The Dominica State College (DSC) is partnering with the business community to bring competency to organizations and businesses in Dominica and have received tremendous support of many of the corporate citizens of the country.
The latest corporate citizens to join with the DSC to deliver this year’s International Taxation in the Caribbean Context (ITCC) course are (1) The Garraway Hotel, (2) Fine Foods Inc. and (3) Island Car Rentals Ltd.
The Agricultural and Industrial Development Bank (AID Bank) of Dominica gave the DSC its commitment to support the ITCC early and is the main sponsor of the seminar.
All of the sponsors share one commonality. They believe that continuing education is critical for the improvement and internationalization of their organizations’ standards. They all agree that the 2011 ITCC will provide their professionals with the opportunity to sharpen their knowledge and skills in one of the unavoidable challenges, brought about by globalism, and that is, international taxation.
The ITCC will run from 7th to 11th August, 2011, at the Bath Estate Campus of the DSC, from 5:00pm to 8:00pm, each evening.
The goal of this 15 hour course is to familiarize participants and prepare them to handle the global challenges of taxation of international transactions, especially as it relates to the people of the Caribbean.
The course will cover topics such as:
• Tax treaties and the effects on the Caribbean Basin;
• International employment and retirement benefits – the tax perspective;
• International taxation of intellectual property;
• Tax competition, harmonization and national sovereignty;
• CARICOM, the OECD, and harmful tax competition; and
• The future of the international taxation regime.
Attorney and Professor of Law, Vaughn E. James, JD, DD, Ph.D., will teach the course. Professor James is a Dominican who has spent several years in the teaching profession. As a law professor, he has taught at Syracuse University in New York, the University of Tennessee, Southern Illinois University, Texas Southern University in Houston, Texas, and Texas Tech University in Lubbock, Texas, where he has been employed since July 2001.
He teaches a wide range of courses, with the concentration in tax courses – Federal Income Taxation, Federal Estate and Gift Taxation, International Taxation, Taxation of Tax-Exempt Entities, and Gratuitous Transfers. He also serves as Director of the Income Tax Clinic at Texas Tech University and is the author of several publications on the subject of taxation.
Professor James is currently a member of the Tax Section of the American Bar Association. In addition to his duties at Texas Tech University, he runs his own law practice (with offices in Lubbock, Texas, and Newburgh, New York) where he devotes a significant amount of his time and resources to tax work. He is admitted to practice law in New York, Texas, the Federal Northern District of Texas, and the United States Tax Court.
The course is intended to attract professionals from various industries and organizations including: bankers, lawyers, accountants, Inland Revenue officers, magistrates, financial advisers, Senior Government Officers, politicians, insurance officers and lecturers.

Dr. James has been offering this course for many years now, and he must be commended for being an example of how people in the Diaspora can make a contribution to our country.
There are many reasons why some Dominicans are unable to return home permanently, but Dr. James has demonstrated that even on a time-limited basis, those in the Diaspora who have taken advantage of opportunities in their adopted countries can return home to share some of their knowledge, skills, and experiences.

Excellent idea. I have a suggestion also; they need to teach the young people at DSC how to assemble a proper Resume/CV and a professional cover letter when applying for jobs…what I have been witness to leaves a lot to be desired
