Recommendations geared at solving financial problems at PWC submitted to Minister of Public Works

General Secretary of the Dominica Public Service Union (PSU) Thomas Letang says recommendations geared at solving the financial problems at Public Works Corporation (PWC) have been submitted to the Public Works Minister Rayburn Blackmoore.

The concerns over late payment of salaries have been an issue plaguing the Public Works Corporation for several months.

Letang said after meeting with staff members, a decision was taken to submit recommendations to the minister.

He said solving the problems affecting public works would be in the interest of everyone.

“What we did some time ago is bring some of the employees together, we had a think tank where people said what they saw was the problem at Public Works, what are some of the issues to be addressed and what could be done,” he said.

Letang said the recommendations were sent to the minister last week and copied to several other organizations.

“It’s an institution which we would want to succeed, we cannot do it alone. I think all stakeholders should be on board if the cooperation should move forward. The workers are under a lot of stress, fortnight come and go and no payment,” he said.

An audience has also been requested with the minister.

    another thing DNO. what is the deal on the west coast road / chinese project. why is public works being kept out of the workflow. why is it that gardakan supplying the bitument when his plant supposed to provide material only for the canefeild pond case road???? isnt that illegal??? why is it that public works was cut out of the paving of the west coast road and dipcon was choosen instead?? what relation does the translator for chinese have with the son of sing. is this fair to the over 100 employees at public works????

    QUESTION: tell me minister, why cabinet approve to buy a PHEONIX ASPHALT PLANT and is the more expensive APOLLO ASHPALT PLANT allu buy??? WHO GET THE EXTRA??? AND the tarish that supposed to be for community based programs, supposedly subsidized by tax payers, why is it being given away to people who can afford to buy it???

      I think the previous PWC chairperson could provide some answers to your questions. I understand, for instance, that the new plant’s capacity exceeds all of Dominica’s needs, which is wasteful in itself. And it is a matter of public record that the Govt. had to provide a payment guarantee for the PWC. I think an inquiry is in order to avoid a recurrence, in case the PWC survives, and its suffering employees be told the truth. There is no need to blame the Chinese contractor as they are free to procure services and materials from whomever they choose and have no obligations to contract the PWC. PWC have to be competitive in their own right.

      Garcon you’ll get a heart attack wee. Dude if DNO refuse to post you blog then all you need to do is tone it down or be tactful. if you want to throw some names out there just just be smart. DNO has every right to protect themselves so take it easy. Whenever DNO reject my blog revise the blog to insure that I’m not putting DNo in a compromising position.
      Relax and try again.

      ADMIN: This is what a lot of bloggers don’t realize. They think that we have the right to publish whatever they write. We cannot. We have to cover our backs. There are people out there scanning our blogs with their phones in their hands ready to call their lawyers. So we have to be careful.

        DNO when u let us down, u let Dominica down, when the MEDIA becomes so threatened that it cannot provide people with the basic freedom of expression, then something is wrong…SAy i were to provide I with Documents that would put your little website on the MAP. change dominica completely, you would have failed. because even while i am anonymous you would have NO CHOICE but to follow the leader…how then can you be an agent for change when you are stricken with the same disease that plagues our sweet Dominica. a disease of fear and silent betrayal. putrifying and festering with resentment and soon to be extremism….i beleive that justice will prevail in Dominica, as absolutely as their power is, so to is change absolute. and most of us will bear the sin of INACTION for failing to act when all that is right was being murdered.

        here is part from a very contraversial document which was held by members of our parliament.

        If Freedom of Information laws are to meet their objectives of encouraging more public participation and oversight of government, then citizens need to be completely aware of their rights and how to enforce them. In the early stages of implementation, it is important for the Government to take a proactive role in promoting the Act and making the public aware of the law and how they can use it.

        At the core of Freedom of Information are records management – papers, documents, files, notes, materials, videos, tapes, samples, computer printouts, disks and a range of other things. Without an effective system for creating, managing, storing, retrieving and archiving records, implementation of Freedom of Information laws will be more difficult.

        After the adoption of Freedom of Information legislation, a specific body – such as an existing oversight body or a new Information Commission or even a government department – can be charged with educating the general public and public officials to facilitate the use of the system. In small countries such as the ones of the Caribbean, the role of an Information Commission could be combined with that of another oversight body such as that of the Ombudsman. Attention will be given to devising a system that maximizes efficiency as resources are often scarce.

      If you are so adamant about your comments being published and DNO are not willing to oblige, then why dont you 1) start your own site. 2) write an article and get the SUN or Chronicle to publish it.

      We all at one time or another would like to vent our views on DNO, but we are aware of the limits of free speech,or we couldn’t afford the legal costs. If your comments were published on DNO and it turns out to be highly inflammatory/liable, would you pay the legal cost for DNO?

      Express your views, but be cautious, tone it down, keep it short and to the point. Make sure you have ALL the facts. Cover your back, just as DNO are covering theirs.

    Everything in turmoil, agriculture, tourism and manufacturing ; As an insider please don’t be fooled by the smoke screen. Right now is grab what I can parade going on – that one little invoice for building material in the valley area is just one of the many “grabbing festival” going on. The Petro carib thing is another example. There are more invoices to come.
    How long are we going to be in denial. I was in denial until I actually started seeing all kind of questionable things and paper work. I’m not using a government computer to post this so I have no fears.

    They told us that the country running smooth yet for more than a year they cannot pay public workers on time. 27 million for a state house etc. The cards are crumbling and the chickens coming home to roost.
