PM Skerrit to present $854-Million National Budget

Prime Minister and Minister for Finance, Roosevelt Skerrit is scheduled to present a Budget Statement on Thursday amounting to more than EC$854 million in recurrent and capital expenditure for 2017/2018.

This is an increase of EC$173 million over 2016/2017.

In the 2017/2018 National Budget, recurrent expenditure will realize an increase of more than EC$137 million while capital expenditure will realize an increase of more than EC$36 million.

The Prime Minister will, in his Budget Statement, provide an explanation for the increases and decreases in allocations as well as provide some important performance indicators.

The contribution by revenue generated from the Citizenship by Investment Programme (CBI) will no doubt feature very prominently in the annual policy speech.

Attached is the Appropriation Act for the upcoming sitting of the House of Assembly.

    ok ok ok! Forget about the budget for a 2nd… did anybody ( Laborites) ever go over de manifesto (book of lies) from 2014? its 2 years and a half now is any of those things done? Nope! so why praise this over a lame budget…

    Does the budget presentation specify sources of income? It would be interesting to see which part of the Dominican economy is generating the greatest part of the EC$854 million, and what percentages are foreign loans, grants and other sources of government revenue? Just asking? We always focus on the expenditure but I never hear much debate about revenue generation or potential sources of income….

    It is rumoured that PM, the Hon. Dr. Skerrit, Knight Commander of the Order of Lots of Good Stuff, went to his doctor with the complaint that he was worried about one of his ministers was convinced that he was a chicken (not the PM, the minister :)).

    The doctor responded: ”Sir, Hon. Dr. Skerrit, it seems that your minister is deranged. But we can fix that with a spell of detention in a safe place whilst he recovers”. The Hon. Dr. Skerrit responded: ”So how long will all of that take?”. The doctor said: ”About a month I guess”. Dr. Skerrit responded: ”That won’t work!!!”. “Why?” , said the doctor, to which the Hon. Dr. skerrit responded: ”You see, I really need the eggs!!”.

    Dr. Skerrit MUST go! NOW!!

    The presentation of a budget by Skeritt is a waste of time. This is only a constitutional requirement. That is the only constitutional requirements he follows and not to the fullest order. He goes to the parliament and he reads some figures and plans he has for the nation for the coming year. Approximately six months later, he goes back to the parliament and tell us he has over spent, therefore he wants parliament to ok what he has over spent. In the meantime, million of dollars for another account relating to CBI are spent during that same cycle. It is in the same country the money is being spent, it is the same government and the same things money approved for the budget is being used for, no mention is being made in the budget before or after, so, like a said, the presentation of the budget is only a constitutional requirement.

    WOW WOW WOW!!!!! thanks God for CBS and Linton, it is only because of them that the national budget is this big…. there is no hiding the amount of money that CBI has been racking in for the years gone…. and we the general public was none-the-wiser, praying the the gov could work with these silly little budgets every year.

    I have to say this is pure wickedness eh…. you mean to tell me this leap from 173 million to almost a 854 million aint telling that someone really screwed up with this administration….

    I am not impressed by the number. Dominica does not have the capacity to absorb $854 million in one year. That amount won’t be spent in the financial year. My estimation is that $400-$500 million will actually be spent, approximately 40 per cent of which will be spent on the wage bill.

    Another budget of more lies, deception, and false pretenses, and nothing that offers hope to the people of Dominica. No wonder they ran for ID and security to prevent us the people from coming to hear them. I do hope for the sake of DOMINICA, madam speaker does not allow Skerrit to hide behind her skirt to answer questions like: 1. What he knows anything about emails we see online between CBI director Emanuel Nanthan and then wanted fugitive and our diplomat, Amiereza Monfared 2. We saw the name of our PN several times in those emails,as well as that of other members of his cabinet as well as his attorney and other friends of the DlP; was it by mistake or by design 3. We also saw receipts of monies transferred from Monfared into the accounts of friends of the government, so much so that Nanthan advised Monfared against transferring to the Portsmouth Service Station and instead, send it to the account of the PM’s attorney, who is a member of the election commission. Can the PM tell us

    Why did they sneak in the Airport tax before the budget, on even children? Why did the man raise the Road License by $100+, just like that..?
    Gasson, there is not enough effort put into developing and marketing Dominica’s unique resources..Dominica by now should be in a prime position to export water cheapest to the rest of CARICOM, and we should indeed be selling at least 50% of all Agri Produce in the OECS..
    Another Budget, every year it’s higher and still nothing changes..

      Finally someone commented below that $ec854m was a large sum and couldn’t be sustained by a small island like Dominica.
      I’m sure the PM will provide a snapshot of the group budgets ( departments) in his statement, clearly illustrating where the sums totalling that amount will be spent ( budgeted)

      A lot of financial promises were made by government to local communities, so one expects large outlays in that department

    Every budget presentation the PM paints a most utopian picture about the economy, and the monumental relief it would bring to the poor and destitute. But every year like clockwork, the people’s hopes are dashed by the economic and financial hardships that they have to experience daily. His budgets are usually replete with factual errors. No one should be optimistic about this budget as the previous thirteen have brought only disappointment and misery for the majority of the populace. Using the CBI funds to try to beef up the economy is unsustainable. Only his sheep-like supporters would approve of his abysmal performance thus far.

    The Associated Press reports that in the closing arguments of the case against the holder of a Dominican diplomatic passport , the prosecution submitted in New York yesterday, 25 July that the accused, Ng Lap Seng, paid millions in dollars in bribes between 2010-2015 and to two U/N. Ambassadors in particular.
    I look forward to the public disclosure of the e-mail and bank records, mentioned by the prosecution court. I somehow doubt this affair will ever get a hearing in our honorable House.

        According to the government CBI unit own information people that acquire a Dominican passport are citizens for ever with all the rights that locally born citizens have. They can even vote in our election and become Prime Minister. You ever consider that?

    I am waiting on the presentation to make a more detailed contribution, but if I have to go by past budgets I can categorically say that I have NO CONFIDENCE that this budget will improve the quality of life of the poor.
