Higher electricity bills coming

Dominicans will have to dig deeper into their pockets to pay their electricity bills from DOMLEC, the island’s sole electricity provider.

Consumers will be seeing an increase of 4.77 cents at the end of October.

In a statement made available to the media Commercial Manager at DOMLEC, Nathaniel George, the high price of fuel is a factor in the increase. “We generate our electricity here using hydro and fuel,” he explained. “There is an increase in the price DOMLEC pays for fuel since we have been purchasing fuel at the market prices and things that affect the market, affects us.”

He said although the electricity generation on the island is being shielded by the use of hydro, consumers will still feel the pinch of the increase in fuel prices. “Fortunately for us we have the hydro, so we are shielded to a certain extent but we still bear a significant portion of our cost from diesel,” George pointed out.

George is also blaming droughts which limit the amount of electricity generated through hydro. “It happened at a time when we are suffering from a significant drought,” he noted. “And our deisel consumption has increased this September by 69,000 gallons. That is very significant because this will have to be generation exclusively from using fuel, fuel at a much higher price.”

He is advicing consumers to limit consumption and to purchase energy saving appliances.

    Mr george you tell us that domlec fuel use had an increase of about 69.000 gallon for the month of september and had to be paid at the market price. But first you should tell us why the DUTY FREE CONSESSION was remove on the fuel since PETRO CARIBE came along, when DOMLEC was buying fuel from TEXACO THEY bought it DUTY FREE you must first tell that to dominican am a former truck driver who use to carry fuel for that company so you and your GOVERMENT come straight with the CONSUMERS

    Per a document produced by DOMLEC, under the UWP in 1997- Government (Timothy) sold the company to CDC after the enactment of the ESA in 1996. Plans were put in place to build a new power plant and to install a North South transmission line. Government guarantee of a loan for the project was sought to enable access to low interest funds.

    In 2000, Dominicans decided to take their country to the NEXT LEVEL, the voted out the UWP and elected Labour power. The loan guarantee was not obtained. The project was scrapped and poor electricity service continued.

    In 2003, DOMLEC imposed a consumption tax on the fuel used by the company causing fuel surcharge to double from 9.73 cents/kWh to 20.22 cents/kWh. The price of electricity prices increased while poor service spurred a public outcry with the birth of the Consumer protection group by M. Coipel, which failed because of the lack of support of the very people who were crying over the increase in rates.

    All the “flaws” of the 1996 ESA were brought into sharp focus. There was lack of adequate government oversight , while investors demanded their guaranteed 15% rate of return on investment with an exclusive license to DOMLEC to generate, transmit and distribute electricity, which resulted in the lack of incentives to improve efficiency, effectiveness and to reduce costs in the long run;

    In 2003, the Labour Party government solicited the assistance of the World Bank to reform electricity sector. The Bank consultant proposed an interim measure to amend the 1996 ESA and new performance targets along with incentives/penalties were introduced including the absorption by DOMLEC of fuel acquisition costs of 2.5% until fuel was procured by competitive bidding.

    In 2004, after failing to make any improvements or significant investments in new plants, and with chronic blackouts, CDC having made their investments many times over sold DOMLEC to the Dominica Private Power Ltd.(DPPL) for a mere EC$ 15 million.

    In December 2006, the Labour Party government passed a new ESA, which, reduced the license period of DOMELEC by ten years, repealed the 1996 ACT and established an Independent Regulatory Commission (IRC) with sole and exclusive authority to regulate the electricity sector and providing for competition in generation, transmission and distribution and sale of electricity to expire in 2015 instead of 2025

    But DOMELEC indicated that one of its major areas of concern with the IRC has been the lack of clarity on rate setting. As a result DOMLEC has no certainty as to what to expect if it applies for a rate review.

    In October 2008, Energy Minister, Hon. Charles Savarin advised us that the high cost of electricity is not tax related.

    In March 2010, Minister of Health , Mr. Julius Timothy hinted that the drought season could cause a rise in the cost of electricity. He said that at peak water times, 40 % of our electricity is provided from hydro and once you have the water supply declining, we are going to be more dependent on fossil fuel and our cost of power will be higher.

    Now, in October 2012, we are told that we will have to dig deeper into their pockets to pay their electricity due to the high price of fuel and the drought-like conditions over the last few months, which has limited the amount of electricity generated through hydro.

    Once again, the Roseau Valley is now seen as Dominica’s saviour just as it has been in tourism. The Labour Party is preaching geothermal development potentials for providing clean and low-cost electricity supply
    In the meantime, DOMELEC wants more blood from stone without any thought of reducing its profits below a certain percentage and will do what it considers to be the only possible solution to pass on the added costs to Dominicans- who are very satisfied with the status quo.

    i believe the government need to step in here…..this is ridiculous and they are taking advantage of the fact that they are the sole provider for electricity, with all the millions they make in profits the extra cost could simply be absorbed ………in time to come i see Dominicans rallying in the streets and demanding that this nonsense come to an end.     I see people talking about red clinic that this is just total BS. this money should be invested to create job’s in the country to help money to circulate in the country. With everything price increasing and interest rates going up and salary decreasing so crippling the country. No one wants to invest because way to expensive to invest. Chines business getting more duty free items than Dominica company, they should fix the business policy in Dominica to encourage investment and productivity. I cannot understand we in Dominica have the highest utility bills in the Caribbean ad yet they still going up. We even pay more for water than Antigua who doesn’t have rivers this is just ridiculous. Everyone shut down all your appliances turn of all light’s we going back to the good old candle day’s because if you pay electric bill you cannot eat.

    Is that 4.77 cents per killowatt hour? or $4.77 a month? so if our bill is $200 it’s now $204.77? It’s not clear.

    Also DOMLEC says drought well is it true? What was total rainfall last year up to September 30, 2011? What is total rainfall this year to date?

    I could not believe what I was hearing when a caller tried to blame the opposition for the intended electricity rate increase.According to the caller the oppossition forses weren’t putting suffiencent pressure on Government.I immediately came to the conclusion that the caller was one of the spinning red boyz.We cannot forget an organized demontration by Mr. Coipel against Domlec a few years ago,many people failed to turn up. We cannot forget the problems the UWP is experiencing in the house, they were even asked to pay fines for opening their mouths in the parliament. We cannot forget the many political meetings they have held informing the people of the labor paty government’s foefar as far as governance is concerned.We cannot forget that presently their is a case slumbering in the courts relative to the blatant disregard to the constitution by Skerrit.We cannot forget Lennox,Angelo, Matt to name a few who have done everything within their powers to alert Dominicans about the makaqui that is going on by the Skerrit labor party government.Maybe the caller wants the opposition forces to revert to the coolwach brigage like a minister of government encouraged in 1979 it is alledged.

    No disrespect to my D/ca people but when I visited home for summer ,I was like WOW…Things are tough like hell,utility bills are high,food prices are outrageous and people still working for$300 a month.But to top it off all they praising is skerro,skerro,skerro..Back in the 80s I was in high school and use to go help my parents on fortnight days to put crown pad on fig and he use to pay me $200 a fortnight.Dominicans ,I am not feeling sorry for allu and please do not tell me throw a $10 on me dere because allu too sout eh…The country belongs to you and the choices you make having you now paying $250 light bill on a 300 check. Don’t you know the government have a lot to do with the cost of living in a country and also a lot to do with putting a cap on certain prices for companies .But you think handsome skerro care?       Not only is St. Lucia reducing electricity bills but they have also decide not to charge any VAT, which came into effect in that country on 1 Oct. Compare that with 15% Dominica! A simmple sum will demonstrate that in fact the Govt. would have benefitted more from VAT on the supply of electricty than DOMLEC’s reorted profit for last year. The total revenue from electrity sales by Domlec was E.C.60.9 million, which at 15% would produce a total VAT bill by the Govt. of E.C.$9.135 million!

      I have done the maths and sad to say that it will be cheaper staying with Domlec. After the inicial purchase of the equipment it going to take around 20 years to cover that cover in saving then there are the cost of repairs and maintenance. And finally we still have to go through Domlec, they will still be providing us with the electricity but whatever we generate from solar will be deducted from our bill…so in a sense u will still be paying the same kw/h rates as anyone else u will just being futher burdened by a capital cost of about $30,000.

    Does Domlec’s contract say that they have to be a monopoly, or could another electricity provider provide competition? I’ve heard rumours that Dominica’s various hydro plants are in a poor state of repair. Is this true? Does Domlec’s contract specify that hydro plants have to be maintained to a certain level?

    Boy domlec not easy. And why they keep mentioning hydro so in their statement? We all know that the hydro powerr has been less used over the years because domlec prefers the easy way out. Using hydro is too much work for them, fixing this system is too much of an investment they will have to make so they just continue with buying fuel and passing the cost to consumers. And since when they notify people of the increase in cost? In April/ May the electricity cost had increased and there were no notifications until consumers started complaining. So please domlec stop trying to insult us ok; Dominica is not suffering from any drought. In fact the flow rate of our water systems on island is quite constant; If you have an issue with the source where you have the hydro plant then build another in some other location on island so that the two can compliment each other all year round but nooooo, this investment is too much for them; so lets just continue to use costly fuel for thos dum-in-a-cans

    We did’nt have any heavy drought this year, so for telling us that it’s because of the drought DOMLEC is going to increase the cost , that is not true.

    Every time there is an increase in fuel prices,the price of every thing raises,when there is a decrease in fuel prises, the prices on the items that went up due to the increase in fuel prices remains the same and keep increasing every time fuel gets more expensive.     Dominicans its time to take a stand against the greed of Domlec. They made a big profit last year they should be able to absorb this cost. Our utilities need to be regulated by a higher commission, fairly. but i guess thats just a dream

    This price is going up but is going to go back down, when oil prices drop again (doubt they will).

    This is another WAKE UP call for the gov’t, … NATIONALIZE the beast before it gets too expensive to do so, I’m sure Chavez will help pay them OFF.

    Quit spendng money building walls or just put a moratorium on walls and roads and put a priority no this, just for now, beg for money to NATIONALIZE that beast.

      It would have been worse with CDC, Domlec is now regulated by the IRC which is a great move by the Government, the intention here is to break that monopoly that Domlec enjoys, so my people hold strong better days are coming!!!

      With Geothermal on stream more players will be invited to sell energy, with competition things bound to get better.

    If you watch well you will see that George cleverly said that “high fuel prices is A factor..” he did not say THE factor. Domlec just taking advantage because Dominicans are a docile people.
    Domlec operated on a Cost Plus system, this means no matter how they waste resources they can always make it back by passing on to the consumer.

    I live in laudat, and the river has never been low for more than 2 days since last year May. In Fact, we have been getting a lot of rain in the summer. So drought is not a valid excuse.. You just want to make a bigger million dollar profit on us this year.
