New taxes coming?

taxPrime Minister Roosevelt Skerrit has hinted that there may be new taxes imposed by the government when the next national budget is presented pointing out ‘there is a case for it.’

“You never know,” the prime minister said concerning the possibilities of new taxes, although he did not specifically mention that they will be imposed.

He was speaking on the radio show “Focus on Government and Development” on Thursday evening.

According to Skerrit a case exists for the imposition of new taxes. “The fact is there is a case for it,” he noted. “When you look at things, there is a case for it.”

He pointed out that “people are getting their salaries on time” and the government had to find the resources to give public officers their back pay.

“I mean this is a difficult time to pay back pay but it is a commitment we have with out public officers and is a commitment we had intended to keep,” Skerrit noted.

Despite this, the prime minister pointed out that Dominicans must remain optimistic.  “We look forward to the future, we always have to be optimistic and always prepare ourselves to take on challenges of any kind,” he said.

The National Budget will be presented in parliament in July.

If you all were residing away from Dominica you all would be paying taxes no matter what. So just get on with it. No one use to pay tax before that’s why the country was not improving.

So the government is intent on increasing taxes on everyone just so they can pay more to public servants?

How about reducing the size of the public service of the wage bill is too high? I am sure on any given day you can see multitudes of public servant who sit on the butts doing nothing.

Taxation without representation…. Tax tax tax because the government cannot sustain itself, cannot entice growth through development and external investment.

During the next National Budget, Skerrit will blame the economy of the world,he will blame the small increase of salaries to the Public Servants. He might also blame the lack of financial assistance from donor countries. He will not blame himself for the largest cabinet of Ministers in the history of Dominica. He will not blame himself for the many advisors in his office. He will not blame himself for the alleged salary to an ex Minister of Government that resides in the Virgin Islands. He will not blame himself for the many Ambassadors in the U.S., England and the rest of the world. He will not blame himself for the frequent travelling all over the world. It is alleged that certain Chinese nationals are not paying taxes, social security and Vat,should that be true,he will not blame himself as Minister of Finance. Finally,he will not blame himself for the alleged $1 billion debt.

The tale of a pretty bus with fancy rims, great sound system , stick shift and charming bus driver with dimples.
The bus is parked on the bus stop and Passengers gravitate towards that bus. The bus is loaded with passengers but the passengers never knew that the assigned bus driver cyan drive stick shift. The bus driver never had any experience driving nor managing a bus business. So a few people give him some money to put a little bit of gas in the tank and put him in the driver sit while the bus was moving – just to see if he can get the bus going but the gas money could only take him from his home to the bus stop. He picked some passengers on his way to the bus stop and gave them free cheese and crackers other passengers boarded at the bus stop. He even rejected passengers at the bus stop.
Well it is 13 days and that bus still cyan get out of the bs stop. The free crackers ad cheese has been depleted, some passengers still hoping to get to the final destination. Other passengers too ashame to get of the bus, some still holding on to the free crackers and cheese.
For 13 days the bus idling and AC running too but now the gas run out and the bus driver who cyan drive in the first place can’t get the bus in first gear nor second gear cause he does not understad the clutch system nor does he understand the basic principle of driving and even conducting a business.
Well what do you expect, the bus is covered with dust the fancy rims no longer visible, gas run out no more loud bouyon music, the benefactors who donated the gas dead and the passengers who eat all the cheese and crackers are to avaricious to care.
On day 10 the driver some how figured out how to put the bus in reverse gear and since then the bus is stuck in reverse gear at the bus stop. The driver is now begging broke commuters to donate money for gas again with the promise that he will be back t pick them up. But impoverished peope tend to hold on to fools gold and empty promises.
So the cheese and cravers passengers will encourage the stranded commuters to put their money in to buy gas so that they can enjoy the Air Conditioning and the shw of the fake driver and empty gas tank shall resume.

Things the government needs to do:
    1) make a cut in the cabinet (to many positions for minister who do nothing).
    2) make a cut from the government official salaries by Atleast 40%. (It’s not fair to struggle to give public officers minimum increases and easy for them to increase by 51%).
    3) Take control and properly manage our sand, stone and water. These are the things god gave us for self sustainance. Our sand and stone is being given away for free while foreigners profit and make millions. (Let out minsters find markets for our sand no matter who long it takes, it won’t spoil). And we need to protect our rivers and begin to export tons of water.

In conclusion, more taxes won’t help our struggling people, it will mAke things worse. Mister PM our ship is sinking, don’t let us go under.

The Government has to keep on raising taxes because there is no investment in the economy. We claim to have a DAIC(Death Alone I Counting) which takes pleasure in seeing industries die. It is about time Dominicans put differences aside and work for the betterment of our country. There are so many fruits wasting, agricultural produce, water and so much more yet so little is being done to process them and place on both the local and external market. All of the rich countries today were as poor as Dominica having come out of war and today they are leading in everything in the world. Their people together with foreigners built them up and today they have better quality of life.
ONE OF THE THINGS THAT KILL US MOST IN THIS COUNTRY IS OUR INSISTING TALK ABOUT WE ARE A SMALL ISLAND STATE. SO WITH THAT IN MIND WE BEHAVE LIKEWISE. we need manufacturing!

  23. Justice and Truth
    May 3, 2013

The PM said there is a case. I would think there is a cause. Taxes are inevitable. In bygone years the salary in Dominica was minimal. Today employees are better paid than in those years. Dominicans are enjoying a certain degree of prosperity. Some could afford expensive homes, furnish them lavishly, purchase expensive vehicles take trips and dress well. If this is not prosperity even though they are somewhat in debt, nevertheless they are living well.
There are bank tax, other business tax and income tax. How about property tax? Do all Dominicans who own homes pay property tax?
This is how the World Bank, the Caribbean Bank, governments of progressive countries and non-profit organizations are able to assist the less fortunate countries because of their taxpayers’ money and business owners’ taxes, also from property tax. I will not complain to you but I am only stating a fact and asking you to give this a thought.
Do not lament. All things work for good to those who love God. Dominica and nationals will not fall and fail. You will still eat, wear and have a roof over your head. You will still prepare for carnival, for Christmas and other celebrations and happily enjoy them.
It is said that God does not appreciate complainers. Be appreciative of what you have. If taxes are increased, there is a reason for it. Be broadminded. Be thankful to God. Be respectful and obedient. Be less critical if not at all. You will be content and happier for it. What you give it is exactly what you will receive in time and two-fold. God’s love and peace!

15 yrs ago i taught high school out of CDCC grossing just over 1700 dollars a month. Today that salary has not changed much. I feel your pain coming.

When are we going to hear plans of the Government working hard to increase private sector growth, bring in foreign investment, encourage more manufacturing, and increase exports so we can have a country that has more growth in private sector and less depending on Government. This will allow taxes to remain low. The bottom line is economic growth in Dominica has gone no where and the Government is trying to squeeze water out of stone.

Portugal just announced they will lay off 30,000 civil servants and increase their pension age to 66 in order to help stabilize their economy. We still have a compliment of 18 ministers for a population of fewer than 70,000. But let’s be reasonable, someone has to pay for that extravaganza on Victoria Street. If they got an increase in pay, whether it is back pay, they should have paid income tax on it. The government will have to institute paying taxes on income as it is received, if it is not done, this should be preferable so that when the return is prepared employees may not owe taxes or at least not much. It would be less of a headache. The income tax form may have to be revised.

Granted, this is Dominica. It is no exception that a government might promise a tax decrease but later realize that it is not feasible. Very seldom are taxes decreased. On the contrary they increase. The world is moving on; not backwards. No one likes to pay higher taxes but it is a way of life. Those who want and expect a salary increase they should consider where is the money coming from. Keep your mind and eyes opened for world news.

I saw a piece of news on CNN recently that claims, Severals african states are rich in resources but because of widspread curruption in those countries, they have zero chance of prosperity. Learn from that Mr. PM instead of raising taxes. We already have a tax overload.

    • Justice and Truth
      May 3, 2013

So you would like to see Dominica not prosper? The corruption which CNN claimed is not a few dollars. Those governments live a life of luxury while their nationals suffer. Governments in other parts of the world financially assist them including religious groups, in many respects. Some people from other countries go there to assist the poor, build roads and help them build water supplies, feed, clothe and house them. These people are living way below the poverty line. Children search landfills for items to sell for their parents and for their livelihood. Many do not attend school and cannot afford to. They are starving. They do not have it easy. Thanks to those in the outside world, the progressive countries, some are getting by.
Keep in mind that in the countries where there are wars/strife how can the country/people prosper when many are murdered and the land is destroyed by bombs? Those who are responsible for this are also destroying their country and themselves. They are too ignorant and wicked to realize it.
I have stated that those governments should be arrested and charged for neglecting their own. Dominica is not as bad or not even as bad as those countries.
To a certain extend, Dominicans are by far better than those people.

“Focus on Government and Development” …and what does that mean for the needy and poor? There are no defined criteria in this statement. Development on what (people, communities, farming, etc…), where (industry, commerce, trade…), how (monetary, education, etc…), who benefits??? This is some real Bull !

    Well, well, well. Look it.
Dominicans are giving you all praises sir.
This is the result of a government giving hand outs, competing with the private sector and working without a plan, instead depending on foreign “friends”. Now Chavez is gone, Gadaffi is gone, and China has made Taiwan insignificant on the world stage, we are left to fight on our own. What doi we have to fight… not a gun not a cutlass, not even stones…

Chavez is gone. Are you aware if Dominica will not continue to receive help from Venezuela? Some of you jump the gun, so-to-speak and are always presuming and negative. Think positively. Dominicans will not starve and will not be worst off for paying higher taxes. First of all, you have no idea what type of tax the PM was referring to. Why not wait and you will eventually know, if a tax or taxes will be increased? Cease worrying. Adopt a wait, see, hear and read attitude.

Where i am from it’s the labor law i am not sure about Dominica. Mr PM your advisers should tell you that would not be a popular move in this economy. One of Dominica’s price possession is water I think we need to do more more with it. When you raise taxes it’s always the little people that will suffer. You raise taxes on the big businesses all the do is raise the prices on us.

Dominicans should not be surprised at the possibilities of new taxes when the next budget is read. It is alleged that Dominica’s debt is approximately $1 billion. Presently, Venezuela has its own domestic problems.China is more interested in having its people settle and open businesses in Dominica. Cuba, who at one time, received tremendous help from Venzuela, also has its domestic problems, therefore,it is obvious,as those cows can produce no more milk and cheese,Dominicans will have to tie their waist tight.

SERIOUSLY? this is bad news! why is the PM smiling? I think the pm should seek other advise on ways to get more monies into the country. Tax the Chinese, the large businesses, sell the sand in Layou for actual monies or raise the price of the sand etc

    • Laughing
      May 3, 2013

You are right except for one thing. I think the sand in Layou should be given away to anyone who wants/needs it, so that Layou and the river can get somewhat back to normal. It looks like a moonscape and is a sorry sight!!! Every time it rains, lots of it flows back into the river and then they have to dredge it out again, and again and again. How long have they been doing that? Get real! Advertise “free sand” and the Gov’t won’t have to keep dredging and paying for the next 20 years! They will get lots of free labour and the people will get free sand. A win, win situation!!!!

Our share of the money government should have given us (ordinary citizens) when he was building the state house, he gave all of it to the Chinese in loan and jobs. Now we have to pay for it although we have no work, nothing not selling, and things are bad. They want more money to put in their pockets and to build more big houses for themselves? Don’t blame the civil servants because government took a very much higher raise for themselves than what the civil servants got.
Ask Charles Savarin for advice about paying back pay without imposing taxes. He knows too well because he brought Patrick John Labour government to its knees for backpay and now he is stiffling civil servants.

    **NO SURPRISE**

When a country’s economy is NOT growing what else should we expect!!! The tax base remains the same. There are no new workers to add to that base.

Plus the country must meet it’s financial obligations; salary, debt srvicing cost [which by the way we are over 600,million in debt].

Sadly, it will not get any better until our economy starts REALLY growing. Grants can only take us so far.

We carelessly send our hard earn money to foreign producers & distributers increasing our import bill to millions.

At te same time we reject our farmers foods because it cost a little more. We basically reject our very own & prefer the pretty vegetables & fruits we see on TV/magazines.

We need to start INVESTING & BELIEVING in our selves as a nation.

[I would like to say more but I’d better stop now]

Until then……we must not be surprise! That’s just the way I’m feeling about us.

    -Thanks

if Dominicans can sustain more or higher taxes,I say good luck to them.

In my neck of woods, we only pay 8% payroll tax …. and life goes on.

How much more can we keep taxing poor people to pay for our ineffectiveness, lack of foresight, lack of leadership, and lack of innovation. This is sad.
