comment being false.. Let’s call it exactly what it is – I am 100% accurate in my statements. What is the cost of the business plan, operation plan and construction drawings? This is peanuts when compared to the mint that the so called developers will be making from the project. A corrupt gov’t and the corrupt cabal will continue to exploit this country and everyone will remain silent. One of those days, God must free us from this madness. Dominicans wake up from your deep slumber.

        I notice you ignored the part about the purchase of the land but thats cool. Also a local business plan in Dominica runs $5000. So i’m pretty much sure, big projects like this with millions to spend would cost significantly more.

        You should call it a hotel investment, that is exactly what it is. Someone can write a project tomorrow to construct a factory funded by CBI, would they still be rooms then?

    Alick lawrence is telling and showing us that he could be selling our passports, making millions, now “INVESTOR” hoping to build million $$$$$$$ hotel, but he refuses to reform the electoral process. Alick Lawrence and his ilk has stubbornly, and only in their interest, refused to ensure our elections in Dominica are FREE and FAIR. Years upon Years now, Dominicans have been pleading for changes for free and fair elections. But the Cabal have other plans for staying in power, by all means possible But.he and his friends could become MILLIONAIRES, in quick time, selling our passports. A few wealthy, taking advantage of the majority. They have forced a culture of “SELLING our SOVEREIGNTY, SELLING our PASSPORTS, willy, nilly.”

    In the Portsmouth area where we see true evidence of tourism, thanks to Ross, we have many apartment rooms that are practically empty or investors were forced to charge far less to get students. In fact many say they are competing with government ministers who owns villas and that’s why their business falling. It is a fact that a deceased minister left apartments for a current minister and that too crashed. Yet Skerrit and his gang building hotels all over. You talk about corruption and deception. In Layou we see hotels were building but were never finished. In Possie they did a little better because they built Morrocan hotel but the doors are stock in the sand and it cannot open. Less than a mile away they gave 15 acres of our land plus over 800 of our passports to build their Kampuski hotel, yet less than two miles away they have their villas that they lied about. These corrupt government needs to go out ASAP and the sooner, the better for Dominica

    Signs that tourism is booming and more hotel rooms are needed would include the following:

    1. Increase in visitor arrival. In Dominica is the opposite.
    2. Improved air or sea access. In Dominica under Skerrit we all se the opposite
    3. An increase in reputable car rental. In DA private owners renting cars that not even insured.
    4. Increase in sale of agriculture. Here we have the land but we have to import
    5. Increase in sale of local products such as craft work. In DA we see the opposite
    6. Increase of employment to serve tourists. Here not even NEP workers are attached into tourism
    7. Increase in hotel occupants. It’s the opposite here
    8. When increase in all of the above become visible, the PRIVATE SECTOR take it as a sign to build hotels /guess houses as seen at Ross from the late 80’s. NEVER the government!
    9. In the absence of all of the above and when the government becomes the investor, it is a STRONG sign of DECEPTION and CORRUPTION!

      1. Actually there was an increase in arrivals from 2013 to 2014. There was also projected to be another increased in 2015 had Erika not hit us. These statistics can be found on the Tourism website.

      2. Air access post Erika is the best it has ever been in Dominica. The ferry have recently started increased calls to Dominica.

      3. I’m 100% sure you can’t prove that statement about insured. And even too the “reputable” car rentals seldom have a full lot of vehicles parked. IE their vehicles are always rented.

      6. We have more trained tour guides than ever before. I’m sure they’re not being trained to go sit down at their home. Rather they will be engaged during the season. In fact just yesterday the representative for Bois Cotlette indicated they’ve in just 4 years hosted over 5000 cruise visitors, and are now directly contracted with 9 cruise companies

      7. Hotel occupancy will increase as a result of these new hotels due to spill over. Further gov’t has gone ahead and offered to existing hoteliers a special loan facility to improve on their hotels.

        Carlty, based on the reality on ground in Dominica and all the points you pointed, would you sign off on a loan to build a hotel anywhere in Dominica at this time? I mean before the 2000 elections we see many Dominicans both DLP, DFP and UWP supporters take huge loans to buy heavy equipment for the International Airport UWP bought land for and had studies conducted. That was a positive and tangible sign that there was a true vision for an airport, and therefore many invested in that vision.

        Carlty can you see any sign of a vision that would prompt you to invest in a hotel or any meaningful projects in Dominica today? It is time that we STOP DECIEVING our people man.

    Man, this is old news. Why Roosevelt Skerrit re hatching that? What about the Moroccan fiasco and the Layou river debacle? More to the point, how are all these hotel guests going to come to Dominica and leaving on time again? Yesterday , they even cancel the ferries between Gaudeloupe and Martinique but nobody in Dominica said anything. Yes I am very pessimistic but that is because of past experience. My boy, seeing is believing.

    We are here in Dominica and cannot find favor with your operatives due diligence to figure which side of the fence we belong to; is it blue/red/green, as if we are asking for something we have no rights to; then in a complete freak show you ask Dominicans possible able to get favors from a foreign government to come home, where we are being marginalized for employment. Your litmus test to get a job=red because of the paranoia in your government to starve anyone who does not support you. Please Dominicans where ever you are take it from someone who is on the ground, you are better off being where you are, as the saying goes a prophet is never honored in his land. If you are a foreigner, sure you are welcome because they are the ones working the big projects and have a supporting cast of token position as security and a few truckers.     The citizenship program should be renamed, the citizenship hotel development program. In recent times, the only international projects that appear to be associated with the program are the constructions on hotels. We are not hearing nothing significant in terms of the improvement of air and sea transportation to accommodate the many hotels coming to Dominica. With all these hotels being constructed , it will be interesting to see what effect the many hotels are going to have on the established hotels like Fort Young and Garraway. Knowing Skeritt, with all those hotels being built, expect something big in the next two or three years. Remember de ole talk about ten thousand Chinese settling in the Portsmouth area, keep your eyes and ears open Dominicans.

      I d say fill the hotels we have – demonstrate increasing stay over tourist over a periid of 5 years. But it is very interesting the same Laborites were saying we dont need an international airport because we don’t have the traffic but now they are suggesting that we build 5 more hitels even if the existing hotels are operating at 30 % occupancy.

    There is no activity on the Boss doable to Deices road. The contractors employee sits in his vehicle on the job somewhere.
    It appear that the contractor moved his equipment contracted for the job to the Melville hall airport where he has another job from the government.
    Did the contractor breach his contract again?
    I remember when he breached the pond case to marigot job.
    De government was pumping it’s chest about penalties!
    After over $1 billion EC of damage just 12 months ago.
    1 year later de Chinese yet to put a pick axe in De ground.
    5 star hotel cannot remedy the damage caused by Erica skerrit.
    Even after the hotels were to be built petite ssavanne, coulibistrie and Boetica will still be behind god back.
    No commercial jet aircraft will be landing at marigot. De high speed ferry service will still be a dream.
    That money will burn like layou.
    De area will be left as a disaster zone like layou hotel and de Moroccan hotel.

    Fort Young is struggling, Garraway is struggling to keep their invest afloat and keep salaries going for the small staff who all have a family to feed. Anchorage is here and there, Castaways s gone, Jungle Bay being replenish, hurricane washed away, understandable, but all these other big wigs of hotel, not mention or have forgotten the Morocco fiasco, are these Labour government clowns serious about development, or are attempting to say we have money we need to prove something whereas we do have the structure and institutions to sustain al these hotels, have we?

    Are we serious or are we just fools…What are we doing with all those hotels. we can’t even get the few that we have half filled but we are building hundreds of more rooms. For who we are building these hotels, pigs and goats are ok where they are. Man those things tick me off, that is just pure nonsense. Roughly 500 new hotel and no one to put in them.
    Now who really owns the area where coconut beach hotel was?…lol…lol..lol… man look donkey dung in Dominica.

How many millions has Alick Lawrence amassed over those Years of selling our passport?

    Only construction of hotels? The geothermal project, which would bring the cost of doing business, would make Dominica energy efficient, would blah, blah, blah, after all those millions spent, what about geothermal energy? Whose Fools are Dominicans, nuh?

      You are aware the passports have to be sold and then that money is used to build the hotels? That the money not sitting in a bank account just waiting to be used? You do understand that upon construction and operationalization of the hotels there will be more money being spent in the country, ie. more tax revenue? More taxes means the easier for govt to pay increased salaries etc. Are you saying the govt should take these funds from passport and put it into salaries that won’t generate any income? That’s like owning a business, winning the lotto and using that money to pay workers instead of expanding the business.

      Are you also aware of the extensive work done in terms of housing temporarily and constructing a new hospital for Marigot?
