PHOTOS: Housing development project for Dublanc

Dominica News Online has finally received photos showing the Dukesville and Dukans Projects in Dublanc.

Last Friday, the project, which was revealed to the public, has been described as having the potential to complement broader development efforts at community and national levels, involve, empower and maintain communities, create employment and breed income.

The initiative is the brainchild of Randolph Victor, an overseas-based Dominican, with a vision that was conceived in the early 1980s and brought to fruition with the acquisition of a significant portion of land, part of the Belle Valley Estate, on the outskirts of the village of Dublanc; 11.5 acres of this land will be used for development.

    @Charles:

    Charles, I hope you are not the politician for obvious reasons. I am not a builder and and expert in housing nor am I involved in real estate. However, as an adult I utilize my common sense which you should have likewise done. You must think beyond.
    Consider purchasing land to build a house. Do you think that this would occur immediately and be completed in a few months? Think of this, planning, purchasing, permits, cost, etc. It is no easy matter. This is another reason why some people just sit back and do nothing as time flies. Everything is costly and takes time with some headaches and anxiety.
    I am not surprised that it took approximately 20 years for his plans to come to fruition which is now in the preliminary stages. I would not question it. There are some things which we have to take for granted and be satisfied with rather than questioning it and being negative about it.
    A project such as this one, the initial stages does not take place overnight or in a few months but years to complete. Note the picture of the area.
    This is a huge undertaking which will also entail millions of dollars. It required a lot of thinking and planning which also went into this preparation.
    If he did not win a lottery, he surely would need financial assistance. There is no doubt through the years he did his utmost to save as much of his money as possible and would also have to borrow money from a financial institution, if not more than one. He would also need to ask relatives and friends to partner with him in this undertaking. You also know how people can be skeptical. He probably would have to convince them as well as the financial institution that it would prove to be financially successful.
    There are some people who mortgage their homes or other property even sell some property if they own same in order to undertake another project.
    First, he got an idea and thought of it. Whichever came first he had to consider purchasing the land and decide on the best location. As years went by he decided on the location, the type of housing, who would it benefit and the list goes on.
    He may not have had an elaborate idea at that time but later after consideration expanded the scale of the type of housing he wished to build and how many people it would house.
    He obviously visited Dominica and that area a few times before deciding on this location. Traveling cost money.
    Then when the owner decided to sell the property, he had to negotiate the cost with the owner. I visualize that it was a back and forth discussion which also consisted of numerous telephone calls and writings. TIme and cost were expended.
    This is a lot of land. It took a lot of planning, discussions and negotiations.
    He obviously had to consult a realtor, experts in that area.
    When he was successful in purchasing the land, he needed either a draftsperson or engineer in real estate to assist him to draw-up a plan of the property to build the homes. This plan must be government-approved.
    The government has to be consulted. The land has to be registered, at a cost. Also the cost for applying for a permit in order to build. It probably will require more than one permit for water, sewage, hydro, telephone and cable. These will not be installed for free.
    The plan for the area/building may not have been satisfactory and another one would have to be drawn up or that it would have to be modified. All these are big headaches and also cost money. What he has done so far is only in the preliminary stages. He now has to build-up the property. Just visualize his efforts and cost in such an undertaking.
    As a child, I recall when my father bought a lot in Dominica to have a house built for his family, some of what I stated above is exactly what he experienced. This is another reason I was able to elaborate on such a housing plan.
    I wish him the proprietor well. The people of Dublanc and surrounding areas, even the general Dominican population will benefit from it – Dominica in general. We need to offer him all the encouragement we possibly can and even in prayers. His interest is in building-up Dominica. He is doing well and means well for Dominica.

    Yeah I kind of see with @Charles. 20 years should provide more than just these CAD diagrams. Also it will take an impressive investment to pull off such a sub-division in Dominica considering it’s terrain. However I hope the developers are able to pull this off and get great returns. I wonder if a five star resort would have been a better idea.

    This is only an artist’s rendition. The proof of the puddung is in the eating. I dont get excited over words and pictures.

    If everytime a pronouncement is made in Dominca it actually came to fruition, Dominica would be a paradise. We supposed to have marina in Portsmouth, Castle Bruce. We suppsed to have a 5 star hotel in Woodfordhill. They were also going to build an oil refinery at Castle Bruce.

    Where are all theswe projects? I dont believe anything anyone says in Dominica. Just show me.

    wait until Dumbnica becomes an all inclusive playground for white people and Dumbnicans are not allowed to go to certain places on the island.

    We will see all those who have welcomed the devil-upment run out of Dominica and leave the have-nots to suffer as the new slave labour. I hope you all like cleaning rich people toilets!!!!!!

    very nice. i hope it works out and doesn’t end up like that *other* housing development that didn’t work out on this island…..But great idea! there is no reason there shouldn’t be more of these.

    on a side note… everyone is saying how nice it looks and how they would like to live there…and i’m right along with all you… but since some of us wont be able to afford to live there…

    lets keep taking pride in what we do have…. keep taking care of your yard and your porch area tidy..clear debris… paint your house if it needs it and you can afford to. if everyone on a street keeps their area looking clean and nice then everyone can take pride in it. whos to say only morne daniel and the communities like that are the “coveted” and “nice” places to live…. take your street back and make it something to be proud of.

    Impressive, please do what we can to have this come through. But we would soon like to have an estimate as concerns the price and fees to be incurred. I am sure that many are interested in acquiring property here. Impressive! Just ensure that we get teh right contractors and engineers please!

    this is gonna change the face of Dublanc..

    @Watcher: i guess that the prisoners should be put to use then. how about bringing them out on a weekly basis to clean up all the litter. and there are places with no litter still stink. i still think the open drains must go.

    @ok: It is not the sewerage system. It is the litter that blocks every where and where free flow should be. This is the root of the problem – styrofoam and litter everywhere and no love for country. If one loves their country and takes pride in cleanliness and beauty, they will never litter.

    So much for the saying that overseas Dominicans are just talk, huh? I congratulate Mr Victor on this achievement and hope it will spur other development projects (on that level and higher) throughout Dominica. Bravo, bien fete!
