President Liverpool welcomed the new Ambassador and accepted his letter of credence.

“Your Excellency, I welcome your Government’s decision to appoint a resident Ambassador and open an embassy here in Dominica. In our view, this demonstrates your Government’s continued interest in Dominica. In our view, this demonstrates your Government’s continued interest in Dominica and its desire to work towards strengthening the bonds of fruitful and cordial relations which already exists between our two countries and to activate a new spirit of bilateral cooperation as we strive for the development and prosperity of our people,” he said.

The President stated in his address that Dominica has signed cooperation agreements with Brazil in the areas of culture and agriculture and has been offered a number of training opportunities.

His Excellency extended the appreciation and gratitude of the government of and people of Dominica for the training opportunities.

“Your Excellency, Dominica intends to explore other avenues of increased cooperation in the areas of trade, education, health and disaster management. We expect that you will activate those areas of interest for the benefit of both of our countries. Your Excellency it is my sincere hope that the draft twinning agreement between the cities of Roseau and Rio de Janeiro, the conclusion of a bilateral agreement between Dominica and Brazil on the abolition of visa requirements for citizens of both countries on short visits and the agreement on education will receive the urgent attention and favourable consideration of your Government,” the president pointed out.

Dr. Liverpool affirmed that Dominica’s cooperation with Brazil in the international arena can be counted upon.

H.E Ambassador Jose Marcos Nogueira Viana said that this day is an honour and he is proud of the distinction of being chosen to be the first ever Resident Ambassador of Brazil to Dominica.

“These are indeed prosperous days for me. I cannot but feel honoured today. I am proud, indeed, of the distinction of being chosen to be the first Resident Ambassador of Brazil to present credentials to the President of the Commonwealth of Dominica,” he said.

H.E Ambassador Jose Marcos Nogueira Viana said that we live in a new world where emerging powers are doing much better than established economies hence why his government has decided to open embassies in each country in the Caribbean.

“We as individuals are responsible for creating poverty when we refuse to help our neighbour, when we act egoistically by not helping other nations overcome economic difficulties, by thinking that development can be achieved alone and not as a group. Mr. President, Brazil is of the view that in order to be great, in order to develop itself, it needs to grow together with its neighbours. And the Caribbean is our neighbourhood. That is why my Government has decided to open embassies in each and every country of the Caribbean,” he noted.

The New Ambassador stated the interest of Brazil is in cultivating friendly ties.

“That is why I bring the friendly hand of the Brazilian people to shake hands with your people, Mr. President. The greatness of our countries rests on working together towards a common goal: the one of providing our people with a better life in which each and every one of us could fulfil our dreams of prosperity,” he said.

This is the new world that is opening before us. Friends and partners in places we never dreamt of before. It is said that when one door shuts others open. Well, we are seeing it now. Our business is to make use of every opportunity to educate and better prepared ourselves for the future ahead. Take it now while it is being proferred, you never know, tomorrow world conditions might cause the doors to be closed.
