As the search for Kernisha Etienne who was abducted from her home goes into day two, Minister for National Security and Home Affairs, Rayburn Blackmoore, has vowed that his government will do all that is possible to find the 12 year-old girl.

According to police reports, on the evening of June 7, 2022, at about 11:30 p.mEtienne was abducted from her home by a mentally deranged man.

During the offense, Kian Alexander of Belles who has been identified by police as the abductor went to the home of his uncle, Laurent Joseph Bruno, and attacked him with a cutlass inflicting serious wounds to his head and face.

Thereafter, he abducted 12-year-old  Etienne, the adopted daughter of  Bruno and disappeared with her into the bushes of Warner.

During day one of the search, scores of residents joined the police in searching for the minor and the assailant but to no avail.

During a live interview with State owned DBS radio this morning, June 9, Blackmoore revealed that K-9 and a helicopter are among resources to be used in the second day search for Etienne.

“I want to on behalf of the government express our gratitude to the government of France because through the instrumentality of the department of Martinique we were able to get a helicopter yesterday at 4:25 p.m. to help with the search,” he stated.

“The helicopter left last evening but is expected to return today but we already have a trained dog searching in certain areas to find Kernisha.”

The Parliamentary Representative for the Mahaut Constituency pledged that  search for the 12 year-old will not end until she is found.

“I want to give the public the assurance that this search is non-stop until this young child is found and brought back to her natural habitat, namely her home. Our prayers continue to be with her family during this time including her adopted father who was attacked and is a patient at the Dominica China Friendship Hospital but we shall not relent until she is found,” Blackmoore declared.

Prime Minister Roosevelt Skerrit who also spoke on the abduction of Etienne said he has given his full approval to the Minister of National Security for any of the State resources needed to be used in the search and rescue effort.

Skerrit, who is attending the IX Summit of the Americas in Los Angeles, California thanked the many citizens who are assisting in the search and rescue efforts.

“Even if I am out of the country I am following events on an ongoing basis. For me this issue is an even greater priority than the summit of the Americas and so my attention has been switched to our efforts at the search and rescue of Kernisha Etienne. I’m very hopeful and I pray to God that she will be found alive so let’s continue to pray and do what we have to do as a nation,” the Prime Minister encouraged.

Meanwhile, Minister for Youth Development and Empowerment, Youth at Risk, Gender Affairs, Senior Security and Dominicans with Disabilities, Dr. Adis King, voiced her condemnation of the act of abduction against Etienne.

“No child should experience such a heinous crime. This is a cowardly and despicable act and the horrific abuse of basic human dignity and human rights,” she expressed.

Dr. King averred that now more than ever, parents, family members and society in general, must stand denounce such acts and assist with the safety and security of all children.

“My government is very concerned about the rise in the cases of sexual abuse being perpetrated against the girl child in Dominica, and the number of gender based violence cases. There is a need for all of us to protect women and children against such offenses. We recommit to policies and actions to tackle these issues and protect these vulnerable groups within our society.”

She urged all who are able to assist in the search and rescue mission of Etienne to lend their support as “time is of essence.”

    Yours truly should use some of that C B I money to purchase at least two helicopters for search and rescue. How come Dominica does not have their own helicopter? Yours truly has the money. He has money to fly all over the world on “fact finding excursions” and to seek “donations to his cause”

    this cannot be happening in a real country where a search for a kidnappped young lady has brought out the actions of some young men who spend more time documenting on social media ball by ball commentry like they are doing some documentry or in a popularity contest, burning of evidence and openly carrying tons of illegal weapons. i notice the drinking of alcohol at ground zero. this cannot be real

    Now, and only now, I see that the search efforts from a National Security stand point is not as good as what they’re trying to make it out to be. #1. You saw the video of the helicopter at Canefield Airport…it is NOT fitted with Thermal Imaging Equipment…(a must in dense forest/missing persons operations) and #2 that canine IS NOT TRAINED as a search-for-missing-persons dog. My people, take it or leave it…#1 and #2 are FACTS. What we have to do now is intensify the ground search…..broaden the search radius…and most importantly….question friends and family members. I am convinced that after 3 days this man isn’t acting alone….I believe he is getting some form of assistance (food, water or shelter). I have been on the ground and for the number of people involved in the search…..someone is aiding that lunatic…! SNM

    The utilization of K9 in the country to use in the hunting down of offenders, and criminals who kill and in this case abducted this beautiful little girl is a good thing.

    Kindergarten graduate, ds, and Man Dog, this is something we should be talking about. By doing so, Roosevelt head would perhaps cool off from my continuous onslaught of criticism; I do’t know how much longer he will be able to sustain my battering.
    The times in Dominica are changing, and some changes are to be welcome; the use of the K9 is long overdue, if they were in use in the country ten years ago, perhaps the person who murdered my nephew, and all the others in Wesley would be long caught.
    If it rained since the abduction, the smell of the culprit and the child may already washed away.
    I do pray that they find the child alive, and unharmed; I pray that the culprit assumed to be mentally ill does not rape her, which is the most serous harm he can do to even if she is found alive.

      Francisco, I am sorry to hear about what happened to your relatives ten years ago! But what I don’t quite understand what have it got to do with Prime minister Skerrit? it makes no sense whatsoever, l am not biting at you just asking!!!

    I feel badly for the young girl and her traumatized family.The police chief told us that the police are aware that the kidnapper was tormenting the citizens of Warner for three weeks before the kidnapping. What did he know and when did he know it and as such what did he do and what did he not do?. Instead of carrying out the oath to protect and serve the police are preoccupied with spying on law-abiding citizens who disagree with the conduct of the police and the government in office. Members of the opposition were harassed and brought to court on trumped-up charges, the case has been adjourned indefinitely, so why didn’t the police detain the man before the gut-wrenching act which has all caring people on pins and needles and praying for the safe return of the child. The country now has a black eye because of the incompetence of the police who took their eye off the ball. I hope things end well for the child and for the sick kidnapper.

    This is so very sad, my heart is aching for innocent child and her family. Seeing this guy pic upsets my stomach. Father Lord with you everything is possible work on this guy so that he won’t hurt this child. I am hoping and praying that the search team will find her safe. Thank you Jesus.

    Shocking and terrible. This suggestion is sadly too late for this situation, but perhaps may help with future searches, including caused by natural disasters – I would strongly recommend Government to invest in at least one of new generation DJI Matrice drones created exactly for this kind of missions. Photography drones are practically useless for this kind of thing. Short battery life, traditional camera imaging, lack of zoom-in capabilities make them not good for that. it is so easy to just hide under a bush and avoid detection by such drone, and from high above – it is even problematic to see someone walking openly in a bush.
    However, this special rescue drone works in several modes, including thermal and infrared – “seeing” under trees, in the dark, and so on. it can fly in rain, and has many more capabilities. Dominica has several experienced drone pilots which could operate such a device (me included). Perhaps it should also get one of these…

    I hope with our collective prayers combined with our determined efforts, Kenisha would be found alive and unharmed today.

    There is never a bad wind that blows. From this unthinkable event, I hope we learn to love more, look out for the best interest of one another more, be more of a closer knit family and community.

    Our governance must be one of a more participatory and inclusive democracy. For together we can accomplish so much.

    This news is heart braking, sickening. Its painful. Mind troubling and sad. Lord have MERCY. Why should innocent ones pay for the crime of others? let’s hope this innocent child is alive, well, and found. Courage and Hope to her parents, relatives and friends, telling them to be strong. The creator never gives one more than he can bear. Ibo, MALAPROP, France, YOU see that RIVER MOUTH and CEREMETERY thing?! Only God knows. What a sad moment for Dominica.
