Public servants say enough is enough

The Dominica Public Service Union (PSU) is to meet its general membership next week as it toughens its approach in salary negotiations with the government.

This, after government refused to meet its request on matters of salary and wages.

Three years ago, the DPSU was able to secure a 3 percent salary increase for its members but according to Thomas Letang, general secretary of the DPSU, the union has been told that the economy cannot afford more than what is being proposed.

So he is saying enough is enough. “The current situation is that the Government is not prepared to move from one percent in respect of 2010-2011  and 2011-2012. We received 3 percent ,salary increase for 2009- 2010 and we do not think it is fair,” Letang told Kairi’s Heng Program.

According to Letang, government has taken a high handed approach to the situation and Public servants will not accept it.

“It is not right because I have taken into consideration the state of the economy … I have always put this country first before anything but it reaches a point where the other side is not willing to compromise,” Letang argued. “They are not even willing to look at some of the other issues beside the salaries that we are proposing, then it really puts you in a position where enough is enough.”

    These government made a big mistake not given public servant’s 5 percent increase salary the money is available,but this government prefer to give some lazy folks free money and free stuff to bride them ,instead given to hard working folks.

    The country don’t have money but they prepared to take the country into another general election if the supreme court judges rule against SKERRIT and Petta. So people like Gary and Observer will find ways to justify spending millions of dollars on an election and to verify that the rest of the cabinet are a bunch of paper dolls

    Both sides of the negotiations are making valid points in the same way that both sides are well aware that their respective positions are unsustainable and hence the need for continued good faith, and productive negotiations and compromise in the best interest of the workers and the country. Personally, I believe that both sides are currently engaged in posturing and seeking to gain public support and/or sympathy.

    The government is right that it cannot and should pay the 8% demanded by the union and Mr. Letang knows that. Similarly, Mr. Letang is right that 1% is too low, notwithstanding the easy scapegoat of the gov’t to blame everything on the “global economic crisis” rather than its failure to grow the Dominican economy. The gov’t, including the Ayatollah himself is well aware of that.

    The reality is a 1.00% is nothing and will not negatively affect government purse nor will that improve the lives of workers in anyway, taking into account the current cost of living and the rate of inflation in a sluggish economy. This is nothing compared to USD 400 per day for the frequent travels out of Dominica and the hefty salary and benefits to gov’t ministers and advisors..

    Some have suggested, and perhaps rightly so that until the membership of the PSU starts taking a stronger position, whatever Mr. Letang and the management of the Union may say is simply sand blowing in the cold winds of fear and submissiveness.

    The government is well aware of that and it knows that the PSU lacks solidarity within its membership and among the other trade unions on island therefore the PSU is weak and the leadership of the other trade unions has basically been bought through meritorious awards in return for their loyalty, thereby effectively destroying the trade union movement in Dominica.

    Therefore, I am confident that a compromised position of about 2.5 – 4.00% will be reached in the future and all will be okay with no strike action or civil disobedience

      The real problem is not the 1.00 % increase. It is the lack of solidarity, conviction among the people.

      During the recently concluded 34th Independence celebrations, we honoured two long serving trade unionists. Last year, another trade unionist was honoured. All three trade unionists have been thorns in the occasional balloons raising hopes for unity among the trade unions in Dominica.

      As it turns out these trade unionists are also very strong supporters of the Labour party and every time the balloon of hop is raised these three trade unionists pop the balloon to the ground in the interest of their political party alligience.

      Mr. Letang should not hold his breath to receive a meritorious award anytime soon as long as he continues to fight on behalf of his membership, irrespective of gov’t in power.

      He can, however, be content that his membership –at least on paper- is much more sizeable than the non-existent or dwindling membership of the other unions that we have recognized as part of our independent celebrations for being loyalists of the administration rather than serving the to protect workers rights.

      Therefore, we are not surprised that Ms. Nicholas will accept a 0, 0.5 or 1 % on behalf of teachers. To the extent that the teachers are satisfied with this increase says more about the membership than the leadership. After all, trade unionism is all about solidarity of workers and only if the rank and file accepts a 1% can Ms. Nicholas act on their behalf.

      The Gov’t has brain-washed the people with handouts, gifts or intimidated them threats. The days of fear no more is over. The masses are paralyzed. They will not act. They cannot act. It is useless calling on workers to strike. Jemmot, Nicholas, Augustus and others will not support that.

      Clearly, the major problem for the PSU is within itself. The lack of solidarity is from within. The same applies to the opposition UWP. When a meeting is called, expecting people to express their displeasure with the status quo, they defend the interest of a corrupt regime.

      Sadly, the membership of the PSU has not reached the threshold of enough. They will not attend the meeting when it is called and they will not strike either. They are either satisfied with the status quo or fearful of what we don’t know. It will take a lot to get the members of the PSU into action under the current circumstances.

      The lack of solidarity among the people and the willingness to stand for what is right remain the main problem in this country. It is unreasonable to blame Mr. Letang- for the same reason we cannot blame the leadership of the UWP when people are afraid to stand up and be counted.

      Rebuilding solidarity in the trade union movement and among members of each union should be a priority as it is for all opposition parties to the gov’t.

      The least that our “patriotic” “meritorious” award wining trade unionists can do for their members is to re-organize the labour movement under an umbrella Trade Union Congress (TUC) and encourage more effective solidarity among members. This is the only way our local Trade Unions can demand anything from this government.

    That’s a good question…Teachers 1%, police and fire-men 6% and the rest of the Public Service 8%? Inflation affects everybody, so why give some more than the other? First of all, if you can’t make ends meet on your salary, a lot is wrong. First of all, what is minimum wage? If there is a wage increase, it should start with minimum wage and that and that will affect the rest of the job market.

    Inflation and wages should increase simultaneously, but doesn’t happen, however, when there is a huge gap between inflation and wages, poverty increases. I think there is enough poverty on the island, don’t you?

    I think 26 Million on a state house is a bit much, but hopefully, its a house that will serve the Prime Minister, who ever he may be.

    The lower and upper Middle Classes in Dominica reeling under pressure. Imagine the plight of the majority of citizens, especially in the rural areas. The standard of living has gone down, down, down. But a few in authority have amassed massive wealth by dubious means.

    Many in the Public Service would rather fight for, and defend Skerritt and his cabal to become rich overnight, while they suck salt. They like it so. When their pockets start to hurt a little more, they will take decisive action in their own interest. Only then and maybe. wickedness reigns.

    I have never seen a people so unwilling to stand up for their rights. Skerritt himself boasted that the economy was doing good while other countries were facing problems. Dominicans were even sending money overseas to their families, it was said. Now 1% increase proposed? But Civil Servants will accept it and put their tails between their legs and walk out defeated.

    Skerritt comes first before their own and their families’ livelihoods. That is how the people have been manipulated and enslaved mentally. Once the oppressor controls the mind, your body, your actions are all under his control as well. You go according to your master’s dictates.

These are the very same people who think that the government is achieving next level status and that the only reason we are in this sunken ship is because of the world economic crisis.     I have read all of you comments and now it’s my turn. First of all, let me apologize for my rant in advance, but I speak from a personal point of view and I know several others who are in the very same boat I am. ADMIN DNO please bear with me the same way you bear with “Justice and Truth” and “Lizavier4Jesus” and their long blogs.

    1) If Mr. Letang and his executive try to suggest that DPSU go on strike, sick-out or any other kind of industrial action, HE BETTER THINK AGAIN!!! Because I was there in February 2003 and I lost over $400.00 of my hard-earned money which I NEVER GOT BACK!!

    2) What is Mr. Letang’s point??? Ma Nicholas and DAT already accepted 1% increase, do you honestly believe the Govt going to give teachers 1%, give police and fire-men 6% and the rest of the Public Service 8% BECAUSE THAT’S WHAT THEY ASKED FOR??? Dream on, Mr. Letang, dream on.

    3) If the Govt cannot give at least a 3% increase, then we’re just wasting our time. As a single young woman in the public service, I must dress according to the standard prescribed mode of dress. I don’t call myself a flashy person by any means whatsoever, I just try to dress modestly and neatly for work. A yard of material by Dupigny, Astaphans etc is between 12-15 per yard. You have to spend upwards of $300.00 to purchase that material, I haven’t even talked about zips, buttons and the cost of seamstress, tailors yet.

    4) As soon as public officers get an increase, EVERYTHING goes up, social security payments, groceries at the supermarket, hair-dressers, even the fees at lending institutions go up (of course they won’t tell you that)….So it’s not even worth it to go screaming for salary increases. Better you just buckle down, pay off your loans little by little, limit your spending and PRAY!!!

      the shops & stores are to high in roseau and around Dominica You can order on line and it is far more less. Are we increase our salaries to order more or pay these high prizes. Am not seeing cost of living not going up but when DPSU say who should have and who should not have. Education we lack the most. Children are going college just to say i was there. As for Admin open a door for the young readers give something put a column win a prize. i am willing to help with that prize giving.

      Sadly, you’re misunderstood. Cabinet does not have big salaries. Having worked with ministers before, their salary is quite meager for the work that they do.

      Granted there could be issues with the number of cabinet members, they work pretty hard for their money.

    Make no mistake about it. Our region is in the throes of the greatest crisis since independence….Letang has to ask his memebrs to tighten their belt, ask for more production from his members at the same time ask governemnt to help with their plight.

    Dominica cannot afford a tax increase from its citizens just to satisfy the unions.

      I quite agree! as a civil servant at the PMH I see people just wasting money; workers allow their relatives, friends and friend’s friend to come and do procedures for free behind their supervisors back. Now how you expect the hospital to make money when you don’t charge for the services and still the hospital has to pay to obtain the materials(needles, cotten, gauze, xray films, ink, iodine, medications, plaster, plaster of paris, etc) for the procedures??? the same goes for other government departments. My point is: the money government would have used to pay us 3% is being washed down the drain by us the same civil servants. we have to produce more, waste less and try to generate more income in our respective departments.

    I can empathize with the public officers on their frustration with the breakdown in dialogue. As a student of management, I understand the critical role of consultation in avoiding conflict. So whether the State is not in a position to offer anything other than the 1% on the table, dialogue should not end. Having said this, the DPSU should not be over confident in a higher offer from the State. Dominica’s economy has not be moving consistently over 1% for the last several years. The state of the national budget and our balance of trade accounts do not support a wage increase. I believe Mr. Letang and the DPSU should argue their case differently. They should speak to things like public officers productivity, reduction in wastage, duplication and overtime costs as their basis for wage increase and not that a year has passed. A strategy for wage adjustment should not be that 12 months have passed as there is no correlation between 12 months and an employers ability to grant wage increase.
    So here’s my recommendation to both parties. Develop a mechanism which will determine whether a wage increase is justified. This mechanism will use empirical data and not be subject to what one or either party thinks. Based on the determination of the mechanism, the parties collectively examine the State’s ability to pay.

      Great points! I don’t belive that civil servants should get an increase just because. As you have stated, have they reduced costs? Have they improved project approval speed? Have the agricultural extension officers, for example, assisted in real figures, the local chicken farmers in improving their efficiency?

      These are some of the yard sticks by which wage increases should be measured and even then its not everyone that will get an increase either.

      And great point on need for dialogue being necessary. Arrogance on the part of the side with the power is infantile.

        Absolutely agree. Often, dialogue between both sides are met with apprehension.

        Several farmer goals aren’t met, yet farmers want an increase in payment. The workforce has to be optimized before higher payment can be allotted.

        Just because you ask for higher pay doesn’t mean you’ll get higher pay.

        I haven t heard more intelligent discourse than this in a long time. We fail to address the accountability issue where productivity is concerned.In that regard we never find out what the result are re: activities embarked upon to increase productivity. Eg the work of ag extension as you rightly cited. By the way I am just an ordinary citizen, no economist. It s people like us who seem to care about such things. the real technocrats don t appear to be too interestd in a results oriented approach.

      Don’t see how you lumped the $8 million in the same category as the self approved hike in the ministers salaries.

      The $8 million was an investment in positioning the country’s air access. Shocking you see that money as squandering.

      Now your point on ministers gorging themselves on the wage trough, I totally agree with. But such gluttony is quite typical of the “niggeritis” syndrome.

    For a few dollars more or austerity measurs in Dominica again? I will accept the 1%. This is not to say that I do not need more money – who does not. But if getting more money means that the state coffers will be jeapordized, then I will settle for a smaller percentage increase. Go ahead call me a FOOL or a “trough feeder” but I see and understand what is happening today in Greece, Italy, Spain, Portugal etc.

      one percent of my (servant) $1300.00 salary in 2012 is $13.00 less than a galoon of gas…
      and skerit getting 400us or $1100.00 dollars a day for every day he spend out of dominica,.. and people have him up like a god……

Young civil servant come again be satisfied that you are earning something as somewhere, somehow there is someone worse off than you. Be grateful to God for small things, serve and obey him in all things put him first and you will be surprised what he can do for you.

      Indeed, together we must stand up for what is right. We must lend our support to the PSU as it seeks not just a salary increase but improvements in the working conditions for all public servants in Dominica- in the same way that Charles pretended to have been doing.

      Ask yourself why is it the ministers of government, including your Parl. Rep, are getting richer in these hard economic times of global economic crisis but the Dominican economy continues to suffer? Why is it when every good thing happens Skerrit takes the praise but when he fails- which is most of the time -he blames the world global crisis?

    Letang the civil servants are drugged and well sedated so to get them into action they must be awaken. I am not sure how you can do so when the people you are appealing to are the mainly laborites many of whom are square pegs hammered into round hole.Will you get Peter from the port to walk the picket line or John from customs to hold up a plaque?
    It is unreasonable to blame Mr Letang. The same goes for the opposition. Some people are blaming the opposition but we fail to admit that the opposition is as strong as the people who are willing to stand up against a failing government.

    i am a civil servant and i have to add things are tough, we have seen food and every aspect of the our life turn for the worst. but the servants are not prepared to take any action because most of them have been bought. a little duty free or a cuba study fo your child and at the end of it you must say praise god for skerrit. servants are not thinking of their future or children’s future.
    CIVIL SERVANTS NEW MOTO IS PARTY BEFOR POCKET…
    i will take no part in it i thinks that is a fight for the boomboomfly servants.

Which means that the Government taking care of some of my future as well. You want your pocket too full that I suspect, you do not want to leave anything for another civil servant pocket.     The state of the economy is not only for public servants. Other business companies in Dominica adhere to the unions negogiations and give private workers their increases.The Government Ministers get a loaded salary with many addons, plus the Ministers travels more often then Liat.It is alledged that their is a US$400 a day when they travel away from Dominica,it is also alledged that Skeritt travels out of state approximately fifteen days in a month. Skeritt doesn’t need so many Ministers of Government, advisors,a liason officer in the Virgin Islands plus a Caricum ambassador and Petro Caribe ambassador. Mr. Letang has tried his best,if those red public workers rather Skerrit then their stomachs,then so be it.

    What would Mr. Letang want, for Govt. to stream line the public services by sending a few people at their homes in order to meet their demands? Are they not hearing and seeing what is happening in the outside world.So many public workers are being sent home as these Govt’s. cant meet their wage bill. So I think the PSU boss should hold on till the economy becomes better, then they can press for their increase in salary, As of now the economy is too sluggish to demand a hike in pay.
